Multi-level policy in the Baltic Sea : An Environmental Policy Integration analysis of the Swedish Exclusive Economic Zone

It is no secret that policy, to a large degree, informs what policy objectives should and can be pursued given a sector or policy domain. However, what happens when multiple levels of policy exist and regulate the same geographical area? The present study explores how complex multi-leveled policy areas affect Environmental Policy Implementation (EPI) and what happens when policy objectives from one level stand against policy objectives on another. By looking at national, supranational, and international policy governing the Swedish Exclusive Economic Zone (SEEZ) and comparing these to the Swedish government decisions on the Nord Stream I and II pipelines (2009 and 2018); the present study has explored to what extent policy objectives and underlying frames from the different policy levels have affected the decisions. The study has worked through the theoretical lenses of Environmental Policy Integration and Frame theory; and has applied thematic analysis and frame analysis methods. The study has concluded that, while policy objectives reflecting strong EPI exist in national policy, the weak EPI of the supranational and international policies policy objectives makes it implausible for effective EPI to be the outcome of decisions in the SEEZ. Without a strong value hierarchy prioritizing environmental objectives, it is unlikely that the Baltic Sea, or other similar multi-leveled policy areas, can achieve sustainable development.

1 Vojtěch Kotecký Czech forestry subsides coherence with environmental policy objectives Abstract: Public bodies in the Czech Republic spend on average about CZK 1.2 billion (€ 44 million) a year on subsidy schemes in forestry. Subsidies are an important instrument of public policy; they also have major environmental consequences and may influence ability of forests to contribute towards ecosystem services. Consistency of forestry subsidies with the government's environmental policy goals in the Czech Republic is investigated in this thesis. Almost half of Czech subsidy budget is appropriated to schemes that have got an element of conflict with environmental policy goals incorporated in their design; thus, a range of environmentally harmful subsidies is potentially identified here. However, a number of schemes - and, in 27% of subsidy expenditure, even the same schemes, also contribute towards the same policy objectives. Farmland afforestation payments, contributing to the government's goal of forest expansion but shown in a statistical analysis to be focused primarily on regions with high forest cover, and involving a surplus of Norway spruce with a deficit of both European beech and silver fir, are an illustration of complex nature of forestry subsidies.

SMEs' contributions include job creation, expanding the means of sustainable livelihoods and ensuring impartial distribution of wealth amongst citizens. This study evaluates monitoring and evaluation systems, policy and programmes of the Small Medium Enterprises Development Agency of Nigeria (SMEDAN) to develop and transform the informal sector of the economy. The main purpose of the establishment of SMEDAN is to facilitate the promotion and development of a structured and effective small and medium enterprises sector that will provide informal employment for unemployed, and enhance sustainable livelihood and economic development in Nigeria. Unemployment and increased poverty levels are key challenges to the government of Nigeria, which has resulted in socio-economic and political unrest across the nation. Against the background of high unemployment rate, especially amongst the youth and the deteriorating fortunes of small and medium businesses in Nigeria, questions can be asked in relation to current initiatives and policies to support SME sector.

Evaluating the implementation of guidance and counselling in a Zimbabwean secondary school

The purpose of this research study was to evaluate the Implementation of Guidance and Counselling in a Zimbabwean Secondary School that was seen to be running an exemplary programme. The study was a search for best practice meant to provide benchmarks that could benefit other institutions in similar set-ups to establish effective Guidance and Counselling (G&C) programmes. The rational for the study emanated from reservations expressed by some teachers and heads about the feasibility of G&C programmes in their schools citing numerous practical hurdles. Policy circular number 23 of 2005 expected all Zimbabwe secondary schools to institutionalise G&C programmes. Some questions that guided the study follow below. <ul> <li>How did the school articulate the policy into G&C programme?</li> <li>How can insight into the implementation of G&C inform programme development?</li></ul> The research study was conducted at Trockley Secondary School in Harare where five participants were interviewed individually. Research findings showed that Trockley was running a functional G&C programme refuting the scepticism cited above. However, it is important to set standards that schools can aspire to elevate their programmes to; for now programmes can be qualified as functional or non-functional, but not exceptional, a yard-stick that could help to improve G&C programmes significantly in the whole country. / Dissertation (MEd)--University of Pretoria, 2011. / Educational Psychology / unrestricted

Svenska folkets egendom - Utförselregleringens historiska grund och förändring i förhållande till dagens kulturpolitiska mål / Property of the Swedish People - The basis and change of the export control in relation to current cultural policy objectives

Denna uppsats rör sig inom fältet kritiska kulturarvsstudier och fokuserar på svensk utförselreglering av kulturhistoriska föremål genom tiderna. Utgångspunkten ligger i 2014 års omformulering av kulturmiljölagens portalparagraf, vilken numera inkluderar mångfaldsmål. Kulturmiljölagens utförselreglering (reglerad i 5:e kapitlet), som inte uppdaterades samtidigt, är tänkt att läsas mot bakgrund av de inledande bestämmelserna. Eftersom den sedan tidigare uppfattats vila på ålderdomliga nationalistiska värdegrunder, uppstod frågan ifall det fanns en diskrepans i förhållande till de nya målen. För att hitta svar söker sig uppsatsen tillbaka till utförselregleringens formativa moment samt förändring från 1920-talet och framåt och sätter detta i relation till nuvarande kulturpolitiska mål och kulturvård i dagens samhälle. Motiv till utförselreglering men också vilka föremålstyper som skyddats genom tiderna har studerats, analyserats och jämförts kvalitativt. Källmaterialet utgörs framförallt av lagtexter, statliga offentliga utredningar och propositioner. Undersökningen visar att lagen från att ha skyddat ett fåtal föremåltyper succesivt har utökats och detaljerats både vad gäller föremålstyp, ålder, värde och ursprung. Med den högre graden särskiljning och utpekande följer problematik kring vad som räknas in och inte. Vissa traditionellt högt värderade föremålstyper och perioder har skyddats hela tiden medan andra mindre värderade konsekvent har uteslutits, trots långt gånga diskussioner om en mer inkluderande lagstiftning redan i tidiga förarbeten. Den breddade synen kring vad som är bevarandevärt, vilken kan skönjas i museers nutida insamlingspolicys, återspeglas inte i lagtexten. Istället har tydliga ekonomiska, kulturella, etniska och åldersmässiga hierarkier skapats. Flytt från en ursprunglig historisk miljö till en annan plats i Sverige kan orsaka skador på kulturarvet som är större än de skador som kan uppstå om ett föremål som redan flyttats från sin ursprungliga miljö istället flyttas utomlands, något som ignoreras i lagtexten. Lagen utgår ifrån att vissa föremål är svenska folkets egendom och att nationen Sverige är en trygg, ursprunglig och naturlig miljö för dem trots att motsatsen ofta har bevisats. En paradox skönjas i det faktum att vanskötsel och förvanskning av värdefulla och utförselskyddade kulturföremål inte är olagligt, så länge föremålet stannar innanför landsgränsen. De kulturpolitiska målen har alltsedan 1970-talets slut påverkat de uttalade motiven till utförsellagstiftningen. Eftersom ålderdomliga värdegrunder och normer, däribland en hel del nationalistiska sådana, där svensk kultur ses som tydlig avgränsad, högtstående och suverän, fortfarande lyser igenom i utförsellagstiftningen, tydliggörs tendensen till en retorisk men inte grundläggande förändring inom kulturarvssektorn. Hypotesen om att kapitel 5 fortfarande står på en grund av nationalistiska värderingar, nationell protektionism och nationellt identitetsskapande kan därmed sägas stämma. / This paper is located in the field of critical heritage studies and focusses on Swedish cultural heritage law and the export control of moveable heritage objects. The starting point for the research lies in the 2014 redrafting of the opening section of the cultural heritage law, which for the first time includes objectives relating to pluralism and diversity. Export control (which is regulated in the 5th chapter of the cultural heritage law), was not updated at the same time, but it is nevertheless intended to be read in the light of the preliminary provisions. Since chapter 5 previously was perceived to rest on outdated nationalistic values, the question arise as to whether there is a discrepancy in relation to the new objectives that were formulated in 2014. In order to address the question the study looks back at the formative moments and change of the export control regulations from the 1920s onwards and relates this to current cultural policy objectives and goals of conservation. The motives for export control and the type of objects protected through the ages are analysed and compared qualitatively. The source material primarily consists of legal documents, state government investigations and government bills. The study shows that the law gradually changed from protecting a few object types to become more expansive and detailed in terms of the type of artifact and it´s age, value, and origin. This increased degree of segregation and designation leads to concerns relating to what is included and what is not. Some traditionally highly valued object types and periods have continued to be protected whilst others are consistently less valued and excluded, despite ongoing discussions about the need for a more inclusive legislation since the early preparatory work. The broadened idea about what is worth preserving, which can be seen in the contemporary collection policies of museums, is not reflected in the legislation. Instead evident economic, cultural, ethnic and age hierarchies have been created. The law ignores the fact that moving an artifact from its original historical setting to another location in Sweden can cause greater harm than moving an object that has already been moved from its original location overseas. Instead the law assumes that certain objects are the property of the Swedish people and that the nation of Sweden is a safe, original and “natural” environment for them, despite the fact that the opposite often proves to be the case. A paradox is evident in the fact that the mismanagement and distortion of valuable artifacts that are protected against export is not illegal, as long as the object stays inside the borders of Sweden. Cultural policy objectives have, since the late 1970s, influenced the stated rationale for cultural heritage law and export legislation. Since outdated values and standards, including numerous nationalistic ones, where Swedish culture is seen as being distinct, high-cult and sovereign, still shines through in the export legislation, it is clear that there is a tendency to a rhetorical but not a fundamental change in parts of the cultural heritage sector, including the legislative context. The hypothesis that chapter 5 is still underpinned and characterised by nationalistic values, national protectionism and the creation of national identity can thus be said to be proven.

External policy of the European Union as it is defined by the Lisbon Treaty incorporates, among others, the development cooperation policy and the Common foreign and security policy. Development assistance, as a shared policy, represents a traditional form of cooperation between the Union and the developing countries and as such works as a mean to promote the objectives of its external policy. On the other hand the Common foreign and security policy was established by the Maastricht Treaty and until today the decisions made depend on the will of the Member states. The aim of this thesis is to analyze how the European Union uses the development cooperation to achieve the objectives of its external policy and to demonstrate, that using the means of the Common foreign and security policy is essential as well. To do this, the thesis will study the African Great Lakes region in particular.

Practical part is represented by business plan San Gimignano, which could possibly apply for european resources. The output of this master thesis is analysis of potentional abovementioned gain and factors of possible success.

Diploma thesis analyses current state of the European Union's Regional policy in an environment of the Zlín Region. The attthesisention is aimed at current programming period 2007-2013, motives of development, defined objectives, operating principles and system of regional policy implementation in Czech Republic including the future settings of EU Structural Funds Subsidies Exploiting System. For the futher purposes of the thesis the attention is focused on the success of the Regional Operational Programmes, that serve as a basis for the second part of the thesis. Then the analysis of the Regional Operational Programme of the Central Moravia Cohesion Region and socioeconomic analysis of the Zlín Region follow. The practical part of thesis consists of analysis of the Structural Funds through the ROP Central Moravia in the Zlín Region, specifically in the microregion Uherský Brod. The output of the diploma thesis is to document the specific contribution to regional development using selected microregion

FÖRESTÄLLNINGAR OCH INTRESSEN : En fallstudie utifrån Advocacy Coalition Framework av en lokal policyprocess om expropriation

This paper examines the viability of the Advocacy Coalition Framework(ACF) by applying it in a single case study. The aim is to advance the framework’s theoretical understanding of the policy process and its usefulness for analyzing local policy contexts. The case addressed is a long-spun policy conflict regarding the use of compulsory acquisition of real estate by a Swedish municipality for the sake of local business development. Analyzed data consisted of the municipality diary on the issue, correspondence between actors, public statements, official and internal documents and interviews with actors and non-actors. The ACF is a good starting point for understanding this local policy process, largely because of the great flexibility of its concepts. However, its basic assumptions on beliefs cannot fully explain observed events. Relating to this, the paper has five main findings. First, although beliefs play an important role in forming policy action, so does interests. Second, a conjunction of beliefs and self-interest is an important condition for some actors’ actions. Third, coalition formation is not dependent on similarity of beliefs but on similarity of policy objectives. Fourth, policy objectives are resultant of beliefs for some actors, of self-interest for others and for yet others the result of both. Therefore, actors in coalition act to achieve the same policy objectives but not necessarily for the same reasons. Fifth, one non-actor refrained from policy action in spite of strong policy core beliefs due to the policy process not being a zero sum game for this non-actor. This paper supports recent studies proposing the incorporation of interests into the ACF. For further development of the ACF the paper suggests further research to answer two generic questions: What is the relationship betweeninterests and beliefs? Are potential actors more likely to take policy action inzero sum game policy processes? For the ACF to cope with certain conditionsin local contexts the paper suggest further research into the question: Is the level of abstraction of policy issues key in understanding the involvement of legal and natural persons and their basis for policy action?
