O seu componente ? repassa recursos para a aquisição de equipamentos e colabora com estados e municípios na organização dos setores de gestão do trabalho e da educação na saúde. O objetivo deste estudo foi descrever e analisar os projetos de cooperação técnica e financeira do componente ?, etapa do referido programa e a pactuação das responsabilidades sanitárias dos eixos gestão do trabalho e educação na saúde. A coleta de dados foi realizada a partir da consulta aos projetos de adesão ao ProgeSUS referentes aos anos de 2006 a 2009 e dos Termos de Compromisso de Gestão de 2007 a 2011 das capitais das unidades federativas brasileiras. Verificou-se que a maioria dos setores de gestão do trabalho e educação na saúde encontrava-se formalizado; subordinado direta ou indiretamente ao secretário de saúde; não informava desenvolver atividade descentralizada; apresentava área física e equipe própria; e previa comprar mobiliário e equipamento de informática. Dentre os problemas apresentados nos projetos estavam os relacionados à infraestrutura ou estrutura administrativo-organizacional, à força e ao processo de trabalho, ao sistema de informação ou às informações disponíveis para o setor, ao desenvolvimento de programas e políticas para a área, ao Plano de Carreira, Cargos e Salários, à democratização das relações de trabalho e ao contexto geral do SUS. Dentre as ações propostas nos projetos estavam às relacionadas à organização do processo de trabalho, à qualificação da equipe do setor, à melhoria ou adoção de sistema de informação, à melhora da infraestrutura, ao estabelecimento de política para o setor, à regularização de vínculos de trabalho, ao desenvolvimento de Planos de Carreira, Cargos e Salários, à democratização das relações de trabalho, à política de educação na saúde, à formalização de estrutura administrativo-organizacional do setor, à saúde do trabalhador e à composição de equipe. A maioria dos setores propôs temas para a qualificação de seus trabalhadores, como: desenvolvimento de carreiras, desenvolvimento institucional, educação permanente, gestão do trabalho e educação na saúde, gestão de equipes, relações federativas e articulação intersetorial, informática e legislação aplicadas ao setor, democratização das relações de trabalho, humanização do trabalho em saúde, regulação do trabalho em saúde, políticas de saúde pública, planejamento em saúde, qualidade de vida no trabalho, dentre outros. A maioria das capitais apresenta pactuação das responsabilidades sanitárias do eixo da gestão do trabalho e da educação na saúde, houve melhora ou manutenção da proporção de realização das responsabilidades dos dois eixos. Conclui-se que a diversidade de desafios colocados pelos setores nos projetos e a pactuação de responsabilidades sanitárias pode ser indício do importante papel indutor de políticas de gestão do trabalho e educação na saúde desempenhado pelo ProgeSUS e Pacto pela Saúde. O debate sobre o direcionamento do programa e o acompanhamento das políticas de gestão do trabalho e da educação na saúde é essencial para avançar na valorização do trabalhador do SUS e conseqüentemente, na melhoria da qualidade dos serviços prestados à população brasileira / Abstract: In 2006 the Brazilian Ministry of Health established the Program of Qualification and Structuring of Labor and Education Management of the Unified Health System (SUS, in Portuguese) - ProgeSUS. Its component ? transfers resources to purchase equipment and support States and Municipalities in their efforts to implement label work and health education management structures. The aim of this study was to describe and analyze component ? of stage ? of the financial and technical cooperation projects of the Program and the health responsibilities of labor and education management in the Public Health commitments in the National Pact for Health. Data collection was performed after consultation to projects of ProgeSUS, from 2006 to 2009, and the Terms of the National Pact for Health from the capitals of Brazilian states, from 2007 to 2011. In Brazil, most sectors of labor management and health education were formally established; reported directly or indirectly to the health secretary, not reported to develop decentralized activity, had physical area and their own team, and expected the purchase of furniture and computer equipment. Among the problems that were registered into the projects related to infrastructure or administrative-organizational structure, strength and the work process, information system or information available to the sector, the development of programs and policies for the area, Career, Jobs and Wages Plans democratization of labor relations and the general context of SUS. Among the actions proposed in the projects, the majority were related to the organization of the work process, qualifications of staff in the sector, the improvement or adoption of information system, improvement of infrastructure, establishment of policies for the sector, the regularization of work bonds, the development of Career, Jobs and Wages Plans, democratization of labor relations, education policy on health, the formalization of administrative-organizational structure of the sector, to workers' health and the composition of the team. Most sectors proposed topics for the qualifications of the workforce, such as career development, institutional development, continued education, labor management and health education, management teams, federal relations and inter-sectorial coordination, information and legislation applicable to the sector, democratization of labor relations, work humanization in health, regulation of health work, public health policies, health planning, quality of work life, among others. Within the pact, there was improvement or maintenance of the rate execution of the responsibilities under the two axes. It was concluded that the diversity of challenges posed by the sectors and projects in the negotiation of health responsibilities may indicate the important role of inducing labor management policies and health education performed by the National Pact for Health and ProgeSUS. In order to perceive this process, it was used the Guareschi and Kleinman s referential. It consists in a research with qualitative approach, descriptive. There were 21 participants of primary health care from 21 towns of the southern of Rio Grande do Sul. Data collection was obtained through a self-administered questionnaire in a period of June to August of 2013 and analyzed through the Minayo s operative proposal. It was observed the nurses ignorance about the primary health care; however, they evince medicinal plants in the work process. The politics is practicable, when the nurse makes groups, puts into practice the interdisciplinary dialogue, contemplates the user s cultural aspects. Internet keeps itself highlighted as a tool of communication between nurses, what opposes the recommended in continuing education. / Esta pesquisa tem como objetivo conhecer o processo de trabalho dos enfermeiros da atenção primária em relação à Política Nacional de Plantas Medicinais e Fitoterápicos. Com o intuito de compreender esse processo, utilizou-se o referencial de Guareschi e Kleinman. Consiste em uma pesquisa de abordagem qualitativa do tipo descritiva. Os participantes foram 21 enfermeiros da atenção primária de 21 municípios da região Sul do Rio Grande do Sul. Os dados foram obtidos a partir de um questionário autoadministrado, coletados no período de junho a agosto de 2013 e analisados pela proposta operativa de Minayo. Observou-se o desconhecimento da política pelos enfermeiros, no entanto indicam as plantas medicinais no processo de trabalho. A política é viável, quando o enfermeiro faz grupos, coloca em prática o diálogo interdisciplinar, contempla a questão dos aspectos culturais do usuário. A internet predomina como ferramenta de comunicação dos enfermeiros, o que se opõe ao preconizado na educação permanente.

The primary purposes of this study were (1) to investigate the current and preferred extent of non-supervisory classified staff employees' participation in university decision-making in Nigeria, as viewed by Nigerian higher level university administrators; (2) to investigate their current level of satisfaction with participation, and (3) to investigate the future trend of their participation in university decision-making. A three-part questionnaire developed by Allen L. Christian at North Texas State University in 1980 was slightly modified and used in this study. The respondents were 19 higher level university administrators at six Nigerian universities. The data were analyzed using frequency, t-test for related samples, one-way analysis of variance and the Scheffe' procedure used to test all possible comparisons among the means of the independent variables.

Behavioural economics provides more realistic psychological foundations to increase explanatory and predictive power of economic theory. The study of behavioural economics has inspired a number of different theories and has been used in many applications, and this thesis follows the same path and investigates different applications of behavioural economics. This thesis explores three novel applications of behavioural economics to management, policy making and property investment decision making.

Abstract This thesis deals with the concept of microfinance and its development in the Czech nonprofit sector. In the first part the author deals with a brief description of this concept and its historical development over the last fifty years. Followed by analysis of itself, that tries to deal with the fact that despite the rapid global development of this worldwide phenomenon, microfinance in the Czech Republic is still a relatively new phenomenon. Author attempted semi structured interviews to map key players in the industry, discover their interests, attitudes, resources, and their declared objectives. The main point of the analysis is myElen.com, Czech internet portal, which is pretty much the main driver of all the happenings in the field of microfinance in this country. In conclusion the author offers an evaluation of analytical findings and suggests possible future steps to further exploration, as well as recommends the most appropriate steps in policy-making.

Diploma thesis 'Weakening of neo-corporatism in Sweden after 1990' covers historical preconditions for emergence of swedish neo-corporatism, its development in the 20th century and its weakening after 1990. Neo-corporatism's heyday is dated back to the 1950s and the 1960s and is characterized by deep institutionalized participation of organised interests in the public policy-making and a tripartite interaction of the three main parties - the state, the Swedish employers' federation SAF and the Swedish union confederation LO. Changes that have occured since 1970s and their implications on swedish policy-making after 1990 are analyzed further on. A lot of attention is paid to particular ways of organized interests' institutionalized participation in the public policy-making. Wider socio-political context of the thesis covers the transition of Swedish model since 1970s and its implications on swedish democracy. The core hypothesis of this paper is that neo-corporatism in Sweden has not disappeared, according to some authors, but weakened considerably and changed.

Civil society, the public sphere and policy-making in a democracy: the case of the South African Human Sciences Research Council

Abstract The central argument in this MA research report is that arguing for a compromised or depleted political culture or space is extremely difficult if we consider the complexity of the public sphere. This involves firstly arguing that by re-interrogating the concept of the public sphere underpinning orthodox critical perspectives on democratic functioning from deliberative democratic theorists, we find notions of the critical public sphere have been corrupted by the idealism that accompanies this nonetheless important concept. By illuminating this flaw in the orthodox critical democratic perspective and applying it to critiques of South African democracy, I argue that critiquing South African politics and policy making should in general be done with more care, since what is under-contemplated in these critiques by way of the actual nature of the public sphere, is not negligible. Critics, who often start by characterising the political space as dominated by one party which allegedly renders the political space unfit for its critical purpose, ought to be fairer in their accounts. The end result of this increasingly consensual critical position is that we inhabit only a relatively meaningless formal democracy. The exploratory case study of the Human Sciences Research Council which I go on to consider was chosen on the basis of the considered guess that it was likely to throw up evidence of interesting illustrative tendencies in what I argue may constitute a ‘new’ public sphere. The theoretical possibilities I aim to highlight are arguably deserving of more focused appraisal in themselves, but the aim of this dissertation is to introduce the theoretical possibility of an under-theorised public sphere through highlighting how that situation came about, and less so, what would constitute evidence of the nascent theory’s correctness.

The transfer of renewable energy policy instruments from Europe to Southeast Asia : A case study of Thailand’s feed-in tariff policy / Överföring av politiska verktyg till förnyelsebar energi från Europa till Sydostasien

Climate change is one of the most challenging crises in sustainable development agenda. Tackling the problem requires the global transition towards renewable and sustainable energies. The uptake of these new technologies is often supported by policies and technological know-how that is developed by early adopters, and later spread and transferred to other places. Although renewable technology transfer and diffusion have long been studied, the question of how supporting policies flow from one country to another, and how they are adapted to the local contexts are merely investigated. This paper sheds some light on the process, mechanisms, and dynamics of policy transfer, and investigate the influences of national contextual characters on the adoption of policy from other countries, using Thailand's feed-in tariff policy as an example. The study applies an adapted version of ‘Dolowitz and Marsh model (1996, 2000, 2012)’ as the guiding policy transfer framework to analyse the information gathered through literature study and fieldwork, and to present the results and findings. The study discovers that policy transfer is not a straightforward process with a clear transfer timeline and boundary, but rather a dynamic and complex process that involves interactions with many factors, internal and external, and are continuously shaping the process and outcomes of the transfer. Moreover, the case study proves that Dolowitz and Marsh model is a useful and effective framework to understand and depict the process. However, if to treat policy transfer as an independent variable affecting the process outcomes, it would need to combine other frameworks, for instance, Marsh and McConnell Model (2010), to give an in-depth and comprehensive analysis to measure the success of policy transfer and policymaking. / Förnybar energi är en av de viktigaste lösningarna för att ta itu med klimatförändringarna. Utnyttjandet av denna nya teknik stöds alltid av politik, som vanligtvis utvecklas av ett land och överförs till andra länder. Denna avhandling använder ramen för policyöverföring för att analysera hur feed-in tariffpolitik från Europa spred sig och överförs till Thailand. Fallet belyser processen, mekanismerna och dynamiken för att illustrera hur politik som utvecklats av ett land inspirerade andra länder med deras beslutsfattande.
