Магистерская диссертация посвящена исследованию проблем повышению эффективности формирования и исполнения бюджета Свердловской области. Выпускная квалификационная работа состоит из введения, трех глав, заключения, списка использованных источников и приложений. В первой главе рассмотрены теоретические аспекты формирования и исполнения регионального бюджета. Во второй главе проведен анализ формирования и исполнения доходной части бюджета Свердловской области. Третья глава посвящена направлениям повышения эффективности формирования и исполнения бюджета Свердловской области в современных условиях. / The master's thesis is devoted to the study of the problems of increasing the efficiency of the formation and execution of the budget of the Sverdlovsk region. Магистерская диссертация посвящена поиску эффективных методов коммуникации между общественными и культурными организациями, с одной стороны, и властью, с другой, при работе над формированием имиджа региона. Как показало проведенное исследование в Свердловской области, несмотря на богатство ее культурных ресурсов, доминантным является физико-географический имидж. Причина этот на наш взгляд лежит как в отсутствии у властей представления о том, каким должен быть имидж региона а так же в непоследовательности и стихийности культурной политики. В этих условиях основной используемой общественными организациями GR технологией остается выстраивание личной коммуникации с лицом, принимающим решение. Для улучшения коммуникативной стратегии общественных организаций по взаимодействию с органами власти нами были разработаны предложения, в основе которых лежит расширение своего влияния на власть посредством СМИ, союза с другими общественными структурами и активного участия в политической жизни. / The master thesis is devoted to search of effective methods of communication between the public and cultural organizations, on the one hand, and the power, with another, during the work on formation of image of the region. As showed the conducted research in Sverdlovsk region, despite richness of its cultural resources, physiographic image is prepotent. The reason this in our opinion lies as in absence at the authorities of idea of what has to be image of the region and also in inconsistency and spontaneity of cultural policy. In these conditions the main technology used by public organizations GR there is a forming of personal communication with the person making the decision. For improvement of communicative strategy of public organizations for interaction with authorities we developed offers which cornerstone expansion of the influence on the power by means of mass media, the union with other public structures and active participation in political life is.

Community of Jehovah's Witnesses is a significant element of the religious landscape of the Sverdlovsk region, which had not previously conceptualized in a scientific way. In this paper, based on field research addressing various aspects of the composition of the Jehovah's Witnesses community, the history of assembly, structure, forms of action and practice. Attention is paid to the issue of public opinion, formed around the followers of the faith. Media role in the formation of a negative image of the Jehovah's Witnesses in the Sverdlovsk region is submitted. / Сообщество Свидетелей Иеговы – заметный элемент религиозного ландшафта Свердловской области, который ранее не осмыслялся в научном русле. В работе на основе материалов полевых исследований рассматриваются различные аспекты состава общин Свидетелей Иеговы, история собраний, структура, формы деятельности и практики. Уделяется внимание проблеме общественного мнения, сложившегося вокруг последователей данного вероучения. Представлена роль СМИ в формировании негативного образа Свидетелей Иеговы в Свердловской области.

The labor regulation is carried out in different areas with different effects. Regulating the work of a state civil servant is a complex theoretical problem. However, in the practice of regulating the activities of state civil servants, there is an urgent need for its regulation. The purpose of the thesis: to study modern approaches and directions of development of regulation of civil servants timetable in the Russian Federation. In the theoretical part of the work there is an analysis of existing approaches and directions to this problem, it is presented in detail and thoroughly, the assessment and certain conclusions are made. The legal bases of regulation of labor regulation in the civil service are characterized. In the practical part of the work, an attempt was made to normalize the activities of the state civil servants of the Department for working with citizens of the Governor of the Sverdlovsk region and the Government of the Sverdlovsk region. The work is structured and worked out in detail. The information is presented clearly with the use of appropriate theoretical concepts. Graphic methods of presentation are used. / Нормирование труда осуществляется в различных сферах с различным эффектом. Нормирование труда государственного служащего является сложной теоретической проблемой. Однако в практике регулирования деятельности государственных служащих имеется настоятельная потребность в ее нормировании. Цель работы: исследовать современные подходы и направления развития нормирования труда государственных служащих в Российской Федерации. В теоретической части работы подробно и основательно представлен анализ существующих в РФ подходов и направлений к данной проблеме, сделана оценка и определенные выводы. Охарактеризованы правовые основы регулирования нормирования труда на государственной гражданской службе. В практической части работы предпринята попытка осуществить нормирование деятельности государственных гражданских служащих Управления по работе с обращениями граждан Губернатора Свердловской области и Правительства Свердловской области. Работа структурирована, детально проработана. Информация изложена понятно с применением соответствующих теоретических понятий. Используются графические методы изложения.

В данной работе проведено исследование по совершенствованию системы нормирования расхода топлива на основе конкретизации и установления закономерностей изменения его расхода под влиянием природно-климатических условий округов Свердловской области. / In this paper, a study was conducted to improve the system of fuel consumption rationing based on concretization and establishing patterns of changes in its consumption under the influence of the natural and climatic conditions of the districts of the Sverdlovsk region.

The main objective of this thesis is to evaluate the circumstances and transition of the socio-economic system of the Russian Federation. It is also focused on the regional economy of Sverdlovsk region as a socio-economic subsystem. Uralmash plant is presented here as an example of an economic player in a process of transition. The thesis is based on several specific theories: socio-economic system and its transition, evolution of the economic systems by J. Schumpeter, social choice between chaos and dictatorship based on the new comparative economics, regionalist theory and corporate finance. It is chosen comparative-historical and empirical-statistical methodology. The main finding of the thesis is the inability of the socio-economic system of the USSR to continue in development as a result of dictatorship. However, the new Russian economy fell into a structural shift. The contribution of the thesis is a comprehensive view on transition process in Russia both at national and at regional and local level. Both theoretical and practical sites of transition are reflected. Not only macroeconomic but also microeconomic point of view is taken into account.

The aim of the thesis is the complex analysis procedures with citizens. The development project aimed at improving these procedures. The object of the thesis – procedure of work with citizens ' appeals. The subject of the thesis – the process of working with citizens. The goal of the study is achieved by solving basic research problems: 1. To define the concept and types of citizens ' appeals to public authorities. 2. To consider the forms of work with citizens ' appeals. 3. To study the organization of work with citizens in state bodies. 4. To analyze the organization of work with citizens in the Ministry of social policy of Sverdlovsk region. 5. To identify possible causes of repeated applications of citizens received by the Ministry of social policy of Sverdlovsk region, and disadvantages when working with citizens. 6. To develop a draft Model provisions for conducting scheduled and unscheduled inspections of completeness and quality of consideration of citizens. The novelty of the research results Is the development of Model provisions for conducting scheduled and unscheduled inspections of completeness and quality of consideration of references of citizens with regard to the indicators for assessment of the completeness and quality of consideration of citizens. The present study used General scientific methods such as analysis, comparison, analysis of documents, analysis of statistics. The practical significance of the work is determined by the presence of recommendations that can be used to improve the work with citizens in state bodies. Целью диссертационной работы являлось разработать и предложить для внедрения в Министерстве образования и молодежной политики Свердловской области научно-обоснованную систему оценки социальных проектов НКО в сферах работы с молодежью и патриотического воспитания молодых граждан в Свердловской области. Объектом диссертационного исследования являлась система оценки социальных проектов НКО в сферах молодежной политики и патриотического воспитания молодых граждан в Свердловской области. Предмет диссертационного исследования – технология оценки социальных проектов молодежных НКО в Свердловской области. Объем работы составил 221 страницу. В работе содержатся 8 приложений, 18 таблиц, 30 рисунков. The object of the dissertation research was the system of evaluation of social projects of NPOs in the areas of youth policy and Patriotic education of young citizens in the Sverdlovsk region. The subject of the dissertation research is the technology of evaluation of social projects of youth NPOs in the Sverdlovsk region. The volume of work was 221 pages. The work contains 8 applications, 18 tables, 30 figures. The bibliographic list includes 119 sources.

В процессе исследования была проанализирована нормативная правовая база в сфере стратегического планирования на федеральном и региональном уровнях; были дифференцированы инструменты стратегического развития жилищно-коммунального комплекса; выявлены основные проблемы реализации инструментов стратегического развития в сфере жилищно-коммунального хозяйства; определены пути для преодоления выявленных проблем на примере зарубежного опыта. Результатом работы стала разработка ряда рекомендаций и мероприятий по совершенствованию инструментов стратегии развития жилищно-коммунального хозяйства Свердловской области. Также был разработан проект по развитию жилищного самоуправления, который является инструментом по привлечению граждан в управление жилым фондом. Предложенные рекомендации в дальнейшем могут быть реализованы органами государственной власти Свердловской области. / In the process of analysis of normative legal base in the sphere of strategic planning at Federal and regional levels; were differentiated tools of strategic development of housing and communal complex; the basic problems of the implementation of tools for strategic development in the sphere of housing and communal services; identify ways to overcome the identified problems on the example of foreign experience. The result of the work was the development of a number of recommendations and measures to improve the tools of the strategy for the development of housing and communal services in the Sverdlovsk region. A project for the development of housing self-government was also developed, which is a tool for attracting citizens to manage the housing stock. The proposed recommendations can be implemented by the state authorities of the Sverdlovsk region in the future.
