Desde os anos 1980, tem sido freqüente a adoção de práticas de valorização e recuperação do patrimônio cultural como meio de reabilitação de espaços urbanos degradados, visando a revitalização dos centros urbanos, através da reinserção de edifícios e conjuntos de valor histórico no cotidiano da cidade por meio de novos usos, adotando um novo paradigma de desenvolvimento que se contrapõe às práticas de renovação urbana. Também no município de Santo André a gestão pública tem buscado alternativas de valorização da memória e do patrimônio cultural desde os primeiros anos da década de 1990, parte de um processo que dez anos atrás havia se iniciado por meio de debates públicos sobre a salvaguarda do patrimônio, amplamente registrados pela imprensa escrita local. No entanto, embora as diretrizes de desenvolvimento econômico e social da administração local enfatizem a importância do resgate da memória como afirmação da identidade local, os elementos urbanos remanescentes da paisagem do antigo Bairro da Estação de São Bernardo não têm recebido atenção adequada das políticas de desenvolvimento urbano pelo desconhecimento do valor de inúmeros edifícios e logradouros espalhados na cidade ou mesmo por falta de instrumentos legais para a preservação. Esta tese propõe como hipótese de trabalho afirmar que há permanência de remanescentes da memória fundadora da paisagem do 'povoado-estação' que se formou ao redor da estação Santo André que merecem ser identificados, valorizados e protegidos, conforme estabelecem as cartas e resoluções de congressos e seminários internacionais de proteção do patrimônio cultural. A partir da identificação dos elementos urbanos que se identificam com remanescentes da paisagem ferroviária, este trabalho propõe a realização de uma reflexão sobre as práticas de valorização e preservação do patrimônio ambiental urbano experimentado no município de Santo André e propõe alternativas para a salvaguarda do patrimônio cultural local. / Since the decade of 1980, it has been recurrent the adoption of practices of valuation and recuperation of cultural patrimony as a means of urban spaces renewal aiming at urban centers revitalization, by means of reinsertion of buildings and historical clusters at city’s daily life with new kinds of using, which adopts a development paradigm that is contradictory to urban renewal practices. Also in the municipality of Santo André, the public power has searched for alternatives of memory and cultural patrimony valuation early in the decade of 1990, as part of a process that had been started off ten years ago with public debates about the patrimony safeguard, widely registered by the local press. However, although the social and economical development guidelines of the local administration highlight the importance of the rescue of memory as a local identity’s affirmation, the reminiscent urban elements from São Bernardo´s former ‘Bairro da Estação’ have not been receiving adequate attention by urban development policies for the unfamiliarity with the value of innumerable buildings and public lots spread in the city, or even for the lack of preservation legal tools. This thesis proposes, as work hypothesis, to state that there is permanence of reminiscents of the 'station-town' establishing memory, which has been formed around the train station of Santo André and are worthy of identification, valuation and protection, as it has been stated by documents and resolutions from international congresses and seminars on cultural patrimony protection. From the identification of urban elements that are identified with the railway scape, this work proposes a reflection on the practices of valuation and preservation of the urban environment patrimony experienced in the municipality of Santo André, and proposes alternatives to the safeguard of the local cultural patrimony.

L’urbanisme s’intéresse principalement à l’espace et aux temporalités urbaines. Les dynamiques socio-spatiales sont en perpétuelle interaction. La ville s’apprécie en regard des dynamiques y afférentes ; lesquelles résultent des effets réciproques de l’espace et la société. L’espace est un produit de la société ; la relation à ce propos n’est ni totalement causale ni subséquente, elle est plutôt interactionnelle. La médina peut être considérée comme une arène où des intérêts sont en conflit. Malheureusement, depuis longtemps, les intérêts collectifs ont subi la loi des intérêts individuels qui ne voient que le court terme. Si aucune issue n’est envisageable, la médina ira tout droit, à long terme, vers sa ruine voire sa disparition. Et pour trouver une issue à cette situation, il est donc essentiel de proposer une nouvelle urbanité à la médina, c’est-à-dire un horizon de développement intégré correspondant aux besoins d’une agglomération moderne, mais dans une ville gardienne de son histoire et de son patrimoine. Et pour y arriver, il est urgent de procéder à un processus de mise en valeur et de sauvegarde de cet héritage urbain de plus en plus menacé. Il est temps donc d’entamer des pistes de réflexion et de collaboration dans le but d’arriver à asseoir un plan d’action dédié à mettre en valeur la médina pour lui redonner vie et non pas de la considérer comme un simple quartier parmi d’autres / Urban planning is mainly concerned with urban space and temporalities. Socio-spatial dynamics are in perpetual interaction. The city is assessed in terms of the dynamics involved; which result from the reciprocal effects of space and society. Space is a product of society; the relationship in this respect is neither totally causal nor subsequent, it is rather interactional. The medina can be considered as an arena where interests are in conflict. Unfortunately, for a long time, collective interests have been subject to the law of individual interests that only see the short term. If no way out is possible, the medina will go straight, in the long term, to its ruin or even its disappearance. And to find a solution to this situation, it is therefore essential to propose a new urbanity to the medina, that is to say, a horizon of integrated development corresponding to the needs of a modern agglomeration, but in a city guardian of its history and its heritage. And to achieve this, it is urgent to proceed with a process of enhancement and safeguard of this urban heritage increasingly threatened. It is therefore time to start thinking and collaborating in order to come up with a plan of action dedicated to highlight the medina to give it life and not to consider it as a simple neighborhood among 'other

Studies of Nuclear Fuel by Means of Nuclear Spectroscopic Methods

<p>The increasing demand for characterization of nuclear fuel, both from an operator and authority point of view, motivates the development of new experimental and, preferable, non-destructive methods. In this thesis, some methods based on nuclear spectroscopic techniques are presented.</p><p>Various parameters of irradiated fuel are shown to be determined with high accuracy and confidence by utilizing gamma-ray scanning, tomography and passive neutron assay.</p><p>Specifically, fuel parameters relevant for a secure storage of spent nuclear fuel in a long-term repository, such as e.g. burnup and decay heat, are shown to be determined with adequate accuracy. The techniques developed are expected to be implemented in the planned encapsulation facility in Sweden.</p><p>Also, a device for tomographic measurements of the spatial distribution of thermal power in nuclear fuel assemblies has been built, tested and evaluated. The device utilizes single photon emission computed tomography (SPECT) in order to reconstruct the gamma-ray source distribution within a fuel assembly. The device is expected to be an important tool for validating reactor core simulators regarding new fuel designs.</p><p>For safeguards purposes, two experimental methods for verifying the integrity, i.e. the possible loss of fissile material from a nuclear fuel assembly, are presented. Verification of integrity is shown to be possible on an individual fuel rod level.</p>

Detection of Antineutrinos at the North Anna Nuclear Generating Station

Nuclear reactors have played an essential role in developing our current understanding of neutrinos. The precision measurement of these high-flux, pure-flavor and controllable artificial neutrino sources shed lights on a wide range of fundamental questions in physics. Specifically, the Reactor Antineutrino Anomaly hints that there may exist a novel eV-scale sterile neutrino, which requires new physics beyond the Standard Model. Performing reactor neutrino spectrum measurements at very-short baseline will improve our imperfect understanding of antineutrino emission from fissile material. CHANDLER is a new-generation neutrino experiment aiming for reactor antineutrino spectrum measurements, to test the eV-scale sterile neutrino oscillation hypothesis unambiguously. The second prototype detector, MiniCHANDLER, was deployed 25 meters from a $2.9~GW_{th}$ commercial nuclear reactor in North Anna, Virginia. To fight against the overwhelming background arising from its surface-level deployment, CHANDLER detectors adopt a novel design using lithium-6 ($^6$Li) loaded zinc sulfide (ZnS) scintillator to tag neutron capture events, which significantly improves the IBD detection efficiency. The use of the Raghavan optical lattice brings enormous enhancement of light collection towards high energy resolution, which unlocks reconstruction of event topology to further suppress backgrounds. The ability of measuring reactor antineutrino spectra enables the potential application of CHANDLER technology in nuclear nonproliferation. This thesis features the prototype detectors instrumentation, data analysis development and Monte Carlo study for the CHANDLER experiment during 2016 to 2020. The detector calibration and energy reconstruction with vertical muon forms a core piece of this thesis. We report our observation of IBD spectrum with 5.5$sigma$ significance with a four month deployment of the minimal shielded MiniCHANDLER prototype at North Anna. The application of separation cuts and topological selections in the analysis are instrumental for a segmented plastic scintillator detector. We also present our results from the proton scintillation quenching measurement at Triangle Universities Nuclear Laboratory, with the deployment of the first prototype detector, MicroCHANDLER, at a neutron beam. / Doctor of Philosophy / The sterile neutrino is a hypothetical particle yet to be observed, whose existence is suggested by a number of physics experiments with strong theoretical motivation. Due to the low chance of a neutrino interacting with matter, most neutrino detectors use a special process called inverse beta decay (IBD) to detect them. The CHANDLER experiment set out to measure antineutrinos produced by a reactor in the vicinity of its core. We found a significant signal of antineutrinos from our four-month deployment. This thesis details the technology and analysis that enables neutrino detection and improves detection efficiency. We also shows how we squeeze out the maximum information available to us from raw data, through the process called reconstruction. Other research topics related to the CHANDLER detector RandD are also included in this thesis.

A Política de Patrimônio Imaterial no Brasil foi instituída em 2000. Desde então bens intangíveis são registrados como patrimônio cultural imaterial e ao Estado cabe garantir a salvaguarda destes, assegurando continuidade, fruição e sustentabilidade. A Roda de Capoeira e o Ofício de Mestre foram registrados como Patrimônio Cultural Imaterial do Brasil, em 2008, pelo Iphan Instituto de Patrimônio Histórico e Artístico Nacional. Como preveem as políticas de patrimônio, seguiram-se as ações de salvaguarda. Em 2012, estas foram descentralizadas para as superintendências estaduais do Iphan. Em 2014, a Roda de Capoeira foi inscrita pela Unesco Organização das Nações Unidas para a Educação, a Ciência e a Cultura como Patrimônio Cultural Imaterial da Humanidade. As controvérsias públicas dos últimos anos entre Estado e Capoeira, exibem questões teóricas para antropologia e para as políticas de patrimônio. Os objetivos desta tese são compreender como os capoeiristas conceituam o termo patrimônio, como semantizam o registro e o que esperam das ações de salvaguarda. Por meio da etnografia multissituada e a partir das ações do CGSPR - Comitê da Salvaguarda da Capoeira no Paraná, realizei a pesquisa de campo em eventos de Capoeira, lugares onde as ações para salvaguarda foram desenhadas e realizavam-se, como trocas de saberes e afetos entre capoeiras, entre Iphan e Capoeira. A tese divide-se em duas partes, como forma de remontar uma roda; na primeira parte o registro, na segunda a salvaguarda, com a intenção de demonstrar as especificidades de cada um dos instrumentos de patrimonialização, como complementares em suas intenções. O registro é analisado a partir dos relatos orais dos mestres, de documentos disponibilizados pelo Iphan e da bibliografia de capoeiristas. A salvaguarda é descrita a partir das ações do CGSCPR. Nos traçados da tese revela-se como os capoeiristas semantizam o registro por meio de suas trajetórias pregressas com o Estado e suas memórias não-vividas da escravidão e da criminalização. E esperam da patrimonialização ação, razão e reconhecimento em forma de direitos. Ao conotarem o conceito de salvaguarda os mestres consideram que a Capoeira já foi salvaguardada no século XX, enquanto os mestres morreram à mingua, portanto para estes agora a salvaguarda é esperada. / The Intangible Heritage Policy in Brazil was instituted in 2000. Since then, intangible assets have been registered as intangible cultural heritage and the state is responsible for ensuring their safeguarding, ensuring continuity, fruition and sustainability.Capoeira Circle and the Craft Master of Capoeira were declared as Intangible Cultural Heritage of Brazil in 2008, by the Institute of National Historical and Artistic Heritage (IPHAN). As it is provided in the heritage policies, safeguarding actions were carried out.In 2012, these actions were decentralized to Iphan\'s state superintendencies. In 2014, Capoeira Circle was inscribed by Unesco - United Nations Educational, Scientific and Cultural Organization - as Intangible Cultural Heritage of Humanity.Public controversies of recent years between State and Capoeira, present theoretical questions for anthropology and heritage policies. The objectives of this thesis are to understand how capoeiristas conceptualize the term heritage, how they semanticize the registry and what they expect from the actions of safeguarding. Through the multisituated ethnography and from the actions of the CGSPR (Capoeira Safeguarding Committee) in Paraná, I conducted field research at Capoeira events, places where safeguarding actions were designed and carried out, as exchanges of knowledge and affections between capoeiras, between Iphan and Capoeira. The thesis is divided into two parts, as a way of reassembling a Circle, the first part is the registry, the second is the safeguarding, meaning to demonstrate the specificities of each of the instruments of patrimonialization, as complementary in their intentions. The registry is analyzed from the oral reports of the craft master of Capoeira, documents made available by Iphan and the bibliography of capoeiristas. The safeguarding is described from the actions of the CGSCPR. In the traces of the thesis it is revealed how the capoeiristas semantize the registry by means of its previous trajectories with the state and its \"memories unlived\" of the slavery and the criminalization. And, they expect from the patrimonialization action, reason and recognition in the form of rights. In connoting the concept of safeguarding, the masters consider that Capoeira was already safeguarded in the 20th Century, while the masters morrem à mingua (to die without assistance). Therefore, safeguarding is expected to these present Mestres.

Il lavoro di ricerca, che ha a tema i concetti di formazione, sostenibilità, fund raising nell’ambito della pedagogia dell’ambiente, si propone di articolare un itinerario di approfondimento sulle possibili connessioni euristiche tra il concetto economico di fund raising e il linguaggio pedagogico, con riferimento ad alcuni tra gli ambiti in cui si sviluppa l’educabilità della persona e ai connessi percorsi formativi. Dal locale al globale, ogni istituzione sociale affronta le rilevanti ambiguità interpretative cui dà luogo l'economia e l'allocazione delle risorse finanziarie. Il discorso pedagogico, nel considerare la crisi ecologica e l'emergenza educativa, individua nel tema del fund raising una prospettiva attuale di ricerca tra l'esigenza della sostenibilità ambientale, la promozione della consapevolezza educativa per lo sviluppo umano integrale e l'impiego di risorse economiche-finanziarie intenzionalmente donate. La tesi assume l'ipotesi che il rapporto tra fund raising, formazione, sostenibilità implichi un accesso euristico originale per riflettere sui fondamenti dello sviluppo umano, che muove dall'educabilità della persona, dalla sua dimensione relazionale ed emotiva. In tale ambito, il discorso pedagogico, iuxta propria principia, e nella prospettiva dell'apertura interdisciplinare, è sollecitato a interrogarsi nel vivo dei cambiamenti legati ai processi attuali di formazione. L’elaborato tiene in considerazione una visione del fund raising per la tutela e salvaguardia dell’ambiente in dialogo con la ricchezza del pensiero ecologico e con le sollecitazioni provenienti in ordine alla custodia del creato, nella prospettiva di un’antropologia eticamente fondata che assegna alla persona un valore ontologico rilevante irriducibile. / The research, which is about concepts of education, sustainability, fund raising in the context of the pedagogy of the environment, aims to articulate a path into the possible connections between the economic concept of heuristic fund raising and the pedagogical language, including some people educability backgrounds and the related training courses. From local to global, every social institution faces the relevant ambiguity of interpretation which leads the economy and the allocation of financial resources. The pedagogical matter, considering the ecological crisis and the educational emergency, considers the fund raising as a perspective of current research between the need for environmental sustainability, the awareness promoting education about integral human development and the use of resources economic and financial intentionally donated. The thesis hypothesizes that the link between fund raising, education and sustainability it includes an original heuristic access about the fundamentals of human development, which move from the people educability, his emotional and relational aspects. The pedagogical matter, juxta own principles, and the prospect of interdisciplinary, require changes on the actual formation processes. The thesis reckons the fund raising vision on the environment safeguard, according with the wealth of the ecological thought and the deriving solicitations with regard to the creation protection, with a point of view of an anthropology ethically founded that it assigns an irreducible remarkable ontological value to the people.

Since then, intangible assets have been registered as intangible cultural heritage and the state is responsible for ensuring their safeguarding, ensuring continuity, fruition and sustainability.Capoeira Circle and the Craft Master of Capoeira were declared as Intangible Cultural Heritage of Brazil in 2008, by the Institute of National Historical and Artistic Heritage (IPHAN). As it is provided in the heritage policies, safeguarding actions were carried out.In 2012, these actions were decentralized to Iphan\'s state superintendencies. In 2014, Capoeira Circle was inscribed by Unesco - United Nations Educational, Scientific and Cultural Organization - as Intangible Cultural Heritage of Humanity.Public controversies of recent years between State and Capoeira, present theoretical questions for anthropology and heritage policies. The objectives of this thesis are to understand how capoeiristas conceptualize the term heritage, how they semanticize the registry and what they expect from the actions of safeguarding. Through the multisituated ethnography and from the actions of the CGSPR (Capoeira Safeguarding Committee) in Paraná, I conducted field research at Capoeira events, places where safeguarding actions were designed and carried out, as exchanges of knowledge and affections between capoeiras, between Iphan and Capoeira. The thesis is divided into two parts, as a way of reassembling a Circle, the first part is the registry, the second is the safeguarding, meaning to demonstrate the specificities of each of the instruments of patrimonialization, as complementary in their intentions. The registry is analyzed from the oral reports of the craft master of Capoeira, documents made available by Iphan and the bibliography of capoeiristas. The safeguarding is described from the actions of the CGSCPR. In the traces of the thesis it is revealed how the capoeiristas semantize the registry by means of its previous trajectories with the state and its \"memories unlived\" of the slavery and the criminalization. And, they expect from the patrimonialization action, reason and recognition in the form of rights. In connoting the concept of safeguarding, the masters consider that Capoeira was already safeguarded in the 20th Century, while the masters morrem à mingua (to die without assistance). Therefore, safeguarding is expected to these present Mestres.

La question centrale de cette recherche s’inscrit dans la foulée des problématiques autour de la patrimonialisation, de la performance et de la mise en scène des pratiques musicales. Elle vise plus précisément à comprendre comment et pourquoi les Judéo-espagnols de France, installés depuis le début du XXe siècle, utilisent les pratiques singulières des musiciens et chanteurs professionnels majoritairement externes à la communauté pour revendiquer leur patrimoine musical collectif et affirmer leur identité. La chercheuse replonge dans le passé afin de saisir comment le répertoire musical s’est construit et est devenu un objet quasiment exclusif au monde de l’art, alors qu’il reste associé aux répertoires dits « traditionnels ».En vue d’interroger la judéo-hispanité musicale et déterminer ce qui la caractérise au présent, une ethnographie multi-site auprès des artistes et de la communauté est proposée. Enfin, pour comprendre le sens des pratiques, différents espaces de performance sont examinés à partir de l’analyse des interactions entre les pôles de production et de réception, en cohérence avec le contexte général de la pratique et de l’ensemble des paramètres performanciels. La conclusion révèle notamment que la relation entre les artistes et la communauté génère un nouvel espace familial intimiste et que chacun des espaces forme un système interrelationnel dont l’interaction permet de produire un équilibre qui consiste à faire vivre et à investir le patrimoine musical au présent. Par ce biais, c’est notamment la problématique des catégories musicales(musiques populaires, musiques traditionnelles, musiques de scène) reliées aux espaces de pratique qui est interrogée. / The central question of this research follows the problematic of patrimonialization (heritization),performance and mise en scene of musical practices. It aims, more precisely, to understand how and whyJudeo-Spanish people settled in France since the early twentieth century, use individual practices ofprofessional musicians and singers who are predominantly external to the community to reclaim theircollective musical patrimony and affirm their identity. The researcher returns to the past in order tounderstand how this musical repertoire was constructed, and how it came to be almost exclusive to the artworld, even though it is still associated to with the traditional music repertoire. Moreover, in order toquestion the Judeo-Spanish nature of the music and determine what presently characterizes it, a multi-siteethnography of the artists and the community is proposed. Finally, with a view to understanding themeaning of these practices today different spaces of performance are examined, especially the interactionbetween the poles of production and reception, in a general context, and through an examination of theparameters of its performance practice. One of the conclusions reveals that the constant relationshipbetween the artist and the community generates a new kind of space for family and that each spaceconstitutes an inter-relational system, thus constructing an interactive equilibrium, which keeps the musicalpatrimony alive. In this way, it is the problematic of musical categories (e.g. popular music, traditionalmusic, staged music), related to spaces of practice, which is interrogated.
