The future of the U.S. Navy in the Persian Gulf

Approved for public release, distribution is unlimited / This thesis analyzes a range of possible future scenarios governing security conditions in the Persian Gulf, in order to determine future requirements for forward-deployed Naval forces in the region. Examination of the past 30 years of U.S. Naval activity in the Persian Gulf provides examples of a full spectrum of deployment options ranging from a nominal presence in the 1970's to the recent deployment of forces unmatched in naval history. Two contrasting scenarios, "best case" and "worst case" are proposed by way of establishing a framework to evaluate the naval presence requirements that may arise in the future. Factors that could effect naval presence in the Gulf are success or failure of nationbuilding in Iraq, the path Iran takes regarding weapons of mass destruction, the progress of the Global War on Terrorism and the perception of American forces by the Arab world. These scenarios reveal the need for sustained naval presence in order to meet the future trends in the Persian Gulf. The Navy's recently implemented Fleet Response Plan calls for "deployment for a purpose." The purpose of naval forces in the Persian Gulf is clear: to provide persistent maritime dominance, power projection and effective crisis response. / Lieutenant, United States Naval Reserve

Approved for public release, distribution is unlimited / As a maritime nation, Pakistan has not been able to effectively exploit the sea and its resources. Decades of neglect have hampered the development of the maritime sector, which in turn has hurt both economic growth and the national security of the country. While seaborne trade is the backbone of Pakistan's economy, the domestic shipping and shipbuilding industries are in disarray. The exploitation of offshore natural resources is restricted to coastal fisheries. Despite its animosity with neighboring India, Pakistan has until recently relied on two colocated ports at Karachi, which would be a vulnerable target in any war. The continental mindset of the policymakers has affected the development of the Pakistan Navy as an effective element of the military strategy. This thesis argues that development of the maritime sector is important for both economic growth and the national security of Pakistan. In economic terms, the maritime sector can diversify the economic base and stimulate Pakistan's economic growth. The development of the Pakistan Navy both as a credible conventional and strategic force is important for protection of growing economic maritime interests against predation and coercion and also necessary to safeguard the strategic interests of the country. / Lieutenant Commander, Pakistan Navy

Neste sentido, a presente Dissertação busca, após a revisão dos conceitos principais dos dois teóricos clássicos citados, identificar aspectos relevantes da evolução recente e das grandes tendências do cenário internacional, bem como do curso do pensamento estratégico brasileiro. Como conclusão, o estudo busca relacionar estes debates aos documentos oficiais recentes publicados na área de Defesa Nacional que esboçam a visão geopolítica e estratégica contemporânea do Brasil. / A country of mixed territory, marked both of a continental extension and by a long cost on the sea, Brazil has, in the analysis of classical geopolitical theory related to sea power in the person of Alfred Mahan and on the theory of land power, developed by Halford Mackinder, important questions for discussion of its contemporary strategic vision, in a context where there is a significant increase in political and economic stature of the country on the world scenery. In this sense, this thesis seeks after a review of the main concepts of the two classical theorists cited, identify relevant aspects of recent developments and major trends on the international scene, as well as the course of the Brazilian strategic thinking. In conclusion, the study seeks to relate these discussions to official documents published in the recent National Defense field, outlining the geopolitical and strategic vision of contemporary Brazil.

Sverige och Norge är två små sjömakter och länderna uppvisar såväl stora skillnader somlikheter på olika plan. På det marina området uppfattas att det finns en större skillnad än somintuitivt borde vara fallet. Syftet med detta arbete blir därför att jämföra den svenska och norskasynen på sjömakt. För denna jämförelse har respektive lands marina doktriner valts somundersökningsobjekt. En intressant frågeställning blir därför att utröna hur sjömakt återspeglas idessa doktriner. För att kunna genomföra detta måste först frågan besvaras: vad är signifikantför begreppet sjömakt? Denna operationalisering utförs genom att använda kända marinamilitärteoretiker, Alfred Mahan, Eric Grove och Geoffrey Till, syn på begreppet och tolka dessinnebörd.Detta skapar en analysram för den fortsatta undersökningen av doktrinerna. Resultatet avundersökningen visar att det finns en samsyn avseende den maritima geografin och vikten av attkunna uppträda i området nära kusten poängteras i båda doktrinerna. I den svenska doktrinendetekteras att den unika svenska miljön kan relateras till de förmågor som den svenska marinenbesitter idag. Den norska motsvarigheten har sin tyngdpunkt i den omfattande betydelsensjöfartsnäringen har för Norge. Skillnaden kan främst kopplas till den maritima ekonomin ochhur detta ligger till grund för behovet av marin förmåga i Norge. Sammanfattningsvis är dettaett arbete om sjömakt och hur synen på begreppet kan återspeglas i den svenska och norskamarina doktrinen. / The purpose of this study is to compare the Swedish and Norwegian view on the concept of seapower. This is done because the author observes a difference in views when there should be greatresemblances. Sweden and Norway are two small sea powers that show significant differences andlikeness but at different levels. To make this comparison, the maritime doctrine of each countryhas been chosen as examination objects. An interesting question is therefore to find out how seapower is reflected within those doctrines. However, what is significant about the notion of seapower is the question that first needs to be answered. In order to do so, sea power needs to bedefined and interpreted by using known maritime theorists; Alfred Mahan, Eric Grove andGeoffrey Till.Once the term sea power is operationalized, it is then used for the examination of the doctrines.The comparison detects likenesses when describing the maritime geography but shows equaldisparity when it comes to expressing the importance of maritime economy for the country’swelfare. / Avdelning: ALB - Slutet Mag 3 C-upps.
