Métodos tradicionais de seleção de portfólio de projetos tendem a privilegiar dimensões e aspectos mais relacionados ao lucro e/ou crescimento. Além dessas dimensões e aspectos, Institutos Públicos podem se orientar por aspectos de dimensões que, a exemplo da social, são menos passíveis de avaliação objetiva. Isso justifica a conveniência de instrumentos auxiliares aos processos de seleção de projetos organizados a partir de prioridades não coincidentes com aquelas que comumente orientam empresas privadas. A proposição desta tese foi sistematizar um instrumento auxiliar aos métodos de seleção de projetos de P&D em Institutos Públicos. Trata-se da sistematização de relações em algoritmo que possibilita e valoriza as manifestações de entendimentos orientados primordialmente por diferentes dimensões que fundamentam a missão institucional. O instrumento auxiliar proposto se revelou efetivo em atender as diversas dimensões que orientam um Instituto Público, e compatível com a dinâmica operacional de modelos tradicionais de seleção de projetos e de gestão de portfólio de projetos. Essa efetividade e a compatibilidade operacional foram verificadas com base em uma simulação de seleção realizada a partir de projetos já componentes do portfólio de um Instituto Público. O ranqueamento dos projetos resultou diferente daquele produzido em procedimento comumente utilizado pelo instituto. Conclui-se que, ainda que somente auxiliar aos modelos tradicionais de seleção de projetos, o instrumento proposto pode concorrer para processos de seleção que melhor considerem as múltiplas dimensões e diferentes perspectivas presentes na gestão de Institutos Públicos. / Traditional project portfolio selection methods tend to confer greater privilege to profit and/or outgrowth than to other dimensions and aspects; however, public institutes have some different dimensions, such as social development, that go beyond the economic and financial aspects to ground the institutional mission. This context is appropriate for complementary selection methods or based on different priorities from private companies methods. This thesis proposes to systematize an auxiliary instrument for R&D projects selection processes, aiming to better meet Public Institutes needs. The systematization of relations, calculated by an algorithm, enables and valorizes the manifested understanding driven by different dimensions that underlie the institutional mission. The proposed auxiliary instrument proved to be effective to better meet the diverse dimensions that drive a Public Institute, and to be fully compatible with the operational dynamics of traditional models for project selection and project portfolio management. Such effectiveness and operational compatibility were checked using a project selection simulation of projects from a Public Institute portfolio. The ranking of the portfolio resulted differently from the procedure commonly used by the Institute. In summary, although the instrument proposed is only complementary to traditional methods of project selection, it can contribute to project selection processes that better consider different perspectives and multiple dimensions that characterize Public Institutes management.

How to lead the school community to participate in multicultural projects and respond to such holdings? As a result our students to realize and understand how cultural beings? To answer them, broke the record of multicultural projects developed in a private school in Secondary School East Side of the city of São Paulo in order to understand which paths in search of expanding knowledge based education in multicultural projects like a possible pedagogical action. For both , were studied and theoretical concepts about culture, projects and teacher training and also conducted research with teachers , students and parents of students who engaged in these multicultural projects , which seek hearing to reflect on the pedagogical actions taken to route changes possible or advances. Throughout this process, we realized the importance of education in a multicultural project that aims to be diversified, flexible and reflective, but also the necessary change of attitude of teachers and institutions as a possible way to go and contributing to providing access to culture and individual and collective understanding of how each school community of their cultural backgrounds, bringing life into the school. / O presente trabalho tem como objetivo pesquisar possíveis caminhos na educação para obter ferramentas de trabalho, a fim de contribuir para uma educação mais humana e significativa que respeite as diferenças, a partir das seguintes questões: Quais as contribuições de projetos multiculturais como mediação e acesso à cultura? Como levar a comunidade escolar a participar de projetos multiculturais e responder a essas participações? Como provocar nossos alunos a se perceberem e se entenderem como seres culturais? Para respondê-las, partiu-se do registro dos projetos multiculturais desenvolvidos em uma escola particular do Ensino Fundamental II da zona leste da cidade de São Paulo, a fim de compreender os caminhos trilhados em busca de ampliar conhecimentos sobre a educação baseada em projetos multiculturais como uma possível ação pedagógica. Para tanto, foram estudados teóricos e conceitos sobre cultura, projetos e formação de professores e também realizadas pesquisas com professores, alunos e pais de alunos que se envolveram nestes projetos multiculturais, onde buscamos ouvir para refletir sobre as ações pedagógicas tomadas para possíveis mudanças de rota ou avanços. Nessa caminhada, percebeu-se a importância de projetos multiculturais em uma educação que pretende ser diversificada, flexível e reflexiva, mas também a necessária mudança da postura do professorado e das instituições como um possível caminho a percorrer, propiciando e contribuindo para o acesso à cultura e à compreensão individual e coletiva de cada um que forma a comunidade escolar de sua formação cultural, trazendo a vida para dentro da escola.

The sustainability of Local Economic Development Projects in Kgwale Village in the Blouberg Municipality, Limpopo Province

Thesis (M.Dev.) -- University of Limpopo, 2013 / Since the mid-nineties, Local Economic Development (LED) has been the focal point for the South African government led by the African National Congress. The aim of LED is to redress the injustices of the apartheid regime and to enable previously disadvantaged groups to be incorporated into the formal economy and to involve them in poverty alleviation programmes. So far, the government has spent millions of rands in funding LED projects, with the primary goal of ensuring poverty alleviation. The purpose of this study was to investigate the sustainability of LED projects in Kgwale village (Devilliersdale) in the Blouberg Municipality, Limpopo Province, with the main aim being to establish the factors that enhance the sustainability of projects vis-à-vis those factors that hinder the sustainability of projects. A qualitative study was conducted with 18 participants who were members of the three (03) projects and with three LED project managers from the Blouberg Municipality, the Department of Corporate Governance, Human Setttlements and Traditional Affairs and the Department of Health and Social Development. Data was obtained through semi-structured one-to-one interviews, focus group interviews and observations. The findings of the investigation mostly confirm what other researchers have already discovered, such as the role played by the educational level of beneficiaries of these projects in the success of the projects. Only one person who was a manager of the two (02) projects, namely, the Moselatlala/Farming and Moselatlala/Brick-laying projects, had a post-matric qualification. This however was in education, which is not relevant to LED. None of the Sewing Project members had Grade 12. All the three projects did not keep accounting records and did not use the services of the independent auditor to audit their projects. Most members in these projects were women, as in most projects in rural areas. The Sewing Project could not last for one year. This indicates that the members did not xii have interest in sewing, because they did not receive proper training and sufficient support. The researcher sees this as an indication that the members lacked patience and perseverance. In the Moselatlala/Farming and Moselatlala/Brick-laying projects, the members stuck to the projects despite the fact that the projects were not yielding results. They did not see these projects as get-rich-quick schemes where people will easily earn a lot of money without much effort. The members worked tirelessly, hoping that one day they will earn salaries, until they decided to share the resources which they had acquired because they realised that their efforts were meaningless. The researcher suggests that further in-depth research be conducted on the factors that lead to LED projects collapsing instead of sustaining themselves, creating employment and being financially and economically viable.

Thesis (M.Dev.) --University of Limpopo, 2013 / The research study investigated the contribution of community development projects towards poverty alleviation in Thulamela Local Municipality of Limpopo province. This research study seeks to investigate the factors that hinder community development projects from contributing positively towards the improvement of the lives of rural communities in the area of the study. This study is also concerned with the development of effective strategies that will enhance the capacity of community development project managers and change their perception and that of other stakeholders with regard to the implementation of community development projects. The literature review established the relationship between community development project and project management. In this regard, the study showed that community projects run by project managers with proper knowledge of and skills in project management impact positively on the improvement of the lives of the rural communities. In this study, a mixed research design approach was used in the investigation of the factors that hinder community projects to contribute positively towards poverty alleviation in Thulamela Local Municipality. Questionnaires and structured interviews were used to collect data from the target population. The findings of the study suggest that most managers of the community development projects lack training in project management.They also revealed that there were inadequate resources; there is a lack of community participation in decision-making, and shortage of funds hampered the sustainability of community development projects. To conclude, it is expected that the recommendations of this research study will highlight the strategies that could be put in place to improve the management of community development projects in order to improve the livelihoods of people in the Thulamela Local Municipality.

Identification of Stem Concepts Associated with Junior Livestock Projects: A Delphi Study

Science, technology, engineering, and mathematics (STEM) education is intended to provide students with a cross-subject, contextual learning experience. In order to more fully prepare our nation's students for entering the globally competitive workforce, STEM integration allows students to make connections between the abstract concepts learned in core subject classrooms and real-world situations. FFA and 4-H programs, by nature, are intended to provide students with hands-on learning opportunities where abstract core subject principles can be applied and more fully understood. Junior livestock projects through FFA and 4-H can provide rich connections for students between what they learn in school and how it is applied in the real world through their livestock project. Using a modified Delphi technique, this study identified STEM concepts associated with junior livestock projects. The study also examined whether STEM concepts should be integrated into the supervision of junior livestock projects and identified barriers which would prevent the incorporation of STEM concepts into local 4-H and FFA programming and instruction. The experts identified several (13 of 19) STEM concepts associated with junior livestock projects, four reasons local 4-H and FFA leaders/advisors should incorporate STEM concepts into their programming and instruction, and no barriers which would prevent local 4-H and FFA leaders/advisors from incorporating STEM concepts into their programming and instruction. This paper explores rationale regarding why STEM integration is important and makes recommendations for the integration of STEM concepts into the supervision of junior livestock projects.

The infrastructure cost planning model : an integrated solution to cost effective design

Submitted in fulfilment of the academic requirements for the Degree of Magister Technologiae: Civil Engineering, Department of Civil Engineering and Surveying, Faculty of Engineering and the Built Environment, Durban University of Technology, 2009. / Infrastructure project costs are being scrutinised more closely and with greater skill and accuracy as projects have become larger, more complex and more expensive, and clients have become more exacting in their requirements. These and other factors compel engineers to design with greater care and in more detail. However, public planners spend very little time generating alternative project options, often presenting decision-makers with only a few poorly differentiated alternatives borrowed ad hoc from other projects. Even more disturbing is that they often devote the greatest amount of decision making resources to the development of a single decision rather than a variety of options. A systematic and iterative analysis of the cost consequences of different design solutions is commonly suggested for infrastructure projects, but rarely happens. There is a growing need to integrate design and costs. This study concentrates on the issue of cost optimisation of infrastructure projects (particularly at the design stage of the project) and applies construction economics, cost planning, cost optimisation and value engineering techniques to the design of such projects. The methodology proposed in this study for the optimisation of cost and design planning is the Infrastructure Cost Planning Model. This model divides the planning of a project into four stages and utilises twelve Cost Report Forms across these stages. The Cost Report Forms define in a comprehensive, precise and verifiable manner the essential characteristics of a deliverable component. They are used to measure, quantify, verify and audit the different design options. By means of the Cost Report Forms, the Infrastructure Cost Planning Model enables the client to select a combination of alternatives and evaluate a number of possible design options – with their cost implications – at each stage of the design process. This i promotes transparency and accountability, and enables consultants and clients to have greater control over the planning process and overall costs. Two case studies on infrastructure related projects were conducted and confirm that the Infrastructure Cost Planning Model can reduce costs. This study demonstrates that it is possible to overcome the problem of over expenditure by introducing cost effective design decisions prior to the infrastructure design approval process. The Infrastructure Cost Planning Model can improve infrastructure standards and procure design in a cost effective, equitable, competitive and transparent manner. This study contributes to the underdeveloped area of cost planning and forecasting of infrastructure projects. The findings are relevant to the South African government's infrastructure service delivery programme and the general issue of affordable infrastructure services.

Evaluation of the sustainability indicators used in the Holding Hands community project in the North West province / C.M. Niesing.

Poverty is a big problem and has a huge impact on South Africa. The problem of poverty is multi-dimensional and has many facets and levels. One of the strategies used to alleviate poverty is through income-generating community projects. This study focuses on the Holding Hands income-generating community projects in the North-West Province. Sustainability indicators have previously been developed for these projects. The aim of this study was the evaluation of the sustainability indicators used in the projects. The evaluation focused on a quantitative analysis of the new and previously identified sustainability indicators. The entire population was included in the study. The research instrument consisted of a semi-structured quantitative questionnaire that had been specifically designed for this study. The frequency distribution provided the researcher with a profile of a typical member of the Holding Hands community projects, a definition of sustainability for these projects and a ranking of the importance of the different sustainability indicators in the Holding Hands projects. Tests for correlation were conducted among the variables age and level of education and the definitions of sustainability, as well as the sustainability indicators. T-Tests were conducted to evaluate if the different geographical areas answered the questions differently. The open-ended questions provided insight into the views of the participants on the sustainability of the projects. The results of the evaluation process indicated that the top five sustainability indicators in the project now focus on the evaluation and development of human capital in the projects. The results of the evaluation process differ substantially from the previously developed sustainability indicators and this suggests progress towards the sustainability of the projects. The results of the evaluation process would be used to plan and develop future interventions in the Holding Hands income-generating projects. The limitations of the study included the lack of research on the topic, as well as the language and literacy barriers in the data collection process.
