Les enjeux communicationnels dans la normalisation des savoir-faire opératoires pour la prévention des risques : le cas de la méthode OPERGUID en raffineries chez TOTAL / Communication challenges in the standardization of operating know-how for risk prevention : the case of OPERGUID method in Total’s refineries

L’objet principal de cette recherche est la méthode Operguid. C’est une méthode d’organisation concernant les modes opératoires, encore appelés procédures collectives, qu’il faut mettre en œuvre pour démarrer ou arrêter les installations de production d’une raffinerie de pétrole. Dans les faits c’est un ensemble, à chaque fois, unique comprenant de de 1000 à 1500 opérations de base, partant d’un état initial ou de départ pour arriver à un état final. Le volume de procédures à la Raffinerie Total en Normandie était, au départ du projet en 1984, de 140 soit quelques 200 000 opérations à écrire, à tester et à capitaliser.Cette recherche démontre que les résultats obtenus (sécurité mais aussi productivité, technique, ergonomie, formation, qualité, planification, communication…) résultent d’une articulation singulière entre trois méthodes de management : gestion participative, gestion des connaissances et gestion de projet. Notre analyse est que les enjeux d’une telle articulation furent communicationnels notamment pour les ouvriers qui, au lieu d’être considérés comme de simples récepteurs de l’information, devinrent des participants actifs de la construction de sa signification. Il est bien sûr délicat de proposer, à partir d’une expérience passée, des résultats généralisables au contexte actuel de la gestion des entreprises. Nous pensons cependant que les problèmes actuels peuvent, parfois être mieux compris, lorsqu’on les apprécie avec un regard nourri par les enseignements du passé. / The problem statement of this thesis focuses on the institutional and communicational challenges linked to a major project; the normalization of the operating procedures in the Total refineries between 1984 and 1986. The use of workforce know-how formalization is, in this oil company, at the origin of a strong risk prevention culture. Around 1500 worker focus groups have been settled in the four French refineries since 1976, aiming to set up common knowledge on operations and methods in safety management. It is this workforce knowledge management and its transcription into normalization documents that we invite the reader to discover. We emit the hypothesis of an objective united continuity between the workforces and the management in a world wide sociopolitical setting that we know structured by risk issues. We want to prove that the challenges of such an articulation are primarily communicational; particularly for the blue-collar workers who, instead of being considered as simple recipient of the information, became active participants of the construction of its signification. Form a methodological standpoint we will lean on our proper experience in the Total Group. Project manager, directly responding to the director, we have coordinated the worker focus groups which, inscribed in a rigorous and hierarchically respectful methodology. We will have made it possible to rewrite, of 1984 to 1986, some 150 operating procedures, which represented some 200 000 operations to be written, tested and builded up. This project called « ©Operguid » has been deployed in refineries and then in offshore platforms from the Total Group all around the world. ©Operguid, implemented by our team has also been sold about fifty of refinery petrochemical and fine chemistry clients. This method has become an international standard and is still up-to-date nowadays.

[pt] Com base na análise dos Relatórios de Sustentabilidade de 2012 de quatro empresas de diferentes segmentos (Telecomunicações, Seguros e Previdência, Cosmético e Mineração), a presente pesquisa buscou entender qual a racionalidade predominante neste tipo de publicação à luz dos conceitos de racionalidade instrumental e racionalidade substantiva de Guerreiro Ramos. Para alcançar este objetivo, o marco teórico apresentou a discussão na literatura acerca dos conceitos de responsabilidade social, sustentabilidade, racionalidade substantiva, racionalidade instrumental, identidade organizacional e reputação corporativa. No que diz respeito aos procedimentos metodológicos, os conjuntos de documentos coletados foram analisados por meio da análise de conteúdo, o que permitiu a criação de categorias de observação, quais sejam: (1) Relação com Stakeholders; (2) Declarações e Referenciais Institucionais; (3) Aspectos Legais; e (4) Equilíbrio Triple Botton Line. A seguir, cada categoria foi relacionada com um conjunto de elementos característicos das duas racionalidades elencadas gerando duas classificações distintas. Como resultados alcançados, de uma forma geral, foi possível identificar a predominância de elementos de racionalidade instrumental na maioria dos discursos, o que confirma a hipótese inicial e indica o cálculo utilitário presente em grande parte destes documentos. De forma mais aplicada, as conclusões do estudo contribuem para uma gestão das organizações mais holística/humanística, pois torna possível que estas reflitam e problematizem o seu posicionamento e suas ações em relação à Sustentabilidade, observando se a opção por um discurso mais superficial que visa apenas atender à construção de uma boa imagem institucional é tão efetiva quanto um discurso que relate valores e práticas organizacionais que lidem com os reais desafios de uma atual gestão sustentável. Além disso, as conclusões podem suscitar novas questões sobre o tema – como, por exemplo, como seria a evolução do discurso nos relatórios de sustentabilidade de uma mesma empresa com o passar do tempo - que poderão ser melhor exploradas por novos estudos. / [en] Based on the analysis of the 2012 Sustainability Reports from four companies of different segments (Telecommunications, Insurance, Cosmetics and Mining), this research sought to understand the prevailing rationality in this type of publication, in relation to the concepts of instrumental rationality and substantive rationality, based on Guerreiro Ramos. To accomplish this goal, the theoretical framework presented a discussion about the concepts of social responsibility, sustainability, substantive rationality, instrumental rationality, organizational identity and corporate reputation. Regarding the methodological procedures, collected documents were studied using content analysis, which allowed the creation of categories of observation, which are: (1) Relationship with Stakeholders; (2) Institutional statements and frameworks; (3) Legal Aspects, and (4) Triple Bottom Line balance. Next, each category was related to a set of characteristic elements of the two rationales listed, creating two different classifications. According to the results, in general, it was possible to identify the predominance of elements related to instrumental rationality in most speeches, which confirms the initial assumption and indicates the utilitarian calculation largely seen in these documents. As a practical matter, this study’s findings contribute to the management of organizations, once it becomes possible for these companies to ponder over and problematize their positioning and their actions in relation to sustainability, observing if the option for a more superficial discourse that seeks only a good corporate image is as effective as a discourse that reports organizational values and practices that address the real challenges of a current sustainable management. In addition, these findings may raise new questions about the subject – such as how the evolution of speech in sustainability reports of the one company over time would be, which could be better explored by further studies.

Kvalitetssäkring av den interna kommunikationsprocessen vid Åbymässan AB : En studie utförd med hjälp av kvalitetstekniska arbetssätt / Quality assurance of the internal communication process at Åbymässan Ltd

Denna uppsats är skriven i intresse av nystartade Åbymässan AB i Göteborg angående hur de kan kvalitetssäkra och förbättra deras interna kommunikationsprocess. Företaget ingår i Easyfairs Group och är ett tjänsteföretag inom evenemangs- och mässbranschen. Studien redovisas skriftligen genom denna rapport för kursen Examensarbete i industriell teknik (1TG277) vid Uppsala Universitet vårterminen 2019. Syftet med denna rapport är att ge konkreta förbättringsförslag för Åbymässan AB:s interna kommunikation. Arbetet är därför centrerat kring frågeställningen om hur Åbymässan AB kan kvalitetssäkra sin interna kommunikation. Problemet i dagsläget är att det inte finns några bestämda förhållningssätt till hur den kommunikationen bör ske. För att lyckas komma fram till konkreta förbättringsförslag till företaget har kvalitetsverktyg så som TQM, ISO 9001:2015, SWOT-analys och Johari-fönster använts tillsammans med datainsamlingsmetoder i form av tidigare kunskap och forskning på området organisationskommunikation, dokumentinsamling, observationer och intervjuer. Utifrån de valda metoderna visade resultatet på att den interna kommunikationen i nuläget har många brister som framför allt handlar om otydlighet, att tillgänglig information inte finns i rätt tid och att osäkerhet råder om vem eller vilka som ansvarar för att rätt information förmedlas. De konkreta förbättringsförslagen innefattar därför analys med hjälp av Johari-fönster för att se hur medarbetarna egentligen kommunicerar med varandra. Förslag på hur de fysiska kommunikationskanalerna kan kvalitetssäkras har gjorts genom bland annat skriftliga protokoll, e-post och anteckningar på anslagstavla. De dokument som upprättas följer förslagsvis kvalitetsledningssystemet ISO 9001:2015. Slutsatserna är att Åbymässan AB har stor potential att växa och har mycket engagerade medarbetare. De flesta på företaget är öppna för nya förändringar och försöker se utmaningar istället för hinder. Denna studie kommer troligen inte bara gynna medarbetarna och de interna kunderna på anläggningen utan även visa sig ha en stor positiv inverkan på den externa kommunikationen med externa kunder. / This thesis is written in the interest of the newly started Åbymässan Ltd in Gothenburg regarding how they can quality assure and improve their internal communication process. The company is part of Easyfairs Group and is a service company in the event and exhibition industry. The project is presented in this written report for the course Degree Project in Industrial Engineering and Management (1TG277) at Uppsala University, Spring term 2019. The purpose of this report is to provide concrete improvements for the internal communication of Åbymässan Ltd. The work is therefore centred on the issues of how Åbymässan Ltd can quality assure its internal communication. The current problem now is that there is no definite approach to how it should be done. To succeed in finding concrete improvement proposals for the company, quality tools such as TQM, ISO 9001:2015, SWOT analysis and Johari window have been used together with data collection methods in the form of previous knowledge and research in the field of organizational communication, document collection, observations and interviews. Based on the chosen methods, the results showed that the internal communication at present has many shortcomings which primarily deals with ambiguity. This means that information is not available at the right time and there is uncertainty about who is responsible for the correct information being conveyed. The concrete improvement proposals, therefore, include analysis using the Johari window to see how employees communicate with each other. Suggestions on how the physical communication channels can be quality assured have been made by including written protocols, e-mails and notes on the bulletin board. The documents that will be created are suggested to follow the quality management system ISO 9001:2015. The conclusions are that Åbymässan Ltd has great potential to grow and has very committed employees. Most of the company employees are open to new changes and try to see them as challenges instead of obstacles. This study will probably not only benefit the employees and the internal customers of the facility but also provide a great positive impact on external communication with external customers as well.

This systemic-discursive perspective enabled the exploration of communication elements, which were articulated in a theoretical model aimed at understanding the strategy called the Communicational Decisional Network, and in this context, the organization was understood as a social system constituted by communication in the form of a decision. The objective was to understand, principally, what the meanings of strategy are and how it is (re) constructed in communication. To do so, we conducted a qualitative research, through a case study, with individual interviews and document analysis, which took into account aspects of the organization's strategy. From the communication elements such as decision, identification, institutionalization, mediation, organizational culture and organizational communication, it was possible to understand which decisions were revealed in the texts analyzed. The decisions go through these discourses revealing an authoritative and formal dynamic of organizational communication in parallel with the informal dimensions including the diverse perceptions of the different actors involved in the strategic process. However, it is worth mentioning that with the analysis of the data from the communicational decision network it was possible to reaffirm the possibility of thinking about the organizational strategy and how it is carried out within the scope of the researched scenario. / Esta dissertação apresenta uma abordagem comunicacional para a compreensão da estratégia organizacional de uma instituição pública de ensino do Distrito Federal, fundamentada na teoria sistêmica de Niklas Luhmann e na teoria discursiva de Eliseo Verón. Essa perspectiva sistêmico-discursiva possibilitou a exploração de elementos comunicacionais, que foram articulados em um modelo teórico voltado para a compreensão da estratégia chamado Rede Decisória Comunicacional, e nesse contexto, a organização foi compreendida como um sistema social constituído por comunicação em forma de decisão. O objetivo foi compreender, principalmente, quais os sentidos da estratégia e como a mesma é (re) construída em comunicação. Para tanto, realizamos uma pesquisa qualitativa, por meio de um estudo de caso, com entrevistas individuais e análise de documentos, que levaram em consideração aspectos da estratégia da organização. A partir dos elementos comunicacionais como a decisão, a identificação, a institucionalização, a mediação, a cultura organizacional e a comunicação organizacional, foi possível compreender quais decisões foram reveladas nos textos analisados. As decisões atravessam esses discursos revelando uma dinâmica autorizada e formal da comunicação organizacional em paralelo com as dimensões informais incluindo as diversas percepções dos diferentes atores envolvidos no processo estratégico. No entanto, vale ressaltar que com a análise dos dados a partir da rede decisória comunicacional foi possível reafirmar a possibilidade de pensar a estratégia organizacional e como ela se realiza no âmbito do cenário pesquisado.

A divulgação do conteúdo do acervo da Companhia do Metropolitano de São Paulo - Metrô, no portal da Biblioteca Metrô Neli Siqueira, objetiva a apresentação dos conteúdos especializados desenvolvidos por profissionais da ou para a empresa. A partir da hipótese de que o portal é ferramenta estratégica de mediação na disseminação virtual da história da Companhia e de institucionalização da unidade de informação como espaço de referência da cultura da empresa, que, por seu caráter público, deveria propiciar a participação do cidadão na construção da sua história. Esta pesquisa identifica como problema central se o uso do portal da biblioteca oferece condições para que o cidadão se torne protagonista na construção passada, presente e futura da sua história. Isto posto, o objetivo principal é analisar o portal da Biblioteca Metrô Neli Siqueira como ferramenta agregadora de valor à informação institucional pela mediação virtual, num processo de ressignificação da história do transporte coletivo de massa sobre trilhos na cidade de São Paulo, a partir da divulgação online do conteúdo da memória institucional. Para investigar essa questão, a pesquisa, quanto aos objetivos, é exploratória, e quanto aos procedimentos é bibliográfica, documental e de estudo de caso. O referencial teórico deste trabalho apresenta questões sobre comunicação e cultura organizacional e o papel da mediação de uma unidade de informação na construção de sentidos ao preservar e possibilitar o resgate da memória e da cultura da empresa. A pesquisa documental reúne uma análise do próprio portal da Biblioteca Metrô Neli Siqueira, e-mail trocados nas tratativas de desenvolvimento e publicação do mesmo e atas de reunião norteadoras do processo de publicação ou decisivas para andamento do projeto. Para corroborar as informações levantas na pesquisa documental, foram realizadas entrevistas semiestruturadas com pessoas gestoras na empresa, envolvidas tanto na idealização do portal como na projeção de publicação na internet para o público externo. O portal da biblioteca está pensado e organizado para atuar como um espaço de mediação no qual, de forma direta e consciente, a equipe da biblioteca se apresenta para propiciar a apropriação da informação disponível do acervo da empresa. Neste espaço, há uma relação direta, ainda que virtual, entre o que é produzido pela empresa e adquirido para o acervo geral, e o usuário da unidade, uma vez que a apresentação de conteúdos introdutórios e contextualizados sobre os itens possibilita uma representação do conhecimento registrado nessas publicações, e estimula a construção e expansão do pensamento. / The divulgation of the content of the collection of the Companhia do Metropolitano de São Paulo - Metro, in the Library Metrô Neli Siqueira\'s webstite, aims at presenting the specialized contents developed by professionals of or for the company. Based on the hypothesis that the portal is a strategic mediation tool in the virtual dissemination of the Company\'s history and institutionalization of the information unit as a reference space for the company\'s culture, which, due to its public nature, should allow citizens to participate in construction of its history. This research identifies as a central problem if the use of the library portal provides conditions for citizens to become protagonists in the past, present and future construction of their history. Therefore, the main objective is to analyze the portal of the Neli Siqueira Metrô Library as an aggregator of value to institutional information by means of virtual mediation, in a process of re-signification of the history of collective transportation of mass on rails in the city of São Paulo, from the dissemination online of the contents of the institutional memory. In order to investigate this question, the research, regarding the objectives, is exploratory, and as far as the procedures is bibliographical, documentary and a case study. The theoretical framework of this work presents questions about communication and organizational culture and the role of mediation of an information unit in the construction of meanings by preserving and enabling the rescue of the company\'s memory and culture. The documentary research includes an analysis of the portal of the Metrô Library Neli Siqueira, e-mail exchanged in the development and publication of the same and minutes of meetings that guide the publication process or are decisive for the progress of the project. In order to corroborate the information raised in the documentary research, semi-structured interviews were conducted with management people in the company, involved both in the idealization of the portal and in the projection of publication on the internet to the external public. The library portal is designed and organized to act as a mediation space in which, directly and consciously, the library team presents itself to facilitate the appropriation of the information available from the company\'s collection. In this space, there is a direct, albeit virtual, relationship between what is produced by the company and acquired for the general collection, and the user of the unit, since the presentation of introductory and contextualized content on the items enables a representation of knowledge recorded in these publications and stimulates the construction and expansion of thought.

An Examination of the Organization-Public Relationship Dimensions of Communication Between Museums and its Publics

This study examines how museums build relationships with audiences to gain financial contributions and volunteer support. Financial support to museums has been dwindling in recent years and new revenue streams are needed for low-resource museums to survive. A content analysis of 485 Facebook posts of four small and large sized museums along with a survey of 131 respondents were conducted within the theoretical lens of organization-public relations. Results from study one indicate that larger museums fared better than smaller museums in terms of transparency, authenticity and positivity measures whereas on measures of credibility both the large and the smaller museums fared equally. While results from study two indicate millennials are not sufficiently engaging with museums.

Retaining Millennials: Values-Based Communication Tactics Employers can use to Appeal to a Supposed Risk-Adverse Generation

Millennials are growing within the workforce, but they are becoming difficult to attract and retain for longer than two years at a time. In addition, Millennials have generational-specific values that are different than their predecessors. Identifying and applying these workplace expectations to organizational policies have made it challenging for leaders to appeal to this generation. Millennials desire five aspects from their workplace: work with a purpose, to be their own boss or work for a boss that is a mentor, a collaborative work environment, flexible work schedules, and work-life integration and/or work-life balance. Using a survey research method, this thesis outlines how Millennials appreciate these values in a workplace and, because of this appreciation, employers and recruiters should consider them for attrition and recruitment purposes. This thesis also examines why the assumption that Millennials are job hoppers who would rather work for themselves than an established corporation is unfounded. Finally, this thesis finds that the risk aversion trait Millennials possess affects their potential for decision making regarding their career that this trait can be used by organizations to market communication positions to this generation.

AUTHENTICALLY DISNEY, DISTINCTLY CHINESE: A CASE STUDY OF GLOCALIZATION THROUGH SHANGHAI DISNEYLAND’S BRAND NARRATIVE

In 2016, the Walt Disney Company launched Shanghai Disneyland--the company’s first theme park in mainland China. Entering mainland China poses significant political and cultural challenges for American companies. To address these challenges, Disney pursued a “glocalization” strategy -- it accounted for local norms and values in launching Shanghai Disneyland. This paper examines how Shanghai Disneyland constructed its brand narrative to negotiate tensions in this glocalization process. A semiotic analysis of two Shanghai Disneyland commercials illustrates the ways in which Disney tapped into culturally meaningful themes of harmonic balance and collective identity to produce the park’s brand narrative--“China’s Disneyland.” A thematic analysis also considers how Chinese citizens engaged with that brand narrative on the popular Chinese social network, Weibo. Citizens engaged with this brand narrative in ways that deviate somewhat from Disney’s messaging, such as by avoiding depictions of people in the park. Still, even these deviations aligned with and reinforced the cultural values in the “China’s Disneyland” brand narrative. The study underscores the importance strategically adjusting brand narratives for new markets and accounting for users’ engagement with those narratives.

CHILD ABUSE PREVENTION IN RURAL SOUTHERN CALIFORNIA: A PARTICIPATORY ACTION RESEARCH PROJECT

This research project examines resources and services to prevent families and children from entering the child welfare system in a rural town in Southern California. There is constant struggle to get the adequate services, resources and trained staff in this rural area because it is isolated and it takes about two hours’ travel time to get to the metropolitan cities. The literature review discusses child welfare services challenges, strengths and social capital to support families and children as well as the child welfare system itself in rural areas. Constructivism is the appropriate framework for this research project, because the goal of this study will be based on an exchange of understanding and ideas; therefore, the nature of the study is subjective. The engagement stage was an important stage for the constructivist approach. The researcher analyzed transcripts from the interviews and group meetings using thematic analysis to examine participants’ concerns and their perceptions of the community’s resources. Further, the participants, guided by the researcher, worked together to develop a strategic action plan to address child abuse and neglect in this community. This project encouraged community leaders to discuss the community’s strengths and main concerns related to child abuse and neglect. Interestingly, these strengths and concerns often mirror one another. Participants’ perceptions and recommendation are about safety, connectedness, human services access and child welfare of the focused rural town.
