Previous issue date: 2012-09-27 / Higher education is being affected by regional integration process configured due to the creation of the Southern Common Market (Mercosur) and by conditions of international relations. The emergence of new information technology and communication and the way how knowledge is transmitted has produced additional requirements to universities with a view to academic mobility, courses´s accreditation and recognition of degrees and diplomas. The educational protocols signed within Mercosur should approximate the institutions and become quicker the cooperation´s mechanisms. The Educational Sector of Mercosur was built on the basis of heterogeneous educational systems, however it hard advances. When we see the history of the evolution of this sector and its bureaucratic levels, and considering a broad framework of the internationalization of higher education, the goal of this research is to examine the conflicting relationship between safeguarding standards of quality and effectiveness of the Admission Agreement of University´s Degrees and Titles for Academic Activities´s Exercise in Member States of Mercosur. / A educação superior vem sendo afetada pelo processo de integração regional configurado com a criação do Mercado Comum do Sul (Mercosul) e pelas condições das relações internacionais. A emergência de novas tecnologias da informação e da comunicação e a forma como o conhecimento passou a ser produzido impõem exigências adicionais às instituições universitárias com vistas à mobilidade acadêmica, à acreditação de cursos e ao reconhecimento de títulos e diplomas. Os protocolos educacionais firmados no âmbito do Mercosul deveriam aproximar as instituições e tornar mais ágeis os mecanismos de cooperação. Construído, porém, sobre as bases de sistemas educacionais heterogêneos, o Setor Educacional do Mercosul avança com dificuldades. Ao historiar a evolução desse setor e das instâncias que o conformam, no quadro amplo da internacionalização da educação superior, o objetivo desta pesquisa é examinar a relação conflituosa estabelecida entre a salvaguarda de padrões de qualidade e a efetividade do Acordo de Admissão de Títulos e Graus Universitários para o Exercício de Atividades Acadêmicas nos Estados-Partes do Mercosul.

Previous issue date: 2015-11-24 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES / O objetivo principal da presente dissertação de mestrado é compreender como se dá a atuação da sociedade civil dentro da Cúpula Social do MERCOSUL (Mercado Comum do Sul) considerando: o formato associativo, a escala de atuação e as demandas e interesses que ela apresenta. A Cúpula proporcionou a entrada de novas associações da sociedade civil nos debates do Mercado Comum do Sul e, consequentemente, a inserção de demandas oriundas dessa nova agenda participativa no bloco. Embora as associações da sociedade civil que atuem na Cúpula tenham sua atuação predominantemente no âmbito nacional ou local, o MERCOSUL propicia uma estrutura de oportunidades que estimula a interconexão transnacional dessa sociedade civil – seja se tornando um lugar onde a sociedade civil possa buscar novas ideias e pressionar seus Estados, seja propagando ideias que foram frutíferas em seu país para outros, criando conexões. Para esta pesquisa exploratória foi utilizada uma análise qualitativa baseada principalmente em pesquisa documental. Assim, o mapeamento foi realizado a partir da análise de documentos oficiais do bloco obtidos na internet, tais como atas, resoluções, protocolos e as declarações finais das Cúpulas realizadas nos anos de 2006-2013. Além disso foram realizados diversos contatos para a obtenção de dados não disponíveis no ambiente virtual, destacando-se o realizado com a pesquisadora Dra. Janina Onuki que gentilmente cedeu entrevistas com alguns participantes das Cúpulas e a entrevista realizada com o Chefe da Assessoria Internacional da Secretaria Geral da Presidência da República, Fabrício Prado. Como base teórica, foi realizada uma revisão bibliográfica do conceito de Sociedade Civil na Teoria Democrática Contemporânea, buscando compreender sua adequação e aplicabilidade à realidade do continente latino-americano e ao MERCOSUL. Sendo este um bloco econômico de integração regional que tem estimulado a participação da sociedade civil nos últimos anos, essa dissertação procurar explorar um tema ainda recente e pouco estudado pelas novidades que apresenta. Procurou contribuir principalmente com uma caracterização geral – um retrato – das principais associações que participaram dos espaços autorizados pelo bloco, em termos de participação social e cidadã. / The present work sought to understand how is the performance of civil society within the Southern Common Market (MERCOSUR) considering: the associative format, the performance scale and the demands and interests that it presents. The Summit provided the introduction of new associations of civil society in the Southern Common Market discussions and consequently the inclusion of demands from this new participatory agenda in the block. Although civil society associations that work at the Summit have its operations predominantly at the national or local level, MERCOSUR provides a framework of opportunities that stimulate transnational interconnection between civil society – it is becoming a place where civil society is able to look for new ideas and push their States or propagate ideas from your country to the others, creating connections. For this exploratory research was carried out a qualitative analysis based mainly on documentary research. Thus, the mapping was done from the analysis block official documents obtained on the Internet, such as meeting minutes, resolutions, protocols and final declarations of the summits held in the years 2006-2013. Also they were made several contacts to obtain data not available in the virtual environment, especially the one with Dr. Janina Onuki researcher who kindly gave interviews with some participants of the Summit and the interview with the Head of International Advisory of General Secretariat from Presidency of the Republic, Fabrício Prado. As a theoretical basis, it was carried out a literature of the concept of civil society in Contemporary Democratic Theory, trying to understand their adequacy and applicability to the reality of the Latin American continent and the MERCOSUR. This being an economic bloc of regional integration that has stimulated the participation of civil society in recent years, this dissertation seek to exploit a recent theme and little studied by the news presenting. Tried to contribute mainly to a general characterization - a picture - the main associations that participated in the areas authorized by the block in terms of social and citizen participation.

normas no sistema
internacional, esta pesquisa enfoca o projeto da União
Européia (UE), e mais
especificamente da Comissão Européia, para o alargamento
do bloco para a
Europa Central e do Leste (ECL). A UE criou normas de
condicionalidade para a
adesão dos países da ECL, que incluíam uma economia de
mercado, democracia
liberal e respeito aos direitos humanos. Através de ações
da Comissão Européia, a
UE trabalhou para que os países da ECL cumprissem essas
normas. Os autores
que trabalham com a questão da aquiescência costumam
dividir-se entre os
defensores do uso de sanções (enforcement) e os que
defendem a busca de
soluções para situações de violação da regra
(administração). Segundo esta última
perspectiva, uma estratégia que vise administrar a
aquiescência por meio de
construção de capacidades e transparência deve ser mais
eficaz em garantir o
cumprimento da norma. A hipótese desta pesquisa é a de que
as ações da
Comissão para o alargamento pautaram-se pela administração
da aquiescência às
normas de condicionalidade. / [en] With the goal of studying compliance in the international
system, this
research focuses the project of the European Union (EU),
and more specifically of
the European Commission, for the enlargement to the
Central and Eastern
European countries (CEECs). The EU established
conditionality norms for
membership of those countries, which included a market
economy, liberal
democracy and respect to the human rights. Through actions
of the European
Commission, the EU worked so that the countries of CEE
accomplished those
norms. The debate about compliance is framed in terms of
contending
perspectives: enforcement theorists, who advocate the
coercive use of sanctions,
and the management scholars, who advocate a problem-
solving approach.
According to the latter, a strategy that seeks to manage
compliance through
capacity building, rule interpretation, and transparency
is more effective in
guaranteeing compliance than a coercive one. The
hypothesis of this research is
that the actions of the Commission for the enlargement
were based on the
management perspective of compliance with the
conditionality norms.

The European Union-Central Asia: in the light of the New StrategyAbdulhamidova, Nurangez January 2009 (has links)
Central Asia is a region strategically located at the crossroads of the two continents: Asia and Europe. The region is represented by five states (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) with different level of economic development and with the population amounting to over 60 million people. The region is rich in energy resources represented by oil, gas, coal and water resources. The thesis analyses, assesses and scrutinises one of the topical issues of the contemporary international relations - cooperation between the European Union and Central Asian states before and after adoption in June 2007 of the ‘European Union and Central Asia: Strategy for a New Partnership’, an important political document in the history of relations between the two parties. The new stage of cooperation is analysed more comprehensively accentuating priorities set in the Strategy. Analysis of the current state of affairs is conducted concerning some important issues of the Strategy related to regional cooperation between Central Asian states, such as integrated water management and development of hydro-energy system, issues of diversification of hydrocarbons supply routes from the region to Europe and provision of energy security, etc. Issues of cooperation between the European Union and Tajikistan are analysed as a case study. State of affairs between the Central Asian states and the European Union Member States actively cooperating with these countries is characterised. The thesis also scrutinises other regional/international actors engaged in cooperation with Central Asia (such as China, Russia, the US, Shanghai Cooperation Organisation, etc.) and their potential for interaction with the European Union for more effective joint solution of the problems existing in the region is assessed. In the conclusion, development of cooperation between the European Union and Central Asian states is scrutinised, the problems and their possible solutions in this regard are analysed, and the recommendations for increasing effectiveness of cooperation between the two parties are presented. The European Union’s policy in Central Asia is interpreted from perspective of the theories of international relations namely neorealism, neoliberalism and constructivism in the research.

The Economic partnership agreements and Market Power Europe : a case study of the African, Caribbean and Pacific StatesBermudez, Jessica Raquel January 2013 (has links)
There are many ways in which to define the relationship between the European Union (EU) and the African, Caribbean and Pacific (ACP) countries. Using Holsti‟s definitions of role theory, this study distinguishes between the ego (the EU) and the alter (the ACP countries), referring to the differing perceptions that each has regarding the same issue: the Economic Partnership Agreements (EPAs). It is argued that the EU carries out its external policies vis-à-vis the ACP countries, and in particular with the EPAs, in a manner that is perceived very differently by the two parties. The EU perceives its behaviour as that of Normative Power Europe (NPE) whereby actions are identified as altruistic and determined by a number of norms that form the core of the EU. Alternatively, it is suggested that in contrast to NPE, the ACP countries, with specific reference to southern Africa, experience and perceive quite a different version of the EU which is determined by Market Power Europe (MPE). MPE highlights a tangible and self-interested Europe not concerned entirely with altruistic intentions but rather the interests of its Single Market.
