Sensemaking and organising in the policing of high risk situations : Focusing the Swedish Police National Counter-Terrorist Unit

Specialised policing of critical incidents has previously been underexplored within scholarly research. Simultaneously, this type of policing has been recognised as a highly complex endeavour which hinges on an organisationalability to make sense of uncertainty and external contingencies. To build knowledge on the subject of specialised policing, the present thesis aims to explore processes of sensemaking and organising in the work context of specialised police units dedicated to the policing of high risk incidents. Two research questions have guided the thesis project viz.: 1) what ascribed meanings are coupled to specialised police unit work practice and; 2) how can organising of specialised police units be enacted in a reliable manner. These questions are empirically addressed through four part-studies: Study A amounts to a contextual literature study of previous research on specialised police units and aims at conceptual development of anomenclature describing police specialisation as a professional context. Study B in the thesis examines symbolic meanings connected to specialised police units and how such meanings relate to constructions of occupational identity of police officers working in a specialised police unit. With these studies as a contextual frame, study C within the thesis examines how leadership, management and ICT system within a specialised police unitimpacts organisational reliability and sensemaking during incident management. Finally, study D examines organisational reliability on an interpersonal level during incident management as it entails a study of collaboration between police practitioners conducting an intervention. The thesis employs a mainly ideographic and close practice approach to researchas the empirical examinations are focused upon one specific specialised police unit, namely the Swedish police’s National Counter-Terrorist Unit (NI). Using data collected through interviews, observations and archival sources, the thesis aims to contribute both to organisational developmentand to knowledge development within the scholarly community. In overview, the results of the thesis indicate that specialised policing on a level of ascribed meaning tend to be represented as exceptional, sensational and surrounded by inferences of elitism, machismo and violence. In extent, such representations inform serving police officers occupational identity workeither by spurring identification or dis-identification with prevailing accounts of meaning. On a level of organising, resilient policing of high risk incidents is shown to be dependent on an ability to favour flexibility, both through the organisational frameworks that frames incident management and in interpersonal enactment during task execution. This conclusion challenges day-to-day conceptualisation of specialised police units’ work practice as instrumental applications of coercion.

The Gift of Policing: Understanding Image and Reciprocity

The Community Based Policing model has been adopted by the large majority of policing agencies as another tool on an officer’s duty belt that allows them to do their job more effectively and efficiently. The model is premised on the building and maintaining of relationships of the Police Service and the community it serves. The model argues that Services must ensure that the community is given a voice in the way police enforce the laws. The model encourages that the police and community work together in a partnership that is different from the traditional relationship shared between the two groups under the previous Professional Policing model. This working in partnership means that not only must the police become more open to the community providing direction in the way they do their job, but also that the community must take a more active role in the policing of their areas. This partnership could be considered an exchange of information from both the police and the community. As argued by Marcel Mauss in The Gift, relationships that are on-going and have elements of exchange have obligations. These obligations of giving, receiving and reciprocity ensure that the relationship between the groups is not only maintained, but strengthened. When one of these obligations is not met, however, there are often social consequences. This research attempts to understand the model of Community Based Policing in terms of how it is being applied by Canada’s second oldest police service, the Hamilton Police. With the model encouraging a relationship with the community, issues of gift exchange appear. Through interviews with staff of the Hamilton Police Service, as well as citizens from the community of Hamilton, how these obligations are being met, as well as the effectiveness of the model and its relation to Maussian theory of gift exchange are explored.

Research shows that policing is mostly sedentary but physically and mentally demanding tasks occur and that policing includes factors like police inherent stress which may impair the health of police officers. Research has also found that physical exercise can play an important part for coping with these negative elements associated with policing. The overall purpose of this study is to contribute knowledge about the importance of physical exercise for policemen. The study is based on five semi-structured interviews with police officer’s working with emergency response. The result shows that physical exercise had importance for the tasks performed during emergency responses, the police officer’s health as well as short- and longterm mental factors like reduced stress. The result also showed that the demands of policing had impacts on the officer’s exercise and it also demonstrated that the policemen didn’t exercise during work hours mostly due to regulations and organizational barriers.

Active Citizenship And Community Policing In Turkey

In this study, it is aimed to examine the community policing model in the active citizenship and civil renewal context. The study begins with investigating basic concepts and theories of citizenship, good governance, crime prevention, policing models and interconnection of concepts. Community policing relies on the concept of active citizenship that requires active involvement of citizens into decision making mechanism of public institutions to tackle the problems of community. Community policing is also supposed to be a police reform in the light of governance principles. The structure and working principles of police organization should be reviewed according to these principles. In this framework, community policing efforts of Turkish police, its reflections in society and the needs of police organization are analyzed. It is tried to reach a comprehensive explanation about the implementation of community policing model. To reach the goal of the study interviews held with citizens and police officers. The results of interviews provide an opportunity to comprehend the facts and to determine the view of public on the possible related changes in practice. At the end of the study, it can be said that community policing has democratic policing and problem solving functions but the core element of this model, participation, is a complex and dynamic process that is highly unpredictable and difficult to control. In addition, citizen-focused policing requires a cultural and operational reform. That is why, it is not an easy transformation process. It is concluded that community policing is an applicable model for Turkish Police with its challenges.

An Interrupted Time Series Analysis of the State College Nuisance Property Ordinance and an Assessment of Rental Property Managers as Place Manager/Intimate Handler of Offender

This research involves a legal impact study of the State College Nuisance Property Ordinance and an assessment of State College Rental Property Managers in the role of place manager/intimate handler of offender. The impact of the Ordinance was assessed by employing an interrupted time series design which examined five years of pre-ordinance violations against five years of post-ordinance violations. The assessment of State College Rental Property Managers in the role of place manager/intimate handlers of offenders was assessed through a mail survey. The survey contained items that measured the level to which State College Rental Property Managers have assumed this role. This level was then regressed against the offenses covered under the Ordinance in order to determine if this role has an impact on reducing and/or deterring offenses in rental units. The data suggest that the Ordinance was successful in reducing violations in nuisance rental units. In addition, the analyses of the survey revealed that a higher level of place manager/intimate handler of offender was positively correlated with criminal and ordinance violations. / Dr. Randy L. Richard "King Dick" or "Big Dick" Crafus, Cephas, or Seaver(s) first attracted attention by his size, strength and the authority he exercised as leader of U.S. African American Prisoners of War in Britain during the War of 1812. After the War he was celebrated as a boxing pioneer, ceremonial King of Boston's black community and almost certainly auxiliary law officer. Very little has been known about his life, and much of that obscured by his black working-class status; his true standing within his own community remains mysterious. Yet paradoxically he's been made much of, in academic writing and fiction alike right up to the present day. Although his life resisted the reduction of himself and his people to irrelevance and invisibility, I argue that his most prominent role has been as a palimpsest, a used canvas or marked screen onto which scholars and fiction-writers alike, as intellectual workers, have projected their images of the place of Blacks, blackness and racialized Others in the Americas and the Americanized world, including Haiti and Arabia. This thesis attempts to reconstruct his life and interpret his myriad reconstructions, to illuminate both dominant white and less-accessible minority discourses. The particular characteristics inscribed into Big Dick's figure have helped define class and caste structures, public morality and the use of public space, and the working of the U.S. capitalist and cultural imperium in the marketplace of discourses.

Gender, policing and social control : examining police officers' perceptions of, and responses to, young women depicted as violent

In Britain, there have been growing concerns over the increasing female prison population and treatment of girls and women by the criminal justice system (see Carlen and Worrall, 2004; Hedderman, 2004; Batchelor, 2005; Hutson and Myers, 2006; Sharpe, 2009). In particular, there has been a rising female prison population in Scotland which has been associated with greater punitive controls over the behaviour of women (McIvor and Burman, 2011). The British press have depicted a social problem of certain young women becoming more violent and have attributed this to women’s liberation, particularly in the night time economy (MacAskill and Goodwin, 2004; Gray, 2006; Evening News, 2008). These concerns have attracted widespread media and political attention leading to a steady growth in academic research exploring the apparent rise of violent young women (Burman et al., 2003; Burman, 2004b; Batchelor, 2005). Despite this, there are relatively few studies that examine responses to young women with an emphasis on violent offences. Furthermore, there is a lack of research that has examined the role police officers have played in the control and depiction of young women’s violence. This research investigates the perceptions of and responses to young women depicted as violent from police officers in Scotland. Thirty three qualitative interviews were carried out with front line police officers in 2008 to investigate social control mechanisms employed to regulate the behaviour of young women. The research utilised feminist perspectives to develop an understanding of how young women deemed as violent face formal and informal mechanisms of social control from police officers. The study challenges the apparent increase in violence among young women and instead argues that institutional controls have contributed to young women being labelled as violent. Changes in police practices and zero tolerance approaches towards violence have resulted in a net widening effect that has impacted on the number of young women (and men) being brought to the attention of the police for violent offences. It is argued that this mechanism of institutional control could be a contributing factor towards the rise in the number of young women being charged for violent offences. Police discretion on the basis of gender did have an influence on arrest practices for some of the officers, but there was insufficient evidence to suggest the police officers responded any harsher or more lenient towards women. However, what was apparent was that police officers believed women needed to be ‘controlled’; they perceived them as more unmanageable than men and this defiance towards authority resulted in women being arrested. Women depicted as violent remain to be categorised on the basis of socially constructed gender norms and it is argued that this mechanism of discursive control continues to locate violence within the realm of masculinity. In conclusion, women who are depicted as violent are portrayed as unfeminine and in need of greater social control which is exercised through both formal and informal measures by police officers.

Policing in the iron cage : the tensions between the bureaucratic mandate and street level reality

In April 2002 a National Crime Recording Standard (NCRS) was introduced across police forces in England and Wales. The intention of this standard, resultant of two highly critical reports regarding police recording of crime, was to improve crime data and promote a victim focussed approach. Research in the field of crime recording emphasises police reporting and recording mechanisms, with a significant reliance placed on police data. However, inter-personal and situational factors determining the ways in which notification of an event is, or is not, translated into a crime record are often inadequately explored. Consequently, there is little recent knowledge regarding the views of individuals reporting an event and the way in which they, through the interactions with the police, affect recording rates. This thesis explores these effects and investigates the impact of deviation from the rules governing crime recording upon service user experiences and satisfaction. Incident logs from three forces were analysed, officer focus groups and questionnaire-based surveys were undertaken and interviews were conducted with service users. Perceptions of service users and police officers vis-à-vis the effectiveness of police intervention were examined, together with the efficacy of previous research methodologies employed to gauge recording rates, the rules regarding crime recording and the existent performance frameworks. The findings suggest that previously reported recording rates are inevitably unreliable owing to a lack of detail within incident logs and the complexities involved in the recognition and labelling of events as crimes. Whilst easing of workloads is a common theme highlighted in previous research, there is notably less emphasis and recognition of other factors. The response, by officers at street level, to the realities of the social world, the conflicting priorities brought about by managerial dictum and the bureaucratic rules governing the recording of crime is to ‘define down crime’. The findings fill the considerable knowledge gap regarding diverse service user requirements and conflicting priorities faced by service providers prior to the introduction of the NCRS, suggesting that the imposition of managerial ideals, the accompanying bureaucratic rules and the corollary, the diminution of discretion, has a detrimental effect on service delivery.
