The Public Internet Terminal (PIT) is the Department of Communication initiative that aims to bring electronic communication to all South African citizens. It was launched in 1998 as a joint venture between the Department of Communications (DoC) and the South African Post Office (SAPO).This study postulates that the massive roll out of the Public Internet terminals (PIT‘s) has enhanced the lives of the poor by providing easy access to government services. It further assumes that the PITs are able to facilitate access of eService‘s to all the citizens in particular where electronic services are not freely available such as in the rural and remote under serviced areas of South Africa. In addition, it explores the envisaged value added initiatives stipulated in the memorandum of understanding entered in between the Department of Communication (DOC) and the South African Post Office (SAPO).

The object of the dissertation is the impact of public libraries on users. The research is aiming at answering the question what is the impact of library public access computing on users and how can we evaluate it. The objectives of the dissertation are solved in three parts. The first part discusses definitions of impact, theoretical models and frameworks of its assessment and reviews the literature on impact evaluation in librarianship, highlighting the similarities and differences of general impact assessment concept and its adoption in librarianship. The second part presents the methodology of empirical study including target groups, methods, sampling, data collection and analyses. The third part describes study results which are summarized in the conclusions. The annexes provide additional information on research methodology as well as the extended results and research instruments. / Disertacijos objektas yra viešųjų bibliotekų poveikis vartotojams. Moksliniu tyrimu yra sprendžiamas klausimas kokį poveikį vieša interneto prieiga per viešąsias bibliotekas daro vartotojams ir bendruomenėms ir kaip jis galėtų būti įvertinamas. Iškeltą problemą sprendžiantys uždaviniai įgyvendinami trijose disertacijos dalyse. Pirmojoje dalyje atskleidžiama poveikio samprata ir pristatomi jo vertinimo teoriniai modeliai bei apžvelgiami užsienio autorių bibliotekininkystės srityje atlikti poveikio vertinimo tyrimai, išryškinami panašumai ir skirtumai tarp bendrosios poveikio vertinimo teorijos ir jos taikymo bibliotekų poveikio vertinimui. Antrojoje dalyje pateikiama empirinio tyrimo metodologija: išsamiai pristatoma tyrimo metodika, pagrindžiamas metodų pasirinkimas, aptariamas tyrimo dizainas ir vykdymas bei išdavos. Trečiojoje dalyje pristatomi tyrimo rezultatai, kurie apibendrinami išvadose. Prieduose pateikiamas išplėstinis tyrimo metodikos taikymo aprašymas, pateikiami papildomi empirinio tyrimo duomenys ir jų rinkimo instrumentai.

The telecommunications sector is increasingly connected to the Internet, resulting in an expanded attack surface accessible from the public Internet. This has increased the availability of information such as IP addresses, open ports, and other network details that anyone from the Internet can access. As a result, potential entry points for attackers have increased, making it essential to map the attack surface of telecommunication networks from the public Internet. While previous research has explored various tools and techniques for mapping the attack surface of the Internet of Things (IoT) and Industrial Control Systems (ICS), such techniques have not yet been extended to the telecommunications domain. This thesis aims to comprehensively map the attack surface of telecommunications operators from the public Internet. To achieve this, we conducted a thorough literature review and proposed a methodology for mapping the attack surface explicitly designed for the telecommunications sector. First, we devised a research workflow that outlines the steps involved in the methodology. Second, we developed a Python-based tool to automate the workflow. We used the tool for a particular mobile network operator. It successfully gathered DNS records, IP addresses, exposed ports, services, Autonomous System Numbers (ASN), server versions, and potential vulnerabilities. The collected data provides valuable insights into the network infrastructure of the operator, aiding in the understanding of potential security risks. / Telekommunikationssektorn blir allt mer kopplad till Internet, detta resulterar i en större attackyta som är tillgänglig från det offentliga Internet. Detta har gett en ökad tillgänglighet av information som till exempel IP adresser, öppna portar, och annan nätverksinformation som vem som helst kan få åtkomst till via Internet. På grund av detta, har potentiella ingångar för attacker ökat, detta gör det avgörande att kartlägga attackytan för telekommunikationsnätverk från det offentliga Internet. Medan tidigare forskning har undersökt olika verktyg och tekniker för att kartlägga attackytor för the Internet of Things (IoT) och Industrial Control Systems (ICS), så har sådana tekniker ännu inte sträckt sig till telekommunikationsdomänen. Denna avhandling har som mål att utförligt kartlägga attackytan för telekommunikationsoperatörer från det offentliga Internet. För att uppnå detta, har vi utfört en grundlig litteraturgranskning och föreslagit en metodologi för kartläggning av attackytor specifikt designat för telekommunikationssektorn. Först konstruerade vi ett forskningsarbetsflöde som beskriver stegen involverade i metodologin. Sedan konstruerade vi ett Python-baserat verktyg för att automatisera arbetsflödet. Vi använde verktyget för en särskild mobilnätverksoperatör. Den samlade framgångsrikt in DNS uppgifter, IP adresser, exponerade portar, tjänster, Autonomous System Numbers (ASN), versioner av servrar, och potentiella sårbarheter. Den insamlade informationen ger värdefulla insikter i nätverksinfrastrukturen hos operatören, vilket hjälper till att förstå potentiella säkerhetsrisker

Theses deal with opportunities of e-government, possible changes in the society after implementation of e-government projects, provision of high level electronic public services (EPS) which are recommended by the EU program documents. They also analyse supply and demand of e-government services in the society, level of society satisfaction by e-government services, influence of e-government to the sphere of rapidly developing and improving technologies. Theses present and analyse samples of e-government services of foreign countries which enable to assess shortcomings of services, future perspectives of other countries. Theses analyse e-government situation in Lithuania.

Throughout the Europe, special attention is paid to the development, provision and design of electronical services. Experience of foreign countries proposes that e-education plays a significant role both in social development and the development of country or its regions in economical, cultural and other aspects. Goal of work: to analyze the influence of the provided services of e-education to the social development in the municipal level.
