Sex Education Policy In Florida: Strategies For Change

Sex education policies and programs in Florida are largely dominated by the abstinence-only approach. This paper makes the case that abstinence-only education is a failing policy in Florida, and evaluates strategies advocates may use in order to accomplish reform. Three different strategies are evaluated: countywide school district reform, statewide rejection of federal abstinence-only funding, and statewide standardization of sex education via legislation. Contrasts are drawn between all three strategies with regard to their potential impact on sex education policy in Florida, viability, and the challenges they present to advocates. This paper concludes that statewide standardization of sex education in Florida represents the best way to remedy the problem of insufficient sex education, but is unlikely to occur without increased bipartisan support in the Florida legislature. Statewide rejection of Title V federal abstinence-only funds remains an important policy goal for the purpose of accomplishing an end to federal abstinence grants but would likely achieve very little for Florida's students. Countywide sex education changes are thus far the only substantive victory for sex education advocates in Florida and should be instituted across the state with advocates taking special care to engage teachers, medical professionals, parents and local community leaders.

A HIGH-SPEED, RUGGEDIZED, MINIATURE INSTRUMENTATION RECORDER UTILIZING COMMERCIAL TECHNOLOGY

International Telemetering Conference Proceedings / October 26-29, 1992 / Town and Country Hotel and Convention Center, San Diego, California / Due to the vast amount of data required to be collected for design/performance analysis of operational and development systems, there has evolved a real requirement for a high-speed, large capacity, data collection/record system in a small Flight/Ruggedized package. This need is realized by several user communities and factors which include the evolution of small operational vehicles (airborne, land and UAV’s), the desire of weapons manufacturers/integrators to be independent from the vehicle during vehicle integration, and a general need for a field/airborne, reliable portable data collection system for intelligence gathering, operational performance verification and on-board data processing. In the Air Defence community, the need for a ruggedized record system was highlighted after Desert Storm, in which the operational performance of the Patriot Missile was questioned and data collection was not performed to support the performance. The Aydin Vector Division in conjunction with the prime contractor, has come up with a solution to this problem which utilizes a commercially available helical scan 8mm data storage unit. This solution provides a highly reliable record system, ruggedized for airborne and field environments and a low price in comparison with the more traditional approaches currently offered. This paper will describe the design implementation of this small ruggedized, flight worthy Data collection system deemed the ATD-800. It will also discuss the performance and limitations of implementing such a system, as well as provide several applications and solutions to different operational environments to be encountered. Additionally, the paper will conclude with several product enhancements which may benefit the flight test, operational and intelligence communities in the future.

The primary goal of the standard was to define a common format for recording 100% bulk data such as PCM, MIL-STD-1553 busses, Video/Audio, ARINC-429, Ethernet, IEEE-1394, Analog Data, and others. In most cases the standard has provided the instrumentation engineers and the data analysts with a recording solution that meets their needs. Many programs require transmission of safety of flight data from a subset of the data acquired by the recorder. This may include selected video/audio channels, selected avionics bus data, and others. This requirement presents a dilemma to the flight test engineer who must duplicate part of the system for telemetry. This paper discusses several applications in which the IRIG-106 Chapter 10 recorder can be used as a telemetry system. It will include the transmission of bulk MIL-STD-1553 data per IRIG-106 Chapter 8, transmission of multiple Video/Audio and PCM data channels, and transmission of selected avionics data per IRIG-106 Chapter 4.

Mission Integrated Decommutation and Analysis System (MIDAS): Extracting Data from Digital Tape Recordings on a PC

The primary function of MIDAS is to support post-test processing of instrumentation data by decommutating, logging, and reporting MIL-STD-1553B or pulse code modulated (PCM) encoded data extracted from MARS-II digital tape recordings. MIDAS processes multiple data streams from a single recording, and can process multiple recordings in parallel. MIDAS also serves as a diagnostics tool for investigating data processing anomalies reported during normal production runs. MIDAS is part of an integrated suite of applications developed to provide AFDTC development test and operational test customers with quickly delivered, high-quality data products. Software development is underway to support the processing of Digital Data Acquisition and On-Board Recording Standard (DDAS) packetized telemetry data. DDAS is derived from the Consultative Committee for Space Data Systems (CCSDS) standard. [MARS-II is the digital acquisition and recording system supported by MIDAS. MARS-II was developed by DATATAPE, Incorporated, Pasadena, California. It records up to 20 gigabytes of mission data across as many as eight channels of MIL-STD-1553B or PCM encoded data. CAPS 2.0 will accept a variety of data types including raw instrumentation, binary, ASCII, and Internet protocol message data and will output Engineering Unit data to files, static or dynamic plots, and Internet protocol message exchange. Additionally, CAPS 2.0 will input and output data in accordance with the Digital Data Standard. CAPS 2.0 will accept multiple input sources of PCM, MIL-STD-1553, or DDS data to create an output for every Output Product Description and Dictionary grouping specified for a particular Session. All of this functionality is performed on a PC within the framework of the Microsoft Windows 95/NT graphical user interface.

CAPS: AN EGLIN RANGE STANDARD FOR PC-BASED TELEMETRY DATA REDUCTION

The Common Airborne Processing System (CAPS), developed by the Freeman Computer Sciences Center at Eglin AFB, Florida, provides a generalpurpose data reduction capability for digitally recorded data on a PC. Data from virtually any kind of MIL-STD-1553 message or Pulse Code Modulation (PCM) frame can be extracted and converted to engineering units using a parameter dictionary that describes the data format. The extracted data can then be written to a file, ASCII or binary, with a great deal of flexibility in the output format. CAPS has become the standard for digitally recorded data reduction on a PC at Eglin. New features, such as composing derived parameters using mathematical expressions, are being added to CAPS to make it an even more productive data reduction tool. This paper provides a conceptual overview of the CAPS version 2.3 software.

Adolescência e desafios na contracepção e prevenção das DST/Aids: uma relação em questão para a saúde pública / Adolescence and challenges for contraception and prevention of STD / AIDS: a relation at issue on Public Health

No presente trabalho partimos do pressuposto de que o planejamento reprodutivo e a prevenção das doenças sexualmente transmissíveis (DST), sobretudo a Aids, ganham especificidades quando considerada a fase da adolescência, de forma a se caracterizarem como um problema complexo e de natureza multidisciplinar para o campo da saúde pública. Em termos de objetivos, propomos verificar as relações existentes entre práticas contraceptivas, práticas preventivas para DST/AIDS, sexualidade e corpo, na perspectiva de adolescentes, garotos e garotas. Do ponto de vista metodológico, trata-se de uma pesquisa de natureza qualitativa, com proposta de análise discursiva a partir de relatos orais de adolescentes de ambos os sexos, colhidos através da técnica de depoimentos pessoais. Quanto aos resultados podemos observar, a despeito da presença de alguns resquícios de tradicionalismo em termos das relações de gênero, uma abertura nos discursos de garotos e garotas para a busca de relações mais igualitárias que envolvem as diferentes esferas da vida. Em relação às práticas sexuais e afetivo-sexuais, observamos que o cuidado com o corpo assume significado especial em termos de instrumento de conquista, requerendo para tal, adequá-lo a uma linguagem própria e especial bem como a determinado padrão de beleza. Em termos de considerações finais, e abertura de questões, podemos observar que a questão da dupla proteção oferecida pelo preservativo, quer em relação à prevenção das DST/Aids, quer em relação à contracepção, a vulnerabilidade de garotos e garotas se coloca em função dos conhecimentos fragmentados acerca da prevenção e da contracepção, apontando para necessidade dos serviços de saúde pública se repensarem, em termos de suas estratégias, procurando inovar na identificação de espaços, considerados próprios dos adolescentes, capazes de incorporarem suas ações a partir do aprofundamento do conhecimento acerca do que significa a transmissão de doenças sexualmente transmissíveis e a contracepção, notadamente no âmbito do que representa a construção de um projeto de vida para o adolescente, conhecimento esse que vai além, portanto, da simples informação. Concerning the results, despite the presence of some remnants of traditionalism in terms of gender relations, we can see an opening in the discourse of boys and girls to search for more equal relationships involving different spheres of life. Towards sexual and emotional-sexual practices, we observed that care of body takes special meaning in terms of an instrument of conquest, requiring for it, adapt it to their own special language and as well as particular pattern of beauty. In terms of final thoughts and opening of questions, we can see that the issue of dual protection offered by condoms, or in relation to the prevention of STD / AIDS, both in relation to contraception, the vulnerability of boys and girls arises due to the fragmented knowledge about prevention and contraception, pointing the need for public health services to rethink in terms of their strategies, trying to innovate in identifying spaces, adolescents considered themselves able to incorporate their shares from the deepening of knowledge means that the transmission of sexually transmitted diseases and contraception, especially in the context of what is the construction of a project life for teenagers, knowledge that goes beyond this, however, the simple information. In this direction, the school stands out as rich partner health services, as one space full of possibilities, from an interdisciplinary and intersectoral work.
