Destacam-se ainda os diferentes períodos de desenvolvimento do telejornalismo regional, a partir de um resgate histórico da presença da TV em Bauru. / Abstract: The social representations related to the identity formation of the TV Tem coverage area, in the interior of the state of São Paulo, are identified. The analysis uses the content of the regional telejournal news Tem Notícias to recognize them. TV Tem is one of the Rede Globo's television network affiliate station, located in Bauru, SP. The new regional broadcasting station makes use of many insertion strategies and they are presented. These skills characterize an incipient process of harmonization between the different kinds of public and the media group. ABSTRACT This thesis investigates through theoretical analysis and imperative research, how Sepedi is represented on SABC, especially on SABC 2 in accordance to the Independent Communications Authority of South Africa (ICASA). Looking back Sepedi programming before democracy and after democracy, SABC has gone through a major transition. This thesis visits the transitions that SABC went through and how SABC is transforming to serve public interests. This essay will composed of empirical observations to depict whether these aims are in fact pursued and achieved.

O advento da TV Digital e das SmartTVs, entre outras, que permitem o acesso de conteúdos broadband (sinal por IP – internet protocol), em conjunto com a tradicional transmissão broadcast (sinal por ar) apresentam uma tendência de convergência tecnológica e comportamental que une o broadcast e o broadband, a que pode-se denominar “TV híbrida”. A TV híbrida surge não apenas como uma possível convergência natural da cultura da sociedade atual, mas também como oportunidade para uma nova maneira de fazer e ver televisão. Este estudo, por meio de uma metodologia que combina a pesquisa exploratória e o modelo de reconhecimento de oportunidade, identificou a TV híbrida como uma oportunidade de negócios para emissoras regionais de televisão aberta no Brasil, e encontrou no uso da segunda tela oportunidades de negócios para mensuração da audiência, publicidade estratégica, conteúdos extras, ensino à distância (EaD) e edutretenimento, e relacionamento e fidelização da audiência. / The present study aims to analyze and point out the Hybrid TV as a business opportunity for regional broadcasters in Brazil. The advent of Digital TV and SmartTVs, among others, which allow the access of broadband content (using a signal enabled by IP - internet protocol), together with the traditional broadcast transmission (signal enabled by air) present a trend of technological and behavioral convergence that unites the broadcast and the broadband, which can be called "Hybrid TV". This said Hybrid TV arises not only as a possible natural convergence of the culture in today's society, but also as an opportunity for a new way of making and watching television. This study, using a methodology that combines exploratory research and the opportunity recognition model, has identified hybrid TV as a business opportunity for regional open television broadcasters in Brazil, and found in the use of the second screen business opportunities for Audience measurement, strategic advertising, extra content, distance learning (EaD) and edutainment, but also to enhance audience relationship and loyalty.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / The dissertation proposal is to conduct a cultural analysis of the Journal Lunch RBS TV Santa Rosa, station located in the northwest of Rio Grande do Sul state and whose operation began in 1992. The theoretical and methodological contributions sought up in British cultural studies and their definitions of culture as ways of life. Based on the circuit culture Paul Du Gay et al. (1999), which we use to base our methodological proposal, it becomes possible to understand the circularity of the culture that characterizes the regional television news and analyze the representation and regional identity in RBS TV Santa Rosa. Descriptive analysis we seek include instances of the production, regulation and consumption. The details of the production includes content analysis and textual analysis of each of the selected issues for this stage of the research; as regulators axes have standards that characterize the RBS TV and the Journal Lunch own; and for the analysis of consumption bring the results of research conducted with the audience of television news. In the interpretative analysis of the corpus, we stop the axes of identity and representation, understood from the speech act context reasoned through documentary sheet. For the analysis, we can say that the Journal Lunch fold the approach of a regional identity, from the recognition of a geographical proximity to information on matters disclosed to journalists who produce television news. However, the individual identities or groups which are not represented here in order to characterize the region and its 69 municipalities. / A dissertação tem como proposta realizar uma análise cultural do Jornal do Almoço da RBS TV Santa Rosa, emissora localizada no noroeste do estado do Rio Grande do Sul e cujo funcionamento teve início em 1992. Os aportes teóricos e metodológicos buscaram-se nos estudos culturais britânicos e suas definições de cultura como modos de vida. Com base no circuito da cultura de Paul Du Gay et al. (1999), do qual nos valemos para alicerçar nossa proposta metodológica, torna-se possível compreender a circularidade da cultura que caracteriza o telejornalismo regional e analisar a representação e a identidade regional na RBS TV Santa Rosa. Como análise descritiva procuramos contemplar as instâncias da produção, regulação e consumo. O detalhamento da produção contempla a análise de conteúdo e análise textual de cada uma das edições selecionadas para esta etapa da pesquisa; como eixos reguladores temos as normas que caracterizam a RBS TV e o próprio Jornal do Almoço; e para a análise do consumo trazemos os resultados da pesquisa realizada com a audiência do telejornal. Na análise interpretativa do corpus, nos detemos nos eixos da identidade e da representação, compreendida a partir do contexto enunciativo fundamentado por meio da ficha técnica documental. Pela análise, podemos afirmar que o Jornal do Almoço prega a aproximação de uma identidade regional, a partir do reconhecimento de uma proximidade geográfica com a informação, com os temas divulgados, com os jornalistas que produzem o telejornal. Contudo, as identidades individuais ou de grupos ainda não estão ali representadas de forma a caracterizar a região e os seus 69 municípios.

La présente recherche interroge l’espace public européen présent dans les télévisions régionales en France et en Allemagne. L’Union européenne est une construction politique complexe, qui fait dans sa communication extérieure elle-même l’amalgame entre « Union européenne » et Europe. Prenant en compte les spécificités culturelles et interdisciplinaires inhérentes à notre cotutelle franco-allemande, nous avons choisi de combiner trois méthodes. En premier lieu, la méthode de Hickethier propose une analyse structurelle des programmes de télévision, bien adaptée à notre contexte bilingue et binational parce qu’elle rend possible la comparaison des données de la même manière au-delà des langues en codant les données en variables. Puis nous avons réalisé une analyse herméneutique mettant en lumière les points communs dans le traitement de l’information européenne. La troisième méthode a consisté en plusieurs entretiens d’experts avec des journalistes et des responsables médiatiques dans les deux régions étudiées. Les télévisions publiques, dans les systèmes allemand et français, ont comme mission l’éducation des citoyens. Ainsi le Mitteldeutscher Rundfunk regroupe l’ensemble de service public médiatique pour les Länder de Saxe, Saxe-Anhalt et Thuringe ; France 3 en revanche est une chaîne nationale dédiée aux régions. Toutes deux situées aux frontières de la France et de l’Allemagne, elles devraient hypothétiquement faire montre d’une certaine volonté et présenter les évènements se produisant dans les pays voisins, en Belgique et au Royaume-Uni pour France 3 et en Pologne et en République Tchèque pour le MDR, ouvrant ainsi des fenêtres sur l’Europe. Nous avons collecté et analysé plus de 43 heures de programmes télévisés dédiés à l’information d’octobre à décembre 2013. De tous les programmes analysés, un cinquième parle en effet de l’Europe ou de l’Union européenne. Néanmoins, la majorité des informations européennes consiste en une simple mention du nom « EU », « Bruxelles » ou même d’un autre pays européen. Contrairement à nos attentes, l’Europe n’apparaît pas essentiellement comme un monstre technocratique et dirigeant présenté d’un point de vue négatif, au contraire : les informations européennes sont présentes essentiellement dans le domaine de la culture et du sport. En outre, de nombreux exemples de reportages de qualité montrant des similitudes sur les deux chaînes ont été trouvés. Par exemple, le traitement des informations concernant l’intégration des Roms sont présents sur les deux chaînes de manière didactique. L’émission « MDR-Aktuell » du 5/12/2013 proposait un reportage dans un village proche de la frontière germano-tchèque alors que France 3 Nord-Pas-de-Calais interviewait en Roumanie une famille Rom ayant vécu trois ans dans la banlieue de Lille. Cette « série spéciale » de France 3 est symptomatique d’un phénomène rencontré à plusieurs reprises sur les deux chaînes analysées : l’information européenne sert de « prétexte informatif » à parler de questions qui concernent en fait le pays du média considéré. Un deuxième phénomène récurrent concerne la tendance de chacun des médias à construire une perspective de l’Autre opposé au « chez soi », dans le contexte européen ou même de l’Etat-nation. Ceci est présent surtout dans les productions des plus petites rédactions (Boulogne-sur-Mer ou Magdebourg), alors que les grandes rédactions comme Lille ou Leipzig parlent plus d’une perspective européenne transcendante. Ceci fut particulièrement visible dans le traitement de l’information concernant la tempête Xaver qui a balayé l’Europe le 5/12/2013. Dans ce cas, on peut parler d’européanisation synchrone de l’information, puisque le même évènement est traité simultanément par différentes télévisions. (...) / My research investigates the European public sphere present in both French and German regional television programmes, with the aim of identifying European elements based on regional content. The French media system is centralized like the French republic, whilst the German media system, a “present of the Allies”, is based in and on each Länder. France 3 is a national TV channel, based in Paris, with regular programming content dedicated to the regions. Analyzed in this thesis are regional productions for Picardy and Nord-Pas-de-Calais, broadcast on France 3 Nord-Pas-de-Calais and France 3 Picardie. The Mitteldeutscher Rundfunk, analyzed in this thesis, is the regional TV broadcaster for the Länder of Saxony, Saxony-Anhalt and Thuringia. Both are situated along the French and German borders and should be willing to present events from the neighboring countries of Belgium and the United Kingdom, Poland and the Czech Republic. This study was undertaken in cooperation between two universities in France and Germany. In order to reconcile these scientific and cultural realities with each other and to cover the needs of both schools of thought, I utilized three methods. First, I used a sociological method after Hickethier that proposes a structural analysis of the television programmes. This method allows a comparison that transcends cultures and languages by coding each relevant element into variables. Second, I used a hermeneutical analysis illuminating the common Europen themes of French and German TV programmes. The third method consists of interviews with experts, journalists and further relevant media personnel in France and Germany. This study shows that in 43 hours of TV programmes, collected between October and December of 2013, from France 3’s and MDR’s information programmes and shows, one-fifth of the programmes make mention of the European Union or of the specific countries themselves. Contrary to our hypothesis, the European Union was not represented as a technological, controlling behemoth, but in a positive or a neutral manner, most often in conjunction with themes of culture and sport. These themes are most often covered in news magazines like “Brisant”, while more serious magazines like “MDR-Aktuell” cover economic and political themes in a more negative manner. This study also found examples of similar qualitative reporting by both French and German television stations. For example, the information concerning the integration of the Roma in both countries is presented in a didactic manner. Broadcast on December 5th, 2013, the programme,“MDR-Aktuell”, included coverage of a village situated 50 km south of the Czech-German border in Bohemia where Roma and Czechs live peacefully together. France 3 Nord-Pas-de-Calais followed a positive path in presenting a segment in Romania in which France 3 journalists interviewed a family who lived in a ghetto in Lille (North France). This “Special Series” illustrates a phenomenon common to all the TV programmes analysed in this study: using Europe as a frame of reference in order to discuss regional or even national problems. A second recurrent phenomenon concerns each television station branch’s tendency to speak from a more narrow perspective and to construct “Othering”. This is revealed through the thematic analysis we performed on each TV branch’s production on the hurricane “Xaver”, which occurred all over Europe on December 5th, 2013. In conclusion, this study has found that regional television in both France and Germany, despite working with several ontological differences due to differing political and media systems, offer European content, some with greater educational value to the EU. Interviews with experts provide an impetus for both France 3 and MDR’s journalists and directors to promote a positive image of its European neighbours and of the EU on regional television.

No jornalismo televisivo, a atividade profissional vai muito além dos microfones e câmeras. Por isso o objetivo desta dissertação é revelar através das pesquisas de campo e bibliográfica, se existem responsabilidade social e o compromisso no exercício das atividades dos profissionais do telejornalismo que produzem a reportagem externa, descrevendo as atitudes, o papel social que permeia as ações diante de reportagens que expõem os problemas que inquietam os cidadãos, além de compreender os conceitos telejornalísticos e as rotinas de reportagem explorando a relação do telejornalismo regional com a sociedade. Essa abordagem deu-se através de questões sobre a afinidade que o profissional tem com a comunidade receptora e muitas vezes emissora de notícias. Qual a missão do jornalista televisivo diante dos fatos ocorridos? Que tipo de análise os profissionais da notícia fazem do seu trabalho junto à sociedade/comunidade? Analisando as entrevistas semiestruturadas, (questões pré-estabelecidas) desta pesquisa qualitativa, procurou-se interpretá-las e assim identificar a auto-imagem dos jornalistas e sua profissão. A hipótese sobre a existência de uma missão e da responsabilidade social nos bastidores do telejornalismo foi confirmada com as entrevistas realizadas com os profissionais de duas emissoras afiliadas localizadas no município de Bauru e interpretação das mesmas tendo como base as referências sobre o assunto. Este contexto é mais uma discussão importante em meio a grandes transformações no mundo da comunicação. / News construction, verification, writing and diffusion are curious things outside the backstage of TV news. In television news, this professional activity goes well beyond microphones and cameras. Therefore, this dissertation aims to reveal whether there is social responsibility and commitment of journalism professionals who produce external reports performing journalism activities through description of attitudes and the inherent social role of the actions in face of reports that expose the problems which upset citizens, as well as understand television news concepts and report routine exploring the relation with the regional TV news. This approach appeared through questions about the professional’s relation with the recipient society or community and, many times, news producer. What is the mission of television journalists before the occurred facts? What kind of analysis do news professionals do along with the society or community? Describing semi-structured interviews, (pre-conceived questions) in this qualitative research we interpreted and identified the self-image of journalists and their profession. The hypothesis about the existence of a mission and social responsibility in the backstage of television journalism was validated by interviews with professionals from two TV stations based in Bauru city. Both stations were used as references for interpretation of the subject. This context adds an important discussion amidst huge transformation in the world of communication.

The goal is to analyse and to classify the regional broadcast stations with regard to their local insertion modes, observing their specificities, the set of programs, communication strategies and actions in order to conquest the identity with the community where they are installed, besides to try comprehend how happened the television expansion in that region, since the implantation of the first broadcast station, in 1988, in São José dos Campos SP. As a part of study, the television broadcast stations of open signal in Vale do Paraíba, in the state of São Paulo, where selected. There were realized semi-open interviews with commercial and programming áreas and there where applyed questionnaires to a sample of the population of Vale do Paraíba, that represents the people who potentially watch television in the area that the broadcast satations reach, in order to identify the perception of the audience about the presence and performance of the local broadcast stations. It follows that the several local insertion modes of the broadcast stations directly affect the identity relationship between them and their spectators.(AU) / Investigação sobre a regionalização das redes de comunicação, em especial a televisão, fenômeno que representa uma realidade de segmentação da comunicação massiva. Objetiva-se analisar e classificar as emissoras regionais de televisão com relação aos seus modos de inserção local, observando-se suas especificidades, programação, estratégias de comunicação e ações de conquista de identidade com a comunidade onde estão inseridas, além de tentar compreender como se deu a expansão da televisão nessa região, desde a implantação da primeira emissora, em 1988, na cidade de São José dos Campos SP. Tomando-se como recorte de estudo, as emissoras de televisão regional de sinal aberto no Vale do Paraíba, estado de São Paulo, foram realizadas entrevistas semi-abertas com profissionais das áreas comercial e de programação das mesmas e aplicados questionários junto a uma amostra da população do Vale do Paraíba que representa os telespectadores potenciais da área de cobertura dessas emissoras, a fim de se identificar a percepção que o público receptor tem a respeito da presença e atuação das televisões locais. Conclui-se que os diferentes modos de inserção local das emissoras influem diretamente na relação de identidade das mesmas com os telespectadores da região.(AU)

The broadcaster installation begun in 1961, going on air two years later, in 1963. The present work analyzes the development context of Campina Grande-PB with the arrival of television in the city and the relationship between television and regional development. Our research has a qualitative methodology. As methodological instruments we did a document analysis of the Diário da Borborema's archive, which had uninterrupted circulation between 1957 and 2013 and is now under the State University of Paraíba's care, to understand the impact caused by the introduction of the television station, and semi-structured interviews with journalists, memoirists, researchers and historians from Campina Grande, who experienced the introduction of TV Borborema or researched the theme. / Treze anos depois de ser instalada no Brasil, a televisão chega a Campina Grande no início da década de 1960, tornando-se a primeira cidade do interior do Norte/Nordeste a receber o sinal de uma emissora. A instalação da emissora foi iniciada em 1961, entrando no ar três anos depois, em 1963. O presente trabalho tem analisa o contexto do desenvolvimento de Campina Grande-PB com a chegada da Televisão na cidade e qual a relação entre a televisão e o Desenvolvimento Regional. Nossa pesquisa tem uma metodologia qualitativa. Como instrumentos metodológicos fizemos análise documental do acervo do Diário da Borborema, que teve sua circulação ininterrupta de 1957 a 2013 e está sob a responsabilidade da Universidade Estadual da Paraíba, para compreendermos o impacto da implantação da emissora de televisão e entrevistas semiestruturadas com jornalistas, memorialistas, pesquisadores e historiadores de Campina Grande que vivenciaram a implantação da TV Borborema ou pesquisaram sobre o tema.

Televisões regionais: o processo de comunicação entre a Rede Globo e as afiliadas

History has shown that Globo was born and got bigger looking always to become the leading Brazilian television network. On February 2006, Globo Television Network had 119 affiliated stations scattered all over Brazil. But to impose what became known as Globo Quality Standards upon all its partners, it had to set up a bunch of strict rules, which are followed without any exception by all Globo affiliates. But each one of them has its own set of characteristics. So to understand the way they operate, to identify their internal structure and how they relates with the local community, its necessary to examine each station daily routine. We chose TV Diario, based in the city of Mogi das Cruzes, São Paulo and one of the Globo affiliates, as our case to study. Another reason for the choice is the fact that the author of this monograph worked at TV Diario news desk from 2003 till 2005. To perform our work we have interviewed members of the TV Diario workforce and visited the national coordination desk at Globo TV in São Paulo. To avoid any bias in the results by using just one Globo affiliate as a case study, we have decided to enlarge our research including other stations, such as the RBS (Rede Brasil Sul) that feeds Globo Television programs to Southern Brazilian states (Rio Grande do Sul and Santa Catarina), the EPTV (Emissoras Pioneiras de Televisão), that controls three regional TV stations in the state of São Paulo and one in the state of Minas Gerais; and TV Modelo, based in the city of Bauru, the first local TV station to get the status of Globo affiliate in Brazil. Our research allowed us to find out that Globo has only one set of quality standards for all its affiliates but leaves enough space for them to innovate and produce their own local programs. These open spaces rely not only on the creativity of their staff but also on the capacity of the affiliates to invest in new professionals and technical equipment / Este trabalho busca examinar o processo de comunicação entre a Rede Globo e as suas afiliadas, bem como as distintas relações existentes nessa parceria, que também envolve funcionários e comunidade. A história mostra que a Globo nasceu e cresceu querendo ser a maior rede do Brasil. Até o início de 2006, eram 119 emissoras espalhadas de norte a sul do país. Mas para que o Padrão Globo de Qualidade seja respeitado por todas essas afiliadas, existem regras, que em linhas gerais são iguais para todas as emissoras da Globo. Por outro lado, não podemos desconsiderar que cada uma possui características próprias e que para entender como uma afiliada funciona, de que maneira é estruturada e em que condições desenvolve um trabalho regional, foi necessário escolher e mergulhar no dia-a-dia de uma delas. Escolhemos a TV Diário, de Mogi das Cruzes, uma das afiliadas da Globo, no estado de São Paulo, e a escolha se justifica pelo fato da realizadora desta pesquisa ter trabalhado nessa redação, entre os anos de 2003 e 2005. Para realizar este trabalho, foram feitas entrevistas com os funcionários e visitas à Globo São Paulo. Mesmo assim, para não corrermos o risco de reduzir a complexidade da relação entre a Globo e as afiliadas a uma só experiência, buscamos examinar o funcionamento de outras emissoras, com auxílio de alguns pesquisadores, que, em investigações anteriores, nos revelaram os bastidores de emissoras regionais, como: RBS (Rede Brasil Sul), responsável pela retransmissão do sinal da Globo nos estados do Rio Grande do Sul e Santa Catarina, EPTV (Emissoras Pioneiras de Televisão), com três emissoras no estado de São Paulo e uma em Minas Gerais, e a TV Modelo, de Bauru, que foi a primeira afiliada da Rede Globo. Assim, foi possível identificar que o padrão estabelecido pela Globo é um só e que as regras para representar a maior rede de televisão do país são rígidas, mas que também existe espaço para produzir e inovar, e que isso não depende só da capacidade de aproveitar as brechas e da criatividade dos profissionais, mas também da condição financeira da afiliada para custear profissionais e equipamentos
