Energia como recurso de poder na política internacional : geopolítica, estratégia e o papel do Centro de Decisão Energética

Esta tese procura demonstrar que a Energia é um Recurso de Poder relevante para compreender as relações entre os Estados, especificamente os padrões de hierarquização e distribuição de poder no Sistema Internacional. Neste sentido, Energia é entendida como um sistema que abrange desde a extração de recursos energéticos, os mecanismos de transformação e uso final, a capacidade de decisão e uso da infraestrutura energética e de pesquisa e desenvolvimento tecnológico. Para isso, esta tese está dividida em três capítulos, procurando estabelecer, primeiramente as relações entre Energia e Poder no campo teórico-conceitual, para em seguida analisar o papel do Centro de Decisão Energética na Estratégia de Segurança Energética das Grandes Potências. O segundo capítulo analisa a geopolítica do controle dos recursos energéticos, com foco nas disputas geopolíticas pelo petróleo e da evolução das tecnologias relacionadas ao uso de petróleo e eletricidade nos principais conflitos do século XX. Por fim, o terceiro capítulo é destinado à operacionalização de indicadores quantitativos e qualitativos relacionados à estratégia energética adotada por grandes potências como EUA e também, pelo conjunto dos países emergentes que inclui Brasil, Rússia, Índia e China. Considera-se que a Energia é uma variável decisiva para se analisar as mudanças distribuição de poder entre as grandes potências. Destarte, a capacidade de decisão referente ao uso de recursos energéticos é central para garantir a Soberania de um Estado. / This thesis proposes that Energy is an important variable for explaining power relations among States, specifically hierarchy and distribution of Power in the International System. In this sense, Energy is understood as a system that comprehends the extraction of energy resources, the mechanisms for processing and the end-use energy consumption, and the capability to decide on the use of energy infrastructure, on research and on technological energy development. To accomplish this objective, this thesis is divided into three chapters. The first chapter aims to establish the relationship between Energy and Power in the theoretical-conceptual level, and analyzes the role of the Energy Decision Center on the Energy Security Strategy of the Great Powers. The second chapter analyzes the geopolitical control of energy resources, focusing on geopolitical disputes over oil and the development of technologies related to the use of oil and electricity in the great wars of the twentieth century. Finally, the third chapter is dedicated to operationalize quantitative and qualitative indicators related to energy strategy adopted by great powers like the U.S., as well by the group of emerging powers that includes Brazil, Russia, India and China. This thesis concludes that Energy is a decisive variable to analyze changes in the distribution of power among the Great Powers. Therefore, the decision-making capacity on the subject of the use of energy resources is essential to ensure the sovereignty of any State.

二十一世紀後美國東亞軍力調整之研究 / U.S. Forces Realignment in East Asia in the Twenty-First Century

本文以「新現實主義」(neorealism),或被稱為「結構現實主義」(structural realism)做為研究途徑,從國際政治系統層次體系,探究美國在二十一世紀後,所進行的東亞軍力調整。本文首先檢視二十一世紀後東亞戰略環境,以及美國的兩位總統,小布希(George W. Bush),以及歐巴馬(Barrack Obama),的面對這樣的東亞安全環境,採取的戰略與政策儘管有不同,但同樣在軍事及外交上,強化與東亞國家之關係,藉以建構一個對美國有利的東亞安全環境,藉以面對來自崛起中國的挑戰。接著,本文將探究美國與中國之關係,藉以釐清美國在進行東亞軍力調整中,如何處理中國的因素後,探討美國在二十一世紀後,在東亞進行的軍力調整的原因、方針以及概況,以及美國的東亞盟邦在軍力調整後所扮演的角色,並探究美國在東亞軍力整編時所面對的困境與挑戰。 本文發現,二十一世紀美國進行東亞軍力調整之時,也反應了其東亞外交與安全戰略,以及美國建構一個以「美日同盟」為主軸的安全戰略體系已經形成,並由美國的其他東亞盟邦輔助支援。然而,美國的東亞軍力調整,也面臨了許多困難與挑戰,包括美國東亞盟邦,甚至美國自身的問題等。 最後,本文也建議未來可針對抑制中國軍事能力的戰略,以及台灣在美國東亞安全戰略可以扮演的角色進行研究。 / The research approach used in this dissertation is neorealism (structural realism). From the system of level in the international politics, this dissertation explore how the United States conducted its military realignment in East Asia. Firstly, this dissertation will examine the security environment of East Asia in the twenty-first century. Although two U.S. Presidents, George W. Bush and Barrack Obama, adopted different policies when facing such an East Asia security environment, they both strengthened relations with Asia-Pacific countries militarily and diplomatically. They intended to construct an East Asian security environment favorable for U.S. interests so that U.S. can face the challenges from the rising China. Later on, this dissertation will explore U.S.-Chinese relations to clarify how U.S. handle Chinese factors in its military realignment in East Asia. Besides, this dissertation will explore the reasons, policies, how U.S. proceed its military realignment, and the roles played by U.S. allies and partners. Finally, this dissertation will examine the difficulties and challenges that U.S. will have faced in its military realignment. This dissertation finds that U.S. military realignment in East Asia reflects its diplomacy and security strategy. Meanwhile, an U.S. security strategy based on U.S.-Japan alliance has established, with the support from other U.S. allies and partners in East Asia. However, the U.S. indeed faces difficulties and challenges, including problems from its allies and even the U.S. itself. Lastly, this dissertation suggest some research directions in the future, including a strategy which can suppress Chinese capabilities, and the role that Taiwan can play in the comprehensive U.S. East Asia security strategy.

European Security and Defence Policy (ESDP), which creates security and defence dimension of the Common Security and Defence Policy of the European Union, is today one of the most dynamically developing European projects. During the ten years of its existence it has demonstrated its sense, vitality, the momentum of development, the ability to respond to current topics, issues and trends, created strong political and military structure and committed to develop its own military capabilities, established integrated strategy for security and defence and create framework for cooperation with NATO. ESDP was able to turn the initial theoretical considerations into political and military practice. EU has launched more than twenty military or civilian missions and gradually began to build a global position as a credible security actor. The entire decade of the ESDP, however, was not only about the venerable results. At the same time, it accompanied the unsuccessful efforts to find consensus among nearly three dozens of Member States, the lack of sufficient resources and skills to empower the real defence connected with military- technical dependence on NATO, the limited flexibility of the system of political decision-making and limits set by the actual nature of the European Union. The aim of this study is to investigate and analyse the military involvement of the USA in the security of sub-Saharan Africa (SSA) during the era of the Clinton administration (1993-2001). The study is based on the assumption that the US did not have that much interest in the security of SSA during the Clinton era and that it did not want to become militarily involved in SSA. Its position as the only remaining superpower in the post-Cold War era, however placed a responsibility on the US to be militarily involved in the creation of a more secure SSA. The study relies on two theoretical constructs. On the one hand the changing nature of security in the post-Cold War world in general, but specifically in SSA, serves as a theoretical starting point. This is, on the other hand, supported by a theoretical focus on the nature of military involvement globally, but also specifically in SSA in the era after the Cold War. The latter is to a large extent related to the changing nature of military force and the use thereof in the post-Cold War era. The military involvement of the US in the management of the security of SSA during the Clinton era is analysed against the background of the US interests, policy, and strategy – specifically its security strategy – in SSA. The reality of the absence of concrete US interests in SSA is highlighted. This lack of interest led to a situation whereby SSA could not be a priority in US foreign policy. The US policy objectives in SSA were nevertheless aimed at the promotion of democracy, the improvement of the security situation and the support of economic progress. The reluctance of the US to deploy military forces in SSA underpins its security strategy and military involvement in SSA. The security strategy of the US was in essence preventive in nature since it aimed at preventing the manifestation of threats from SSA against the US by promoting the stability of SSA. However, the US was still militarily involved in SSA in a variety of ways, from the provision of military training and the conduct of military exercises to military operations. Military involvement centred around the empowerment of armed forces in SSA. It was argued that the capacity of the armed forces of SSA should be developed to support democratic governance and economic progress. Framing Russia in the National Security Strategy of the United States of America

Historically, the USA and Russian Federation have been two world powers that used to compete for a dominant power position in the bipolar world and spread influence on less developed countries. Relationships between the USA and Russia have mostly been complex and tense,with several escalation periods during the Cold War. Relationships between the USA and Russia in the 21st century can also be characterized by complexity and ambiguousness. The issues emerged in the process of power struggle created more tension between countries. This study aims to research framing Russia in the National Security Strategy of the United States of America issued from 2002 to 2022. The thesis also includes a history of USA-Russia relationships, and a historical review of the National Security Strategy issued since 1986. The theory that is chosen for the research is social constructivism. Within a single case-study design,I use the framing analysis method to apply to data gathered from the empirical materials –original texts of the National Security Strategy of the United States of America that are total seven within the mentioned period. Along with other conclusions, I found a tendency of negative framing after 2014 when Russia annexed Crimea and the persuasive presence of such positive frames as partnership and development, and negative frames – threat, regress, economic impact and competitive nature of relationships between countries. The degree of attention of the USA towards Russia switched periodically from being reasonably even in four issues of the National Security Strategy to bringing Russia in focus. The USA brought Russia to the most attention in 2022 and was least concentrated on Russia in the 2021 report.

An evaluation of contract and in-house security : a South African case study

The existence of security breaches in most spheres of modern society has caused loss of property and life. Some of these losses are so big that they eventually cripple organisations they affect. There is a need for private security within the South African context. Private security is executed through various security strategies. In most cases, companies operate with both contract and in-house security personnel on site. Regardless of the strategy adopted, companies continue to experience a variety of security risks. Therefore, swift transformation is needed in the security industry. To achieve this, appropriate security strategies will be necessary to overcome security risks. This study was directed by its aim and objectives. The aim was to evaluate contract and in-house security strategies in order to recommend the appropriate strategy to be used in security programmes. This aim was achieved through the sum of its outlined objectives. The first research objective was to establish the advantages and disadvantages of contract and in-house security. The second objective was to examine the effectiveness of contract and in-house security strategies, and the third to recommend appropriate security strategies to be used in security programmes. This study evaluated contract and in-house security in a registered security company located in Johannesburg, South Africa. A qualitative inquiry was implemented, and a case study approach was used to conduct the research study. The research study combines both literature and empirical research to reach its findings and make its recommendations. While there are 500 employees in the company, the sample was made up of 38 participants. A non-probability sampling method was adopted, and a purposive sampling method was used to select the participants. Furthermore, a face-to-face semi-structured interview schedule that included probing questions was used to collect data. The participants were targeted based on their knowledge and experience in issues surrounding management, policy, and security strategies. The sample consisted of 10 employees in the management category, 13 human resources employees and 15 security employees. The findings of this study were wide, but specific to the context in which it was researched. The advantages and disadvantages of contract and in-house security were comprehensively explored and narrated. This was done through a review of the literature and the raw data obtained from the research participants. The study determined the effectiveness of the two security strategies within the milieu of the case study under study. Furthermore, the study determined that there is no conclusive answer with regards to the most appropriate security strategy to be used. This chosen strategy is dependent on the specific security requirements. Once these requirements have been outlined, the specific strategy can be chosen, namely: contract security, in-house security or a hybrid approach. Recommendations are surplus to the findings of the study. The findings of a research study often go beyond the aim and objectives it set out to achieve.
