General Objective: To identify the limits and possibilities of realization of the Educational Policy from the relationship established with adolescents and their families within the public school. The relationship with the public school adolescents and their families is crossed by the present social relations in society itself. Relations have suffered and suffer significant changes over time. Today's families are no longer the same as before, the characteristics of today's teenagers and their behavioral attitudes are a result of these many changes in society and family. We live in a reality of intense transformation, the super-exploitation of the new, faster access to information, a world of disposability in line with global changes. In this fast-time teens are caught in their different cultures, but in its impact, since the news is always attentive and willing to try, its features are bold, and challenging. The school needs to be aware of this, knowing the characteristics that shape young people, their realities of life, as to what happens outside its walls. The family of today can not alone keep up with the daily lives of their teens, so needs the support of the school need to be united. In turn, the school is embracing the responsibility of education and also care, but needs monitoring and enforcement of what is recommended on educational policy, needs more investment, expansion of physical and financial resources. To receive in full their students and their families, it is necessary that educational policy and school adopt interdisciplinary and intersectoral actions, as a sole practitioner and a single policy does not take the whole of life of adolescents and their families today. It is necessary to enter the professional and social policy in education and in school, professional able to get the connections between other sectors and social policies to benefit the school community, for a quality public education. / Estudo do tipo explorat?rio, abordagem qualitativa, orientado pelo M?todo Dial?tico Critico. Objetivo geral: Identificar limites e possibilidades de efetiva??o da Pol?tica Educacional a partir da rela??o estabelecida com os adolescentes e suas fam?lias no espa?o da escola p?blica. A rela??o da escola p?blica com o adolescente e sua fam?lia est? atravessada pelas rela??es sociais presentes na pr?pria sociedade. Rela??es que sofreram e sofrem mudan?as significativas ao longo dos tempos. As fam?lias de hoje j? n?o s?o as mesmas de antigamente, as caracter?sticas dos adolescentes de hoje, bem como suas atitudes comportamentais, s?o resultado dessas tantas transforma??es da sociedade e da fam?lia. Vive-se uma realidade de intensa transforma??o, da super valoriza??o do novo, do acesso veloz de informa??es, um mundo da descartabilidade de acordo com as mudan?as globais. Nisso em r?pido espa?o de tempo os adolescentes s?o apanhados por culturas diferentes das suas, mas que impactam na sua, j? que est?o sempre atentos as novidades e dispostos a experimentar, suas caracter?sticas s?o de ousadia, de desafio. A fam?lia de hoje j? n?o consegue sozinha acompanhar a vida cotidiana de seus adolescentes, dessa forma necessita do apoio da escola, precisam estar unidas. Por sua vez, a escola vem abarcando a responsabilidade da educa??o e tamb?m do cuidado, mas precisa de vigil?ncia e efetiva??o do que est? preconizado na pol?tica educacional, precisa de mais investimentos, amplia??o de recursos f?sicos e financeiros. Para acolher de forma integral seus alunos e suas fam?lias, se faz necess?rio que a pol?tica educacional e a escola adotem a??es interdisciplinares e intersetoriais, j? que um ?nico profissional e uma ?nica pol?tica n?o acolhe a integralidade de vida dos adolescentes e suas fam?lias na atualidade. Previous issue date: 2012-12-20 / This study aims to analyze how the insertion occurs in the process of multidisciplinary team working CERESTs in Rio Grande do Sul and what are the challenges for ensuring the policy of Health Workers from this integration. Methodologically, the investigation paths of research followed the trajectory of the qualitative study, using as an instrument to collect data the interview with 21 workers of the CERESTS RS. Using qualitative assessment, data were analyzed by the method of content analysis, through thematic analysis. Through the contact with workers, three categories emerged, with the specific objectives of analyzing the insertion of the multidisciplinary team in the process of working CERESTs the RS, which are: the organizational aspects, emphasizing the intermediate categories of the study, which concerns the management and sharing of knowledge, attention to health, with emphasis on actions in health and health surveillance, and, finally, advances and challenges for effectiveness of Occupational Health policy, from the insertion of the multidisciplinary team in the working process of CERESTs. As a result, the study reveals that CERESTs have not been actually effected, according to the legislation in the RS, particularly with regard to surveillance in the workplace and the network organization of local health services. In some CERESTs teams are formed without the minimum recommended professionals in accordance with the ordinance. It should be noted, though, in this study, the difficulty of the manager to have an understanding the effectiveness of Occupational Health policy in the counties of scope and mainly in the county seat, but it is already possible to say that there are some advances in the implementation of the System Information (SYS) as an own resource. / Neste estudo tem-se por objetivo analisar como ocorre a inser??o da equipe multiprofissional no processo de trabalho dos CERESTs do Rio Grande do Sul e quais s?o os desafios para a efetiva??o da pol?tica da Sa?de do Trabalhador a partir desta inser??o. Metodologicamente, os caminhos da investiga??o da pesquisa seguiram a trajet?ria do estudo qualitativo, utilizando como instrumento para a coleta de dados a entrevista com 21 trabalhadores das equipes dos CERESTS do RS. Utilizando-se da avalia??o qualitativa, os dados foram analisados ? luz do m?todo de An?lise de Conte?do, por meio da an?lise tem?tica. Do contato com os trabalhadores, emergiram tr?s categorias, com os objetivos espec?ficos de analisar a inser??o da equipe multiprofissional no processo de trabalho dos CERESTs do RS, quais sejam: os aspectos organizacionais, dando ?nfase ?s categorias intermedi?rias do referido estudo, no que diz respeito ao gerenciamento e compartilhamento de saberes; a aten??o ? sa?de, com ?nfase nas a??es em sa?de e vigil?ncia em sa?de; e, por ?ltimo, os avan?os e os desafios para a efetiva??o da pol?tica de Sa?de do Trabalhador, a partir da inser??o da equipe multiprofissional no processo de trabalho dos CERESTs. Como resultado, o estudo revela que os CERESTs ainda n?o se efetivaram de fato, conforme a legisla??o no RS, principalmente no que diz respeito ? vigil?ncia nos ambientes de trabalho e ? organiza??o da rede de servi?os locais de sa?de. Em alguns CERESTs as equipes est?o constitu?das sem ter o m?nimo de profissionais preconizados de acordo com a portaria. The research that underlies guided by the critical-dialectical method and was held at the Funda??o de Assist?ncia Social e Cidadania (FASC - Social Welfare and Citizenship Foundation) in Porto Alegre. For this work we made thirteen interviews with managers and technicians of FASC and PROCEMPA; and more eleven technical‟s foundation that we send online questionnaires. The proposal was submitted of the Investigative Commission of the Social Work Faculty and Ethics Committee of Research of the Pontifical Catholic University of Rio Grande do Sul. The research problem was formulated: What was the contribution that the Management Information gave to the consolidating Social and Public policy the city of Porto Alegre in the period 2007-2008? This study tried identifying the process and the possible contributions of the information and structure of the Social Welfare management policy and more providing insight, for improving the management process. Throughout the production this study sought to contribute thoughts on management information and Social Welfare Policy strategy to qualify for from the impacts of changing world of work. The main results of the study underscore the importance of information for the entire management process, especially for the performance planning and decision making. And is very important the updating systematic of databases and information flows, which requires adequate infrastructure. Also emphasizes the needs for that information will be is effectively transformed into knowledge, and considers the Management of the Information Politics a strategy key to public policies, especially in the Social Policy, the subject of this study. The main conclusion stands out recognition of the use of the information necessary to guarantee Rights and the importance of management information for social assistance policy. However, no management or any form of information, but guided processes in collective access, in other words, an information management characterized as a democratic process. / Na presente disserta??o aborda-se a Gest?o da Informa??o e a Assist?ncia Social. A pesquisa que a embasou orienta-se pelo m?todo dial?tico-cr?tico e foi realizada na Funda??o de Assist?ncia Social e Cidadania, em Porto Alegre. Para tanto se realizaram 13 entrevistas com gestores e t?cnicos da FASC e da PROCEMPA e enviaram-se question?rios on line a 11 t?cnicos da mesma Funda??o. A proposta investigativa foi submetida ? Comiss?o Cient?fica da Faculdade de Servi?o Social e ao Comit? de ?tica em Pesquisa da Pontif?cia Universidade Cat?lica do Rio Grande do Sul. Previous issue date: 2012-01-30 / This thesis is a study about social production in a determined context. The research included social workers who materialized the Social Assistance Policy in the West and on the Coast of the State of Santa Catarina. The study was developed based on the historical and dialectic perspectives of the qualitative and quantitative approach. It aims to reveal new implications and challenges that social work faces to bring effectiveness for social assistance rights according to the territorial dimension incorporated in the Social Assistance National Policy stated by the Social Assistance Single System perspective. The three main categories of this investigative study are: territorial, social assistance policy, and social work. Data were collected by using bibliographic and documental research, focus groups and on-line questionnaires. Empirical data were collected through five focus groups which were made up with forty subjects mostly social workers connected to CRAS and CREAS teams from the West and the coast of the State of Santa Catarina. Based on the principles of the historical and dialectic construction of the human being and the social space, the study considers human labor as the central category in the social context production. The social and territorial analysis approaches problems regarding different social and historical processes of usage, production and the fight for the territorial ownership by traditional Indian populations, African-Indian descendents and landless peasants from the West of Santa Catarina State. The construction of hydro electrical plants, which involved thousands of workers, reveals itself as a restricted territory even for the effectiveness of public policies able to preserve fundamental human rights. The study also explores elements related to urbanization processes that are associated to the tourism industry on the state coast. In this sense, the study shows multiple social processes of perverse inclusion of broad social segments that have become poor as a consequence of the inadequate market production of the touristic space. According to these parameters, the current globalized and urbanized capitalist society is deeply unequal and it determines the social context for the Social Assistance National Policy based on territorial perspectives. The results demonstrated that the comprehension of the critical and dialectic dimension of the territorial category is essential to guarantee social assistance rights and the effectiveness of social assistance policies. Such comprehension of the facts is only possible for those professionals who are able to use instruments rooted in the critical method. Territory is an element of life pulsation and partnership dispute and social work is a profession that is constructed in this arena. Social work means to give sense to the Social Assistance Policy as a contradictory space in the struggle for exceeding in the capitalist society. / A tese realiza estudo sobre a produ??o social do espa?o referenciado na perspectiva hist?rico-dial?tica de abordagem investigativa quali-quantitativa, desvendando as novas implica??es e desafios postos ao Servi?o Social na efetiva??o de direitos socioassistenciais, considerada a dimens?o territorial incorporada pela Pol?tica Nacional de Assist?ncia Social na perspectiva do SUAS. A trilogia categorial ― o territ?rio, a pol?tica de Assist?ncia Social e o Servi?o Social ― conforma o n?cleo orientador da constru??o do estudo investigativo. Relativamente ?s t?cnicas de pesquisa, utilizaram-se a pesquisa bibliogr?fica e a documental, grupos focais e question?rio on-line. Os dados emp?ricos foram coletados atrav?s de cinco grupos focais, que contaram com a participa??o de 40 trabalhadores sociais (essencialmente, Assistentes Sociais) vinculados a equipes de Centros de Refer?ncia de Assist?ncia Social (CRASs) e de Centros de Refer?ncia Especializada de Assist?ncia Social (CREASs), sendo realizados nas regi?es oeste e litoral catarinenses. O estudo contempla abordagem fundamentada na constru??o hist?rico-dial?tica do ser social e do espa?o social, elegendo o trabalho humano enquanto categoria central na produ??o social do espa?o. A an?lise socioterritorial desenvolvida aborda quest?es relativas aos diferentes processos s?cio- -hist?ricos de uso, produ??o e luta pela apropria??o do territ?rio por parte das popula??es tradicionais ind?genas, caboclas, de trabalhadores sem terra e agricultores familiares no oeste catarinense. A constru??o de hidrel?tricas, envolvendo milhares de trabalhadores, revela-se como territ?rio restrito, at? mesmo para a atua??o de pol?ticas p?blicas fundamentais ? defesa de direitos humanos b?sicos. Nesse mesmo movimento, o estudo explora elementos sobre o processo de urbaniza??o associado ? ind?stria do turismo no litoral catarinense, revelando m?ltiplos processos sociais de inclus?o perversa de amplos segmentos sociais empobrecidos em decorr?ncia das contradi??es inerentes ao modo de produ??o mercantil do espa?o tur?stico. Nesses par?metros, a produ??o social do espa?o, nos marcos da sociedade capitalista globalizada, urbanizada e profundamente desigual, demarca o contexto social do desenvolvimento da Pol?tica Nacional de Assist?ncia Social na perspectiva territorial. Previous issue date: 2012-11-12 / To analyze the connection between the conditions in income transfer programs and the historical control / maintenance of poverty possible by Latin American social policy is configured as general purpose of this thesis. For this, historical aspects have been problematized, which were relevant to the development of social policies and, contextual factors, determinants for the proliferation of income transfer programs in Latin America. It has been prepared an overview of income transfer programs running from 1990 to 2010, in which they were established and consolidated in most countries of the region, through the mapping and analysis of the collection of information about the different components, history and main characteristics. Furthermore, a detailed study of these programs in Brazil and Mexico was focused, to understand its historical and structural aspects and highlight their similarities and singularities. In this regard, it was identified that the basic and central structure in the design of income transfer programs consists in the delivery of monetary resources to the families in extreme poverty, on the condition that they fulfill certain conditions on health and education area, as a requirement to insert and attendance of children and adolescents in school; and, of children, pregnant and lactating women in health services.
Therefore, it was carried out a critical analysis of the conditions, from a socio-historical approach, in order to discuss the contradictions that permeate these requirements to the beneficiaries because it is understood that the conditions, which apparently stand as something new and simple, represent, in fact, new clothing control and maintenance of poverty refined in the logic of the access to social rights , which is understandable as a remarkable setting in the composition of Latin America social policies. / Analisar a rela??o existente entre as condicionalidades presentes nos programas de transfer?ncias de renda e o hist?rico controle/manuten??o da pobreza possibilitada pelas pol?ticas sociais latino-americanas, configura-se como objetivo geral desta Tese. Para tanto, foram problematizados os aspectos hist?ricos, pertinentes ao desenvolvimento das pol?ticas sociais e conjunturais, determinantes ? prolifera??o dos programas de transfer?ncia de renda na Am?rica Latina. Foi elaborado um panorama geral dos programas de transfer?ncia de renda em execu??o no per?odo de 1990 a 2010, quando os mesmos foram implantados e se consolidaram na maioria dos pa?ses da regi?o, por meio do mapeamento e an?lise do conjunto de informa??es sobre os distintos componentes, hist?rico e principais caracter?sticas. Al?m disso, privilegiou-se um estudo detalhado desses programas no Brasil e M?xico, visando compreender seus aspectos hist?rico-estruturais e evidenciar suas semelhan?as e singularidades. Sob esse aspecto, identificou-se que a estrutura b?sica e central no desenho dos programas de transfer?ncia de renda consiste na entrega de recursos monet?rios ?s fam?lias em situa??o de pobreza extrema, com a condi??o de que estas cumpram com determinadas condicionalidades nas ?reas de sa?de e educa??o, como a obrigatoriedade de inser??o e frequ?ncia de crian?as e adolescentes ? escola e de crian?as, gestantes e nutrizes nos servi?os de sa?de. Previous issue date: 2013-01-17 / This research aims to identify as it is done in everyday practice of social workers who work in Health Policy in the city of Porto Alegre, the intervention in terms of the Social Determinants of Health. The analysis assumes the use of the Constitutive Dimensions of Professional Competence (dimension-operative technical, ethical-political dimension and dimension theoretical and methodological) to perform the analysis of this intervention. The choice of subjects was given from the division of the axis of action of Social Workers in Health Policy established by CFESS (2010) which are: a) direct service to users, b) mobilization, participation and social control, c) research, planning and management, d) counseling, vocational training and qualification. It was part listed one (01) professional each axis of action for conducting research interview. Because it is qualitative research, the main interest lies in the content provided in the statements of the subjects and not the number of interviews.
The dissertation is organized in order to conceptualize the historical development of the Brazilian Health Policy, established working relations in capitalist society, focusing on the work of the social worker in health, as well as disputes involving theoretical understanding of Determination social Health being based on Dialectical-Critical method, more than knowing the existing reality, this dissertation proposes to list the suggestions to overcome the reality that this called to contribute to the professional intervention of the social worker in Health Policy. / A presente pesquisa objetiva identificar como ? realizada, na pratica cotidiana dos Assistentes Sociais que atuam na Pol?tica de Sa?de no Munic?pio de Porto Alegre, a interven??o nas express?es dos Determinantes Sociais da Sa?de. A an?lise parte do pressuposto da utiliza??o das Dimens?es Constitutivas da Compet?ncia Profissional (dimens?o t?cnico-operativa, dimens?o ?tico-pol?tica e dimens?o te?rico-metodol?gica) para realizar a an?lise desta interven??o. A escolha dos sujeitos deu-se a partir da divis?o dos eixos de atua??o dos Assistentes Sociais na Pol?tica de Sa?de estabelecida pelo CFESS (2010) que s?o: a) atendimento direto com os usu?rios; b) mobiliza??o, participa??o e controle social; c) investiga??o, planejamento e gest?o; d) assessoria, qualifica??o e forma??o profissional. Previous issue date: 2013-04-29 / This study addresses participation of civil society at the level of public sphere, from the following problem of research: how have been constituted participation of civil society organizations within non-formal education, mobilization and social control together with the public sphere during the period from 2002 to 2012? The overall objective of this study is to analyze what participation of civil society organizations within the non-formal education, mobilization and social control, along the public sphere in order to qualify participatory processes have been constituted like. Qualitative research was based on the method of Dialectical and Historical Materialism based on a set of theoretical frameworks related to core theoretical categories, which are: public sphere, social policies, social participation, non-formal education, social mobilization and social control from critical matrix of social thinking, particularly in the area of Applied Social Sciences (Law, Sociology, Education and Social Services). Techniques used to data collection, processing and analysis refer to: Oral History, Questionnaire, Research Document and Content Analysis, having as empirical locus Caritas Brasileira. Results obtained indicate: Non-Formal Education focused on a model of lifelong learning, which has roots in the methodology of popular education. Its materialization occurs through educational processes collectively, democratically and participatory constructed, by subjects involved in territories where they live; social mobilization set up as a permanent process of organization and articulation of different social subjects, around common goals, in order to change their reality; social control is constituted as a process of participation of civil society organizations in order to intervene in public administration. It makes possible collectively through formulation, determination, financial management, monitoring implementation and evaluation of public policies. The effective social control supposes a link between the institutionalized and non-institutionalized participation. It also verified that social participation constitutes as a collective process of exercise of participatory democracy. The aim is strengthen capacity of advocacy of subjects involved in decision making, along with the public sphere, in order to guarantee and expand rights and public policy. In this light, the conclusion of this study reminds us of emergency following thesis: participation of civil society in the constitution of the public sphere is part of the complex, contradictory and fruitful process of democratization, which translates in contention for a State model. In this process, the incidence of such participation has been making effective the institutionalized and non-institutionalized spaces from multiple domains, organizations, individuals and experiences that reflect class interests. Therefore, it will strengthen the constitution of this society as political society, with potentiality to a counter-hegemonic construction of another societal project. This would let overcome the current project that reduces such participation to a complementary function in implementing the public social policies. / O presente estudo tematiza a participa??o da sociedade civil junto ? esfera p?blica, a partir do seguinte problema de pesquisa: Como vem se constituindo a participa??o de organiza??es da sociedade civil, no ?mbito da educa??o n?o-formal, mobiliza??o e controle social, junto ? esfera p?blica, no per?odo de 2002 a 2012? O objetivo geral do estudo ? analisar como vem se constituindo a participa??o de organiza??es da sociedade civil, no ?mbito da educa??o n?o-formal, mobiliza??o e controle social, junto a esfera p?blica, com vistas a qualificar os processos de participa??o. A investiga??o de natureza qualitativa, fundamentou-se no m?todo do Materialismo Dial?tico Hist?rico e apoiou-se em um conjunto de referenciais te?ricos relacionados ?s categorias te?ricas centrais, quais sejam: esfera p?blica, pol?tica social, participa??o social, educa??o n?o-formal, mobiliza??o social e controle social, oriundos de matrizes cr?ticas do pensamento social, particularmente, da ?rea das Ci?ncias Sociais Aplicadas (Direito, Sociologia, Educa??o e Servi?o Social). As t?cnicas utilizadas para coleta, tratamento e an?lise dos dados, referem-se a: Hist?ria Oral, Question?rio, Pesquisa Documental e An?lise de Conte?do, tendo como l?cus emp?rico a C?ritas Brasileira. Os resultados obtidos indicam que: a Educa??o N?o-Formal est? voltada a um modelo de educa??o permanente, que tem ra?zes na metodologia da educa??o popular. Sua materializa??o ocorre atrav?s de processos educativos constru?dos de forma coletiva, democr?tica e participativa pelos sujeitos envolvidos, nos territ?rios onde est?o inseridos; a mobiliza??o social configura-se como processo permanente de organiza??o e articula??o de diferentes sujeitos sociais, em torno de objetivos comuns, com vista a mudan?a da realidade em que se encontram; o controle social se constitui como processo de participa??o da sociedade civil organizada, com vistas a intervir na gest?o p?blica. Se viabiliza de forma coletiva atrav?s da formula??o, delibera??o, gerenciamento financeiro, acompanhamento da execu??o e avalia??o de pol?ticas p?blicas. O efetivo controle social sup?e a articula??o entre espa?os institucionalizados e n?o-institucionalizados de participa??o. Verificou-se tamb?m que a participa??o social, constitui-se como processo coletivo, de exerc?cio da democracia participativa. Busca-se fortalecer a capacidade de incid?ncia pol?tica dos sujeitos envolvidos nos processos decis?rios, junto ? esfera p?blica, com vistas ? garantia e amplia??o de direitos e de pol?ticas p?blicas. Diante do exposto, a conclus?o do estudo nos remete a emerg?ncia da seguinte tese: A participa??o da sociedade civil na constitui??o da esfera p?blica integra o complexo, contradit?rio e fecundo processo de democratiza??o, que se traduz na disputa por um modelo de Estado. Nesse processo, a incid?ncia dessa participa??o vem se efetivando nos espa?os institucionalizados e n?o institucionalizados, a partir de m?ltiplos territ?rios, organiza??es, sujeitos e experi?ncias que traduzem interesses de classe. Logo, pode fortalecer a constitui??o dessa sociedade civil como sociedade pol?tica, com potencialidade para a constru??o contra hegem?nica de outro projeto societ?rio. Isto permitiria a supera??o do projeto vigente, que reduz essa participa??o ? fun??o complementar na execu??o das pol?ticas sociais p?blicas.

Previous issue date: 2013-12-18 / The central theme of this dissertation is to analyze the configuration of the Civil Society Organizations in the city of Porto Alegre, after the implementation of Unified Social Assistance System, with a view of their participation as a political actor in the effectiveness of social assistance rights. For a further development it was necessary to discuss the category Civil Society and the appropriation of this concept considering the classic and modern conceptions, culminating in the Gramscian analysis, which is the conceptual option of this research. We discuss the trajectory of the Social Assistance Policy in Brazil and the historical role of the Civil Society Organizations in the execution of the social assistance services. After that, we consider the trajectory of the Social Assistance in the city of Porto Alegre and its interface with the collective of organizations that deals with the public policy in the city, highlighting the impact of these organizations in the execution of the services, programs, projects and benefits. This study was based on a qualitative exploratory research, anchored in critical dialectical method. The study had as research subjects‟ twelve leaders of Civil Society Organizations and four coordinators of reference center for social assistance, approached through semi - structured interviews. The analysis was the textual discursive, based on the study of Moraes (2003). The results indicates a predominance of the execution of the Civil Society Organizations in the implementation of social Assistance services in the city, as well as a weakening in the implementation of Unified Social Assistance System taking into consideration the infrastructure, human resources and popular participation in the construction of the policy. About the relationship between reference center for social assistance and Civil Society Organizations, the research shows a tension in the territories and a search for a more dialogic and horizontal relationship between the actors. The results also highlights the dumping of the user in the implementation process as well as the need to strengthen social control spaces, in particular the regional commission on social assistance and city council social assistance. We conclude that there is a process outsourcing Civil Society Organizations intensified after the implementation of Unified Social Assistance System in the municipality of Porto Alegre, the construction of spaces of contention for hegemony and a new corporate design that radically democratize public space being required for a real possibility of overcoming this condition by the Civil Society Organizations. / O tema central do presente estudo ? analisar a configura??o das Organiza??es da Sociedade Civil no munic?pio de Porto Alegre, ap?s a implementa??o do Sistema ?nico de Assist?ncia Social, com vistas a sua participa??o como ator pol?tico na efetiva??o dos direitos socioassistenciais, sendo necess?ria a discuss?o da categoria Sociedade Civil e a apropria??o deste conceito ? luz das concep??es cl?ssicas e modernas, culminando na an?lise Gramsciana, op??o conceitual da pesquisa. Previous issue date: 2014-01-13 / This dissertation has as its object of study the attendance to the socio-educational measures under the SUAS (Sistema ?nico de Assist?ncia Social). The main objective is to know how it is developed the attendance to adolescents in conflict with the law, through the service of attendance to the socio-educational measures, in particular the measures in an open environment, carried out by the Reference Specialized Centers for Social Assistance (Centros de Refer?ncia Especializado de Assist?ncia Social CREAS). Therefore, the socio-historical aspects of the process of fulfillment for social rights advocated in PNAS/SUAS, ECA, and SINASE were considered from the perspective of socio-education and its repercussions in the area of Social Assistance. The first chapters consist of the theoretical elaboration of the introduction and the developed methodology. The method of study that guided this research is the dialectical-critical method with a mixed approach. For the data collection, it was applied the technique semi-structured interviews. The subjects for the research were the coordinators of Reference Specialized Centers for Social Assistance and workers from FASC in the city of Porto Alegre. In the second chapter, there was the questioning regarding the role of the State and its relation to the System of Social Protection; in the third chapter, the advances in the field of fulfillment of social rights were addressed, from the overcoming of the irregular situation of the previous code for minors to the new paradigm of the doctrine of Integral Protection, analyzing, thereby, how the CREAS accomplishes the assistances to the adolescents in conflict with the law and the recognition of these adolescents as a legal person. The main results refer that most of the subjects recognized that the working conditions experienced in everyday services at CREAS do not allow the fulfillment of integral protection of the adolescent. They state further that the lack of human resources, qualifications, and methodological alignment make not feasible the implementation of rights, especially in regard to socio-education. The understanding of this framework was clarified through the mediation of categories and concepts, such as: Full Protection and adolescence, accessibility to participation in spaces for qualification, working conditions, working process, means and instruments of labor, and violation of rights / Esta disserta??o tem como objeto de estudo o atendimento ?s medidas socioeducativas no ?mbito do Sistema ?nico de Assist?ncia Social (SUAS). No terceiro cap?tulo, foram abordados os avan?os no campo da efetiva??o dos diretos sociais, a partir da supera??o da situa??o irregular do antigo c?digo de menores para o novo paradigma da doutrina da prote??o integral, analisando, desse modo, como o CREAS realiza os atendimentos aos adolescentes em conflito com a lei e o reconhecimento destes como sujeitos de direitos. Previous issue date: 2014-01-20 / This dissertation has as its theme the Bolsa Fam?lia?s Program (BFP) in the municipality of Esteio/RS, and the relationship between public policies of social welfare, education and health derived from conditionalities and the challenges towards the construction of intersectionality. It is proposed to systematize the results of a research conducted in 2013, which had the overall objective of verifying whether the conditionalities of BFP potentiate the intersectionality between public policies of social welfare, education and health from the experiences brought by beneficiary families and by workers and managers involved the actions of the program in the municipality of Esteio/RS. With a critical dialectic perspective, this qualitative study, with contributions of quantitative data provides references related to this topic, the historical background of the PBF and its relationship with the social question, the prospect of targeting, conditionalities and intersectionality. Had as research subjects: four women's legal guardian of the beneficiary families of BFP, three workers and three managers of policies involved the PBF. Among the key findings are the sociodemographic characteristics of families benefiting from the program based on the systematization of the analysis of quantitative data from CAD?NICO and PBF. In their qualitative part, we used the content analysis technique, which allowed the emergence of perceptions, experiences and opinions of the three segments addressed. Among the families and their relationship with the program, the data indicates the bureaucracy in access , the waiting time for the benefit, the demand for oversight of the program, and the conditionalities as an affirming element of the division of labor based on gender , their perceptions of conditionalities of the program, crossed by precariousness as a manifestation of structural violence, among the segment of workers, the concern with dependence on money, generating autonomy and emancipation in the program, a look of accountability arises from families as responsible for their conditions of poverty , the yearning for further actions and the need to define the services provided. Also the experience of the precariousness of the lack of human resources and infrastructure. On the positive side, there is the bond with the families and the possibility of prevention of diseases related to nutritional status. Between managers: understand that the PBF contributes in income generation and responsibility of families. Compliance with the counterparts, one finds the concept of BFP as a program in motion and perceive advances, as on the school frequency. Regarding health, there is the understanding that greater accountability of family health teams for family support and intensification of actions is required. On the positive side, emerges the idea that the BFP seeks a transformative perspective and overcome welfarism. Such analysis of these results indicate the need for further development and qualification of the relationship between public policies related to BFP , in the context of managing and implementing the program as well as related to the families benefiting from the program. / A presente disserta??o tem como tema o Programa Bolsa Fam?lia (PBF) no munic?pio de Esteio/RS, a rela??o entre as pol?ticas p?blicas de Assist?ncia Social, Educa??o e Sa?de a partir das condicionalidades e os desafios que se colocam ? constru??o da intersetorialidade. Teve como sujeitos da pesquisa quatro mulheres respons?veis legais das fam?lias benefici?rias do PBF, tr?s trabalhadoras e tr?s gestoras das pol?ticas implicadas ao PBF. Dentre os principais resultados: uma caracteriza??o sociodemogr?fica das fam?lias benefici?rias do programa, sistematizando a an?lise dos dados quantitativos, a partir do CAD?NICO e PBF. Em sua parte qualitativa, utilizou-se a t?cnica de an?lise de conte?do, que propiciou a emers?o de percep??es, viv?ncias e opini?es dos tr?s segmentos abordados. Dentre as fam?lias e sua rela??o com o programa, apontam-se a burocracia no acesso, o tempo de espera pelo benef?cio, a demanda por fiscaliza??o do programa, as condicionalidades como elemento afirmador da divis?o do trabalho baseado no g?nero e as suas percep??es quanto ?s condicionalidades do programa, atravessada por precariedades, numa manifesta??o da viol?ncia estrutural. Dentre o segmento dos trabalhadores, surge a preocupa??o com a depend?ncia em rela??o ao benef?cio, com a gera??o de autonomia e emancipa??o em rela??o ao programa, um olhar de responsabiliza??o das fam?lias benefici?rias pela condi??o de pobreza, o anseio pela amplia??o das a??es, a necessidade de qualificar os servi?os prestados e, ainda, a viv?ncia das precariedades da falta de recursos humanos e infraestrutura. Como aspectos positivos, h? o v?nculo com as fam?lias e a possibilidade de preven??o de doen?as ligadas ? condi??o nutricional. Dentre as gestoras, h? o entendimento de que o PBF contribui para a renda e para a responsabiliza??o das fam?lias. Quanto ao cumprimento das contrapartidas, constata-se a concep??o do PBF como um programa em movimento e percebem avan?os, como na quest?o da infrequ?ncia escolar. No que tange ? Sa?de, h? o entendimento de que ? necess?ria maior responsabiliza??o das equipes de Sa?de da fam?lia para o acompanhamento familiar e a intensifica??o de a??es. Como aspecto positivo, emerge a ideia de que o PBF busca uma perspectiva transformadora e supera??o do assistencialismo. Tais resultados da an?lise indicam, como desafios, a necessidade de aprofundamento e qualifica??o da rela??o entre as pol?ticas p?blicas ligadas ao PBF em ?mbito de gest?o e execu??o do programa, bem como destas com as fam?lias benefici?rias do programa.
