[pt] O conceito de que a construção de um portfólio formado por ativos diversificados e descorrelacionados permite reduzir sua variância – e com isso seus riscos – é a base da teoria de portfólios clássica e norteia a criação do Mecanismo de Realocação de Energia (MRE) no Brasil. O MRE foi criado visando mitigar o risco de quantidade ao qual as hidrelétricas estão frequentemente expostas, ao permitir que estas usem para contabilização na Câmara de Comercialização de Energia Elétrica (CCEE) os créditos de energia obtidos dentro do mecanismo ao invés de geração física. Esses créditos de energia atualmente são calculados como o produto entre a cota de cada usina do MRE e a geração total dentro do mecanismo. Por sua vez, essa cota é calculada como a razão entre a Garantia Física (GF) da usina e o somatório das GF de todas as usinas participantes. No entanto, a metodologia vigente para o cálculo da GF não leva em consideração que diferentes usinas contribuem para o sistema de maneiras distintas dados os diferentes aportes em termos de valor esperado e de volatilidade da produção da usina e seus impactos na produção total do sistema. Este fato aponta para um potencial subsidio cruzado entre usinas no MRE. O objetivo deste trabalho é propor uma metodologia, que pode ser aplicada na repartição do benefício decorrente da formação de um pool de qualquer conjunto de geradores, mas que neste trabalho será focada no MRE, para definir a cota de cada participante do mecanismo baseada no método de benefícios marginais considerando, não apenas o efeito que a produção média das usinas tem sobre o portfólio, mas também a volatilidade dessa produção. Neste critério, usinas que possuírem correlação negativa com a produção total do sistema agregarão um benefício maior ao MRE, já que contribuirão para a redução da volatilidade dos créditos deste mecanismo. Para avaliar se o objetivo foi alcançado, a metodologia proposta será comparada à metodologia de rateio vigente no Brasil e aplicada a um conjunto de agentes do Sistema Elétrico Brasileiro, envolvidos em um MRE formado por hidros, eólicas e biomassas. / [en] The Energy Reallocation Mechanism (ERM) was created to mitigate the production risk to which the hydroelectric power plants are often exposed. The ERM allows the hydro plants to use, for the purpose of the CCEE market clearing, the energy credits obtained within the ERM instead of their physical generation. These energy credits are currently calculated as the product of the share that each plant has in ERM and the total amount of energy produced by the plants that are part of the mechanism. In turn, this share is calculated as the ratio between the Physical Guarantee (PG) of the plant and the total PG of all the ERM participants. However, the current methodology for calculating PG does not take into account that each power plant has different contributions to the total generation of the system in terms of expected value and volatility of its generation. This indicates a potential cross-subsidy among power plants in ERM. In this sense, this work proposes a methodology, that can be applied in the allocation of the benefits resulting from the formation of a pool of any set of generators, but that in this work will be focused on ERM to set the shares of the mechanism based on the method of Marginal Benefits capturing at the same time the effect that the expected value and the volatility of production of each participant has on the portfolio. In this criterion, power plants with a negative correlation with the total production of the system will add greater benefits to ERM, as they would help to reduce the volatility of generation (energy credits) within the mechanism. In order to evaluate if the objective was achieved the proposed methodology will be not only compared to the current methodology in Brazil, but also applied to a set of Brazilian generators engaged in an ERM formed by hydro, biomass and wind power plants.

O setor elétrico brasileiro é composto, majoritariamente, por usinas hidrelétricas, cuja operação é realizada de forma centralizada pelo Operador Nacional do Sistema (ONS). Devido às características do setor, foi criado durante a década de 1990 o Mecanismo de Realocação de Energia (MRE) com o intuito de compartilhar o risco hidrológico entre as usinas participantes deste mecanismo, o qual é medido pelo Generation Scaling Factor (GSF). Entre os anos de 2014 e 2015, o Brasil enfrentou um período de escassez hídrica que impactou negativamente o caixa dos geradores hídricos. Estes, insatisfeitos com o cenário, articularam-se junto à Agência Nacional de Energia Elétrica (ANEEL) e ao Ministério de Minas e Energia (MME) para que o risco hidrológico fosse transferido para os consumidores. A agência reguladora posicionou-se contrária ao pleito dos geradores na primeira fase da Audiência Pública 32/2015, que tratou do tema em questão, entretanto o governo editou a Medida Provisória 688/2015 que possibilitou a repactuação do risco hidrológico mediante um pagamento de prêmio de risco pelos geradores hídricos. Neste contexto, esta dissertação foi desenvolvida com o objetivo principal de avaliar o processo de repactuação do risco hidrológico, a partir dos estudos sobre a evolução da Teoria da Regulação, com foco na atuação dos grupos de interesse. Os resultados indicam possibilidade em aplicar os pressupostos da Teoria dos Grupos de Interesse, principalmente a abordagem de Pelztman (1976), no processo de repactuação do risco hidrológico, demonstrando que: (i) a regulação surge como demanda dos grupos de interesse; (ii) a regulação tende a beneficiar os grupos de interesse que forem mais ativos politicamente; (iii) os agentes envolvidos no processo de regulação atuam para maximizar sua própria utilidade; e (iv) a regulação tende a beneficiar grupos de interesse cujo benefício per capita seja maior. / The Brazilian Power sector consists of hydroelectric plants, whose operation is performed centrally by the mainly National System Operator. Due to the system characteristics, during the 1990s, was created the Energy Reallocation Mechanism in order to share hydrological risk among mechanism\'s participating, which is measured by the Generation Scaling Factor (GSF). Between 2014 and 2015, Brazil faced a water scarcity period that negatively affected the hydropower generators revenue. The generators unsatisfied with this situation have started seek to influence the electricity regulatory agency and the Ministry of Mines and Energy in order to transferred the hydrologic risk to consumers. The regulatory agency has positioned itself against the claim of the generators in the first phase of the Public Hearing 32/2015, but the government has published Interim Measure 688/2015 which allowed the renegotiation of the hydrological risk through a premium risk payment by hydropower generators. In this context, this work was developed with the main objective of analysing the renegotiation process of hydrological risk, such analysis was based on the evolution of regulation theory studies, focusing on the role of interest groups. The results indicate the possibility of applying the assumptions of Theory of Economics Regulation, mainly the Pelztman (1976) approach, on the renegotiation of the hydrological risk process demonstrating that: (i) regulation is supplied in reponse to the interest groups demand for regulation; (ii) regulation is most likely to benefit the interest groups that are more active politically; (iii) agents involved in the regulatory process act to maximize their own utility; and (iv) regulation trends to benefit interest groups which highest per capita benefit.

I explore the bankruptcy reform together with heterogeneity of the judicial efficiency, at the municipal level, and heterogeneity of the firm’s asset tangibility, at the sectoral level, to study possible effects on labour reallocation. By applying an instrumental variable approach, I find that firms operating on municipalities with a more efficient judicial system observed a higher increase in their labour force after the reform, and that this effect was stronger on firms operating in sectors which use more tangible assets.

[pt] No novo modelo para o setor elétrico brasileiro a operação do sistema é de responsabilidade do Operador Independente do Sistema enquanto que a propriedade do equipamento e os gastos com a sua manutenção são de responsabilidade do agente prestador do serviço ancilar.Desta forma, o lucro do agente prestador do serviço ancilar de potência reativa será função do custo deste serviço uma vez que a sua remuneração é previamente definida pelo agente regulador. Dentro desta ótica os riscos operacionais dos equipamentos de compensação de potência reativa, se não forem convenientemente mitigados,poderão aumentar os gastos com a manutenção e o pagamento de multa pela indisponibilidade do equipamento.Riscos operacionais são situações de sistema que estão fora da responsabilidade do agente mas que poderão reduzir o seu faturamento.Esta dissertação descreve os riscos operacionais e faz algumas sugestões para proteger o agente da redução do seu faturamento. / [en] In the new brazilian deregulated electrical network, system operation is under Independent System Operator responsibility while the ancillary service agent is the owner of the reactive power equipment and, as a consequence, is responsible for its maintenance costs. In the new model, the profit of the agent is a function of the maintenance costs because his payment is previously defined by the authorities. The operational risks of the reactive power equipments, if not conveniently mitigated, may increase the maintenance frequency and may also result in the payment of a fee due to the equipment unavailability.Operational risks are events in the electrical transmission system that are not under the responsibility of the agent but may reduce his profits. This report describes these operational risks and makes some suggestions to protect the agent against the reduction in his profits.

Operations research models for the management of supply chains of perishable and heterogeneous products in uncertain contexts. Application to the agri-food and ceramic sectors

Tesis por compendio / [ES] Algunos productos se caracterizan por su falta de homogeneidad, lo que significa que productos con diferentes características pueden ser obtenidos de un mismo proceso de producción debido a factores incontrolables como la naturaleza de las materias primas o las condiciones ambientales durante la producción. Hay cuatro aspectos que caracterizan la falta de homogeneidad en el producto: los subtipos homogéneos que se obtienen de un mismo lote de producción, la cantidad de productos que componen cada subtipo, el valor de cada uno de los subtipos, y el estado de los productos. La falta de homogeneidad en el producto dificulta la gestión de los procesos de las empresas y cadenas de suministro en el momento en el que los clientes requieren homogeneidad entre las unidades de producto que adquieren. Un ejemplo de esto se produce en el sector de la cerámica, en el que los clientes requieren que todas las unidades que van a ser ensambladas juntas tengan el mismo color, espesor y calidad por razones estéticas y de seguridad. Otro ejemplo es el extraído del sector agroalimentario, en el que el mercado final requiere productos que cumplan con un tamaño mínimo, un color particular, o sabor en el caso de las frutas. Además, el sector agroalimentario tiene la complejidad añadida producida por el deterioro de los productos a lo largo del tiempo, y la necesidad de los mercados de ofrecer a los clientes productos con una mínima duración tras su venta. En esta Tesis, se define como productos heterogéneos a aquellos productos que se pueden clasificar en subtipos homogéneos con una cantidad variable, mientras que los productos perecederos son aquellos que, además de ser heterogéneos, tienen falta de homogeneidad en su estado. De acuerdo con estos conceptos, el sector cerámico comercializa productos heterogéneos mientras que el sector agroalimentario comercializa productos perecederos. Esta Tesis propone marcos conceptuales y modelos de Investigación Operativa que soporten la gestión de cadenas de suministro con productos heterogéneos y perecederos en la toma de decisiones centralizada y distribuidas relacionadas con los niveles de decisión estratégica, táctica y operativa. El objetivo es mejorar la competitividad, sostenibilidad y flexibilidad de la cadena de suministro para adaptarse a los requerimientos del mercado bajo condiciones de incertidumbre. Para esto, se han propuesto modelos de Investigación Operativa deterministas e inciertos, cuyos resultados se comparan concluyendo que los resultados obtenidos con los modelos inciertos se adaptan mejor al comportamiento real de las cadenas de suministros.Los modelos de Investigación Operativa propuestos han contribuido a tres áreas de investigación: problemas operativos en el sector cerámico, problemas estratégicos en el sector agroalimentario y problemas de planificación en el sector agroalimentario. Las principales novedades en los problemas operativos en el sector cerámico son el modelado de las características de las baldosas cerámicas, la consideración de los requerimientos de homogeneidad entre unidades de diferentes líneas de pedido, y la posibilidad de realizar entregas parciales y entregas con retraso. Hi ha quatre aspectes que caracteritzen la falta d'homogeneïtat en el producte: els subtipus homogenis que s'obtenen d'un mateix lot de producció, la quantitat de productes que componen cada subtipus, el valor de cada un dels subtipus, i l'estat dels productes. La falta d'homogeneïtat en el producte dificulta la gestió dels processos de les empreses i cadenes de subministrament en el moment en què els clients requerixen homogeneïtat entre les unitats de producte que adquirixen. Un exemple d'açò es produïx en el sector de la ceràmica, en el que els clients requerixen que totes les unitats que seran acoblades juntes tinguen el mateix color, grossària i qualitat per raons estètiques i de seguretat. Un altre exemple és l'extret del sector agroalimentari, en el que el mercat final requerix productes que complisquen amb una grandària mínima, un color particular, o sabor en el cas de les fruites. A més, el sector agroalimentari té la complexitat afegida produïda pel deteriorament dels productes al llarg del temps, i la necessitat dels mercats d'oferir als clients productes amb una mínima duració després de la seua venda. En aquesta Tesi, es definix com a productes heterogenis a aquells productes que es poden classificar en subtipus homogenis amb una quantitat variable, mentres que els productes peribles són aquells que, a més de ser heterogenis, tenen falta d'homogeneïtat en el seu estat. D'acord amb aquests conceptes, el sector ceràmic comercialitza productes heterogenis mentres que el sector agroalimentari comercialitza productes peribles. Aquesta Tesi proposa marcs conceptuals i models d'Investigació Operativa que suporten la gestió de cadenes de subministrament amb productes heterogenis i peribles en la presa de decisions centralitzada i distribuïdes relacionades amb els nivells de decisió estratègica, tàctica i operativa. L'objectiu és millorar la competitivitat, sostenibilitat i flexibilitat de la cadena de subministrament per adaptar-se als requeriments del mercat sota condicions d'incertesa. Per a açò, s'han proposat models d'Investigació Operativa deterministes i incerts, els resultats es comparen concloent que els resultats obtinguts amb els models incerts s'adapten millor al comportament real de les cadenes de subministraments. Els models d'Investigació Operativa proposats han contribuït a tres àrees d'investigació: problemes operatius en el sector ceràmic, problemes estratègics en el sector agroalimentari i problemes de planificació en el sector agroalimentari. There are four aspects that characterize the lack of homogeneity in the product: the homogeneous subtypes to be obtained from a production lot, the quantity of products that belong to each subtype, the value related to each of the subtypes and the state of the products. The lack of homogeneity in the product hinders the management of the supply chain or company's processes at the time customers require the homogeneity among the acquired units of product. An example of this is produced in the ceramic tile sector, in which customers need all acquired ceramic tiles that are going to be jointly assembled to have the same colour, thickness and quality for aesthetic and safety reasons. Another example is the extracted from the agri-food sector, in which final markets require products that meet some characteristics such as a minimum size, a particular colour or flavour in the case of fruits. In addition, the agri-food sector has the added complexity produced by the deterioration of products over time, and the need of markets to offer to end consumers products with a minimum durability after sale. In this Thesis, heterogeneous products are defined as products for which different subtypes can be obtained in a variable quantity while perishable products are those that, apart from being heterogeneous, have a lack of homogeneity in their state. According to these concepts, ceramic sectors would commercialize heterogeneous products while the agri-food sector would do so with perishable products. This Thesis proposes conceptual frameworks and Operations Research models to support the management of supply chains with heterogeneous and perishable products in centralized and distributed decision-making processes related to strategic, tactical and operative decisional levels. The objective is to improve the supply chain competitiveness, sustainability and flexibility to adapt to market requirements under uncertain conditions. For this, both deterministic and uncertain Operations Research models have been proposed, whose results are compared concluding that results obtained with uncertain models better fit with the behaviour of real supply chains. The proposed Operations Research models have contributed to three research areas: operational problems in the ceramic sector, strategic problems in the agri-food sector and planning problems in the agri-food sector. Main novelties in the ceramic operational problems are the modelling of the characteristics of ceramic tile products, the consideration of homogeneity requirements between units from different order lines, and the possibility of making partial deliveries and delayed deliveries.
