of international investments, which are motivated by the restructuring of both
touristic and real-estate sectors. The new capital, real-estate developers and space
configurations that result from this process indicate the need for the creation and
implementation of public tools which should, at least, allow the mitigation of the
urban impacts and environmental losses resulting from this situation. The effects on
landscape and on the socio-spatial configuration result from the intensification caused
by the dynamism of the "real estate-tourism" sector. There is a regional integration as
an expression of the urban expansion of the metropolitan area of Natal. This study
investigates the uniqueness of the restructuring and territorial integration of coastal
areas and the strategies of the circuit of capital accumulation formed by linking the
real estate to tourism. It is intended to increase the understanding about the strategies
of tourism, real estate and public policy agents involved in this territorial
reconfiguration and in the fund-raising needed for the investments, to understand the
existing social and environmental effects and their future trends and also to
understand the forms of spatial production as results from the practices of
approaching the land transformation and the tourism valorization of the landscape, in
a synchronous manner, first in the Northeast region and, as a focal study, in the
Metropolitan Area of Natal. Likewise, it is intended to apprehend the current
processes of metropolization of the eastern coast of Rio Grande do Norte, in addition
to indicate its physical-territorial transformation and the types of
projects/developments promoted by the market in the recent period. Based upon
analysis undertaken for the Metropolitan Region of Natal RN, this piece of work
presents some considerations on possible legal instruments that can be adjusted to
the municipalities which are experiencing the impact of this peculiar and recent
phenomenon in the region, caused by the arrival of the real estate-touristic capital. It
is also intended to point out basic proposals to the forms of public intervention, in a
speculative way, starting from a Metropolitan Planning project within a medium and
long term / As regi?es metropolitanas do Nordeste est?o gradualmente sendo inseridas em um
cen?rio de investimentos internacionais, motivados pela reestrutura??o dos setores
tur?stico e imobili?rio. O novo capital, agentes imobili?rios e configura??es espaciais
resultantes deste processo indicam a necess?ria constru??o e implementa??o de
instrumentos p?blicos que permitam minorar, pelo menos, os impactos urbanos e
perdas ambientais decorrentes desse cen?rio. Os efeitos na paisagem e na
configura??o socioespacial resultam da intensifica??o provocada pelo dinamismo do
imobili?rio-tur?stico . Ocorre uma Integra??o regional como express?o da expans?o
da mancha urbana metropolitana de Natal. Este estudo investiga as singularidades da
reestrutura??o e inser??o territorial das zonas litor?neas e as estrat?gias do circuito de
acumula??o do capital, constitu?do pela articula??o entre o imobili?rio e o turismo.
Pretende-se ampliar o entendimento sobre as estrat?gias dos agentes tur?sticos,
imobili?rios e das pol?ticas p?blicas envolvidas nessa reconfigura??o territorial e na
capta??o dos recursos necess?rios ao investimento, compreender os efeitos
socioambientais existentes e suas tend?ncias futuras e entender as formas de
produ??o espacial como resultantes da aproxima??o de pr?ticas de transforma??o do
solo e de valoriza??o tur?stica da paisagem, de modo sincr?nico, primeiro na regi?o
nordeste e, como estudo focal, na Regi?o Metropolitana de Natal. Igualmente se
pretende apreender os atuais processos de metropoliza??o do litoral oriental do RN,
al?m de indicar sua transforma??o f?sicoterritorial e os tipos de
projetos/empreendimentos fomentados pelo mercado em fase recente. Com base em

Previous issue date: 2009-04-30 / This work aims to study the problem of the formal job in the Brazilian Northeast region and its effect in the social inclusion, taking for base the analysis of variables defined in the Atlas of Social Exclusion, which is based on the 2000 Brazilian Census, choosing the county as unit of analysis. As methodological options, an exploratory data analysis was performed, followed by multivariate statistical techniques, such as weighted multiple regression analysis, cluster analysis and exploratory analysis of spatial data. The results pointed out to low rates of formal job for the active age population as well as low indexes of social inclusion in the Northeast region of Brazil. A strong association of the formal job with the indicators of social inclusion under investigation, was evidenced (schooling, inequality, poverty, youth and income form government transfers), as well as a strong association of the formal job with the new index of social inclusion (IIS), modified from the IES. At the Federative Units, in which better levels of formal job had been found, good indexes of social inclusion are also observed. Highlights for the state of the Rio Grande do Norte, with the best conditions of life, and for the states of the Maranh?o and Piau?, with the worst conditions. The situation of the Northeast region, facing the indicators under study, is very precarious, claiming for the necessity of emphasizing programs and governmental actions, specially directed to the raise of formal job levels of the region, reflecting, thus, in improvements on the income inequality, as well as in the social inclusion of the population of Northeastern natives. / O trabalho visa estudar a problem?tica do emprego formal na regi?o Nordeste brasileira e seus efeitos na inclus?o social, tomando por base a an?lise de vari?veis retiradas do Atlas de Exclus?o Social, que tem por base o censo 2000, empregando o munic?pio como unidade de an?lise. Como op??es metodol?gicas, apresentou-se, inicialmente, uma an?lise explorat?ria dos dados, seguida da utiliza??o de t?cnicas estat?sticas multivariadas, tais como, an?lise de regress?o linear m?ltipla ponderada, an?lise de cluster e an?lise explorat?ria espacial. Os resultados apontam para baixas taxas de emprego formal na Popula??o em Idade Ativa, bem como baixos ?ndices de inclus?o social na regi?o Nordeste brasileira. Constatou-se uma forte associa??o do emprego formal com os indicadores de inclus?o social investigados (escolaridade, desigualdade, pobreza, juventude e renda de transfer?ncia governamental). Nas Unidades Federativas, onde h? melhores n?veis de emprego formal, tamb?m foram observados bons ?ndices de inclus?o social, havendo destaque para o estado do Rio Grande do Norte com melhores condi??es de vida e para o estado do Maranh?o e Piau? com piores condi??es. The first cities arose when the evolution of agriculture allowed the production and storage of surpluses. However, with industrialization was that urbanization becomes intense, according to Singer (1987), the industrial revolution was to stage, from the beginning, the urban area. It requires, in its proximity, the presence of a large number of workers. With respect to the Cariri cearense, the occupation of its territory is associated with the movement of agricultural surpluses produced and reproduced under the hegemony of merchant capital and due to the development of extensive cattle that promoted the territorial occupation of Cear?. From the 1960s, the region has undergone changes in its productive structure due to industrial planning policies of the government of Cear?. However it was in the 1990s that the region itself as economic and urban polo because policies to attract investments from the state government of Cear?. This policy led to boosting trade and services marking the predominance of tertiary activities in the region, especially the retail, wholesale , medical services and education. Investments also consolidated the industrial park area making it diverse, especially the footwear industries, mining, non-metallic minerals, transport equipment, pharmaceutical chemical, food and beverages, rubber and leather and construction. Thus, the aim of this study was to review the region of Cariri cearense occupation of its territory institutionalizing its metropolitan region, to understand what factors influenced the Cariri cearense become an important area in urban and economic terms in the interior of Cear?. In order to develop this research in that refers to the methodological perspective, research is guided by bibliographic studies and also makes use of secondary data analysis (population, GDP, urbanization rate, employment) of the main databases the country, as IBGE, IPEADATA and RAIS - MTE / A urbaniza??o no seu sentindo mais simples, o de aglomera??o de pessoas, ocorreu desde o momento em que as atividades produtivas passaram a basear-se nas trocas comerciais. As primeiras cidades surgiram quando a evolu??o da agricultura permitiu a produ??o e estocagem de excedentes. Por?m, foi com a industrializa??o que a urbaniza??o se torna intensa. De acordo com Singer (1987), a revolu??o industrial teve por palco, desde o inicio, a ?rea urbana. Ela exige, em sua proximidade, a presen?a de um grande n?mero de trabalhadores. No que concerne ao Cariri cearense, a ocupa??o do seu territ?rio est? associada ? circula??o dos excedentes agr?colas produzidos e reproduzidos sob a hegemonia do capital mercantil e em decorr?ncia do desenvolvimento da pecu?ria extensiva que promoveu a ocupa??o territorial do Cear?. Especificamente, busca-se identificar poss?vel mudan?a nesta trajet?ria tendo como base os principais produtos exportados, inclusive segundo o fator agregado, bem como os principais destinos dos mesmos. Para tanto, os procedimentos adotados perpassam: (a) uma revis?o bibliogr?fica, utilizando estudos que contribuem tanto para a compreens?o sobre o processo de internacionaliza??o da produ??o, bem como da economia brasileira, com vista a apreender as mudan?as pelas quais passou o pa?s neste per?odo e como vem sendo constru?do o processo de inser??o comercial da Regi?o Nordeste; e, (b) pelo levantamento, sistematiza??o e an?lise de dados referentes ?s balan?as comerciais do Brasil, Regi?o Nordeste e estados nordestinos, em particular, disponibilizados pelo Minist?rio de Desenvolvimento, Ind?stria e Com?rcio Exterior, por meio da Secretaria de Com?rcio Exterior ? MDIC/SECEX, com o intuito de verificar a participa??o da Regi?o Nordeste nas exporta??es brasileiras bem como observar se houve alguma mudan?a na estrutura da balan?a comercial dos estados nordestinos nos per?odos selecionados, bem como do Instituto Brasileiro de Geografia e Estat?stica (IBGE) para a caracteriza??o dos estados nordestinos. A an?lise dos dados aponta que devido a grande heterogeneidade dos estados nordestinos verifica-se que cada estado apresenta especificidades distintas em rela??o aos bens exportados, e que de uma forma geral a composi??o da pauta de exporta??o dos estados nordestinos demonstra uma relativa perman?ncia de bens com baixo valor agregado, a exemplo das commodities agr?colas e industriais. Ademais, os principais destinos dos produtos s?o os pa?ses desenvolvidos. Em suma, a compreens?o da internacionaliza??o comercial da produ??o da regi?o nordeste ? fundamental para a orienta??o para o desenho de instrumentos e/ou pol?ticas que visem o desenvolvimento da regi?o. / The study deals with the trajectory of commercial insertion of the Northeast Region on the international market, from the export schedule of the Northeast states, considering three distinct periods, namely, the first mandate of each governments of Fernando Henrique Cardoso (1995-1998), Luiz In?cio Lula da Silva (2003-2006) and Dilma Rousseff (2011-2014). Specifically aims to identify possible changes on this trajectory based on the main products exported, including regarding the aggregated factor, as well the main destiny of the same. To such, the adopted procedures are of as follows: (a) a bibliographic review, using studies that contribute to the understanding of both the process of internalization of production, and of Brazilian economy, seeing to consider the changes that the country suffered over these periods and how the commercial insertion of the Northeast Region has been constructed; and (b) from the gathering, systematization and analysis of the data related to the commercial balances of Brazil, the Northeast Region and the Northeast states, in particular, gathered from the Ministry of Development, Industry and Exterior Trade ? MDIC/SECEX, aiming to verify the participation of the Northeast Region in Brazilian?s exportations and to observe if there has been a change on the structure of the commercial balance on the Northeast states during the selected periods, as well the Brazilian Institute of Geography and Statistic (IBGE) to characterize the Northeast states. The data analysis points that due the heterogeneity of the Northeast states it is verified that each state presents distinct specificities related to the exported goods, and that generally the composition of the exportation schedule of the Northeast states shows a relative permanence of goods of low aggregated value, as example agricultural and industrial commodities. Moreover, the main destiny of the products are the developed countries. To summary, the understanding of the commercial internationalization of production of the Northeast Region is fundamental to the orientation to create instruments and/or politics that aims for the region?s development.

A pesquisa ? do tipo explorat?ria e de an?lise descritiva, tendo como suporte a pesquisa bibliogr?fica e documental, descrevendo e dissertando sobre as composi??es, as tipologias e os tamanhos das configura??es familiares da Regi?o Metropolitana de Natal, a partir de um estudo comparativo do banco de dados dos Censos Demogr?ficos do ano 2010 em rela??o ano de 2000. No entanto, para efeito de compara??o metodol?gica entre os dados desses dois Censos Demogr?ficos, que passaram por mudan?as conceituais e de classifica??o no ano de 2010, alterando o conceito de fam?lia e a incorporando naquilo que ficou denominado de unidade dom?stica, optamos por trabalhar com a metodologia de classifica??o do grupo de pesquisa em rede denominado de ?Observat?rio das Metr?poles?, o qual o PPEUR/UFRN integra, e que a partir de uma tipologia pr?pria, reorganizou os dados dos Censos Demogr?ficos tanto do ano de 2000 quanto de 2010, com o objetivo de fazer compara??es e an?lises mais detalhadas nas regi?es metropolitanas do pa?s. Observa-se que as mudan?as econ?micas em curso aceleram as transforma??es sociodemogr?ficas em todo o mundo e v?m refletindo na forma??o das fam?lias, que continuam experimentando consider?veis mudan?as, as quais t?m transformado as configura??es, as composi??es e os tamanhos das estruturas das unidades dom?sticas ou das configura??es familiares. Portanto, observou-se nos resultados desta pesquisa, uma tend?ncia de mudan?as no ?mbito das configura??es familiares dos munic?pios da Regi?o Metropolitana de Natal, a partir das compara??es dos dados do Censo Demogr?fico de 2010 em rela??o ao de 2000. No entanto, verificou-se que a composi??o das unidades dom?sticas denominada de fam?lia, em sua forma tradicional, definida na classifica??o a partir de la?os de parentesco ou ?com parentesco?, constituiu-se ainda de forma maci?a na composi??o das configura??es familiares da regi?o, por?m, com uma tend?ncia de queda relativamente acentuada em todos os munic?pios que comp?em a pr?pria RMN. No tocante ? an?lise da tipologia das configura??es familiares, no que se refere a casais com filhos e casais sem filhos, percebeu-se um aumento percentual no n?mero de casais sem filhos em todos os munic?pios da regi?o metropolitana de Natal, em contraposi??o h? um decr?scimo, ao mesmo tempo, do n?mero de casais com filhos em praticamente todos os munic?pios da RMN, em propor??es at? maiores do que comparado com a diminui??o dos primeiros. J? a an?lise do ciclo, no tocante ? condi??o de mulheres com filhos e de homens com filhos, percebe-se que a figura materna ainda aparece sendo a principal respons?vel diretamente pela cria??o ou a guarda dos filhos. Finalmente, o que nos chamou muito a aten??o na pesquisa, foram os dados das mudan?as no ?mbito das composi??es e dos tamanhos das fam?lias, que se expressarem muitas vezes com maior intensidade nos munic?pios fora do n?cleo central da regi?o metropolitana, que ? exatamente a capital do estado, Natal. / This paper is part of a Research Project linked to the Post-Graduation Program in Urban and Regional Studies (PPEUR-HFRN), whose general objective was to portrait and analyze the family configurations, with the aid of its configurations and sizes, in the municipalities of Natal Metropolitan Region (RM/Natal), taking in consideration the years 2000 and 2010. The target is to understand the social insertion of the family combinations inside the metropolitan space. it is an exploratory, documental and descriptive research describing and discussing the compositions, the typologies and the sizes of the family configurations of Natal Metropolitan Region-NMR, based on a comparative study of Demographic Censuses database of the 2010 and 2000 years. For methodological comparison between the data of these two Demographic Censuses, which underwent conceptual and classification changes in the 2010 year, what modified the family conception and incorporated it in what turned out to be the domestic unit, we preferred to work with a methodology of network research group classification named ?Metropolis Observatory?, in association with PPEUR/UFRN, which developed a typology of its own, rearranged the data of the above-mentioned Demographic Censuses with the purpose of proceeding accurate comparisons and analyses on the metropolitan regions of the country. It is noticeable that the economic changes in course accelerate the socio-demographic transformations all over the world and reflect in the formation of the families, which continue to experience considerable changes affecting the configurations, compositions and sizes of the domestic units or family configurations. It was observed in the results of this research a change bias in the interior of the family configurations in the municipalities of Natal Metropolitan Region when one compares de 2000 and 2010 Demographic Censuses data. In this regard, it was verified that the composition of the domestic units named family, in its traditional form, defined in the classification from kinship bonds or ?with kinship?, constitute still de massive form in the composition of the family configurations in the region, but with a decline bias accentuated enough in all municipalities compounding the NMR. Regarding the typology analysis of the family configurations, especially in what concerns couples with and without children, it was detected a percentage growth in the number of couples without children in all municipalities of the NMR. In contrast, there is a visible diminishing in the number of couples with children in practically all municipalities of the NMR, proportionally in greater number comparatively that of the couples without children. The cycle analysis allows to observe, in what matters the condition of the woman with children as well the man with children, that the maternal figure is still the principal responsible by the care and education of the children. Last but not the least, we call the attention for the changes in the family compositions and sizes, especially in the municipalities out the central nucleus of the metropolitan region, that is exactly the capital of the State, Natal.

Previous issue date: 2017-01-20 / This study discusses the Family Warm-Up Program in the Missions Region based on the experience that has been developed in the municipality of Santo ?ngelo / RS through a partnership between the public policy of Social Assistance and the Judiciary. Therefore, it is based on the analysis of how those involved in this process comprise this Service that makes up the Special Social Protection of High Complexity. It was researched how this Program was implemented and how it is organized to meet this protection measure; Such as the extended family, the welcoming families and the technical staff realize that this type of reception is being developed, which represents an alternative to institutionalization. In order to get these answers, we chose as a methodological approach the research under mixed focus and for the analysis of the data collected - through interviews with semi-structured forms applied to nine (9) subjects (six (6) One (1) extended family and (2) staff of the technical team) and a systematic and documentary observation route made possible by three (3) pioneering agents ((1) a coordinator, (1) a social assistance secretary, and Judge) - the analysis of content according to Bardin (1977) in the light of the Materialist Historical Dialectic Method. The research was carried out at the headquarters of the Family Warm-Up Program and in the homes of families that temporarily shelter children and adolescents who were separated from the original family by judicial means. Reception services were considered to have segregated the hosted public for a long time, distancing them from their communities, depriving them of their freedom through hospitalization, offering no references of support in the institutions to the turnover of professionals and hardly welcoming them (according to the legislation), making it impossible for the family to live together. It is pointed out in this study the family reception as a possibility to guarantee fundamental rights historically neglected by the other reception modalities. It is evident the need to unite efforts, investing and directing the professional action of the teams to preserve the existing links with the extended family. In this sense, it is pointed out that the Program allows that links can be strengthened and, in addition, new ones are formed. It is warned that much more must be invested and directed the professional action of the teams and the intersectoral network for constant qualification of the families that they host, as well as orientation and social and family support to the definitive families. It was found, through the present research, that some experiences can generate good results so that the family and community coexistence is effectively guaranteed. / Neste estudo discute-se o Programa Fam?lia Acolhedora na Regi?o das Miss?es a partir da experi?ncia que vem sendo desenvolvida no munic?pio de Santo ?ngelo/RS atrav?s de parceria entre a pol?tica p?blica de Assist?ncia Social e o Poder Judici?rio. Para tanto, parte-se da an?lise de como os envolvidos nesse processo compreendem este Servi?o que comp?e a Prote??o Social Especial de Alta Complexidade. Pesquisou-se como este Programa foi implementado e como est? organizado para atender esta medida de prote??o; como a fam?lia extensa, as fam?lias acolhedoras e a equipe t?cnica percebem que est? sendo desenvolvida essa modalidade de acolhimento que representa uma alternativa ? institucionaliza??o. A pesquisa realizou-se na sede do Programa Fam?lia Acolhedora e nas resid?ncias das fam?lias que acolhem temporariamente crian?as e adolescentes afastados da fam?lia de origem por medida judicial. Considera-se que os servi?os de acolhimento, durante muito tempo, segregavam o p?blico acolhido, distanciando-os das suas comunidades, privavam a liberdade atrav?s da interna??o, n?o ofereciam refer?ncias de apoio nas institui??es pela rotatividade de profissionais e dificilmente tornavam breve o acolhimento (conforme enfatiza a legisla??o), impossibilitando a conviv?ncia em fam?lia. Aponta-se nesse estudo o acolhimento familiar como possibilidade de garantir direitos fundamentais historicamente negligenciados pelas outras modalidades de acolhimento. Evidencia-se a necessidade de unir esfor?os, investindo e direcionando a a??o profissional das equipes para preserva??o dos v?nculos existentes com a fam?lia extensa. Nesse sentido, aponta-se que o Programa propicia que elos possam ser fortalecidos, al?m de que, novos se formam. Alerta-se que muito ainda se deve investir e direcionar a a??o profissional das equipes e da rede intersetorial para capacita??o constante das fam?lias que acolhem, bem como orienta??o e apoio s?cio familiar ?s fam?lias definitivas. Descobriu-se, atrav?s da presente pesquisa que algumas experi?ncias podem gerar bons resultados para que a conviv?ncia familiar e comunit?ria seja efetivamente garantida.

Ap?s quinze anos, o envolvimento dos atores locais nos projetos da Nova Agenda e o cumprimento de seus acordos e frameworks foram extremamente baixos. Se a Nova Agenda deve ser considerada uma resposta ?s demandas locais, por que houve baixos envolvimento e conformidade dos atores locais com seus projetos e acordos? Para responder a essa pergunta, esta tese extrai das teorias das Rela??es Internacionais uma abordagem plural, reflexiva e construtivista que permite o emprego de ?percep??o? como vari?vel anal?tica relevante. O uso de entrevistas e a aplica??o de pesquisa eletr?nica s?o as principais fontes prim?rias. Pesquisas bibliogr?ficas e estat?sticas oficiais s?o aplicadas na elabora??o de dados contextuais. A an?lise hist?rica ? empregada para compreender a rela??o entre atores estatais e n?o estatais na constru??o social da Rtbu. Esta tese conclui que os problemas de cumprimento e engajamento t?m pouco a ver com uma cultura fronteiri?a de informalidade e ilegalidade. Est?o mais relacionados com a defici?ncia da Nova Agenda e a perpetua??o da ignor?ncia em rela??o ? realidade social da Rtbu e ?s demandas dos atores locais. As quest?es de engajamento e conformidade dos atores locais com a Nova Agenda est?o intimamente ligadas ? insatisfat?ria oferta estatal de institucionalidade capaz de transformar a Rtbu em um espa?o legal e normativo em que a regi?o pudesse implementar, de forma aut?noma, estrat?gias de desenvolvimento local para as suas popula??es transfronteiri?as. Essa institucionalidade poderia mudar a maneira como os atores formais e informais se relacionam. Al?m disso, o modus agendi trans-local, profundamente enraizado na regi?o, ? suscept?vel tanto de ser causa para a resist?ncia a qualquer projeto que tente controla-lo ou alter?-lo, quanto de servir como base para novos regimes de coopera??o. / This thesis identifies local actors? perceptions on the operationalization of the New Agenda for Cooperation and Border Development (New Agenda) in the Brazilian- Uruguayan cross-border region (Bucbr), emphasizing the relationship between formal (state) and informal (non-state) actors and processes. After fifteen years, local actors? engagement in New Agenda?s projects, and compliance with its agreements and frameworks were extremely low. If the New Agenda should be considered a response to local demands, why was/is there such low engagement and compliance of local actors with its projects and agreements? To answer this question, this thesis draws from International Relations theories a plural, reflectivist and constructivist approach that enables the employment of ?perception? as a relevant analytical variable. The use of interviews and the application of an electronic survey are the main primary sources. Bibliographical research and official statistics are applied for contextual data. Historical analysis is employed for comprehending the relationship between state and non-state actors in the social construction of the Bucbr. This thesis finds that compliance and engagement have little to do with a border culture of informality and illegality. They are related more to a New Agenda?s deficient institutionality and the perpetuation of ignorance toward the social reality of the Bucbr and the demands of local actors. The issues of engagement and compliance of local actors with the New Agenda is intimately linked with the unsatisfactory state offer of institutionality capable to turn the Bucbr into a legal and normative space in which the region could implement, autonomously, local development strategies for its cross-border populations. Such an institutionality would potentially change the way formal and informal actors relate. Moreover, the deeply rooted trans-local modus agendi of the region is likely to be either cause for resistance of any project that attempts to control or change it or the basis of novel cooperative regimes. / Cette th?se identifie les perceptions des acteurs locaux sur la mise en ?uvre du Nouveau programme de coop?ration et de d?veloppement frontalier (NPCDF) dans la r?gion frontali?re du Br?sil-Uruguay (Rfbu), soulignant la relation entre les acteurs et les processus formels (?tat) et informel (non ?tatique). Apr?s quinze ans, l?engagement des acteurs locaux envers des projets du NPCDF et la conformit? aux accords et cadres ont ?t? extr?mement faibles. Si le NPCDF doit ?tre consid?r? comme une r?ponse aux demandes locales, pourquoi y a-t-il eu peu de participation et de conformit? des acteurs locaux ? ses projets et accords ? Pour r?pondre ? cette question, cette th?se extrait dans les th?ories des relations internationales une approche pluriel, r?flexive et constructiviste qui permet l'utilisation de la ? perception ? comme une variable d'analyse pertinente. L'utilisation d'interviews et l'application d'un questionnaire ?lectronique sont les principales sources primaires. La recherche bibliographique et les statistiques officielles sont appliqu?es ? la pr?paration des donn?es contextuelles. L'analyse historique est utilis?e pour comprendre la relation entre les acteurs ?tatiques et non ?tatiques dans la construction sociale de la Rfbu. Cette th?se conclut que les probl?mes de conformit? et d'engagement ont peu ? voir avec une culture frontali?re d'informalit? et d'ill?galit?. Ils sont davantage li?s ? la d?ficience du NPCDF et ? la perp?tuation de l'ignorance par rapport ? la r?alit? sociale de la Rfbu et aux exigences des acteurs locaux. L'engagement et la conformit? des acteurs locaux au NPCDF sont ?troitement li?s ? l?insatisfaisante fourniture des institutions capables de transformer la Rfbu dans un espace juridique et normatif dans lequel la r?gion pourrait mettre en ?uvre, de mani?re autonome, les strat?gies de d?veloppement local pour leurs populations transfrontali?res. Cette institutionnalit? pourrait changer la fa?on dont les acteurs formels et informels interagissent. En outre, le modus agendi trans-local, qui est profond?ment enracin? dans la r?gion, est susceptible d'?tre une cause de r?sistance ? tout projet qui tente de le contr?ler ou de le modifier, ou de servir de base ? de nouveaux programmes de coop?ration.

Previous issue date: 2015-08-27 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior - CAPES / This paper aims to historicize the region of Itaberaba, chasing peculiarites of families who occupied the region, especially, of Mascarenhas, since they arrived to the Sert?es ?Stone that shines? and created perpetuation mechanisms in power. The study also reveals the main workers of agriculture: farmers and vaqueiros, ensaled or not, sampling some features of their way of life. The association of Agrarian History, Regional and Local History and Social History, enabled better analysis of the selected set of documents: land records, notes of notaries books, inventory, correspondence, payment procedures, accouting records, book of births, list of citizens. The Mascarenhas being surname that more is repeated in the sources, they stood out as the main owners in the region sertaneja of triad: land, cattle, slaves. They examine carefullied in inventories 24 slaves who belonged to Mascarenhas Family, especially the ranchers and domestic services related activities. / Este trabalho pretende historicizar a Regi?o de Itaberaba, perseguindo peculiaridades de fam?lias que ocuparam a regi?o, sobretudo, a dos Mascarenhas, desde que chegaram aos Sert?es da ?Pedra que Brilha? e criaram mecanismos de perpetua??o no poder. O estudo tamb?m revela os principais trabalhadores da agropecu?ria: lavradores e vaqueiros, escravizados ou n?o, com amostragem de algumas caracter?sticas de seus modos de vida. A associa??o da Hist?ria Agr?ria, da Hist?ria Regional e Local e da Hist?ria Social, possibilitou uma melhor an?lise do conjunto documental selecionado: registros de terras, livros de notas dos tabeli?es, invent?rios, correspond?ncias, processos de pagamentos, registros cont?beis, livro de nascimentos, lista de cidad?os. Sendo Mascarenhas o sobrenome que mais se repete nas fontes, destacam-se como os principais propriet?rios na regi?o da tr?ade sertaneja: terra, gado, escravos. Foram compulsados nos invent?rios 24 escravos que pertenciam ? fam?lia Mascarenhas, mormente ligados as atividades agropecuaristas e aos servi?os dom?sticos.

Previous issue date: 2006-08-07 / The approving of the Law no. 10.931/04 originated the Affection Equity and the Real Estate Agency (RET), for the real state agency business. The Equity Affection, an option for the incorporatior, had the aim of giving more security to purchasers and to under construction real state providers, demanding more transperency regarding some provided information. The incorporators should maintain the complete accounting of posted ventures under such a system. Concerning RET, it can be stated that it was a way of making incorporation adhere to equity, with an only taxation of 7% under the billing, enclosing the Income Tax, the Social Contribution on Net Income, the Employers?? Profit Participation Program and the Social Contribution on Billing. Therefore, the aims of this work are to verify if there is an advantage for incorporations when using the RET, as a means of making them decide on the Equity Affection and analyze the market??s point of view about such a matter. In order to accomplish this, there had been carried out two pieces of research, one of which was made with 30 incorporations trial balances, located in S??o Paulo City, contributed by the Taxable Income, and a second one, through a quaetionnaire, as a way of verifying the knowledge of enterprises about such a matter. The results of the first research demostrated that there would be an avantage if the RET were used by the majority of the sample enterprises. However, it would not be an advantage in all moments of the research. Such an advantage can be obtained when there is a simulation of the same calculations, but this time with a reduction of 0,5% in the determined Income Tax by the legislation. The comparison between the RET and the anticipated profit demonstrated that for enterprises which have the possibility of anticipating profit, if it is not worthy the use of RET. This is due to their already contributing by an Income Tax lower than the redefined 7% in the new legislation. At least, it would be necessary a reduction of 1% in the Income Tax for attracting such enterprises. Concerning the second piece of research ( about the knowledge and utility of the Equity Affection and the RET by the incorations), such a research had showed that the present subject should be studied deeply. Few enterprises had already used such a system in the ventures, and most of them had not studied the subject yet as a means of predicting its future use. / A aprova????o da Lei n?? 10.931/04 criou o Patrim??nio de Afeta????o e o Regime Especial de Tributa????o - RET, para a atividade imobili??ria. A afeta????o patrimonial, na forma de op????o do incorporador, visou dar maior seguran??a aos compradores e financiadores de im??veis em constru????o, exigindo maior transpar??ncia nas informa????es prestadas. Os incorporadores dever??o manter contabilidade completa dos empreendimentos lan??ados sob esta sistem??tica. J?? o RET foi uma forma de incentivar as incorporadoras a aderirem ?? afeta????o, com al??quota ??nica de 7% sobre o faturamento, abrangendo o Imposto de Renda, Contribui????o Social Sobre o Lucro L??quido, PIS e COFINS. Os objetivos deste estudo s??o verificar se o RET ?? vantajoso para as incorporadoras a ponto de lev??-las a optar pelo mecanismo de afeta????o e analisar a vis??o do mercado sobre o tema. Para tanto, duas pesquisas emp??ricas foram realizadas, uma com 30 balan??os de incorporadoras sediadas na Grande S??o Paulo, tributadas pelo Lucro Real, e outra, com aplica????o de question??rio, para verificar o grau de conhecimento das empresas sobre o tema. Os resultados da primeira pesquisa indicam que seria vantajosa a utiliza????o do RET para a maioria das empresas da amostra, sem, contudo, ser vantagem em todos os per??odos da pesquisa, vantagem esta que se obt??m quando se simula os mesmos c??lculos com uma redu????o de 0,5% na al??quota determinada pela legisla????o. A compara????o entre o RET e o Lucro Presumido mostrou que ??s empresas com possibilidade de presun????o do lucro n??o ?? vantagem a utiliza????o do RET, pois j?? s??o tributadas por al??quota menor do que os 7% determinados na nova legisla????o, seria necess??ria uma redu????o de, pelo menos, um ponto percentual na al??quota para que sua utiliza????o fosse atrativa a estas empresas. Quanto ?? segunda pesquisa, sobre o conhecimento e utiliza????o do Patrim??nio de Afeta????o e do RET pelas incorporadoras, mostrou que o tema precisa ser mais estudado e discutido. Poucas empresas j?? utilizam esta sistem??tica em seus empreendimentos e a maioria ainda n??o fez estudos sobre o tema, visando futura utiliza????o.

Previous issue date: 2013-02-21 / Pontif?cia Universidade Cat?lica de Campinas / This paper addresses the formation and expansion of the urban fabric over the northwest axis of Campinas Metropolitan Region (CMR), which corresponds to the Anhanguera Highway stretch between Campinas and Americana, through the study of its morphology, density characteristics and urban sprawling. The study area was chosen due to its urban and industrial intense growth started back in the 70s, which potentiated the evolution of some centers, such as Campinas, based on their infrastructure, where Anhanguera Highway played a fundamental role in the socioeconomic growth across all the CMR, for representing, along with Bandeirantes Highway and Washington Lu?s Highway, the largest Brazilian's financial corridor, linking the Metropolitan Region of S?o Paulo to Campinas and Santos. With the economic empowerment of the municipalities of the CMR through the creation of new industries and expansion of technological centers, new centers of attraction were created triggering a process of intra-metropolitan urbanization, creating areas of peripheral urbanization with large morphological gaps, expressed through the legislation of soil usage, zoning and access to facilities and public open spaces. The combination of urban sprawl and the suburbs growth have generated several conurbation areas within the CMR, with similar characteristics in terms of occupancy and currently representing a new morphology. A particular subject of the analysis is to understand the characteristics of this metropolitan expansion vector on the banks of the Anhanguera Highway system considering its potential in attracting industries and the location of new residential subdivisions of high and average standards. / Este trabalho aborda a forma??o e expans?o do tecido urbano no Eixo Noroeste da Regi?o Metropolitana de Campinas (RMC), que corresponde ? Rodovia Anhanguera no trecho entre Campinas e Americana, por interm?dio da an?lise de sua morfologia, suas caracter?sticas de dispers?o e espraiamento urbano. A ?rea de estudo foi escolhida por seu intenso crescimento urbano e industrial iniciado nos anos de 1970, que potencializou a evolu??o de alguns centros como Campinas, em fun??o da sua infraestrutura, sendo a rodovia Anhanguera fundamental no crescimento socioecon?mico em toda a RMC, por representar em conjunto com a Rodovia Bandeirantes e a Rodovia Washington Lu?s o maior corredor financeiro do pa?s interligando a Regi?o Metropolitana de S?o Paulo a Campinas e a Baixada Santista.
