Tendo em vista a sua expans?o em diversos meios de comunica??o controlados pela produ??o, investigou-se como os princ?pios (JENKINS, 2008, 2009a, 2009b) e as estrat?gias de expans?o e propaga??o (FECHINE et al., 2013) foram apropriadas pela fic??o. Para tal, foram realizadas revis?es de literatura acerca dos processos de transmidia??o e das especificidades da narrativa transm?dia, com a finalidade de identificar os poss?veis espa?os de atua??o e as formas de envolvimento com p?blico. Al?m disso, refletiu-se sobre as reconfigura??es do g?nero telenovela na era da cultura participativa. Para uma melhor compreens?o da disserta??o, as observa??es foram divididas em quatro cap?tulos distintos, tendo como fio condutor e ponto de partida a inser??o da telenovela no ambiente da internet. Com aux?lio de uma pesquisa descritiva com vistas ? aplica??o do procedimento de Estudo de Caso, ? luz das contribui??es de Gil (2010), acredita-se que os objetivos propostos foram alcan?ados. Por fim, concluiu-se queCheias de Charme, exibida pela TV Globo, em 2012, no hor?rio das 19h, utilizou-se de a??es criativas e planejadas que funcionaram de forma eficaz no desenvolvimento de uma narrativa transm?dia. / This research analyzes the transmedia narrative television series Cheias de Charme, understood as a fictional multiplatform world, composed of several pieces distributed in different media, and into the context of media convergence. With a view to its expansion in various media controlled by production, we investigated how the principles (Jenkins 2008, 2009a, 2009b) and the strategies of expansion and spread (Fechine et al., 2013) were appropriate for fiction. To do this, literature reviews were conducted about transmidiation processes and the specifics of transmedia narrative, in order to identify possible areas of action and forms of engagement with the public. In addition, he reflected on reconfigurations of the soap opera genre in the era of participatory culture. For a better understanding of the dissertation, the observations were divided into four distinct chapters, taking as a guide and starting point the inclusion of the soap opera in the internet environment. With the aid of a descriptive research with a view to the application of the Case Study procedure in the light of Gil contributions (2010), it is believed that the proposed objectives were achieved. Finally, it was concluded that Cheias de Charme, aired by TV Globo in 2012, in time of 19h, we used creative and planned actions that have worked effectively in developing a transmedia narrative.

rela??o ?s atuais tramita??o e execu??o dos processos referidos; iv) Identificar as atividades
relacionadas ? fase de implanta??o do SCDP e estabelecer uma sequ?ncia estrat?gica para a
execu??o dessas atividades, atrav?s de contato com o Minist?rio do Planejamento,

p?blicas, as quais devem estar cientes de sua responsabilidade para com a sociedade. / The present diagnostic has, as general objective, analyze the institutional obstacles that
impede the implementation of the "Daily Allowances and Passages Concession System " at
the Federal University of Rio Grande do Norte, as well as the solutions for the institution to
supplant them, evaluating the impacts of the intended implementation. Her specific objectives
are: i) Characterize the current system of buying daily and passages by UFRN and identify her
obstacles and failures; ii) Characterize the Daily Allowances and Passages Concession System
(SCDP) as a tool that provides economy, efficiency, agility and compliance with ethical
principles in Administration; iii) Compare the efficiency of the SCDP in relation to the current
processing and execution of the mentioned processes; iv) Identify the activities related to the
implementation phase of the SCDP and establish a strategic sequence for the execution of
these activities, through contact with the Ministry of Planning, Development and
Management and UFRN?s IT Superintendence. This diagnostic is justified, on the one hand,
by the reduction of time and costs (Economics), and, on the other, by the institution's
obligation to comply with the legal dictates established by the government (Legality). Intends
to create subsidies for future researches on the studied subject, because it is a subject that is so
little debated, but of immeasurable importance to public institutions, which must be aware of
their responsibility towards society.

Previous issue date: 2016-10-31 / O conceito de fam?lia, atribu?do ao longo do s?culo XX, sofreu profundas mudan?as de fun??o, natureza, composi??o e, consequentemente, de concep??o, sobretudo ap?s o advento do Estado Social. A moldura de fam?lia patriarcal, tradicionalista, formada exclusivamente pela uni?o entre homem e mulher, que as legisla??es brasileiras tomaram como par?metro desde a Col?nia, entrou em crise, culminando com sua derrocada, no plano jur?dico, pelos valores introduzidos a partir da Constitui??o de 1988, a qual incorporou as mudan?as dos valores e costumes socioculturais que afloraram na sociedade p?s-moderna brasileira. N?o obstante o aprimoramento de car?ter jur?dico e, tamb?m, do vi?s ideol?gico e compromiss?rio que passou a ser conferido ? tutela constitucional edificada em torno da dignidade da pessoa humana, fato ? que o ordenamento jur?dico brasileiro n?o regula expressamente os efeitos jur?dicos decorrentes das rela??es afetivas havidas, de forma duradoura, entre pessoas do mesmo sexo. O objetivo geral desta disserta??o ? investigar, cientificamente, a evid?ncia da tutela constitucional das rela??es homoafetivas, lan?ando bases, com apoio em diretrizes hermen?uticas, sobre as normas que asseguram o sustent?culo jur?dico para o reconhecimento das uni?es entre pessoas do mesmo sexo na condi??o de entidades familiares constitucionalmente protegidas. Para tanto, no escopo de solucionar as problem?ticas suscitadas ao longo da investiga??o, a pesquisa se utiliza de uma hermen?utica capaz de conferir for?a normativa aos princ?pios constitucionais impl?citos e expl?citos, dentre estes o da liberdade, dignidade da pessoa humana, igualdade, afetividade, solidariedade, bem como o da proibi??o da discrimina??o de qualquer natureza, como meio de promover o reconhecimento da tutela jur?dica aplic?vel ?s rela??es homoafetivas. Em conson?ncia com esta abordagem, analisa tamb?m as decis?es proferidas pelo Supremo Tribunal Federal (STF), em sede de controle abstrato de constitucionalidade, que reconheceram a uni?o homoafetiva como entidade familiar, o que restou consagrado no ?mbito da ADI n. 4277 e da ADPF n. 132. A investiga??o aponta que omiss?o legislativa ? motivo de inseguran?a jur?dica, sobretudo quando a homossexualidade ? discriminada e tratada com repulsa por alguns segmentos sociais, e conclui, a partir da leg?tima atua??o da jurisdi??o constitucional, pela conformidade legal e pertin?ncia jur?dica da autoaplicabilidade do casamento civil homoafetivo, demonstrando que tais decis?es foram o divisor de ?guas para a consolida??o de conquistas em prol dos homossexuais, inaugurando-se, desde ent?o ? em car?ter vinculante e com efic?cia erga omnes ? a eleva??o da uni?o cont?nua, p?blica e duradoura, entre pessoas do mesmo sexo, ao patamar de entidade familiar constitucionalmente protegida. / The concept of family, attributed throughout the twentieth century, has undergone profound changes function, nature, composition and, consequently, the design, especially after the advent of the welfare state. The patriarchal family frame traditionalist, formed exclusively by the union between man and woman, that Brazilian legislation taken as a parameter from Cologne, was in crisis, culminating in his downfall, in legal terms, by the values entered from the Constitution of 1988, which incorporated the changes of values and socio-cultural customs that surfaced in the brazilian post-modern society. Despite the legal character of improvement and also the ideological bias and price undertaking now being given to the constitutional protection built around the dignity of the human person, the fact is that brazilian law does not expressly cover the legal effects of affective relationships, lastingly, between persons of the same sex. The overall objective of this dissertation is to investigate scientifically the evidence of the constitutional protection of same-sex relations, laying the foundation, with support hermeneutical guidelines on standards that ensure the legal bulwark for the recognition of marriages between persons of the same sex on condition of entities constitutionally protected family. Therefore, the scope to address the issues raised during the investigation, the research uses a hermeneutic able to give legal force to the implicit and explicit constitutional principles, among them the freedom, human dignity, equality, affection, solidarity and the prohibition of discrimination of any kind as a means of promoting the recognition of legal protection applicable to same-sex relations. And in line with this approach, also examines the decision of the Supreme Court in the seat of abstract control of constitutionality, which recognized the homosexual union as a family entity, which remains enshrined within the ADI n. 4277 and ADPF n. 132. Research indicates that legislative omission is a cause of legal uncertainty, especially when homosexuality is discriminated against and treated with disgust by some social segments, and concludes from the legitimate action of the constitutional jurisdiction for legal compliance and legal relevance of the applicability same-sex civil marriage and stable conversion into marriage against homosexuals, demonstrating that such decisions were the watershed for the consolidation of achievements in favor of homosexuals, is inaugurating since then - in binding character and for all effectiveness - high continuous, public and lasting union between persons of the same sex, the family unit level of constitutionally protected.

Previous issue date: 2015-12-15 / This is a critical paper about the incidence of Real State Tax, a municipal tax, in cases where immovable properties and assets held by Federal or States Government are occupied by particular persons, as result of legal use concession contracts or authorized occupation, and its connections with the Mutual Tax Immunity. To achieve these aims, therefore, this study solved the following research problems: in first place, confirmation of the partial unconstitutionality of the National Tax Code in relation to the Constitution of 1946 and its non reception by the current Federal Constitution (1988); construction of the normative matrix rule of the studied tax, since the constitutional level, passing throw the complementary legal settlement, until the local legislation, study that resulted in a doctrinal refinement of the analyzed institute, specially, on its material, personal e quantitative criterions; and, in second place, implications of the Mutual Tax Immunity on the definition of the taxpayer subject, considering the impossibility of transferring the payment responsibility to a non-taxable person, such as the occupant of the public property covered by a concession contract. Furthermore, this research analyzed the Mutual Tax Immunity under the Article 150, VI, ???a???, of the Federal Constitution, in order to identify if it grants a absolute status of protection against the taxation, or if it can be relaxed in cases where the Public Person explore remunerate economic activities. These subjects are under judgment by the Brazilian Supreme Court in the Leading Case number 473 of the general repercussion. Finally, from the theory of the fundamental rights of Robert Alexy, pondering and weighing were developed in order to solve the conflict between the involved constitutional principles: the Free Competition as a key element of an open market economy; and the Mutual Tax Immunity as a guarantor of the Federation Principle. / O objeto de estudo deste trabalho ?? a an??lise da incid??ncia do Imposto Predial e Territorial Urbano (IPTU) sobre os im??veis p??blicos ocupados por particulares por meio de contratos onerosos de concess??o de direito real de uso. No primeiro cap??tulo, a autora fez uma an??lise hist??ria da evolu????o constitucional do estudado imposto e suas rela????es com o C??digo Tribut??rio Nacional (CTN), que resultou no reconhecimento da inconstitucionalidade material de partes dos artigos 32 e 34 do CTN em face da Constitui????o de 1946, bem como a sua n??o recep????o parcial pela Constitui????o Federal de 1988. No cap??tulo subsequente, a norma tribut??ria do IPTU foi estruturada em seus diversos planos normativos, com a constru????o de suas regras-matrizes constitucional, complementar e local, cujos conte??dos se mostraram conflitantes. Nesse contexto, foi necess??rio analisar se a imunidade em quest??o pode ser afastada em raz??o do car??ter oneroso do contrato, bem como se essa atividade de concess??o de bem im??vel p??blico pode ser considerada como h??bil para interferir na livre concorr??ncia do setor imobili??rio local. Para solucionar essas quest??es, utilizou-se a teoria dos direitos fundamentais de Robert Alexy, com a pondera????o e o sopesamento do princ??pio da imunidade tribut??ria rec??proca com o da livre concorr??ncia, a fim de verificar qual deles deve prevalecer no caso concreto. Previous issue date: 2012-09-17 / Ethics on scientific research is approached and often discussed in several areas of knowledge
connected to health. In the Administration area there are very few studies which approach the
topic of ethics on research. The present paper tried to fill in this gap in the production of
knowledge about the topic, investigating how the ethical principles found in the literature and
in the codes of conduct are noticed and taken into account in Administration research
activities developed by acting researchers in Administration Post Graduation Programs.
Theoretically speaking, the study was based mainly on the approaches by Creswell (2007) and
Bell and Bryman (2007), which discuss the research ethical principles. Methodologically
speaking it was all about an exploratory kind of study, with qualitative research approach.
Upon data collection, personal interviews were made aiming at its depth and focus groups
were formed. The first stage had interviews with four experienced researchers who took part
on a teaching and researching event and on the second stage we used the focus group
technique. The focus groups were done in four college institutions along with the post
graduation programs in Administration in the states of Rio Grande do Norte, Para?ba and
Pernambuco, in Brazil. The results suggest the existence of general principles and parameters
for the scientific research recommended in the literature and on official resolution. However,
in the Administration area, there are only a few recommendations of good practices when it
comes to submitting articles for scientific publications but we found no guidance with ethical
principles and parameters which cover all the activities in the scientific research and which
specifically meet the research particularities in Administration. The main ethical dilemma
pointed by the researchers refers to ethical questions which arise at the time of data collection
and on disclosing the results. Most researchers do not know the guidelines and the ethical
norms on ethics about research that we have in our country neither do they send in their
projects to the research ethics committee. When dilemma arises, they decide the ethical
question based on their values and common sense. These elements confirm the thesis that the
researcher s procedure in the research activities in Administration is predominantly signed by
personal values or by common sense and less by ethical principles, whether by not knowing
the normative instruments related to ethics or by disagreeing with any disciplining rules on
ethical behavior in the research / A ?tica na pesquisa cient?fica ? um tema abordado e muito discutido em diversas ?reas do
conhecimento ligadas ? sa?de. Na ?rea da Administra??o, s?o raros os estudos que abordam o
tema da ?tica na pesquisa. O presente estudo buscou preencher esta lacuna na produ??o do
conhecimento sobre o tema, investigando como os princ?pios ?ticos encontrados na literatura
e nos c?digos de conduta s?o percebidos e considerados nas atividades de pesquisa em
Administra??o, desenvolvidas por pesquisadores atuantes em Programas de P?s-Gradua??o
em Administra??o. Teoricamente, o estudo apoiou-se principalmente nas abordagens de

pesquisadores experientes, participantes de um evento de ensino e pesquisa e na segunda
etapa, foi adotada a t?cnica de grupo focal. Os grupos focais foram realizados em quatro
institui??es de ensino superior junto aos Programas de P?s-Gradua??o em Administra??o nos
Estados do Rio Grande do Norte, Para?ba e Pernambuco. Os resultados apontam para a
exist?ncia de princ?pios gerais para a pesquisa cient?fica propostos na literatura e em
resolu??o oficial. Por?m, na ?rea da Administra??o existem apenas recomenda??es de boas
pr?ticas no tocante ? submiss?o de artigos para publica??es cient?ficas, mas n?o foram
encontradas orienta??es com princ?pios ?ticos que englobem todas as atividades da pesquisa
cient?fica e que atendam especificamente ?s particularidades das pesquisas em Administra??o.
Os principais dilemas ?ticos, apontados pelos pesquisados se referem ?s quest?es ?ticas que
surgem nas fases da coleta dos dados e na divulga??o dos resultados. A maioria dos
pesquisados n?o conhecem as diretrizes e as normas sobre ?tica na pesquisa existentes no pa?s
e nem enviam seus projetos aos comit?s de ?tica na pesquisa. Em caso de dilemas, decidem a
quest?o ?tica com base nos seus valores e senso comum. Estes elementos confirmam a tese de
que a conduta do pesquisador nas atividades de pesquisa em Administra??o ?
predominantemente balizada por valores pessoais ou pelo senso comum e menos por
princ?pios ?ticos, seja pelo desconhecimento de instrumentos normativos relacionados ? ?tica,
como tamb?m pela discord?ncia com quaisquer regras de disciplinamento sobre conduta ?tica

Previous issue date: 2008-07-30 / As can be inferred by the title of its study The constitutional principle of sustainable development and the utilization of hidrical resources in the oil industry the transcribed pages are dedicated to the approach of the mentioned subjects which, despite being apparently different, will be shown intrinsically connected as goes by the study. The superation of this first step by the reader will lead to an important perception of the title: that the situation requires, urgently, a defined posture, a complete conduct change and, therefore, a modification of the paradigms currently establisheds. To brake barriers, modifying what is lived by, is the ultimate goal. For that, there is no unique path, linear, but there were broached the development themes, the hidrical resources theme and oil and natural gas industry at the necessary points to achieve, by the end, a comprehension for the Brazilian Federal Republic goals in the search for the application of these juridical norms. The ones whom lay down over this study shall notice that, more than a simple approach over these themes (which are still less worked and searched in Brazil), the heavy critic of an instituted and pacifically accepted reality, directly offensive of the constitutional principles. The debate evolves from punctual and specific aspects, it gains life, flies, searching how the juridical order equalizes the economic model to the environment defense. Standing by the possibility of conciliation among constitutional principles, the remodeling of an economic segment is defended, aligning it to the sustainable limits. The work gave especial attention to what concern the conflicts of normative competency that really often happen between ANP (Ag?ncia Nacional do Petr?leo, G?s Natural e Biocombust?veis) and the legislatives organs of the Republic Federative of Brazil, because energetic area has unbelievable mater to any country, and the fact of some juridical norm be against the law and be accepted is very dangerous, it affronts the constitutional principle of the legality e may put in risk the democratic Estate of law, them, regulatory dogmatic must be scientifically knows, and developed, thought and especially there are so many doctrinaires divergences about regulation constitutionality. As a theorist point, the investigation got the Logical nocontradiction
principle, according Hans Kelsen and Lourival Vilanova thought, doing a philosophical reflection about the system of positive law, in which there are many antinomies, or conflicts of norms, what include the conflicts of the administrative acts expedited by ANP and the legislation of the brazilian regulatory Estate. For a better understanding and exemplify
some perplexities treated by the doctrinaire angle, this work did a lucubration about a possibility of a normative conflict between a ANP resolution and the municipal legislation in
a specific case, also, brought several jurisprudences for the brazilians courts of justice, that confirm the empiric existence of normative conflicts among ANP s administrative norms and
federal legislation. Finally, concludes observing that the regulation is not a legislative competency delegation to regulatory agencies, is just a new exercise of the administrative function, it is a technical specialization of the public administration, that using this know-how can acting with more efficiency, however the normative power of regulatory agencies must respect the empire of law, so in this terms, the dissertation suggests the ponderation of the

Previous issue date: 2010-09-06 / This study approaches the question of the administrative procedure of the environmental
licensing of ranks of fuel resale, taking as basis a study case of the reality of the City of
Natal/RN (Brazil). For in such a way, it was done a retrospect on the evolution of the
system of road transport in Brazil, having started to briefly analyze the urbanization
process that if after accented in the capitals of the Brazilian States the decade of 1950,
relating these subjects with the growth of the sector of fuel resale. After that, it was
transferred boarding of the defense of the national environment to the light of ambient
principles constitutional. In the sequence, a boarding on the ambient guardianship in the
Federal Constitution of 1988 was made, treating basically specifies and on the national
urban politics and the national politics of the environment, with its instruments. In the
sequence, it was transferred the analysis of the abilities and attributions of the National
Advice of the Environment (CONAMA) and its Resolutions, for then only enter in the
most important part of this work: an analysis of the environmental licensing of ranks of
fuel resale, in the reality of the City of Natal/RN. Before this specific boarding, it was
proceeded specifically a survey and communication from the applicable norms to such
establishments (Resolutions of the CONAMA and norms of the ABNT), for after that
carrying through an geo-ambient characterization of the City of Natal/RN. Finally, a
reflection was made on the possibility of magnifying of the state activity, in terms of
guarantees for the responsible members for the environmental policy and of
administrative efficiency, through the idea of the ambient regulation. For the
accomplishment of this study, it was proceeded research in diverse sources such as
books, magazines, sites of the Internet, periodicals, thesis and dissertations, among
others material, beyond visits the agencies that direct or indirectly act with the ambient
defense and as fuel resale, such as Secretariat of Environment and Urbanism of the City
of Natal (SEMURB), Institute of Economic Development and Environment of RN
(IDEMA), Brazilian Institute of the Environment and the Natural resources You renewed,
Executive Management of RN (IBAMA/RN), Public prosecutor's office of the
Environment of Natal (Public prosecution service of the RN), National Agency of Oil
(ANP) and Union of the Retailing of Derivatives of Oil of the RN, among others. To the
end, satiated regulation is observed that although on the substance of the ambient
licensing in ranks of fuel resale, also with federal, state and municipal norms, the
municipal Public Power is very far from the fulfilment of its institutional functions, in the
question environmental policy of these establishments, a time that few are the permitted
ranks of resale in the city of Natal/RN / Esta disserta??o aborda a quest?o do procedimento administrativo do licenciamento
ambiental de postos de revenda de combust?veis, tomando-se como base um estudo de
caso da realidade do Munic?pio de Natal/RN. Para tanto, partiu-se de um retrospecto
sobre a evolu??o do sistema de transporte rodovi?rio no Brasil, passando a analisar
brevemente o processo de urbaniza??o que se acentuou nas capitais dos Estados
brasileiros ap?s a d?cada de 1950, relacionando estes temas com o crescimento do
setor de revenda de combust?veis. Em seguida, passou-se a abordagem da defesa do
meio ambiente nacional ? luz de princ?pios constitucionais ambientais. Na seq??ncia, foi
feita uma abordagem sobre a tutela ambiental na Constitui??o Federal de 1988,
tratando especifica e basicamente sobre a pol?tica urbana nacional e a pol?tica nacional
do meio ambiente, com seus instrumentos. Na seq??ncia, passou-se ? an?lise das
compet?ncias e atribui??es do Conselho Nacional do Meio Ambiente (CONAMA) e de
suas Resolu??es, para s? ent?o adentrar na parte mais importante do trabalho: uma
an?lise do licenciamento ambiental de postos de revenda de combust?veis, na realidade
do Munic?pio de Natal/RN. Antes desta abordagem espec?fica, procedeu-se a um
levantamento e explana??o das normas aplic?veis especificamente a tais
estabelecimentos (Resolu??es do CONAMA e normas da ABNT), para em seguida
realizar uma caracteriza??o geo-ambiental do Munic?pio de Natal/RN. Por fim, realizouse
uma reflex?o sobre a possibilidade de amplia??o da atividade estatal, em termos de
garantias para os membros respons?veis pela fiscaliza??o ambiental e de efici?ncia
administrativa, atrav?s da id?ia da regula??o ambiental. Para a realiza??o deste estudo,
procedeu-se a pesquisas em diversas fontes tais como livros, revistas, s?tios da internet,
jornais, teses e disserta??es, entre outros materiais, al?m de visitas a ?rg?os que direta
ou indiretamente atuam com a defesa ambiental e como revenda de combust?veis, tais
como Secretaria de Meio Ambiente e Urbanismo do Munic?pio de Natal (SEMURB),
Instituto de Desenvolvimento Econ?mico e Meio Ambiente do RN (IDEMA), Instituto
Brasileiro do Meio Ambiente e dos Recursos Naturais Renov?veis, Ger?ncia Executiva
do RN (IBAMA/RN), Promotoria do Meio Ambiente de Natal (Minist?rio P?blico do RN),
Ag?ncia Nacional do Petr?leo (ANP) e Sindicato do Com?rcio Varejista de Derivados de
Petr?leo do RN, entre outros. Ao final, observa-se que apesar de farta regulamenta??o
sobre a mat?ria do licenciamento ambiental em postos de revenda de combust?veis,
inclusive com normas federais, estaduais e municipais, o Poder P?blico municipal est?
muito aqu?m do cumprimento de suas fun??es institucionais, no quesito fiscaliza??o
ambiental destes estabelecimentos, uma vez que poucos s?o os postos de revenda
licenciados na cidade de Natal/RN
