Summary in English and Afrikaans / Crime is unwanted in any society because it brings about fear, anger and hatred. As people living in a world of constant change, we tend to strive for innovation which
this research endeavours. The South African Police Service (SAPS) and all relevant
role-players become partners in the fight against not only crime, but also community
problems that threaten the well-being of inhabitants. Local Government is attempting
to develop communities in municipal areas and SAPS primary function is to reduce
crime. If crime is one of the main obstacles in improving the quality of life, then surely
government authorities must take responsibility for local safety, and who better than
these two key organisations taking the lead.
This study investigates the roles of SAPS and Local Government in crime prevention
in the Cape Winelands District Municipality; also whether their co-operation brings
about fruitful results and what interventions are actively in place. It further explores
whether their integrated approach has an impact on the safety and security of local
communities. Lastly, it determines whether their collaboration is effective or not; and
what additional improvements can be implemented, seeking new insights for future
reference. Three hundred (300) questionnaires were distributed to senior
management members of the SAPS and Local Government, as well as other relative
stakeholders who contribute to increasing safety. Crime reduction influences all
spheres of society, for example our economy, businesses, tourism etc.
Reducing crime and building safer communities must be a priority for all South
Africans. To achieve this, crime prevention programmes should be initiated at
community level, since crime prevention involves responding to a few priority
problems, using multi-agency approaches. Government legislation and policies urge
both organisations to take the lead in implementing crime prevention projects which
this study discovered. This analysis is not to re-invent the wheel but to find effective
ways in strengthening partnership which leads to new knowledge in the field of crime
prevention at local level. One of the basic needs of any community is the need for
safety and security and this study aims to assist and contribute to increase safety
using an integrated approach. / Enige samelewing het „n afkeur aan misdaad omdat dit angs, haat en negatiewe
emosies aanwakker. Omdat die mensdom gedurig verandering in die gesig staar,
poog hierdie navorsing om nuwe idees. Die Suid Afrikaanse Polisie Diens (SAPD) en
ander rolspelers is vennote in die bekamping van misdaad, asook probleme wat die
welstand van elke gemeenskap bedreig. Plaaslike owerhede beywer hulle om
gemeenskappe te vestig terwyl misdaadbekamping die SAPD se primêre doel is.
Hierdie studie ondersoek die rolle van die SAPD en plaaslike owerhede in die
bekamping van misdaad binne die grense van die Wynland Distrikte Munisipailteit.
Ook ondersoek hierdie studie of daar vrugbare uitslae en aktiewe maatreëls in plek
is om misdaad hok te slaan. Verder ondersoek die studie of gesamentlike aksies
enige impak op die gemeenskap se veiligheid en sekuriteit het. Ten laaste bepaal
hierdie studie of die samewerking vrugte afwerp of nie; en watter nuwe metodes
aangewend kan word ter verbetering in die lig van toekomstige vraagstukke rondom
misdaad.
Tydens hierdie studie is 300 vraelyste versprei onder senior lede van die SAPD en
plaaslike regering sowel as ander gemeenskap rolspelers. Misdaadbekamping speel
„n belangrike rol in enige gemeenskap aangesien dit „n impak het op die ekonomie,
handel, toerisme, ens. Dus is die verlaging van die misdaad syfer en die bou van
veilige gemeenskappe elke Suid-Afrikaner se plig. Om hierdie doel te bereik, verg
samemerking tussen elke vennoot, aangesien misdaadbekamping elke persoon,
organisasie en regerings department se prioriteit behoort te wees.
Wetgewing moedig alle rolspelers aan en in hierdie geval, SAPD en plaaslike
owerhede, om die voortou te neem tydens die implementering van projekte ter
bekamping van misdaad. Hierdie studie se mikpunt is om effektiewe maniere te vind
om die vennootskap in misdaadbekamping op plaaslike vlak te versterk. Die

Perceptions about the O Icheke Multiple Concurrent Parnership Campaign among young people who are members of the Selebi Phikwe District Youth Council, BotswanaMatlapeng, Kgosiekae Maxwell January 2014 (has links)
The purpose of this study was to investigate the perceptions of young people regarding the O Icheke MCP campaign who are members of Selebi Phikwe District Youth Council, in a mining town in central Botswana. The main objective of the study was to explore young people‘s views about MCP, to solicit their views on the key strength and weaknesses of the campaign, and to make recommendations to further strengthen the campaign.
Within the framework of the Health Belief Model, a qualitative research approach was employed and data was collected using four focus group discussions categorised into the following strata
Males aged 18-24 years
Females aged 18-24 years
Males aged 25-35 years
Females aged 25-35 years
The overall study finding was that financial issues, the apparent need for sexual variety, quest for material possession, and the impact of unemployment, migration and alcohol abuse are seen as some of the major factors underlying MCP in Botswana. The O Icheke Multiple Concurrent Partnership campaign was positively viewed as playing a key role in addressing the apparent knowledge gap regarding the impacts of these partnerships and in changing people‘s attitudes towards MCP and discouraging wide sexual networks.
The campaign‘s target population, funding, stakeholders and delivery mode of the program were identified as its pillars and an effective vehicle to achieve its goals. The consultation between funding office and implementing organisations, coverage of the programme in surrounding areas and growing non-profit organisation were identified to affect the MCP campaign to achieve its goals. The recommendation is that more has to be done to improve the implementation of O Icheke programme through more funding, consultation with programme implementers, tailor made for people with disability and covering surrounding areas.

A strategic sequential, integrated, sustainable organisation-stakeholder relationship (SISOSR) model for building stakeholder partnerships : a corporate communication perspectiveSlabbert, Yolandi 11 1900 (has links)
A dominant focus on organisational stakeholders is currently evident in both the literature and in practice since it is argued that the success of organisations is predominantly dependent on stakeholders’ perception of the organisation. This stakeholder emphasis is evident in the inclusion of a chapter on governing stakeholder relations in the King III report and the development of various stakeholder standards in South Africa, including corporate social investment, corporate governance, corporate citizenship, corporate sustainability and the triple bottom line. Despite the recognition of the importance and necessity of building and maintaining stakeholder relations in the literature, there is a dearth of research on how to actually build these relationships. The aim of this study was to address this shortcoming by proposing a generic, integrated approach to sustainable organisation-stakeholder relationship (OSR) building with strategic stakeholders whereby strategic stakeholder identification, OSR development and OSR maintenance, which are often studied independently, would be integrated in order to constitute a new unified model. This model will promote a sustainable OSR-building process for organisation-stakeholder partnership (OSP) development.The following three building blocks for such a model were proposed: a strategic communication foundation that promotes the integration of specific corporate communication functions that is practised from a two-way symmetrical communication perspective as the basis for effective OSR building; a theoretical foundation, which is an integration of Freeman’s stakeholder concept (1984) from a normative, relational viewpoint, Ferguson’s relational paradigm for public relations (1984) and Ledingham’s (2003) theory of relationship management, encapsulated by Grunig’s (1984) excellence theory, of which the proposed OSR-building model would be a pragmatic representation; and a conceptualisation of the OSR-building model where the actual phases of the OSR-building process would be proposed to provide step-by-step guidance for OSR building. This model promotes a partnership approach with strategic stakeholders, which is based on the proposition of an OSR development continuum, which implies that an OSR could grow in intensity over time, from a foundational OSR, mutually-beneficial OSR, sustainable OSR, to ultimate organisational-stakeholder partnerships (OSPs).
This model was built from a corporate communication perspective, and subsequently highlighted the contribution of corporate communication in the organisation as an OSR-building function to ensure organisational effectiveness. This study provided an exploratory literature review to constitute a conceptual framework for OSR-building of which the principles of the framework would be further explored and measured in leading listed South African organisations, by means of a quantitative web-based survey and qualitative one-on-one interviews to compose an OSR-building model that provides guidance on the process of OSR building on the basis of insights from theory and practice. / Ingevolge die argument dat die sukses van organisasies hoofsaaklik afhanklik is van die persepsies wat belangegroepe oor organisasies het, word ‘n dominante fokus tans op organisatoriese belangegroepe in die literatuur en praktyk geplaas. Dans les pays en développement (PED), les problèmes engendrés par le VIH/SIDA et l’inaccessibilité des antirétroviraux (ARV) s’avèrent être la cause de ravages extrêmement préoccupants à tous les niveaux (démographique, politique, social et économique). Dans le cadre de l’Organisation mondiale du commerce (OMC), et notamment de l’Accord sur les aspects des droits de propriété intellectuelle qui touchent au commerce (« Accord sur les ADPIC »), un nombre croissant de PED ont ou sont en train d’intégrer un standard international de protection des brevets de produits et de procédés pharmaceutiques à leur législation nationale. Cette intégration a eu et continue de jouer un rôle majeur dans la problématique de l’accès aux médicaments dans les PED. Les conditions et les effets du régime de protection des innovations suscitent de vifs débats entre les partisans d’une protection accrue des brevets et les défenseurs de l’accès aux médicaments essentiels. Une des principales motivations de notre travail de recherche est de fournir une étude permettant de trouver des solutions à la fois favorables à l’amélioration de l’accès aux médicaments et à la préservation de l’innovation. Le problème complexe de l’accès aux médicaments ARV dans les PED est influencé par la pluridisciplinarité et l’interdépendance de nombreux facteurs. Le système des brevets ne constitue pas « l’unique » solution au problème. Toutefois, il doit être plus sérieusement considéré dans sa fonction d’équilibrage entre l’intérêt privé et l’intérêt collectif. C’est un outil juridique précieux pour le développement économique et technologique des PED et la réalisation de l’intérêt commun contre la pandémie. / In developing countries, problems brought about by HIV/AIDS and inaccessibility of antiretrovirals (ARVs) are proving to be the cause of serious damages at all levels (demographic, political, social and economic). Within the context of the World Trade Organization, and in particular the Agreement on Trade-Related Aspects of Intellectual Property Rights (“TRIPS Agreement”), a growing number of developing countries have integrated or are in the process of integrating into their national law an international standard of patent protection for pharmaceutical products and processes. Such integration continues to play a major role in the issue of access to medicines in developing countries. The conditions and effects of the protection regime respecting innovations give rise to heated debates between supporters of an increased patent protection and defenders of the access to essential medicines. One of the main motivations for our research is to provide a study that helps to find solutions that are both in favour of improving access to medicines and protecting innovation. The complex problem of access to ARV drugs in developing countries is influenced by the multidisciplinarity and interdependence of many factors. The patent system does not solve the problem on its own. However, it should be seriously considered in its function of balancing the private and collective interests. It is a valuable legal tool for the economic and technological development of the developing countries and to achieve the common interest against the pandemic.

gemeenskappe te vestig terwyl misdaadbekamping die SAPD se primêre doel is.
Hierdie studie ondersoek die rolle van die SAPD en plaaslike owerhede in die
bekamping van misdaad binne die grense van die Wynland Distrikte Munisipailteit.
Ook ondersoek hierdie studie of daar vrugbare uitslae en aktiewe maatreëls in plek
is om misdaad hok te slaan. Verder ondersoek die studie of gesamentlike aksies
enige impak op die gemeenskap se veiligheid en sekuriteit het. Ten laaste bepaal
hierdie studie of die samewerking vrugte afwerp of nie; en watter nuwe metodes
aangewend kan word ter verbetering in die lig van toekomstige vraagstukke rondom
misdaad.
Tydens hierdie studie is 300 vraelyste versprei onder senior lede van die SAPD en
plaaslike regering sowel as ander gemeenskap rolspelers. Misdaadbekamping speel
„n belangrike rol in enige gemeenskap aangesien dit „n impak het op die ekonomie,
handel, toerisme, ens. Dus is die verlaging van die misdaad syfer en die bou van
veilige gemeenskappe elke Suid-Afrikaner se plig. Om hierdie doel te bereik, verg
samemerking tussen elke vennoot, aangesien misdaadbekamping elke persoon,
organisasie en regerings department se prioriteit behoort te wees.
Wetgewing moedig alle rolspelers aan en in hierdie geval, SAPD en plaaslike
owerhede, om die voortou te neem tydens die implementering van projekte ter
bekamping van misdaad. Hierdie studie se mikpunt is om effektiewe maniere te vind
om die vennootskap in misdaadbekamping op plaaslike vlak te versterk. Die
uiteindelike doel is om „n positiewe bydrae te maak in die basiese behoeftes van elke
gemeenskap; om veiligheid en sekuriteit deur „n standpunt van vennootskap te
ondersoek en te implementeer; en sodoende „n omgee kultuur in dié Distrik te

The researcher conducted a qualitative study to determine the relationship between Local Government and the welfare organizations in the Eersterust community. In the previous political dispensation Eersterust was a community that was disadvantaged in terms of services by Local Government. Although Local Government is now tasked with a social development responsibility, its role regarding welfare organizations still does not go beyond rendering basic services, such as making premises and recreational facilities available. An investigation into social contextual factors that discouraged middle-aged men (30-58) from attending HIV counselling and testing : a case study of Ratanda Heidelberg, South AfricaMageto, Fred Gichana 11 1900 (has links)
This study investigated social contextual factors influencing poor uptake of HIV counselling and testing (HCT) services by middle-aged black men in Ratanda, Heidelberg. A qualitative research approach was used in which ten men and two key informants were interviewed. Themes explored were the participants’ biographical characteristics; knowledge of HIV and AIDS; health-seeking behaviours; understanding of multiple sexual partnerships and male circumcision and challenges in utilising HCT services. Various social behaviour change theories formed the theoretical framework guiding this study. It was found that fear, stigma and cultural factors largely contributed to poor HCT uptake. Moreover despite the men’s high HIV risk perceptions, behaviour change lags behind. Greater efforts to establish a men’s forum to discuss sexual health matters in Ratanda is recommended. / Health Studies / M.A. (Social Behaviour Studies in HIV/AIDS)
