Previous issue date: 2017-06-28 / Esta pesquisa teve como objetivo investigar o comprometimento afetivo do funcionário público e sua relação com o engajamento no trabalho a partir da percepção de funcionários e gestores. A pesquisa, de cunho qualitativo e com resultados exploratórios e descritivos, foi realizada com base em uma revisão bibliográfica, para melhor compreender a (in)definição dos constructos comprometimento e engajamento, uma pesquisa documental, analisando os relatórios gerenciais da organização e uma pesquisa de campo, através da realização de estudo de caso em uma empresa estatal do setor elétrico. Os dados foram coletados por meio de entrevistas semiestruturadas e tratados por categorização e análise de conteúdo, estabelecendo relações positivas e negativas entre as respostas dos entrevistados e a percepção de comprometimento e engajamento do funcionário público. Os resultados demonstraram a complexidade do assunto, com percepções divergentes entre funcionários e gestores. Os gestores perceberam mais fatores positivos relacionados ao comprometimento e engajamento do que o próprio funcionário, sendo o comprometimento uma condição necessária, porém não suficiente, para que o engajamento se desenvolva. Conclui-se que o funcionário público no universo pesquisado não está satisfeito com algumas características organizacionais e com a política de RH, porém, ainda assim, não pretende deixar a organização, levando em consideração características com as quais ele está muito satisfeito, como benefícios, ambiente de trabalho e qualidade de vida. / This research aimed to investigate the affective commitment of the public employee and its relationship to the engagement at work from the perception of employees and managers. The research, whose nature was qualitative and whose results were exploratory and descriptive, was conducted through the combination of a literature review to better understand the (in)definition of the constructs commitment and engagement, a documentary research, analyzing the organization's management reports and a field research by conducting a case study in a state electrical company. The data were collected through semi-structured interviews and treated by categorization and content analysis, establishing positive and negative relations between respondents' responses and the perception of commitment of the public employee. The results demonstrated the complexity of the subject, with divergent perceptions between employees and managers. Managers perceived more positive factors related to commitment and engagement than the employee itself, with commitment being a necessary but not sufficient condition for the development of engagement. It is concluded that the public employee in the universe researched is not satisfied with some organizational characteristics and HR policy, however, he still does not intend to leave the organization, taking into account characteristics with which he is very satisfied, such as benefits, work environment and life quality.

Public Sector Employment and Support for the Welfare State : A multilevel assessment of 15 advanced capitalist countriesRovira Torres, Florencia January 2012 (has links)
The development and longevity of the welfare state is dependent on public support. The purpose of this study is to examine the relationship between public sector employment and popular support for the welfare state in comparative perspective. Welfare state attitudes represent the micro-foundation in many theories about links between welfare state organization and interest formation and the shaping of values, norms and levels of aspiration. Most studies seeking to explain differences in welfare state support use welfare state regime labels on countries as their independent variable. However, previous empirical research on comparative welfare state attitudes has found very mixed support using the regime typology approach. The present study takes a step forward in using comparative indicators of public sector employment and social protection, instead of regime labels. In previous research the role of public sector employment for welfare state attitudes has typically been given little attention. The main hypothesis is that public service employment positively influences aggregate levels of support towards the welfare state. Based on a multilevel-regression framework and drawing on ISSP comparative data from 2006 on individual level attitudes, this study demonstrates clear empirical support for this main hypothesis.

Speech Rights of Public Employees in the World of Social MediaHairgrove, Benjamin Council 12 1900 (has links)
Legal rights for public employees are not clear in the area of social media speech. Following the Garcetti v Ceballos (2006) U.S. Supreme Court case, the pursuant to duty test was established. The social media speech of public employees, including educators, could be considered pursuant to their duties as an employee. This means that public employees are vulnerable to disciplinary action from their employer for social media speech. Furthermore, public employees are vulnerable even when they believe their social media speech is done as a private citizen. For this research study, 28 cases at the federal and state levels were analyzed. Seven of the examined cases were U.S. Supreme Court cases involving public employee speech rights. The other 21 cases were extracted from cases determined at the federal and state levels. The cases taking place after the Garcetti v Ceballos (2006) pursuant to duty test were analyzed to see how the test was applied to employee speech. Cases were also analyzed to see what other precedents from the courts had been applied. Additionally, private sector social media rights research was analyzed and reviewed to create more clarity for employees. The findings of the research show the courts have tested employee speech under the Pickering balancing test and the pursuant to duty test. The results of the case analyses were applied to provide clarity to employees regarding social media speech rights. Employee social media speech has to pass both tests to allow First Amendment protections. Employers need to create organization policy and training on this matter to protect the interest of both the organization and employees regarding avoidance of controversy.

A Study Of Public Employee Labor Law In The United StatesBula, Oleh 01 January 2005 (has links)
This study examined the legal issues of public employee labor relations in the United States. Included in this study is a review of relevant case law as it pertains to collective bargaining in the public sector. In addition to reviewing the case law, this study researched the statutory language of each state for public sector collective bargaining. The study includes a review, analysis, and summary of the state and federal laws for public sector collective bargaining. The collective bargaining process in the United States is designed to resolve disputes between two parties, the employer and the employee. The resolution of these disputes often depends on the relative bargaining power of each party. The private sector has a collective bargaining process that has been well established since the passage of the National Labor Relations Act in 1935 and the Labor-Management Relations Act of 1947. The federal laws that have been implemented in the last fifty years, to include the Civil Rights Act of 1964, the Equal Employment Opportunity Act of 1972, the American with Disabilities Act of 1990, among others, cover the scope of almost all of the private sector collective bargaining (Oberer, 1994). The public sector contains 50 different state laws and several federal laws defining the scope of collective bargaining for public employees. The bargaining process in the public sector takes place in the context of the political arena. This political influence, which is unique in each state and at each level of government, provides additional steps to the bargaining process that further differentiate public sector bargaining from private (Valletta, 1985). This study provides conclusions on certain aspects of public sector collective bargaining that lead to dispute resolution and contract negotiation to include fact-finding procedures, mediation, arbitration, and strike policies, in the current state of the law. Recommendations are made to public officials, policy makers, and other stakeholders for the future of public employee labor relations in the United States.

Its has as guideline the research / intervention, know to the field of Occupational Health, and may contribute, with the knowledge generated, to identify alternative interventions in the actions of SIASS. The research is characterized as exploratory in nature, based on theoretical-bibliographical and documentary research of secondary data.

Examining The Association Between Transformational Leadership and Public Organizational PerformanceBanee, Rabita Reshmeen 26 August 2022 (has links)
This dissertation examines the association between transformational leadership and public organizational performance using different data and methods. Each of the three articles collected in this dissertation contributes to the scholarship exploring the interplay of transformational leadership and organizational performance using distinct data and interpretive methods, examining the interplay of its elements and a widely used outcome measure – organizational performance as a dependent variable.
The first article presents evidence of the empirical studies analyzing the association between transformational leadership and public organizational performance. Based on a formal, replicable search method informed by current practices for the systematic evaluation of published evidence, this review collects and analyzes empirical research articles examining the association between transformational leadership and public organizational performance. A total of seven journal articles were identified that met the study criteria. The measures of the transformational leadership construct in these studies are different but show a common pattern of survey questionnaires with multiple-level responses. Moreover, transformational leadership is found to be positively associated with public organizational performance. Organizational performance is operationalized using several factors such as development, growth, creativity, and effectiveness in the included studies. Acknowledging the gap in the included studies, this review offers two research questions for further exploration to address the gaps in the existing studies.
The second article explores the association between the elements of transformational leadership and federal organizational performance in very large and large federal agencies using Ordinal Logistic Regression (OLR) on quantitative survey data drawn from results of the OPM Federal Employment Viewpoint Survey. Statistical findings of this study show a positive relationship between the elements of transformational leadership and organizational performance. This study contributes to the transformational leadership and public management literature by adding the scholarship exploring the association between the elements of transformational leadership and public organizational performance.
The third article explores the association between transformational leadership and organizational performance from the experiences and perspectives of U.S. federal agency employees. The data was collected through semi-structured interviews with federal leaders from very large and large agencies, as per the Office of Personnel Management's classification. The perceptions of federal employees reflect the interplay between transformational leadership behaviors and perceptions of organizational performance. The informants' interviews enhance the understanding of transformational leadership-organizational performance association from the employee perspective. A process of thematic coding and interpretation is employed to analyze the interview data. The study findings contribute to the management and leadership literature by exploring the lived experiences of federal employees and their perceptions of the influence of transformational leadership on organizational performance. Moreover, the replicable qualitative interview process and analysis methodology create a pathway for future qualitative research. / Doctor of Philosophy / The influence of leadership is widely studied in terms of organizational performance. Among the leadership theories thought to influence organizational performance, transformational leadership is the most widely studied theory. The theory has gained much attention in the past 40 years for its contribution to many positive organizational outcomes, including meaningful work, organizational commitment, job satisfaction, and organizational performance. Despite a rich history of research in positive organizational outcomes, scholars still argue that there are scopes further to advance the empirical research on transformational leadership theory. Hence, the purpose of this dissertation is to address this claim and analyze the interplay between transformational leadership and public organizational performance. Study findings will contribute to the literature on transformational leadership by empirically examining the interplay of its elements and federal organizational performance. Moreover, the application of three distinct methods and interpretative data analysis will add new evidence to the research of public management and leadership.

Consolidation of the Labor Law) by the Public Administration may look simple at a
glance, the employment relationships that are established are permeated with
cumbersome questions when checked against the interface of Labor Law and
Administrative Law. The present work aims to raise the main issues originated from
applying the regime of the Consolidated Labor Laws to public employees
(denomination now elected, as will be justified, the employees the Public
Administration registeres according to the Consolidation of the Labor Law),
considering, on one hand, the unavailability and inalienability of public interest, a
guiding principle of the Administrative Law; and, on the other hand, the unavailability
and inalienability of worker rights. The analysis of this dilemma will be conducted with
a focus on studying the applicability of the institute of tacit pardon to public
employees, which effectively challenges the juxtaposition of the legal-labor and legaladministrative
regimes when verifying if the Government is able to abstain from
penalizing an employee who committed a faulty act punishable with dismissal on a
just cause basis and, also, if the legal system legitimizes this omission to be
considered a pardonº / Embora à primeira vista possa parecer simples a compreensão do regime de
contratação de empregados celetistas pela Administração Pública, as relações de
trabalho que se estabelecem são permeadas por questões embaraçosas, diante da
interface entre o Direito do Trabalho e o Direito Administrativo. Objetivamos com o
presente estudo perfazer levantamento das principais problemáticas advindas da
aplicação do regime da Consolidação das Leis do Trabalho aos empregados
públicos (denominação ora eleita, conforme será justificado no decorrer do trabalho,
aos empregados celetistas da Administração Pública), tendo em vista, de um lado, a
indisponibilidade do interesse público, princípio norteador do Direito Administrativo;
e, de outro lado, a indisponibilidade dos direitos do trabalhador. A análise desse
dilema será feita com enfoque no estudo da aplicabilidade do instituto do perdão
tácito aos empregados públicos, que efetivamente coloca em cheque a justaposição
dos regimes jurídico-trabalhista e jurídico-administrativo, ao verificar se pode o
Estado, deixar de punir empregado que tenha cometido ato faltoso apenado por
justa causa e, ainda, se o ordenamento jurídico legitima que essa omissão seja
considerada perdão à falta cometida, pelo silêncio

the National Humanization Policy (PNH) from a Pediatric Hospital connected to an institution
of higher education. Among the guiding principles of PNH it is highlighted the commitment to
the democratization of labor relations and enhancement of health professionals, stimulating
the continuing education process. For this research, a qualitative approach was chosen, using a
semistructured interview as a tool to collect data. In a perspective of identifying the
appreciation and humanization into interpersonal relations between workers, information from
the theory of communicative action of Habermas was analyzed, considering cultural values
goes beyond the practice in action, where the prospects of moral arguments in the universal
truisms of life pervade original cultural moral, cognitive and expressive, imbued on ethics.
This reasearch had the collaboration 29 employees with a regular contract labor to a teaching
hospital in Natal, Brazil. The data was obtained through interviews which all participants
signed a consent term. After data analysis the results shows the existance of a satisfaction of
all workers on performing duties. The workers perceive its role valorization through kudos
received as a consequence of a work done, others believe that it occurs when the institution or
the group itself is concerned to enhance the work. Thus, in general, they feel valued.
Regarding the interpersonal relationship, the most highlighted point was the fact that in the
employees versus general directors item, respondents indicated the existence of a distance
between these two categories, which can affect a participatory management. Therefore, the
results of this study showed the necessity to develop actions that provide a healthy work
environment. The joint guidelines of the PNH and the Employee Health Care Policy, represent
some directions with some similarities in their purpose to the theory of communicative action,
where there is a mutual respect, tolerance and coexistence of differences, considering the
constructive conflict among health workers within the perspective of communication and
interaction among individuals / ? no ambiente de trabalho que se percebe a valoriza??o do profissional da sa?de, de
acordo com a Pol?tica Nacional de Humaniza??o (PNH), em um Hospital Pedi?trico vinculado
a uma Institui??o de Ensino Superior. Dentre os princ?pios norteadores da PNH destaca-se o
compromisso com a democratiza??o das rela??es de trabalho e valoriza??o dos profissionais
da sa?de, estimulando processos de educa??o permanente. Para realiza??o da pesquisa, optouse
por uma abordagem qualitativa, utilizando-se da entrevista semiestruturada para coleta das

hospital de ensino em Natal-RN. As informa??es foram obtidas mediante entrevista, com o
consentimento de todos que nela participaram. Com a an?lise das informa??es constatou-se
uma satisfa??o de todos com as atividades desenvolvidas, n?o demonstrando nenhuma
frustra??o no desempenho de suas atribui??es. Eles percebem a valoriza??o atrav?s do
reconhecimento pelo trabalho realizado, outros acreditam que ocorre quando a Institui??o ou o
pr?prio grupo se preocupa em valorizar o trabalho. Deste modo, no geral, se sentem
valorizados. Na rela??o interpessoal o que chamou aten??o foi o fato de que no item servidor
versus dire??o geral, os entrevistados revelam uma dist?ncia entre essas duas categorias, o que
prejudica uma poss?vel gest?o participativa. Portanto os resultados desta pesquisa mostraram
a necessidade de desenvolvimento de a??es que propiciem um ambiente salutar de trabalho. A

Previous issue date: 2010 / Resumo: A dissertação de mestrado compara as obras de Afonso Henriques de Lima Barreto (1881 - 1922) e de Cyro dos Anjos (1906 - 1994) a partir da ótica do funcionário público, analisando a distância entre o tipo ideal burocrático de Max Weber (1864 - 1920), a administração pública brasileira e os personagens e situações que aparecem na obra dos dois autores, e procurando entender de que forma o patrimonialismo dominante no período é retratado por eles, bem como as razões da dificuldade de romper com ele. O texto tem como focos principais de estudo os romances O Amanuense Belmiro (1937) e Vida e Morte de M. J. Gonzaga de Sá (1919), mas também se volta para Coisas do Reino do Jambon e Os Bruzundangas, de Lima Barreto, publicadas postumamente em 1953 e 1923, respectivamente, e para A Menina do Sobrado (1979), de Cyro dos Anjos. A pesquisa partiu do pressuposto de que as obras literárias constituíam um ponto de partida pertinente para a compreensão da época em que foram escritas; no decorrer da análise, constatou que o inverso também era verdadeiro: a questão do funcionário público mostrou-se uma chave interpretativa que não se fecha em si mesma, permitindo entender os dois romances que protagonizam este estudo de forma mais ampla. / Abstract: The dissertation compares the works of Afonso Henriques de Lima Barreto (1881 - 1922) and Cyro dos Anjos (1906 - 1994) from the perspective of the public employee, analysing the gap between the ideal type of bureaucracy as defined by Max Weber (1864 - 1920), the Brazilian public employees and the characters and situations that appear in the work of both authors. It also endeavours to understand how the patrimonialism dominant in the period is portrayed by them as well as the reasons for the difficulty of bringing it to an end. The text has its main focus on the novels O Amanuense Belmiro (1937) and Vida e Morte de M. J. Gonzaga de Sá (1919), but it also analyses Coisas do Reino do Jambon and Os Bruzundangas, by Lima Barreto, published posthumously in 1953 and 1923, respectively, and A Menina do Sobrado (1979), by Cyro dos Anjos. The research assumed from its beginning that literary works constitute a possible and interesting departure point for understanding the time they were written. During the analysis, it discovered that the reverse was also true: the question of the public employee has proven itself a useful interpretation, capable of conducting the reader to what is central in the two novels and to a broader understanding of them. / Mestrado / Literatura Brasileira / Mestre em Teoria e História Literária
