How an eco-school sanitation community of practice fosters action competence for sanitation management in a rural school : the case of Ramashobohle High School Eco-Schools Community of Practice in Mankweng circuit Polokwane Municipality Capricorn district in Limpopo Province, South Africa

Providing adequate sanitation facilities for the poor remains one of the major challenges in all developing countries. In South Africa, an estimated 11,7% of the schools are without sanitation. The South African government has a constitutional responsibility to ensure that all South Africans have access to adequate sanitation. When sanitation systems fail, or are inadequate, the impact of the health of the community, on the health of others and the negative impact on the environment can be extremely serious. In rural South African schools, many Enviro-Ioo toilets are available today. They are designed to suit a variety of water scarce areas and where there is a high risk of contamination of ground water resources. It is important to realize that any Enviro-Ioo system programme requires an education programme to ensure that the principles of use and maintenance are clearly understood by the user group. Their maintenance requires more responsibility and commitment by users. This study is an interpretive case study that indicates how sanitation in a rural Ramashobohle High School in Polokwane municipality was managed through an EcoSchools Sanitation Community of Practice, and how this developed action competence for sanitation management in the school. The study established that the earlier practice and knowledge of the Ramashobohle Eco-Schools community of practice exercised in maintaining Enviro-Ioo systems was inadequate; unhealthy and unsafe according to the data generated through focus group interviews, observations, interviews, action plan, workshops and reflection interviews. The data generated also indicates that the Eco-Schools community of practice was not committed to maintaining sanitation in their school because they were not sharing sanitation knowledge; they were not communicating and not updating one another concerning Enviro-Ioo systems maintenance as they had no adequate knowledge as to how to maintain the facilities; and the school management was also not supportive and was not taking responsibility. The study shows how this situation was turned around as an Eco-Schools Sanitation Community of Practice focussed on developing action competence in the school community. It provides a case based example of how knowledge and action competence, supported by an Eco-Schools Community of Practice, can find and implement solutions to inadequate sanitation management practices in rural schools, and shows how members of the school community can be engaged in learning how to manage and maintain school sanitation systems through a participatory process that develops action competence. The study points to important dimensions of developing action competence, such as providing knowledge and demonstrations, inviting experts to the school, involving learners in observations and monitoring and in ensuring that adequate facilities are available. In particular, a workshop conducted by Enviro-Ioo consultants, organised and supported by the Eco-Schools Sanitation COP, together with a follow up action plan, provided the main impetus for changes in practice in the school and served to support action competence development. Finally the study provides research findings and recommendations for further research.

Their introduction took place quite late in comparison with many Brazilian towns and cities (only in 1912 and 1924) and was preceded by some unsuccessful attempts. It was thanks to the determination of Governor João Machado that Parahyba do Norte, then small and backward, could have access to piped water and electricity, which ensures him an outstanding place in the modern history of the town. Assigned to an inefficient private company from São Paulo, electricity supply represented a problem until it became a State service, in 1933. Better results were achieved in the two other utilities, operated since the beginning by the State administration, as the best Brazilian expert in their field, Saturnino de Brito, conceived and executed both the extension of the water supply system and the sewerage system, assuring them modern and appropriate characteristics / Esta dissertação discute as primeiras décadas (1900-1940) da história de três infra-estruturas urbanas fornecimento de eletricidade, abastecimento d água e esgotamento sanitário na capital paraibana. A implantação delas teve lugar tardiamente em relação a muitas cidades brasileiras (apenas em 1912 e 1924) e foi precedida de algumas tentativas frustradas. Foi graças à determinação do presidente estadual João Machado que a então pequena e atrasada Parahyba do Norte pôde ter acesso à energia elétrica e à água encanada o que lhe garante um lugar de destaque na história moderna da cidade. Entregue a uma ineficiente empresa privada de São Paulo, o fornecimento de eletricidade constituiu um problema até sua encampação pelo governo estadual, em 1933. Expression globalisante des moyens d’action du secteur privé au service du secteur public, le partenariat public-privé pourrait être appréhendé comme révélant l’effritement des catégories notionnelles des contrats de commande publique. Cependant, le partenariat public-privé n’a pas remis en cause l’unité de la matière. Au contraire, les instruments juridiques du P.P.P. la renforcent. Cette analyse se vérifie aussi bien en France qu’en Italie et cette étude se propose d’analyser la signification juridique du phénomène dans ces deux pays. Les évolutions induites par la notion s’inscrivent dans cette logique. La démarche comparatiste utilisée permet alors de comprendre les tenants et les aboutissants de cette évolution et s’inscrit dès lors comme une contribution à la théorie générale des contrats publics. / Holistic expression as a means of action by the private sector to further the public sector, the publicprivate partnership could be perceived as revealing the erosion of the notional categories of public procurment contracts. However, the public-private partnership has not called into question the subject unity. In fact, on the contrary, the legal instruments of the PPP strentgthen it. This analysis can be verified in France as well as in Italy and the present study offers to analyse the legal signification of the phenomenon in both countries. The development induced by this notion confirms this trend. The comparative approach enables to understand the whys and wherfores of the development and formspart of the general theory of public contracts. / Espressione globalizzata dei mezzi d’azione del settore privato al servizio del settore pubblico, il partenariato pubblico-privato potrebbe essere visto come rivela la dislocazione delle categorie del diritto dei contratti pubblici. Tuttavia, il partenariato pubblico-privato essa non pregiudica sulll'unitàdella disciplina. Invece, gli strumenti giuridici del P.P.P la rafforza. Questa analisi è confermata in Francia e in Italia ed lo studio permette di analizzare l'importanza giuridica del fenomeno in i due paesi. L'approccio comparativo utilizzato permette di capire questa evoluzione e può essere percepitocome un contributo alla teoria giuridica dei contratti pubblici.

The combating of unauthorised electrical connections in Kwazulu-Natal, South Africa

Text in English, with English, Afrikaans and Zulu summaries / This study was conducted owing to the protracted problem and challenges that unauthorised electrical connections pose to electricity utilities. This study sought to contribute to the combating of unauthorised electrical connections in KwaZulu-Natal, South Africa, which has never before been studied in this manner. Considerable revenue is stolen from utilities because of unauthorised electrical connections, by-passing of electrical meters and tampering with electricity networks. This contributes to public safety risks, fatalities, property damage and overloading of electrical networks. This in turn causes transformer and electricity network overload and power supply failure, prolonged unplanned power cuts, loss of jobs, food security risk, serious poor economic development, damaged electrical infrastructure, loss of revenue, electricity disruptions, electric shock, and the burning of dwellings. This leads to the interruption of supply to legal and compliant customers, all with disastrous effects. It is therefore difficult to manage the supply and demand of electricity under these circumstances, more especially in this period when South Africa faces a tight electricity supply. In this dissertation, the international and national perspectives reveal the nature and extent of unauthorised electrical connections. It was explored how unauthorised electrical connections are presently being combated and what specific security measures may be implemented to enhance the combating of unauthorised electrical connections. A case study design was used to investigate in greater detail the opinions, views, perceptions and experiences of the targeted interviewees using interviewing, site observation and case docket analysis. This design guided the use of specific sample groups, procedures and techniques used for data collection and analysis. The design and development of the different data collection instruments and the piloting of the instruments were implemented to ensure validity, reliability, accuracy and trustworthiness of the collected information. The study produced findings to assist electricity utilities to better manage this phenomenon. Recommendations were formulated to assist stakeholders to improve their roles in the combating of unauthorised electrical connections. / Hierdie studie is uitgevoer na aanleiding van die uitgerekte probleem en uitdagings van onwettige elektrisiteitsverbindings vir elektrisiteitsvoorsieners. Hierdie studie poog om by te dra om onwettige elektrisiteitsverbindings in KwaZulu-Natal, Suid-Afrika te beveg; dit is nog nooit tevore op hierdie wyse ondersoek nie. Beduidende inkomste word van diensmaatskappye gesteel as gevolg van onwettige elektrisiteitsverbindings, die wat elektriese meters omseil en met elektrisiteitsnetwerke peuter. Dit dra tot openbare veiligheidsrisiko's, fataliteite, skade aan eiendom, en oorlading van elektrisiteitsnetwerke by. Dit lei weer tot oorlading van transformators en elektrisiteitsnetwerke, gebrek aan kragvoorsiening, verlengde onbeplande kragonderbrekings, werksverlies, voedselsekuriteitrisiko, ernstige swak ekonomiese ontwikkeling, skade aan elektrisiteitinfrastruktuur, verlies aan inkomste, elektriese skok, en huise wat afbrand. Dit lei tot die onderbreking van voorsiening aan wetlike en inskiklike klante met rampspoedige gevolge. Dit is dus moeilik om voorsiening en vraag na elektrisiteit in hierdie omstandighede te bestuur, veral in hierdie tyd wat Suid-Afrika drukkende elektrisiteitvoorsiening beleef. In hierdie verhandeling onthul die internasionale en nasionale perspektiewe die aard en mate van onwettige elektrisiteitsverbindings. Dit was ondersoek hoe onwettige elektrisiteitsverbindings tans beveg word en watter spesifieke veiligheidsmaatreëls geïmplementeer kan word om die bevegting van onwettige elektrisiteitsverbindings te bevorder. Die gevallestudie-ontwerp is gebruik om die onderhoudgewers se menings, sienings, perspektiewe en ervarings in meer besonderhede te ondersoek deur onderhoude, waarnemings en saakdossierontledings te gebruik. Tenaillé entre les logiques de la globalisation juridique, de l'intégration communautaireet les contraintes politiques, économiques et sociales propres aux Etats, le droit des contratsadministratifs en Afrique noire francophone s'est transformé. Ses sources se sont élargies. Sesfondements conceptuels et matériels ont connu une mutation. C'est dans ce contexte qu'émergele droit de la commande publique. Renouvelant les principes matriciels de transparence, deliberté et d'égalité, le droit de la commande publique apporte un noyau dur de règles communesaux marchés publics, aux contrats de délégation de service public et aux contrats de partenariatpublic-privée. Pour ce faire, il se fonde d'abord sur une nouvelle conceptualisation des notions àla base du droit des contrats administratifs. Dans un second temps, le droit de la commandepublique représente une refondation des procédures de passation, des mécanismes de contrôle etde règlement des litiges relatifs à ces contrats administratifs. L'émergence de ces nouvellesrègles fait suite aux réformes d'envergure des législations nationales relatives aux contratsadministratifs. Cette étude se donne comme objectif d'analyser les apports véritables desdispositions issues de ces réformes afin de voir si elles ont permis de garantir davantagel'effectivité de l'idéologie concurrentielle. / Caught between the new reality of legal globalization, community integrationrequirements and the political, economic and social constraints of each state, the regulation ofadministrative contracts in French-speaking African countries has changed. The sources of suchregulation have been expanded. Its conceptual and material foundations have changed. A newsystem of public procurement has emerged. Trying to renew principles of transparency, as wellas freedom of acces to public procurement and equality, the new public procurement regulationprovides a body of common rules for public procurement, public service delegation contractsand public-private partnership contracts.First, in order to achieve this, it relies on a new interpretation of the notions on whichAdministrative Contracts Law is based. Second, the new public procurement regulationrepresents a recasting of award procedures, control mechanisms and dispute resolutionmeasures. The emergence of these new regulations follows reforms of Administrative ContractsLaw in the respective countries.The objective of this study is to analyze the actual contribution of provisions flowing from thesereforms, in order to see if they are contributing to ensuring that competitive ideology isincreasingly effective.

Libéralisation du marché de l'énergie, réorganisation du travail et mobilisation collective dans l'entreprise : le cas de Gaz de Bordeaux

Jusqu’ici en situation monopolistique et fonctionnant sur un mode politico-administratif, Gaz de Bordeaux est une industrie de réseau s’inscrivant désormais dans un marché concurrentiel. Cette étude de cas a cherché à cerner la nature et à mesurer les effets de la modernisation de ce service public local, aussi bien sur les systèmes de régulation sociale et les identités professionnelles, que sur les capacités d’action et les formes d’appropriation/résistance développées par les différentes catégories d’acteurs. D’un point de vue méthodologique, elle a combiné approches qualitative et quantitative et a cherché à articuler l’analyse du travail en train de se faire avec celle de l’action collective. Au moment où le travail gagne en intensité, au double sens de pression productive, mais aussi d’intérêt, l’entreprise apparaît trop irrespectueuse de la qualité du travail possible et des capacités mobilisables par les individus que le management moderne a précisément contribué à développer. Face à cette réorganisation du travail, les syndicats peinent de leur côté à saisir les enjeux contenus dans la relation de travail moderne et à traduire les plaintes individuelles renouvelées en revendications collectives. Parce que le développement de comportements individuels de retrait n’empêche pas les collectifs de travail de se recomposer sur de nouvelles bases, nous reconsidérons l’origine de la souffrance au travail et mettons en évidence un des problèmes majeurs lié à ses transformations contemporaines : celui qui se joue autour de ce que les salariés nomment « le travail bien fait » au moment même où le discours managérial affiche la qualité au centre de ses préoccupations. / Formerly in a monopolistic situation and running on a politico-administrative mode, Gaz de Bordeaux is a network industry now part of a competitive market. The present case study of this local public utility is meant to identify the nature of its modernisation and to measure its effects as well on the system of social regulations and professional identities, as on the capacities of action and forms of appropriation/resistance developed by the various categories of actors within the company. From a methodological point of view, we pledged ourselves with a combination of qualitative and quantitative approaches, aiming at articulating analysis of the work being done with that of collective action, both considered as linked realities. As work gains in intensity, in both senses of productive pressure (do more in less time and with fewer staff) and interest (given the need expressed by every person to come true by the reality of its work), the company appears as disrespectful of the quality of work possible and the capacities mobilized by individuals that modern management precisely contributed to develop. Faced with this reorganisation of work, labor unions struggle to grasp the issues at stake in modern employment relationships and translate individual complaints in renewed collective claims. Despite increasing individual withdrawal behaviours, working collectives recompose on new bases. We therefore revisit the origin of suffering at work; from its contemporary mutations, we present evidence for what we believe is one of its current major problems: the one at stake around what employees call a "well done work", at the very moment when management is concerned with quality.

An analysis of service delivery protests and their implications on the economic stability of Musina Municipality: 2007-2014

The white paper on “Local Government adopted by Cabinet in March 1998 outlined framework and programmes to guide municipalities to commit to work with citizens and groups within the communities to find sustainable ways to meet their social, economic and material needs to improve the quality of their lives”. Since 2007 epidemic service delivery protests started to be a national problem where 80 percentages of service delivery protests between the periods of 2007-2014 were violent. For instance, Musina Municipality experienced violent service delivery during the period of 2007-2014 where its properties, economy and people’s lives were in stake. Therefore, this study was driven by the need to analyse the implications of service delivery protests on the economy of Musina Municipality. A qualitative method approach to investigate the problem of service delivery protests implications on stability and economy in Musina Municipality will be used. A case study regarding service delivery effectiveness and violence used by people as a response and expression of a plea to be heard by their municipality will be investigated. / NRF

Assessing the effective management of the allocated funding for the provision of free basic services in Polokwane Local Municipality

Most households from rural areas did not have access to basic municipal services prior to the advent of democracy in 1994. The most affected were those from the former homelands and deep rural areas from the former South Africa. Hence, since 1994, the South African government has inherited huge infrastructure backlogs which affect effective delivery of basic municipal services, particularly Free Basic Services (FBS), to alleviate the plight of the rural and poor communities. Municipalities have to be self-sustainable for effective service delivery, even though their revenue base is such that they cannot generate enough income to maintain, extend and sustain basic services. Yet, they are mandated by the Constitution of the Republic of South Africa, 1996 to deliver services to all communities within their areas of jurisdiction, irrespective of whether the beneficiaries of the services contribute to their revenue. For this reason, the national government has committed in the Constitution to allocate funding to municipalities through the equitable share allocations to subsidise the costs of providing FBS to indigent households. However, the impact of the FBS programme on indigent households in the Polokwane Local Municipality has not been significant, given the effective management of the programme. Hence, this study was conducted at the Polokwane Local Municipality to establish the effectiveness of the management of the funding allocated for the provision of FBS. The primary aim of the study was to determine the extent to which the Polokwane Local Municipality effectively manages the provision of FBS and the related funding to establish deficiencies in the system, with a view to improve the effectiveness of FBS delivery to indigent households. The data comprised responses to a questionnaire, semi-structured interviews, documents and studies conducted at the Polokwane Local Municipality. The study highlighted that the Polokwane Local Municipality has developed an indigent policy for the implementation of the FBS programme; however, it is only applied in urban or established areas, thus only covering Polokwane city, Seshego and Westernburg out of a possible 265 settlements. Proper planning is also only done around these three areas, while estimations are made for rural areas or villages in terms of targeted households and budgets. Furthermore, National Treasury provided more than three times the funding budgeted by the municipality to fund the FBS programme. This suggests that the rest of the funds allocated for FBS delivery were used for municipal operations rather than for benefitting indigent households. Therefore, it can be concluded that the Polokwane Local Municipality does not manage the funding allocated for FBS effectively, given the limitations in the registration of indigent households as well as the planning, budgeting and implementation of the FBS programme. Finally, the study could not establish whether the municipality is making any impact on the lives of the indigent households as the municipality has not assessed the impact of the FBS programme on the indigent households since the inception of the programme in 2000. The study will enable the development of proposals and recommendations which can assist in improving the effectiveness of the Polokwane Local Municipality’s management of funding allocated for the provision of FBS. / Public Administration and Management / M. Water use and sustainable development in South Africa

This study is non-empirical and is based on the conceptualisations and theoretical foundations that gave rise to the global issue of sustainable development. It also traces the evolution and meaning of sustainable development in the South African socio-cultural context, and shows how the legacies of colonialism and apartheid contributed towards the national policy of sustainable development. This study explains the reasons for the presence (or lack) of sustainable development paradigms in apartheid and post-apartheid South Africa, as well as their implications for the future development of the country as a whole. There is also an analysis of the effects of the liberalisation of the water sector on the citizenry, and how this can disempower millions of poor South Africans. Finally, this study offers solutions for the lack of sustainable use of water in South Africa. Amongst the findings and conclusions are the deleterious effects of employment equity, cut-backs in municipal funding that resulted in the outsourcing of critical services such as water provision, and the deployment of party cadres to local councils. / Human Resources / M.A. (Development Studies)
