Collaborating for Convergence: Instructional Interventions for Children's Reading of Expository Text

There are mounting concerns to ensure that children are prepared for the literacy demands of the 21st century. Reading inability at 9 years of age portends a lifetime of illiteracy for the majority of struggling readers. Given the greater weight placed on expository text from the junior grades onwards, children with reading disabilities become increasingly constrained by their reading deficits, putting them at risk of falling ever further behind their normally achieving peers. This ethnographic study, extending over an 8 month period and finishing on the last day of the school year, targeted older poor readers at the junior level. Less is known about their reading deficits, relative to younger struggling readers. Therefore, the first of three principal objectives aimed to extend understanding of the processes whereby older poor readers interact with expository text by providing a qualitative finer-grained assessment of their particular difficulties than presently exists. The second objective was focused on developing and implementing a cohesive program of research-based interventions that targeted critical requirements of successful interactions with expository text, including the ability to summarize, locate information, and attend to text structure. The third objective involved establishing and describing a collaborative, intensive research partnership with two classroom teachers at the junior level to implement and evaluate research-grounded interventions for their students with reading difficulties, working within the context of the regular classroom. The dual researcher role, as collaborator with the teachers and instigator of the intervention program, shaped a reconfigured model of special education, responsive to a diverse range of student needs and abilities, and situated within a content-rich, challenging curriculum. Parallel lessons afforded the opportunity to tier instruction with increasing intensity for the children with the highest needs. Results showed the critical importance of aggressively promoting self-efficacy, self-regulation, and metacognitve awareness for older struggling readers. As these children’s strategic repertoire increased, so, too, did their comprehension and comprehension-monitoring. Differentiated instruction that was tiered, flexible, and responsive supported social inclusion and social collaboration. Analyse des processus intersectoriels en tant que stratégie pouvant influencer les déterminants de la santé : étude de cas régionaux au Québec

Puisque les déterminants sociaux de la santé sont en dehors du secteur institutionnel conventionnel de la santé, la collaboration intersectorielle apparaît comme la stratégie de choix pour agir sur ces déterminants. Comme souligné par Jackson et coll. (2006), la collaboration intersectorielle et les partenariats interorganisationnels sont des actions transversales qui doivent se produire à des niveaux structurels, sociaux et personnels et qui doivent être imbriquées dans toutes les stratégies de promotion de la santé mises de l’avant par la Charte d’Ottawa. Mais que signifie la collaboration intersectorielle, comment est-elle vécue, et comment ces processus intersectoriels peuvent-ils être réussis? L’objectif principal de ce projet de recherche était de contribuer à l’élaboration d’un cadre conceptuel de l’action intersectorielle, développé à partir de la littérature disponible et validé empiriquement par quatre études de cas, à l’intérieur d’une région du Québec (Chaudière-Appalaches). Ces quatre initiatives se sont déroulées entre 1997 et 2012 : • Cas 1 : Programme de prévention de la détresse psychologique auprès des agriculteurs • Cas 2 : Construction du parc de jeu destiné aux enfants de 0 à 5 ans • Cas 3 : Programme de cuisines collectives à Beauce-Sartigan • Cas 4 : Programme de prévention de l’alcool au volant La première partie de la thèse se concentre sur la compréhension de termes reliés à l’intersectorialité en santé, en comparant les définitions théoriques (à partir d’une revue systématique de la littérature grise et scientifique) à la terminologie utilisée sur le terrain (à partir des études de cas). La deuxième partie de la thèse consiste en une analyse transversale des quatre études de cas qui ont été élaborées autour des sept dimensions suivantes : le problème, les objectifs de santé de populations, les autres objectifs, les résultats, les acteurs, les processus et le contexte. L’analyse transversale porte principalement sur les avantages, les conditions facilitantes et les défis de l’action intersectorielle en santé, incluant une discussion sur le rôle et la légitimité du secteur santé en tant qu’instigateur du partenariat intersectoriel. Thesis Abstract Since the social determinants of health lie outside the conventional institutional health sector, intersectoral collaboration appears to be the strategy of choice to act on these determinants. As Jackson et al. note (2006), intersectoral collaboration and inter-organizational partnerships are cross-cutting actions that must occur at structural, social and personal levels, and they should be embedded in all strategies for health promotion put forward by the Ottawa Charter. But what does intersectoral collaboration mean, how it is lived, and how can these intersectoral processes be successful? The main objective of this research project is to contribute to the development of a conceptual framework for intersectoral action. That framework is developed from the literature and empirically validated by four case studies within a Quebec region (Chaudière-Appalaches). These four initiatives took place between 1997 and 2012: • Case 1: Program for the prevention of psychological distress among farmers • Case 2: Construction of a play park for children aged 0 to 5 years • Case 3: Program of collective kitchens in Beauce-Sartigan • Case 4: Program for the prevention of alcohol-impaired driving The first part of the thesis focuses on understanding terms related to intersectoriality in health by comparing the theoretical definitions (from a systematic review of scientific and grey literature) to the terminology used in the field (captured by conducting case studies). The second part of the thesis is a cross-sectional analysis of four case studies developed around the following seven dimensions: the problem, the population health objectives, other objectives, the outcomes, the actors, the processes and the context. This cross-sectional analysis focuses on the benefits, facilitating conditions and challenges of intersectoral action in health, including a discussion of the role and legitimacy of the health sector as an instigator of intersectoral partnerships.

L’influence libérale en droit de la famille et l’essor de l’idéologie individualiste ont provoqué un pluralisme des formes de conjugalité et ont considérablement accru la diversité des règles et des méthodes applicables aux couples en droit international privé contemporain.L’analyse des couples en droit international privé nous a alors conduit à repenser le droit international privé du couple. La déconstruction de la matière met en lumière l’inadaptation actuelle de la méthode conflictuelle classique et l’insuffisance de la méthode de la reconnaissance. En effet, l’actuel droit international privé du couple ne permet pas de garantir la continuité internationale du lien conjugal, pas plus qu’elle ne permet d’assurer un traitement juridique cohérent des problèmes auxquels sont confrontés les couples internationaux. Une réflexion quant à une possible évolution méthodologique de la matière était donc nécessaire. Cette étude vise à démontrer qu’une adaptation de la méthode conflictuelle classique à l’aune des objectifs de la méthode de la reconnaissance et fondée sur un raisonnement en termes de conflit d’autorités est possible. Elle apporterait aux règles de droit international privé du couple une meilleure cohérence tout en assurant aux rapports conjugaux internationaux une réelle stabilité. / The liberal influence in Family Law and the rise of individualist ideology have led to a multiplication of conjugal life forms and considerably increased the diversity of laws and methods applicable to couples in International Private Law. To analyse couples under International Private Law leads us to rethink the International Private Law of the Couple. Deconstructing this subject brings to light the current non-adaptation of the classic conflict of laws method and the insufficiency of the recognition approach. In fact, current International Private Law as it pertains to couples neither guarantees the international recognition of theconjugal bond nor ensures a coherent legal treatment of legal problems faced by international couples. It is therefore necessary to examine a possible methodological evolution of thesubject. This study aims to demonstrate that it is possible to adapt the classic conflict of lawsmethod by taking into account the objectives of the recognition approach whilst founding iton the lex auctoritas rule. This would not only bring better coherence to International Private Law of the Couple but it would also assure a real legal stability for international conjugal relationships.

Multi-stakeholder management of a wetland in the City of Tshwane: the case of Colbyn

South Africa is ranked as one of the most mega-biodiverse countries in the world. But as the country faces poverty, unemployment and income inequalities, it is a mammoth task to develop, sustainably use and appreciate this natural capital. Thus, South Africa must find ways to ensure a balance between conservation of biodiversity and the achievement of socio- economic development. But when land is set aside for conservation, in most cases, local communities are on the receiving end of the decision making, with little to no opportunity to be involved. The Colbyn Valley Wetland is different, however. The site provides invaluable ecosystem goods and services to the local residents, as well as being an integral part of the Hartbeesspruit catchment and Roodeplaat dam. It has a history of sustained attempts to convert the site into housing estates, shopping centres or car parking. These attempts have met with unrelenting resistance by the local residents. Contrary to the experiences of other communities in South Africa, Colbyn Valley residents have elected to work together with other stakeholders to ensure the protection of this site. This study documents the processes that the residents undertook to protect the wetland. In this regard, local authorities can learn how to leverage stakeholder engagement to protect other sites. Importantly, the study found that the various stakeholders involved in the preservation of the Colbyn Valley Wetland were driven by different but interwoven interests. Thus, different interests need to be taken into consideration before protected areas adjacent to communities can be proclaimed. For example, the primary stakeholders - local residents who initiated the call to protect the Colbyn Valley Wetland – hold strong beliefs that the wetland must be preserved for ecosystem goods and services that it provides. Secondary stakeholders – the provincial government departments responsible for the management and protection of ecosystems – only acted when pressured by the local residents, despite their legal obligations to protect the site (as it carries so much value to the water provision of the city). The tertiary stakeholders – various voluntary institutions and people – elected to support the conservation effort due to the manner in which the local residents organised themselves and developed a vision for the site. / Environmental Sciences / M. The author argues that this new legislation forces us to rethink how articulate it to satisfies the public interest with respect to the principles of equality, efficiency, transparency, efficiency and accountability. It also forces us to rethink the administrative organization in the light of the own principles of public law. All that with the objective to approach us to the paradigm of the right to good administration as an element of control and accountability. / El artículo brinda nociones introductorias sobre el nuevo marco regulatorio de la Unión Europea sobre contratación pública. El autor sostiene que esta nueva normativa obliga a repensar en cómo articularla a fin de que satisfaga los intereses públicos con respeto a los principios de igualdad, eficacia, transparencia, eficiencia y rendición de cuentas. Además, obliga a repensar la organización administrativa a la luz de los propios fundamentos del derecho público. Todo ello con miras a acercarse al paradigma del derecho a una buena administración como elemento del control y de rendición de cuentas.

We chose the Brazilian seeds sector as the locus of investigation. In order to explain catching up and industrial leadership, as suggested by the authors, we confront changes at the global level and windows of opportunities that emerged with responses from the main company of the sector - Embrapa. In our empirical study, we made use of in-depth interviews with historical and longitudinal analysis. We found evidence that changes in key dimensions alter in importance over time, but that institutions/public policy seem to be the forces that most contribute to strong dominance of transnational companies nowadays. Moreover, differently than suggested by some authors (although they are mainly focused in the Argentinean seeds sector), we find evidence that transnational companies – particularly the Gene Giants – do are driven the process of seeds innovation in the industry. In addition, the highest amount of launching of new varieties each year is not synonymous of more (or bigger) innovation; dominant positions in the market is not directly associated with higher levels of technological innovation. In fact, market innovation – e. g., commercial approach of transnational companies, which includes financing of producers and sales distribution - seems to be, at least, as relevant as technological innovation in the setting of seeds industry. / Esse estudo busca investigar a teoria de ciclos de 'catch-up' no contexto de países em desenvolvimento. O setor de sementes agrícolas brasileiro foi escolhido como locus de investigação. A fim de explicar catching up e lideranças na indústria, foram confrontadas mudanças e janelas de oportunidades ocorridas no nível global com as respostas da principal empresa do setor – Embrapa. No estudo empírico, fizemos uso de entrevistas em profundidade e análise histórica e longitudinal. Foram encontradas evidências de que mudanças em dimensões-chave alteram em importância ao longo do tempo, mas que instituições/políticas públicas parecem ser as forças que mais tem contribuído para a forte dominância das empresas transnacionais atualmente. Além disso, diferentemente do que tem sido sugerido por alguns autores (embora eles estivessem focados principalmente no setor de sementes da Argentina), encontramos evidências de que as empresas transnacionais - em particular as 'Gene Giants' - realmente tem direcionado o processo de inovação na indústria de sementes. Além disso, a maior quantidade de lançamento de novas variedades a cada ano não é sinónimo de mais (ou de maior) inovação; posições dominantes no mercado também não estão diretamente associadas a níveis mais elevados de inovação tecnológica. Na verdade, a inovação no mercado - e. g, abordagem comercial das empresas transnacionais, o que inclui o financiamento de produtores e de distribuição de vendas - parecem ser, pelo menos, tão relevantes quanto a inovação tecnológica no cenário da indústria de sementes. RESUMO 2 - UNDERSTANDING THE DYNAMICS OF NETWORK STRUCTURES: ALLYING THE GROUNDED-THEORY TO SOCIAL NETWORK APPROACH APPLIED TO THE BRAZILIAN SEEDS SECTOR O objetivo deste trabalho é lançar luz sobre uma lacuna previamente identificada em Powell et al. (2005) e posteriormente explorada em Ahuja, Soda e Zaheer (2012): a compreensão das origens e evolução das estruturas de rede intensivas em conhecimento; em outras palavras, seu dinamismo. Especificamente, essa pesquisa examinou como e por que redes centradas em uma empresa pública de P&D de um país em desenvolvimento têm evoluído para assumir as formas que elas possuem. No processo de examinar a questão de pesquisa, especial atenção foi dada para as várias razões pelas quais os setores público e privado buscam estabelecer parcerias. O contexto empírico escolhido foi o setor de sementes agrícolas do Brasil, mas nos focamos especificamente no programa de melhoramento de soja da Embrapa, a principal empresa representativa do setor. A lógica subjacente utilizada para desenvolver nosso arcabouço teórico foi a 'grounded theory'. O desenho de pesquisa é um estudo de caso único longitudinal, estudo indutivo, mas também foi feito uso da abordagem de rede social. Com base nos achados de pesquisa, nós desenvolvemos um arcabouço teórico para compreender o dinamismo das redes. Nós constatamos diferentes interesses entre as empresas, que mudaram ao longo do tempo, e diferentes efeitos para cada tipo de rede. Além disso, foi confirmada a crescente relevância da interação entre atores organizacionais e importantes 'trade-offs' entre organizações públicas e privadas. RESUMO 3 - TECHNOLOGICAL TRAJECTORY OF EMBRAPA AND THE CONQUEST OF CERRADO Apesar da existência de inúmeros estudos dedicados a investigar a trajetória tecnológica das empresas, pouca atenção tem sido dada a algumas características dessa trajetória. Como exemplo, podem ser citados o tempo que as empresas levam para avançar tecnologicamente e a influência de fatores, tais como as redes de conhecimento e mecanismos de aprendizagem na capacidade tecnológica das firmas. Na verdade, a relação redes-capacidades é considerada por muitos autores uma das mais importantes interações, que tem sido negligenciada. Esse artigo busca minimizar esses 'gaps' na literatura. Especificamente, nós examinamos a trajetória tecnológica da principal empresa brasileira do setor de sementes agrícolas – Embrapa – incluindo o tempo para avançar tecnologicamente e a relação redes de conhecimento-capacidades tecnológicas. No processo de examinar a trajetória tecnológica da Embrapa, nós examinamos como a Embrapa conquistou o Cerrado e mensuramos alguns importantes resultados de inovações tecnológicas – produção e exportação. Por meio de um estudo de caso longitudinal, nós concluímos que a Embrapa adotou diferentes trajetórias ao longo do tempo. Inicialmente a empresa adotou a trajetória 'path-following', em seguida a trajetória 'path-skipping' e, posteriormente, a trajetória 'path-creating'. A Embrapa também mudou seus parceiros ao longo do tempo (ou eles tiveram seus papeis adaptados às condições da época). Com a ajuda de parceiros, a Embrapa foi capaz de rapidamente alcançar o nível de liderança mundial. Ademais, indicadores de produção e exportação provaram ser relevantes para mensurar resultados de esforços de inovação.

Flexible terms when used as contractual renegotiations deserve greater attention, especially in relation to governance, because the number of their incidence is increasing in Latin America. However, renegotiation of the infrastructure contracts has contributed to the increase of cost and business’ inefficiency. Case studies in the energy sector and highway sector show renegotiation assumptions and reveal negative consequences arising from its process. In the energy sector, the change in the system of energy commercialization affected the concession of use of public property to independent producers of electricity power. The extension of the term of these contracts was the proposed solution to mitigate the risks involved. About São Paulo State´s highway concessions, the economic crisis was the cause of the extension of the term as object of renegotiation. It is proposed a more efficient management of the 'flexible term' mechanism as a hypothesis of renegotiation. This tool presents benefits to different infrastructure sectors, if they are well designed and structured. It is necessary, however, respect the importance given, by the Law 8.987/95, to fixing of terms as an essential clause of the concession contract. The recent 'Investments Partnerships Program' emerges to strengthen the attempt to provide legal certainty and predictability in cases of renegotiation of concession contracts. The mechanisms of control and transparency can be imported to the other hypotheses of extension of contractual term that not only due to new investments. A space for greater dialogue between public and private actors, including regulators, should be fostered. It is argued that the possibility of predicting flexible deadlines for infrastructure contracts can contribute to the mitigation of business risks, making contract execution more efficient. / Este trabalho tem o objetivo de desenvolver raciocínio acerca da possibilidade de atribuir ao ordenamento jurídico brasileiro contratos com prazo flexível no cenário da infraestrutura. Prazos flexíveis quando utilizados como objeto de renegociações contratuais merecem maior atenção, em especial em relação à governança, visto que o número de incidência é crescente na América Latina. Evidencia-se, contudo, que a renegociação na seara da infraestrutura tem contribuído para o aumento de custo e ineficiência dos negócios. Estudos de casos no setor elétrico e no setor de rodovias, cujas hipóteses de renegociação foram prorrogações dos prazos contratuais, revelam consequências negativas advindas de seu processo. No setor de energia elétrica, a mudança na sistemática da comercialização de energia afetou diretamente os contratos de concessão de uso de bem público dos produtores independentes de energia. A prorrogação do prazo dos contratos foi a solução proposta para mitigar os riscos envolvidos. Na seara das concessões de rodovias do Estado de São Paulo, a prorrogação do prazo como objeto de renegociação teve como causa, mudanças na legislação tributária, frutos da crise econômica à época. Neste trabalho, propõe-se um manejo mais eficiente do mecanismo da flexibilização de prazo como hipótese de renegociação. Trata-se de ferramenta que apresenta benefícios aos diferentes setores de infraestrutura, desde que bem elaboradas e estruturadas. É preciso, contudo, respeitar a importância dada pela Lei 8.987/95, como cláusula essencial do contrato de concessão, a fixação de prazo. O recente Programa de Parcerias de Investimentos surge para reforçar a tentativa de proporcionar segurança jurídica e previsibilidade ao ordenamento jurídico em casos de renegociação dos contratos de concessão. Os mecanismos de controle e transparência podem ser importados às demais hipóteses de prorrogação de prazo contratual que não apenas em razão de novos investimentos. Para isso, deve-se fomentar um espaço de maior diálogo entre os agentes públicos e privados, incluindo as entidades reguladoras. Sustenta-se que a possibilidade de previsão de prazos flexíveis aos contratos de infraestrutura pode contribuir para a mitigação dos riscos do negócio, tornando a execução dos contratos mais eficiente.

Design/Methodology - In this aim, the work initially seeks to delimit the term "technological partnerships", defining what “technological” activities are and what are considered "partnerships" for the purposes of the study. From the delimitation, the work then places such covenants in the ambit of the SUS, highlighting its relevance in facing the current challenges of the sector, the so-called " challenges of the SUS " (FIOCRUZ, 2015), in which Fiocruz emerges as one of the protagonists. At the end, the study then goes on to identify, from a descriptive and explanatory perspective, the new opportunities that opened up for Fiocruz, as a Public Scientific, Technological and Innovation Institution (ICT) of the SUS, with the new S&T legislation. Findings - From the systematic analysis of the entire normative body modified by the new legal framework, the study identifies the new legal opportunities for Fiocruz and presents a specific contracting model for the Foundation's technological partnerships. Research limitations - The main limitations of the study are the terminological imprecision of the terms "partnership", "technological" and "opportunities", the confidentiality of data and its qualitative nature, which gives a certain degree of subjectivity to its conclusions and propositions. Practical implications- The study presents technical and objective proposals before the new legal perspectives to optimize the use of these instruments in the fulfillment of the institutional mission of Fiocruz. Social implications- The study presents a set of propositions for exploring the entire "mosaic" of new legal opportunities for the benefit of Fiocruz, as a public ICT of the SUS, in the achievement of its institutional mandate and in the best interests of Brazilian public health. Originality - The work deals with an extremely recent legislation with poor specific bibliography, mainly under a Public Administration approach and, to our knowledge, does not have any institutional precedent / Objetivo- O trabalho consiste na realização de um estudo qualitativo a respeito das parcerias tecnológicas firmadas no âmbito do SUS e das oportunidades trazidas para as parcerias da Fundação Oswaldo Cruz com o advento do “novo marco legal da ciência e tecnologia” (Lei 13.243/2016) sob os auspícios da Emenda Constitucional 85/2015. Metodologia - Nesse desiderato, o trabalho busca inicialmente delimitar o que são propriamente as chamadas “parcerias tecnológicas”, definindo o que compreendem atividades “tecnológicas” e o que são consideradas “parcerias” para fins do estudo. A partir da delimitação o trabalho então situa tais avenças no âmbito do SUS, destacando sua relevância no enfrentamento de desafios atuais do setor, os chamados “desafios do SUS” (FIOCRUZ, 2015), no qual a Fiocruz desponta como um dos protagonistas. Ao final o estudo passa então à identificação em abstrato, sob uma perspectiva descritiva e explicativa, das novas oportunidades que se abrem para Fiocruz, na qualidade de Instituição Científica, Tecnológica e de Inovação (ICT) pública do SUS, trazidas pelo indigitado “novo marco legal de C&T”. Resultados - Da análise sistemática de todo o corpo normativo alterado pelo novo marco legal o estudo identifica quais são as novas oportunidades legais para Fiocruz e apresenta um modelo de contratação específico para as parcerias tecnológicas da Fundação. Limitações – As principais limitações do estudo são a imprecisão terminológica das expressões “parceria”, “tecnológica” e “oportunidades”, a confidencialidade de dados e a natureza qualitativa do estudo que confere certo grau de subjetividade às conclusões propugnadas. Contribuições práticas - O estudo apresenta propostas técnicas e objetivas ante às novas perspectivas legais para otimização do aproveitamento desses instrumentos na consecução da missão institucional da Fiocruz. Contribuições sociais – O estudo apresenta um conjunto de proposições para exploração de todo o “mosaico” de novas oportunidades legais em proveito da Fiocruz, como ICT pública do SUS, na consecução de sua missão institucional e, bem assim, no melhor interesse da saúde pública nacional. A micro level model for assessing community development towards improved wellbeing

Developments since the 20th century indicate that the wellbeing of communities makes for healthy national welfare in strong countries. Community wellbeing is thus a priority for policy makers and service providers. Conceptualization of a meaningful, holistic multidimensional measurement of community wellbeing at micro (community) level has been lacking. Such a concept and its measurement are essential when addressing social exclusion and development issues in the enhancement of community wellbeing is to produce worthwhile results. There is growing recognition that earlier understanding of community wellbeing failed to address development needs and processes at community level. Outsider stakeholder driven top-down one-dimensional community wellbeing (‘silo’) measurements did not address human development needs at community level. Meaningful measurement requires integrated frameworks addressing multidimensional issues conceptualizing wellbeing measurement at community level. Such measurement needs to be combined with the integrated inclusion of social capital influence through ‘insider-outsider’ partnerships. The research study purpose was to develop a community driven holistic, integrative wellbeing assessment model. This model could assist ‘insiders’ (community members) and ‘outsiders’ (policy makers, service providers and community development practitioners) in developing and implementing community driven initiatives towards improved wellbeing. The two main research questions were: 1) which macro level wellbeing assessment factors to consider in an aligned micro level wellbeing assessment? and 2) what is the associative relationship between wellbeing and social capital? Two descriptive sample surveys were conducted utilizing a structured questionnaire. Primary data findings contributed to finalization of a community level wellbeing assessment model. This model would enable estimation of the potential (push and pull) factors that influence the targeted success of suggested community development processes. The assessment model is community driven and owned, with spider and quadrant diagram graph tools indicating first the status of community wellbeing and social capital, then the associative relationships of wellbeing and social capital in ‘insider-outsider’ initiatives for wellbeing enhancement. / Development Studies / D.
