Governança de TI nas universidades federais brasileiras: uma abordagem integrada / IT governance in brazilian federal universities: an integrated approach

A presente pesquisa tem como objeto de estudo a Governança de TI (TI) no âmbito das Universidades Federais Brasileiras, discute as relações existentes entre os mecanismos de Governança de Tecnologia da Informação (GTI) e o desempenho percebido da gestão de TI nessas instituições públicas. O tema Governança de Tecnologia da Informação, além de extenso, constitui implicações nas variadas áreas operacionais e do conhecimento, sendo muito relevante para a Administração Pública. Como parte da Governança Corporativa e do trato da coisa pública, envolve a participação de altos investimentos financeiros de infraestrutura física, recursos materiais e humanos. As universidades são entidades da Administração Indireta e atores essenciais no desenvolvimento e geração de conhecimento. Os seus gestores, enquanto agentes públicos administrativos, respondem pela competência de gerir os recursos públicos e prover as políticas internas que determinam como a TI vai proporcionar maior alcance e alinhamento ao negócio da instituição. Destaca-se, assim, o papel das universidades que administram quantitativo significativo de recursos públicos para a consecução de suas finalidades institucionais. Sob esta ótica, o presente estudo teórico-empírico tem como objetivo tecer um panorama da governança de TI nas universidades do país, (63 universidades), o alinhamento estratégico nas ações de governança e desenvolvimento institucional visando à eficácia, à efetividade e à eficiência dos serviços públicos prestados por estas instituições. Em face à delimitação do foco desta pesquisa o processo metodológico envolve 03 atividades de investigação: (1) pesquisa documental e bibliográfica, (2) instrumento de caráter exploratório, na forma de questionário para investigar a governança e gerenciamento de TI nas referidas instituições de ensino, direcionado aos responsáveis pela área de TI, como dispositivo de coleta de dados e (3) pesquisa da disponibilização das informações acerca de Governança de TI (GTI) nas páginas eletrônicas dessas instituições. Este trabalho, além de contribuir com estudos sobre a temática, visa investigar as relações que permeiam a governança e a TI como estratégia de negócio quanto à implantação da governança de TI como instrumento para a viabilização da Governança Corporativa das instituições. Dessa forma, espera colaborar para o desenvolvimento dos alicerces da Administração Pública, partindo do princípio que para melhorar é necessário diagnosticar, perceber-se, para então, oferecer, nestes campos de atuação, melhores resultados à sociedade. / This research has as an objective to study the IT Governance in the Brazilian Federal Universities, discusses the relationships between the IT Governance (ITG) mechanisms and the noticed IT management development in those public institutions. Serviço social na educação : a intersetorialidade no exercício profissional do assistente social no IFBA

This research is about the social worker in Federal Institute of Bahia IFBA, part of Federal Network of Vocational and Technological, expanding in recent Brazilian Governments. We investigated the way how social worker responds to the demands in your professional exercise, establishing relationship between social politicals where they work. The research revisited bibliographic references and did documentary research in eight of sixteen IFBA campis. IFBA offer courses in different modalities and steps of teaching and ask for social workers to contribute in the intervention to minimizing the high rates of truancy within the childcare. The Social Work, in your emergency, is associated at the social policies and the role of the State in expressions intervention about social issue , in the marks of monopoly capitalism. The Social Work contradictory character and the social policies is uncovered, as well as like the fragmentation and absence the link between them. The intersectorial challenges in policies happen because of absence integral guarantee of the State rights in a society who has like base labor exploration and classes inequality. Beyond this fundamental challenge, are the political entourage questions, budgets, absence of management, communication and link between the professionals, either by hierarchy and/or workers fight deterioration. These aspects were observed in IFBA, confirming research hypothesis by analyzing of a hundred thirty seven (137) selected documents, among them reports, projects, programs and then. There are links between the social workers and professionals and institutes, but them happen like a point and don´t favor the systematic monitoring of students reals needs. The research fears point reflections to think about the link of actions and ethic-political Social Work project, make strength of a fair society built. / Este estudo trata do exercício profissional do assistente social no Instituto Federal da Bahia - IFBA, partícipe da Rede Federal de Educação Profissional e Tecnológica, em plena expansão nos últimos governos brasileiros. Investigamos a forma como o assistente social responde às demandas presentes no seu exercício profissional, estabelecendo relações entre as políticas sociais em que atua. O estudo revisitou bibliografias e realizou pesquisa documental com oito dos dezesseis campi do IFBA. O IFBA oferta cursos em diversas modalidades e níveis de ensino e vem requisitando assistentes sociais para contribuir na intervenção a fim de minimizar os altos índices de evasão escolar no âmbito da assistência estudantil. O Serviço Social, desde sua emergência, está relacionado às políticas sociais e ao papel do Estado na intervenção das expressões da questão social , nos marcos do capitalismo monopolista. O caráter contraditório do Serviço Social e das políticas sociais é desvelado, bem como a fragmentação e ausência de articulação entre estas. Os desafios da intersetorialidade nas políticas se dão pela ausência de garantia integral dos direitos por parte do Estado numa sociedade que tem por base a exploração do trabalho e a desigualdade de classes. Para além deste desafio fundamental, estão as questões político-partidárias, orçamentárias, ausência de gestão, comunicação e articulação entre os profissionais, seja por hierarquias e/ou pelo enfraquecimento da luta dos trabalhadores. Estes aspectos foram observados no âmbito do IFBA, confirmando as hipóteses da pesquisa através da análise de cento e trinta e sete documentos selecionados, dentre estes relatórios, projetos, programações e afins. Há articulações entre as assistentes sociais e profissionais e instituições, mas estas ocorrem de forma pontual e não favorecem o acompanhamento sistemático das reais demandas dos estudantes. As apreensões da pesquisa apontam reflexões para pensar ações concatenadas ao projeto ético-político do Serviço Social, fortalecendo a construção de uma sociedade justa.

Stakeholder perceptions of service quality improvement in Ethiopian public higher education institutions

The study identifies how different stakeholders perceive service quality improvement initiatives in public higher education institutions in Ethiopia. For this purpose, a mixed research methodology was employed. Furthermore, secondary data were collected from a variety of literature and primary data were collected from academic staff and final year students at public higher education institutions using the SERVQUAL scale and through focus group interviews. The collected data were analysed using both descriptive and inferential statistics. The research findings indicated that all dimensions of the service quality improvement initiatives were perceived by academic staff and studentsto be verypoor. The reasons for these poor or low perceptions were: the high expectationsof the stakeholders, the government’s intention to expand, lack of adequate knowledge regarding the implementation of the BPR process, the lack of motivation by service providers, poor management and the lack of good governance by the universities, inexperienced workers, non-empowered and task specific frontline employees, the low quality of the infrastructure, non-value adding hierarchical structures and approval systems, ethical problems with some service providers, the high staff turnoverand the lack of experienced staff. In addition, at all new universities, construction is underway and as a result,there are problems such as the poor state of the dormitories, classes,bathrooms, recreation areas, lounges, TV rooms, sport fields and internet connectivity, while the libraries are not well stocked with books and periodicals either. This study has recommended that the institutions should have standardised instruments that can be used to measure the status of service quality improvement and deliveryperiodically and to identify the areas that have the highest perceived performance gap scores in order to redeploy some of the resources. It also needs to be pointed out that the service providers lack sufficient knowledge and skillsconcerning the implementation of BPR, thus training is recommended in this regard.It is further recommended that for effective implementation of the BPR process, the importance of the provision of different guiding documents, continuous monitoring of activities and top management support should be kept in mind. / Educational Leadership and Management / D. Aspects of corporate governance in South African public higher education institutions

The right to education is entrenched in the Constitution of the Republic of South Africa, 1996. The Constitution, together with various policy documents, provides guiding principles for the transformation of higher education in South Africa. Several universities were placed under administration, before and after the attainment of democracy in South Africa. The independent assessors reports on these institutions have one thing in common, namely that they point out poor administration and ineffective corporate governance practices. Despite many commendable initiatives by Government since 1994 to improve an apparently flawed higher education system, some aspects could be enhanced further, especially concerning corporate governance and governance accountability. Council members and the executive management of higher education institutions are subject to common law fiduciary duties and duties of care and skill. However, their accountability for breaches of these duties is not always clear and is seldom enforced. There is a need to balance effective accountability and the exercise of discretionary powers that are integral to effective governance and management. This thesis considers how corporate governance and compliance in higher education can be improved further, taking into account various legislative changes to the Higher Education Act 101 of 1997, direction provided by the Companies Act 71 of 2008 and the Banks Act 94 of 1990 in respect of the regulation of directors’ duties. An in-depth investigation into the relevant provisions of these Acts was not intended nor undertaken. Rather, the thesis draws from these Acts so that the problems concerning corporate governance in the higher education sector may be dealt with. The regulation of higher education in the foreign jurisdiction of the State of Georgia in the United States of America and in the Canadian province of Ontario was also considered. Based on the research undertaken, specific amendments are proposed to the Higher Education Act of 1997 and the Regulations for Reporting by Public Higher Education Institutions 2014, which are aimed at improvin higher education. / Die reg op onderwys word in die Grondwet van die Republiek van Suid-Afrika 1996 verskans. Mission statement and management of private tertiary religious institutions in Eastern and Southern Africa

The region of Eastern and Southern Africa has recently experienced an unprecedented development of private tertiary institutions. Most of these institutions are established by religious organisations which, since the inception of education, have been involved in operating educational institutions of lower levels. Although referred to as private institutions, which by definition would imply funding other than the government sources, these private institutions find themselves, at times requesting the government to fund their development as well as their operations. This study sought to investigate if these private religious institutions have unique raison d'etre expressed in the form of mission statements. The study also investigated the nature of their management and the management structures in practice. The literature reviewed indicated that private religious institutions have a unique mission based on their basic concept of education and their world view. They seek to pursue and inculcate specific values. Operating in a competitive environment, however, in which their competitors do receive funding from the government makes the private institutions vulnerable to hardships. The study was conducted using qualitative research approach in three countries, namely Kenya, Uganda and Zimbabwe; involving all degree granting recognised private religious institutions in the sample and focussing on the management. The respondents were chosen by elite purposive and snowball sampling. The main data collection method was the interview. However, document analysis, observations, and a questionnaire were also used. The findings from the data indicate that private religious institutions have unique missions although they are, at times, not expressed in the form of mission statements. As a result some of the stakeholders, including those involved in management, don't get to know what their institutions' missions are. The study concludes by emphasising the development of clear mission statements involving the stakeholders in the process and having the mission statements widely disseminated. It is also recommended that training in management is important for the managers of the institutions at the various levels. A model of management is proposed for streamlining the management of the institutions considering the requirements of the national governments as well as those of the religious proprietors. / Educational Studies / D. An investigation of parenthood policy among student parents in a Kenyan public university : a socio-educational perspective

This research is set within the context of the Kenyan Public Universities, where with the changing student population dynamics, students are increasingly choosing to combine parenting with studies. Many of these student parents both male and female have had to negotiate the academic requirements as well as the burden of parenthood. Such a study is important at this time of privatization and liberalization of higher education in order to open up public discourse on the provision of higher education and the effect on the socio-economic status of the students. Using qualitative research analysis based on socio-educational, socio cultural as well as socio-economic status (SES), a study was designed and conducted with the question posed: What are the socio-educational approaches of public universities with respect to student parents. Eighteen (18) interviews of ten (10) university officials and eight (8) student parents formed the research sample. Qualitative research questions were prepared in an in-depth interview guide and a focus group questioning route. Data revealed that there are students both male and female who are actively parenting in the public university and that they face role conflict and financial challenges which impacts on retention and completion rates of students in the public university. Towards institutional success : an assessment of the practices and challenges of performance management systems in public universities in Ethiopia

With the aim of identifying the challenges and determining the extent of the effect of these challenges on the effectiveness of the performance management systems, the performance management practices of selected public universities in Ethiopia were assessed. This assessment informed the identification of workable, customised balanced scorecard measurement variables that would ensure effective implementation of performance management systems and promote institutional success in the selected public universities in Ethiopia. An exploratory sequential mixed-methods design was adopted. First, literature was reviewed to learn about major concepts and theories on performance management systems and to establish the laws and directives that regulate performance management at public universities in Ethiopia. Qualitative interviews and quantitative questionnaires were used to collect data on the practices and the challenges experienced in implementing performance management systems in public universities in Ethiopia. The main practices and challenges identified include exclusion of employees from planning activities, management bias, supervisors’ failure to give feedback on performance appraisals, lack of experience among many of the professionals in the execution of performance management systems, and high employee turnover. The study presents and recommends a hexagonal hybrid balanced scorecard measurement model (the newly added variables being leadership and stakeholders) to make Ethiopian higher education institutions effective and efficient in measuring their overall performance. / Met die oog daarop om die uitdagings te identifiseer en die omvang van die uitwerking daarvan op die doeltreffendheid van die prestasiebestuurstelsels te bepaal, is die prestasiebestuurspraktyke van uitgesoekte openbare universiteite in Etiopië geassesseer. Hierdie assessering gee aanleiding tot die identifisering van werkbare, doelgemaakte veranderlikes van gebalanseerdetelkaart-meting, wat doeltreffende implementering van prestasiebestuurstelsels sal verseker en institusionele sukses in die uitgesoekte openbare universiteite in Etiopië sal bevorder. ʼn Verkennende sekwensiële gemengdemetodeontwerp is gebruik. Eerstens is literatuur bestudeer om meer te wete te kom oor deurslaggewende konsepte en teorieë rakende prestasiebestuurstelsels, en om te bepaal watter wette en voorskrifte prestasiebestuur by openbare universiteite in Etiopië reguleer. Kwalitatiewe onderhoude en kwantitatiewe vraelyste is gebruik om data in te samel oor die uitdagings en praktyke in die implementering van prestasiebestuurstelsels by openbare universiteite in Etiopië. Die grootste uitdagings en praktyke wat geïdentifiseer is behels uitsluiting van werknemers by beplanningsaktiwiteite, bestuursvooroordeel, toesighouers wat nie terugvoer gee oor prestasiebeoordelings nie, gebrek aan ondervinding by baie van die praktisyns in die implementering van prestasiebestuurstelsels, en hoë werknemeromset. Evaluating the perceived effectiveness of the leadership styles of deans in Ethiopian governmental technical and vocational education and training (TVET) colleges

The study evaluates the perceived effectiveness of the leadership styles of deans in Ethiopian governmental Technical and Vocational Education and Training (TVET) colleges. The study was contextualised within the domain of relevant leadership theory in chapter 2 (with specific emphasis on the Full Range Leadership model developed by Bass and Avolio), and within the field of Technical and Vocational Education and Training in chapter 3. A mixed method research methodology was employed in the empirical research. The quantitative part received the most emphasis, while a qualitative part was added to attempt to corroborate findings. Quantitative data were collected from teachers (219), student council members (65) and deans (10) in ten TVET colleges using the MLQ 5x short-form questionnaire, which is a standardised questionnaire of high repute. The quantitatively collected data were analysed and presented using both descriptive and inferential statistics. The qualitative part consisted of semi-structured interviews conducted with the ten deans and one TVET Bureau Head. Quantitative findings indicated that the transformational and transactional leadership styles were observed far more frequently than the laissez-faire style. Perceptions regarding the effectiveness of deans, teachers’ job satisfaction and teachers’ willingness to make an extra effort were positively and statistically significantly influenced by the presence of both the transformational and the transactional leadership styles and to a slight extent, influenced negatively by the interaction effect of the two styles. Qualitative findings mostly corroborated the quantitative findings. Recommendations emanating from the research inter alia include: Leadership training opportunities for TVET deans should be scheduled to enhance the appropriate leadership style practice of deans (especially the transformational style); resources (human, financial and materials) should be made available to TVET colleges to develop desired types of leadership in colleges; as part of the selection process when appointing new TVET deans, the leadership style/s that applicants use at that stage should be assessed; a staff-dean-team-approach will be productive if the dean practises a transformational-orientated style of leadership. / Educational Leadership and Management / D.
