Att realisera e-förvaltning : En studie om förändringsledares hantering av värdeideal inom offentlig verksamhet / To actualize e-governance : A study on how change agents manage value positions in the public sectorAndersson, Jonathan, Ull, Rasmus January 2020 (has links)
Politiska påtryckningar kräver offentliga verksamheters effektivisering, vilket har lett många kommuner till att påbörja införandet av effektivitetshöjande, IT-stödda automatiseringslösningar inom sina respektive socialtjänster. Initiativen medför dock ofrånkomliga organisationsförändringar, vilka ställer krav på god förändringsledning för att undvika förändringsmotstånd - något som tidigare uppvisats i samband med initiativen. Förändringsarbeten inom offentlig verksamhet har dessutom beskrivits ställa extra hårda krav på förändringsledarna, i och med hur de behöver navigera de många intressenter som tenderar att finnas inblandade. Genom en abduktiv forskningsansats, innefattande tio semistrukturerade intervjuer med förändringsledare som för närvarande arbetar med att automatisera arbetsprocesser inom socialtjänsten, identifieras bakomliggande intressen och viljor - värdeideal - med inverkan på automatiseringsinititativen. Därtill analyseras hur förändringsledare inom den offentliga sektorn utformar aktiviteter för att hantera dessa skilda viljor. Resultaten visar att tre av totalt fyra möjliga värdeideal går att identifiera i samband med initiativen: effektivitets-, service-, och professionalismidealet. Även om inget regelrätt förändringsmotstånd rapporteras, beskrivs dock en rädsla för hur den förändrade arbetsrollen ska påverka förändringsmottagarna - och vad det innebär för ansvarsutkrävande. Förändringsledarna hanterar idealen och nämnd rädsla genom att prioritera förändringsmottagarnas tidiga inblandning i förändringsarbetet, samt genom att lägga stor vikt vid kommunikativa insatser. Teoretiska och praktiska bidrag diskuteras. / Political pressures force organizations in the public sector to increase their efficiency, causing many municipalities to initiate projects involving IT-enabled automation of work processes in their local social services. In order to avoid resistance, the organizational changes caused by the projects need to be handled with great care by their respective change agents. The public sector is notorious for being particularly difficult to successfully lead through organizational change, due to the large number of stakeholders with power to affect the change, holding competing interests and wills - known as value positions. The study sets out to find which value positions are present in the ongoing automation projects currently being carried out in the municipalities’ social services, and how the change agents work with them. Using abductive reasoning, and with the help of ten semi-structured interviews with change agents who currently are involved in automation projects, the study’s findings show that three out of four value positions can be identified in the types of projects mentioned: the efficiency-, service- and professionalism ideal. The change agents work with the value positions by prioritizing the engagement and involvement of the change recipients from start, creating a sense of joint ownership of the change. Besides prioritizing engagement and involvement, communication efforts are held up to be of major importance. Implications for theory, practice and future research are presented.

El Gobierno Corporativo consiste en la forma en que se ejerce poder o gobierna una organización, con el objetivo de generar valor para sus accionistas e inversionistas, a la vez que se cuidan los intereses de todas las partes relacionadas. Un modelo adecuado se logra cuando existe un equilibrio entre la dirección de la empresa y un buen desempeño de la misma (Confecámaras, 2016). El concepto de Gobierno corporativo es amplio, por lo que nuestro caso de estudio se enfoca en dos campos: la comunicación interna del mismo a los colaboradores y la creación de valor para la empresa. Aeropuertos Andinos del Perú S.A. es una empresa de capital peruano-argentino, encargada de la concesión de administración de cinco aeropuertos del Perú. La presente investigación tiene como objetivo analizar la relación existente entre la comunicación efectiva de los principios del Gobierno Corporativo a sus colaboradores y su creación de valor en la organización. Para recopilar información pertinente, se realizaron encuestas a los trabajadores con la finalidad de conocer su percepción sobre la comunicación organizacional, y entrevistas a profundidad a Gerentes para comprender las políticas actuales desde un punto de vista directivo. Entre las conclusiones más relevantes, se observa que existe un problema de comunicación interna, debido en gran parte a la distribución física en seis provincias distintas. Asimismo, se comprobó que el valor que posee AAP S.A. depende de una comunicación efectiva de los principios del Gobierno Corporativo a sus colaboradores, pues alinea los objetivos y afianza el vínculo con la empresa. / Corporate Governance consists in the way that an organization is ruled or managed, and its objective is to generate value to its shareholders and investors, so for all its stakeholders as well. A suitable model is reached when it exists a balance between the direction of the Enterprise and the good performance of it (Confecámaras, 2016). The concept of corporate governance is broad, so our study case focuses in two areas: the intern communication of it to the workers and the creation of value for the Company. Aeropuertos Andinos del Perú S.A. is a peruvian-argentinian Enterprise, which is in charge of the concession of the administration of five airports in Peru. The present investigation has as an objective to analyze the relationship between the effective communication of the Corporate Governance’s principles to the workers and its impact in the value of the organization. In order to collect the pertinent information for this study, workers were surveyed to know the perception that they have of the organizational communication, and depth interviews with Managers to understand better the current policies from a managerial point of view. Among the most striking conclusions, there is a problem of internal communication, mostly due to the physical distribution of the enterprise in six different provinces. Ce mémoire universitaire provient de la volonté suivante : découvrir comment les différent·es professionnel·les de l’événementiel, expérimentant l’imprévu quotidiennement, arrivent à faire face à l’inattendu sans grande difficulté apparente. Ce questionnement, nourri par mes intérêts professionnels, m’a amenée à m'interroger plus précisément sur le sujet. Pour ce faire, cette recherche propose une revue de la littérature élaborée autour de deux concepts, l’improvisation et la collaboration interprofessionnelle, mis en perspective par un cadre théorique portant sur le sensemaking. Les résultats apportés par cette étude sont doubles. Ils permettent dans un premier temps de poursuivre les recherches déjà menées sur les concepts mobilisés en abordant cette fois un contexte organisationnel nouveau. En accord avec les définitions existantes sur l'improvisation, trois ressources permettant aux planificateurs d’improviser ont d’ailleurs été identifiées : le guide de coordination, les conditions de la flexibilité des rôles ainsi que le processus d'enactment. De surcroît, par l’exploration de ces trois ressources, cette recherche permet dans un second temps d’identifier des dynamiques nouvelles issues de l’association des concepts d’improvisation, de collaboration interprofessionnelle et de sensemaking. Entre autres, nous avons pu découvrir qu’un objet-frontière peut faire office de ressource pour l’improvisation et qu’il doit, pour cela, être compréhensible par tous les membres de la collaboration ; les conditions favorables à la conduite d’une collaboration interprofessionnelle influent également sur la gestion de l’improvisation ; et enfin, la production de sens face à l’inattendue varie en fonction de la profession de chaque membre de la collaboration. L'ensemble de ces résultats, ainsi que l'étude d'un contexte organisationnel inexploré proposent quelques pistes d'études à approfondir par la suite. / This university research comes from the desire of discovering how the various professionals in the event industry, who experience the unexpected daily, manage to cope with the unexpected easily. This curiosity, fueled by my professional interests, made me wondering more precisely on the topic. In order to bring some answers, this research offers a review of the literature developed around two concepts: improvisation and interprofessional collaboration, put into perspective by a theoretical framework on sensemaking. The results of this study are twofold. First of all, they allow us to continue the studies already carried out on concepts used by addressing a new organizational context. In accordance with the existing definitions of improvisation, three resources enabling planners to improvise have been identified: the coordination guide, the conditions of roles' flexibility, and the enactment process. Moreover, by the exploration of these three resources, this research enables, in a second step, to identify new dynamics resulting from the association of the concepts of improvisation, interprofessional collaboration, and sensemaking. Among other things, we have discovered that a boundary object can be used as a resource for improvisation and this is why all the members of the collaboration must be able to understand it; the conditions that are favorable to the conduct of interprofessional collaboration also influence the management of improvisation ; finally, the sensemaking production in unexpected situations varies according to the profession of each member of the collaboration. All these results, as well as the study of an unexplored organizational context, provide various avenues for further studies.

En la actualidad nos encontramos en la revolución tecnológica industrial, esta revolución trae consigo una reformulación de modelos de negocios, en la cual los sectores productivos se están adaptando a estas tendencias, y este se ve reflejado, principalmente, en el constante incremento de la productividad. Sin embargo, el sector construcción no ha sido caracterizado por este efecto, inclusive el avance de este indicador ha sido paupérrimo.
Por este motivo, la presente investigación está enfocada en elaborar una propuesta que permita aumentar la productividad en la etapa de construcción mediante una metodología que optimice la comunicación en el equipo de proyecto.
En este sentido, el objetivo del proyecto de tesis es elaborar una propuesta para aplicar la metodología Virtual Desing & Construction (VDC) centralizándose en el uso de las herramientas Buiding Information Modeling (BIM) y las sesiones de Ingeniería Concurrente e Integrada (ICE), que tiene como característica integrar a los principales involucrados del proyecto y emplear softwares especializados en el modelamiento del proyecto.
Asimismo, en las sesiones ICE se incorporarán los “ejecutores de obra” (maestro de obra, capataz, etc) con la finalidad de que los modelos BIM y la explicación de los especialistas se complementen para transmitir óptimamente el concepto del trabajo a realizarse y se ejecute de manera efectiva los trabajos en obra.
Finalmente, se elaboró un formato de validación a través de juicio experto en el cual los ingenieros especialistas en la construcción de edificios multifamiliares aportaron con sus opiniones y calificación de la propuesta. / Currently we are in the industrial technological revolution, this revolution brings with it a reformulation of business models, in which the productive sectors are adapting to these trends, and this is reflected, mainly, in the constant increase in productivity. However, the construction sector has not been characterized by this effect, even the advance of this indicator has been very poor.
For this reason, this research is focused on preparing a proposal that allows increasing productivity in the construction stage through a methodology that optimizes communication in the project team.
In this sense, the objective of the thesis project is to prepare a proposal for the application of the Virtual Desing & Construction (VDC) methodology, focusing on the use of Buiding Information Modeling (BIM) tools and the Concurrent and Integrated Engineering (ICE) sessions. which has the characteristic of integrating the main stakeholders of the project and using specialized software in project modeling.
Likewise, in the ICE sessions, the “construction executors” (construction master, foreman, etc.) will be incorporated in order that the BIM models and the explanation of the specialist’s complement each other to optimally transmit the concept of the work to be carried out and effectively carry out works on site.
Finally, a validation format was developed through expert judgmenºt in which the engineers specialized in the construction of multi-family buildings contributed their opinions and qualification of the proposal. / Tesis

The United Nations originally established the term sustainable development through the Brundtland commission and became a frontrunner and global actor within the field. Information has initially been described as an invaluable aspect of successfully achieving the Sustainable Development Goals by the UN itself. Therefore, the lack of current references to information and communication in relation to the execution of the SDGs has to be examined in an attempt to fill this research gap. Therefore, this thesis investigates in what way their external communication, more specifically their press releases regarding the SDGs, are executed in order to promote sustainability. This is done by performing a qualitative text analysis on press releases as empirical material. A question this thesis attempts to answer is how the press releases of the UN have changed after the evolved SDGs. Also, in obedience with their own strategic documents, how are the UN concerned with making their public communication shed light on the implementation of the SDGs. These questions are relevant considering the growing interest for the issue of sustainable development. The analysis draws on theories of organizational communication and strategic communication. The thesis reveals that the SDGs and sustainability are cohesively presented throughout the press releases. However, a change in inclusiveness of the audience was observed after the implementation of the SDGs. This thesis indicates that there is potential for improvement in terms of how the UN communicates sustainability issues and promotes the SDGs.

anyone interested in queer perspectives on Appalachian politics and culture,
regardless of their geographic location. The page’s over 3,000 posts include
memes about Appalachian culture; celebrations of queer rurality
(#saturdaynightinthecountry, #ruralresistance); references to big trucks,
Mountain Dew, and The Trailer Park Boys; posts about opioid addiction, needle
exchanges, and #harmreduction; jokes about communism and anarchism; calls for
establishing #mutualaid drives; and signal boosts which highlight ongoing
activist efforts in the region, including the Mountain Valley Pipeline protests
and the Kentucky miner’s strikes. The page’s recalcitrant and
anti-establishment content has attracted a surprisingly large following of
around 230,000. But what does this expansive online network mean for
Appalachian and Southern queer people?</p>
<p>Rural queer people often have
limited access to offline political organizing due to their geographic
location, but online political communities may be a way of increasing rural
political engagement. However, the usefulness of social networking sites like
Instagram for political organizing is contested. To better understand what
@queerappalachia is and how it is being used, I have created a multidimensional
network of the page, mapping how users interact with posts, hashtags, and each
other. In particular, this study provides evidence for how the collective
action concepts of “brokerage,” “diffusion,” “identification,” and
“deliberation” are being organized and enacted within the @queerappalachia
community. I have also conducted interviews with followers of @queerappalachia
who have been identified as central by the network study. The interviews
provide evidence of how people within the @queerappalachia network
conceptualize their political identities in relation to the page and how users
utilize the affordances of Instagram communities for political action. </p>

Because of covid-19, everyone has to follow the public health authority's recommendations to work from home. It's not only people's daily routines that have changed, it's also the workplaces. This has led to companies having to work more digitally than they did before. For some people this has been a big difference and for others it has not, depending on how digital the company worked before the start of the pandemic. People's way of communicating has changed due to the pandemic. With this background, this essay will examine how people at an IT company have experienced the change from physical communication to digital communication at their workplace due to covid-19. We are also interested in seeing whether the relationship and communication with colleagues has changed or not. We have used a qualitative method and conducted interviews with ten people at an IT company. The communication at the IT company has changed in some areas while it has not changed in others. To summarize the internal and external communication, the internal has changed a lot because the employees only communicate digitally with each other. External communication, on the other hand, has not changed much as the employees communicated largely digitally with their customers even before the pandemic, as they have customers all over Sweden and in the world. The biggest change that can be identified is that the employees themselves have had to take great personal responsibility in the work and meeting process. The pandemic has affected the communication between employees in a way that many feel more alone when they cannot have the same contact with their colleagues as they previously had. There has been a big difference in digital communication as it is much more difficult to see body language through a screen than it is when employees can meet physically.

En el primer capítulo desarrollamos la importancia de la información en las organizaciones ya que es considerado un recurso fundamental. Luego el valor de la seguridad y su gestión para la vigencia y éxito de las organizaciones. Un tema importante es la concientización en seguridad que prioriza el rol crucial de las personas. También definimos la gestión de los intangibles dentro del enfoque Dircom, considerando a la comunicación para la presentación de nuestra propuesta y su repercusión en la cultura y reputación corporativa.
En el segundo capítulo planteamos la problemática que es la falta de concientización en seguridad de la información en las instituciones educativas, lo cual nos lleva a investigar cómo se lleva a cabo para proponer una propuesta que ayude a solucionar el problema.
En el tercer capítulo nos referimos a dos tesis que resaltan el factor humano para mejorar la concientización sobre seguridad de la información en una institución educativa y otra de otro sector empresarial respectivamente.
En el quinto capítulo presentamos a nuestra población de estudio que son los públicos internos de dos instituciones educativas de San Juan de Lurigancho; los resultados de las entrevistas a especialistas sobre el tema y de dos encuestas realizadas a dicha población. Exponemos luego nuestra propuesta que consiste en definir un plan de comunicación para promover la concientización en seguridad de la información en una institución educativa. Finalmente concluimos que no existe una concientización sobre el tema y lo cual es necesaria para impactar en la cultura y reputación corporativa. / In the first chapter we develop the importance of information in organizations since it is considered a fundamental resource. Then the value of security and its management for the validity and success of organizations. An important issue is security awareness that prioritizes the crucial role of people. We also define the management of intangibles within the Dircom approach, considering communication for the presentation of our proposal and its impact on corporate culture and reputation.
In the second chapter we raise the problem that is the lack of awareness in information security in educational institutions, which leads us to investigate how it is carried out to propose a proposal that helps solve the problem.
In the third chapter we refer to two theses that highlight the human factor to improve awareness about information security in an educational institution and another in another business sector respectively. In the fifth chapter we present our study population who are the internal audiences of two educational institutions in San Juan de Lurigancho; the results of the interviews with specialists on the subject and of two surveys carried out with this population. We then present our proposal, which consists of defining a communication plan to promote awareness of information security in an educational institution. Finally, we conclude that there is no awareness on the subject and that it is necessary to impact corporate culture and reputation. / Trabajo de investigación
