Darbo objektas – nevyriausybinės organizacijos (Lietuvos jaunimo organizacijų taryba ir Europos jaunimo forumas). From the simplest phone call to the most complex presentation, each such contact conveys a message about the organisation and its work. Communications is integral to an organisation‘s strategic plan and deserves special focus. The main purpose of this thesis is to describe case studies of two similar youth organisations (Lithuanian Youth Council (LiJOT) and European Youth Forum (YFJ) and to discuss, what are the main factors for success or unsuccess of their public relations. In this thesis are described the best tools in order to have succesfull communication, ways to measurement, tips how to write a good press release, to organise good press conference, build good relationships with journalists, tactics to motivate the audience to become aware that your message even exists. The activity of the third sector in social sphere becomes very important lately. For this reason, the Non-governmental organizations, providing social services in Lithuania, are chosen as the object of presentable research. The place of Non-governmental organizations, taking action in social sphere, in the market of social services and the part taken in solving social problems is being analyzed in this work. Non-governmental organizations are described. The presumptions of attitude of intensification of Non-governmental organizations as participators of market of social services are segregated. The influence of legislation, which regulates presentation of social services, for activity is amplified. Apie demokratijos išsivystymą šalyje paprastai sprendžiama, atsižvelgiant kokią įtaką valstybėje turi bei kokiu mastu veikia visuomeninės pilietinės organizacijos, dabar vadinamos nevyriausybinėmis organizacijomis . Development of democracy in the country generally decided according to the impact of State and the extent to which the public works civil society organizations, now known as non-governmental organizations. The more active civil society in the country, the state administration is "transparent". Darbo pavadinimas „Kultūros politikos įgyvendinimas Lietuvoje: kino atvejo analizė“. Jame analizuojamas kultūros politikos įgyvendinimas ir atliekama kino atvejo analizė. Tyrimo objektas – kino politikos įgyvendinimas Lietuvoje (2002-2009 m.m.). Išanalizavus probleminę situacija paaiškėjo, jog nors kino politika reformuojama, tačiau dėl tam tikrų aplinkybių bei veiksnių, šios politikos rezultatai vis dar neatitinka išsikeltų politikos tikslų ir neturi planuoto poveikio. Norint išsiaiškinti politikos įgyvendinimo nesėkmę lemiančius faktorius, remiamasi V. Nakrošiaus bei R. Vilpišausko iškirtais sėkmingą politikos įgyvendinimą įtakojančiais veiksniais ir siekiama išanalizuoti kino politikos įgyvendinimo procesą. Tai atliekant, išanalizuojama bei įvertinama teisinė bazė, sudaroma analitinė schema, ją remiantis atliekama kino atvejo analizė. Paper analyzes the implementation of culture policy and the case of cinema in particular. The object of this research is the implementation of cinema policy in the period of years 2002-2009. Despite the fact that cinema policy is constantly reforming, particular factors lead to inadequacy between purposes and results, which don’t show expected effects, this means that implementation of policy is unsuccessful. According to successful factors of implementation which were suggested by V. Nakrošius and R. Vilpišauskas, this work analyzes the process of cinema policy implementation. The main steps are: the analysis of law base; forming of analytical scheme; analysis of cinema case. Bakalauro baigiamajame darbe analizuojamas NVO ir savivaldybių bendradarbiavimas teikiant socialines paslaugas: Šiaulių miesto savivaldybės atvejis. Konceptualiojoje darbo dalyje nagrinėjami NVO ir savivaldybių bendradarbiavimo teikiant socialines paslaugas teoriniai aspektai: analizuojama socialinių paslaugų teikimo sistema Lietuvoje bei jos reglamentavimas, išsiaiškinamos socialinių paslaugų ir NVO sampratos, nagrinėjamas NVO vaidmuo socialinių paslaugų teikimo sistemoje, jų rūšys ir teikiamos socialinės paslaugos bei analizuojami NVO ir savivaldybių bendradarbiavimo teikiant socialines paslaugas galimi modeliai ir būdai. [toliau žr. visą tekstą] / This bachelor thesis analyzes NGOs and municipalities cooperation providing social services: the case of Siauliai city municipality. The conceptual part of this thesis examines theoretical aspects of cooperation between NGOs and municipalities, providing public services. This part analyzes social services provision system and its regulation, clarifies the concept of social services and NGOs. Also discloses the role of NGOs in social services provision, NGOs types and social services provided. Finally the possible models and techniques in NGOs and municipalities cooperation is analyzed. Practical part of the paper analyzes legal instructions that regulates cooperation of NGOs and municipalities and carried out semi-structured interviews of representatives of NGOs and municipality of Siauliai city who are related to social services provision. In this way were clarified legal framework suitability in cooperation development, cooperation evaluation, factors that are limiting cooperation and directions of development. In the end of paper according to the results of theoretical analysis and empirical researches, were constructed conclusions and presented recommendations. Hypothesis raised in the introduction of this paper, that: „Then providing social services in the Siauliai city municipality there is cooperation with NGOs, but it is limited by permanent lack of funding, the municipality stuff incompetence and miscommunication.” was clarified.

Pastaraisiais metais Lietuvoje buvo galima stebėti ir itin spartų nevyriausybinių organizacijų vaikų ir jaunimo dienos centrų gausėjimą. Tokį reiškinį, mūsų nuomone, galėjo įtakoti faktas, jog daugumoje savivaldybių buvo pradėta vykdyti Nacionalinė nevyriausybinių organizacijų vaikų dienos centrų 2002-2004 programa, kurios tąsa- Nacionalinė vaikų dienos centrų 2005-2007 metų programa ir 2008-2012 metų programa. NVO vaikų ir jaunimo dienos centrai, jų veikla, steigimo ypatumai yra mažai nagrinėti Lietuvos autorių, sociologų, mokslininkų tarpe. Šiuo darbu buvo siekiama teoriškai ir empyriškai pagrįsti vaikų ir jaunimo dienos centro veiklos modelį Lietuvoje. Užsibrėžto tikslo atskleidimui buvo siekta: išanalizuoti NVO vaikų ir jaunimo dienos centrų steigimo ir veiklos vykdymo teisinį reguliavimą; apibrėžti NVO vaikų ir jaunimo dienos centrų susikūrimo prielaidas pasaulyje ir Lietuvoje; atlikti Lietuvos NVO vaikų ir jaunimo dienos centrų PEST ir SWOT analizes; apibrėžti galimą NVO vaikų ir jaunimo dienos centro veikos modelį. Tyrimas empyriškai parėmė NVO vaikų ir jaunimo dienos centrų teorinį modelį, kurį paruošė ir pristatė autorė. / Few resent years there could be observed rapid growth of non-govermental organzations child and youth daycare centers. In our opinion, such occurence can be influenced by the fact, that majority of local administrations started to execute National non-govermental organizations child and youth daycare centers Pastaraisiais metais Lietuvoje buvo galima stebėti itin spartų nevyriausybinių 2002-2004 program. This program has a continuation – National child daycare centers 2005-2007 year and 2008-2012 year programs. NGO child and youth daycare centers, their activieties and establishment specificity has never been deeply examined by Lithuanian authors, socialogists or scientists. This work is done to reach theoretical and epyrical validity for Lithuanian NGO child and youth daycare centers activities model. To acomplish this task we tried to achive: to examine NGO child and youth daycare centers establishment and activities legal regulations; to define NGO child and youth daycare centers establishment premises; to cary out NGO child and youth daycare centers PEST and SWOT analysis; to carry out NGO child and youth daycare centers directors and experts interview (to adapt expert evaluation method). The research empirically based theoretical model of NGO child and youth daycare centers, which was prepared and presented by the author.

Magistro darbe pateikiama Lietuvos ir užsienio autorių nevyriausybinių organizacijų ir kokybės valdymo teorinių ir praktinių tyrimų apžvalga, išskiriant nevyriausybinių organizacijų bruožus, veiklos principus bei jų įtaką visuomenės gyvenimo kokybei. Taip pat pateikiama kokybės vadybos samprata ir jos sistemos. Išskiriami visuotinės kokybės vadybos komponentai, principai ir jų taikymas viešajame sektoriuje. Analizuojama nevyriausybinių organizacijų vadybos kokybės standarto struktūra. Šiame darbe siekiama atskleisti vadybos kokybės standarto diegimo būdus, švietimo paslaugas teikiančiose, Šiaulių apskrities nevyriausybinėse organizacijose. Tam tikslui buvo sukurtas klausimynas, Lietuvos pradinio ugdymo pedagogų asociacijos (LPUPA)- Šiaulių ir Radviliškio skyrių, Lietuvos socialinių pedagogų asociacijos – Šiaulių ir Kuršėnų skyrių, Lietuvos logopedų asociacijos, Lietuvos muzikos mokytojų asociacijos – Šiaulių ir Joniškio skyrių, pedagogų pensininkų asociacijos ,,Šviesa“, asociacijos ,,Lieporių mokyklos bendruomenė“ nariams ir darbuotojams. Tyrimo metu paaiškėjo, kad švietimo paslaugas teikiančios nevyriausybinės organizacijos išsiskiria savo veiklos pobūdžiu, patirtimi, darbuotojų motyvacija, galimybėmis bei požiūriu siekti kokybės. Buvo patvirtinta iškelta hipotezė, kad vadybos kokybės standartas yra diegiamas Šiaulių apskrities nevyriausybinėse organizacijose, tačiau šio standarto taikymas yra nesistemingas. / The master thesis provides review of theoretical and practical investigations of non-governmental organizations quality management accomplished by Lithuanian and foreign authors by distinguishing features, principles of work of non-governmental organizations and their influence upon the quality of public life. There is also introduced conception of quality management and its systems. The components, principles of prevailing quality management and their use in public sector are distinguished. The structure of non-governmental organizations management quality standards is analysed. This paper aims to reveal the ways of implementation of management quality standards in non-governmental organizations of Šiauliai region providing educational services. Non-governmental organizations (NGO) in Lithuania are new juridical subjects in its sovereign society, a new expression of the civic community. As there is no any detailed and classified data base made for the Lithuanian NGO yet, it is difficult to find out what organizations are engaged in health promotion, and to determine the effect of this activity on the Lithuanian health service sector and how NGO programmes and services complement the governmental sector’s activities. Aim of the study: Evaluation of the structure, functions and the role in public health promotion of the existing Lithuanian NGO. Objectives: 1. To determine the functions, work scope and finance principles of the health NGO. 2. To evaluate the sociodemographic characteristics of the managers of health and other NGO, their knowledge and awareness concerning the national health policy, the value of public health promotion for the region population. 3. To define the involvement of the health NGO in the formation of the public health policy. 4. To explore the cooperation of the health NGO with other NGO, offices, partners. Methods. Questionnaires filled by the existing Lithuanian organizations and their managers. 409 questionnaires were sent by post. 157 answers were received. It means a very low activity of the respondents.
