Stakeholder involvement in the management of public technical training institutions in Kenya

The phenomena of stakeholder identification and involvement in the affairs of public entities has become of great importance in the recent years. Literature review reveals the extent of knowledge and discloses gaps that exist in the management of technical training institutions in Kenya. Therefore, key research questions aimed at achieving the objectives of this study were formulated. For empirical responses, a sample comprising three institutions was chosen, where respondents were selected purposively. Focus group and individual interviews were conducted for qualitative data collection from purposively selected respondents. The data analysis led to the conclusion that stakeholders are varied and their involvement in specific issues minimal. This implies lack of clarity of knowledge of the stakeholders and variation regarding the extent to which they need involvement and the effects. One recommendation is to carry out an analysis to establish legitimate stakeholders and their specific potential influences. / Educational Leadership and Management / M. Ed. (Education Management)

A study of the management attributes of excellent companies in Zimbabwe

This study searches for the management attributes of excellent companies in Zimbabwe in order to reveal the management practices that have made these companies successful. Seven most successful companies from among those quoted on the Zimbabwean Stock Exchange (ZSE) were selected in terms of their financial criteria and the macroeconomic criteria in their industrial categories. The research for attributes of excellence has been qualitative - consisting mainly of interviews of chief executives, departmental managers, skilled, semi-skilled, and unskilled employees of the companies. The interviewees were also asked to complete two quantitative instruments: a semantic differential and an observation chart. Altogether 408 people were interviewed and given a semantic differential and an observation chart to complete. Of these, 398 responded to the semantic differential while 308 responded to the observation chart. Qualitative data for the study were content analysed and the data obtained through the quantitative instruments were analysed through the use of the Statistical Analysis Systems (SAS) at the Unisa Computer Services Centre. There was agreement in the results obtained through the use of the three different approaches of the research. The management attributes which were elicited by the study are that the Zimbabwean excellent companies : (a) have a participative style of management; (b) always engage in constant communication with all levels oftheir employees; (c) reward good work; (d) train their employees; (e) promote from within; (f) are concerned with the quality of their products and services; (g) care for customers; and (h) are involved in social responsibility. These management attributes can be applied by and could thus benefit any type of organisation, trading or non-trading, and private or public. The application of the attributes may not be limited to the enterprises in Zimbabwe - the host country in which the study was conducted - but it may also be effected in companies in other countries with a similar socioeconomic situation to Zimbabwe's. / Business Leadership / D.B.L.

Este estudo de caso teve como objetivo avaliar o conteúdo da participação dos diversos atores componentes do Conselho Gestor da Área de Proteção Ambiental Marinha do Litoral Centro do Estado de São Paulo (APAMLC). Para isso foi caracterizada a participação politica, a atuação das instituições acadêmicas e utilização do conhecimento na gestão da APAMLC. A análise de conteúdo é utilizada como metodologia para levantamento de dados, a partir da análise das atas das reuniões do Conselho Gestor; entrevistas e observação direta das reuniões. A representatividade e a mediação foram os fatores que mais contribuíram para eficiência da atuação do Conselho Gestor na gestão participativa da APAMLC. A atuação das instituições acadêmicas foi maior no sentido de educar e comunicar, havendo demandas da gestão para o compartilhamento de dados, desenvolvimento de pesquisas e parcerias futuras para projetos de educação comunitária. Os conhecimentos tradicional e científico são complementares na gestão da APAMLC e o diálogo é a principal ferramenta para gestão compartilhada dos recursos marinhos. O estado pós-moderno da regulação econômica e a mutação de paradigmas conceituais tradicionais do direito público : a experiência brasileira de agências de regulação

A presente tese tem por objetivo demonstrar que o Estado Gerencial ou Regulador, delineado pelo movimento internacional de reforma do Estado, nos países ocidentais, especialmente a partir dos anos setenta do século XX, na Inglaterra, trouxe consigo a releitura de paradigmas tradicionais do Direito Público. Paralelamente a esta circunstância, a importação, pelo ordenamento jurídico brasileiro, das instituições que são próprias daquele modelo de Estado, denominadas agências reguladoras independentes, concebidas nos moldes do direito norte americano, acabou acarretando, ao longo da década da experiência brasileira, algumas perplexidades de ordem política que se refletiram na ordem jurídica. Estas dificuldades resultaram em mudanças de rumo, ao final da década, verificáveis na Administração Pública Federal, tanto através de efetivas alterações legislativas pontuais como de proposta legislativa de âmbito geral e, também pela jurisprudência administrativa normativa, fazendo com que o delineamento institucional e o regime jurídico dessas entidades, tais quais traçados originalmente, fossem alterados, especialmente no tocante à diminuição da independência, das competências e da margem de afastamento do poder político central. / This thesis aims at demonstrating that the managerial or regulatory state, outlined by the international movement for the reform of the State in western countries, especially since the 1970’s in England, brought about the review of the traditional paradigms of Public Law. In parallel to this circumstance, the incorporation into Brazilian law framework of typical institutions of that model of state, the so called “independent regulatory agencies”, conceived according to the North-American Law model, ended up by causing, throughout the decade of Brazilian experience, some political perplexity, which also reflected on our Law order. These difficulties brought about changes in the course at the end of the decade, which can be verified at the Federal Public Administration level, not only though effective accurate law alteration, but also through general law proposals, as well as through normative administrative cases, ending in modifications on the original feature of the institutional design and on the regulatory regime of these entities, especially with regard to a decrease on the levels of independency, competence and impartiality relating to the central political power. / La presente tesis tiene por objetivo demostrar que el Estado Gerencial o Regulador, delineado por el movimiento internacional de la reforma del Estado, en los países occidentales, en especial desde los años setenta del siglo XX, en Inglaterra, trajo consigo la relectura de paradigmas tradicionales del Derecho Público. Cette thèse propose une analyse des projets intégrant la conservation de la nature et le développement en République Démocratique du Congo sur la partie orientale du Kivu, dans la mouvance des approches participatives qui se sont développées à partir des années 1980 au sein des projets de coopération multilatérale. Nous mettons en évidence les espaces à enjeux de conservation qui font l’objet d’une conservation intégrée et concentrent une diversité d’acteurs autour de la gestion des ressources naturelles. Ces articulations se focalisent sur les espaces riverains aux parcs nationaux des Virunga et de Kahuzi Biega particulièrement dans les chefferies de Bwisha et de Kabare. Toutefois, ces régions font face à plusieurs situations aggravantes : la forte densité démographique, les difficiles conditions socioéconomiques dans lesquelles les populations vivent, caractérisées par le manque de terres et la pauvreté. Les acteurs de la conservation doivent prendre en compte ces facteurs puis les différentes formes de conflits qui peuvent concerner les périphéries et les espaces protégés. La conservation est organisée autour d’une opposition de type centre/périphérie entre les espaces naturels protégés à conserver, et les zones riveraines propices aux activités humaines. Cependant, elle engendre des modalités de gestion, de développement parfois en décalage avec les populations, et notamment les pratiques foncières locales, ce qui peut être à l’origine de rapports de force, de conflits dans la gestion des espaces protégés et constituer des obstacles à la participation des populations locales aux activités de conservation. L’étude de la conservation intégrée mise en valeur dans les parcs nationaux et des dispositifs d’aménagement qui en découlent sont au coeur de cette recherche. / This thesis proposes an analysis of projects integrating nature conservation and development in the Democratic Republic of Congo on the eastern part of Kivu, in the movement of participatory approaches which have developed since the 1980s within multilateral cooperation projects. We highlight the areas with conservation issues that are the object of integrated conservation and focus a diversity of actors around the management of natural resources. These articulations focus on the waterfront areas of the Virunga and Kahuzi Biega national parks, particularly in the Bwisha and Kabare chiefdoms. However, these regions face several aggravating situations: high population density, difficult socio-economic conditions in which people live, characterized by a lack of land and poverty. Those involved in conservation must take into account these factors and then the various forms of conflict which may affect the peripheries and protected areas. Conservation is organised around a central/peripheral opposition between protected natural areas to be conserved, and riparian areas conducive to human activities.However, it engenders methods of management, of development sometimes out of step with the populations, and in particular local land practices; this can be at the origin of power relations, conflicts in the management of protected areas and constitute obstacles to the participation of local populations in conservation activities. At the heart of this research is the study of integrated conservation in national parks and the associated management arrangements.

It has been advocated by development and protection agencies and environmental institutions as essential for the management of natural territories (VAN DE KERKHOF, 2006; IUCN, 2011; HOCKINGS ET AL, 2006; BRASIL, 2013; ERVIN, 2003a; BRASIL, 2002; 2014). For environmental policy in force in Brazil, the management councils of public policies - traditional consultation spaces and social control of public policies - are legally institutionalized as forums for ensuring participation of stakeholders in the management of so-called protected areas or 'unidades de conservação' (BRASIL, 2000; 2002). However, institutional support does not translate itself in social participation in the management of these territories, and there’s a low level of management councils in activity. This work faced the challenge of identifying the effectiveness of management councils in natural protected area, from the perspective of the actors that compose these spaces in activity and that were identified as effective management councils. It was structured a qualitative study based on in-depth interviews to achieve that objective. From those actors perspective (stakeholders), it was possible to understand determinants and factors such as instruments and dynamics that contribute to effective actions. It was concluded that the legal and institutional framework that supports the existence of the councils in protected areas is significant to promote the involvement of civil society, non-profit organizations and public authorities in managing natural areas. However it does not guarantee the existence of management councils or consultation groups active in protected area management. From the perspective of stakeholders, the effectiveness encompasses both actions that generate results for the preservation and sustainable management of natural resources and the very ability to exist as a legitimate forum for debate and local social participation. / A participação de atores sociais na governabilidade e na aplicabilidade de políticas públicas no Brasil é tema recorrente em debates da gestão pública (SANTANA, 2011; TENÓRIO, 2002; NASCIMENTO, 1967), e tem sido defendida por organismos de defesa da sustentabilidade e da preservação ambiental como elemento imprescindível para a gestão de territórios naturais (VAN DE KERKHOF, 2006; UICN, 2011; HOCKINGS ET AL, 2006; BRASIL, 2013; ERVIN, 2003a; BRASIL, 2002; 2014). Para a política ambiental em vigência no Brasil, os conselhos gestores de políticas públicas, tradicionais espaços de consulta e controle social das políticas públicas, encontram-se legalmente institucionalizados como fóruns para garantir a participação de atores sociais na gestão das chamadas unidades de conservação, as UCs (BRASIL, 2000; 2002). Entretanto, o respaldo institucional não se traduz por si só em participação social na gestão destes territórios e o cenário é o de um grau reduzido de conselhos gestores em atividade. O presente trabalho assumiu o desafio de identificar os aspectos que caracterizam a efetividade dos conselhos gestores em sua atuação, sob a perspectiva dos atores que integram estes espaços. Para tanto, foi aplicada uma metodologia de caráter exploratório, adotando-se métodos de análise qualitativa a partir da aplicação de entrevistas semiestruturadas em profundidade. Com o apoio de especialistas em gestão socioambiental, identificou-se conselhos gestores apontados como referências por sua efetividade. E, a partir da perspectiva de especialistas e dos atores que integram tais conselhos gestores em atividade (stakeholders), foi possível compreender variáveis determinantes e fatores como instrumentos e dinâmicas que contribuem para uma atuação efetiva. Concluiu-se que o arcabouço legal e institucional que respalda a existência dos conselhos em unidades de conservação é significativo ao favorecer o envolvimento da sociedade civil, organizações sem fins lucrativos e poder público na gestão de áreas naturais, mas não se traduz por si só em conselhos gestores autônomos e em atividade como fóruns de consulta ou deliberação de questões de interesse para a gestão. Sob a ótica dos stakeholders, a efetividade engloba tanto as ações que geram resultados para a preservação e para o manejo sustentável dos recursos naturais quanto a própria capacidade de existir como um fórum legítimo de debates e de participação social local.

Programa de Pós-Graduação em Educação Profissional em Saúde. / Esta dissertação analisa a experiência de implementação da gestão participativa proposta pela Secretaria Municipal de Saúde/RJ em três unidades de saúde da família da Área de Planejamento 5.3 tendo como referência o enfoque da educação popular. Em 2011, uma das diretrizes da SMS/RJ para a atenção primária foi à implantação do colegiado gestor nas unidades básicas tendo sido realizada uma Oficina de Formação para Colegiado de Gestão, a fim de formar profissionais para serem facilitadores dos colegiados de gestão no território. A metodologia utilizada neste trabalho foi à pesquisa qualitativa, utilizando a técnica da história oral. Foram entrevistados nove profissionais da ESF que haviam participado da Oficina realizada em 2011. No entendimento dos entrevistados gestão participativa está focada na melhora do funcionamento da unidade, o colegiado gestor se resume à participação das lideranças, limitando uma participação mais democrática da população e centrada no gestor da unidade. Os profissionais reconhecem a importância do colegiado gestor, mas não identificam a educação popular como uma metodologia para a valorização do saber popular e viabilização do diálogo. Foi constatada a necessidade de avançar nas práticas de uma gestão participativa mais democrática e na identificação do colegiado gestor como espaço para atividades voltadas à mobilização social. O enfoque de educação popular em saúde seria fundamental para a valorização do saber popular, o entendimento da percepção do usuário, a formação de uma consciência crítica e a promoção da autonomia das pessoas. / This dissertation analyzes the implementation experience of the proposed participatory management by the Municipal Health / RJ in three family health units of Planning Area 5.3 with reference to the approach of popular education. In 2011, one of the guidelines of the SMS / RJ for primary care was the implementation of the Administration Committee in the basic units having been held a training workshop for Board of Management in order to train professionals to be facilitators of management boards in the territory. The methodology used was the qualitative research, using the technique of oral history. Nine professionals were interviewed who had participated in the ESF workshop held in 2011. In the opinion of respondents participatory management is focused on Drive Health improves, the Administration Committee comes down to the participation of leaders, limiting a more democratic participation of the population and centered unit manager. Professionals recognize the importance of the Administration Committee, but did not identify the popular education as a methodology to value the popular knowledge and facilitation of dialogue. The need to advance the practices of a more democratic and participatory management in identifying the Administration Committee as a space for activities aimed at social mobilization was found. The popular education focus on health would be fundamental to the appreciation of popular knowledge, understanding of user perception, the formation of a critical conscience and the promotion of people's autonomy.
