Linking mining and infrastructure development in Sub-Saharan Africa : towards a collaborative framework for sustainable shared-use of rails and ports facilities for minerals and non-minerals activities

This study aims to develop and establish an appropriately co-ordinated regime for infrastructure sharing facilities development and regulation in SSA that could be utilised by the various stakeholders involved in mining infrastructure related activities, as well as those not involved in mineral-related activities, to enable economic diversification and broad-based development within a country. The starting point of the study is the gap that exists within the mining legal framework of Sub-Saharan African countries regarding the development of large scale mining infrastructure related projects such as rails and ports infrastructure networks that require meticulous coordination and collaboration between the numerous stakeholders involved. Consequently, the thesis starts with an introductory chapter that introduces the subject area to be examined in the thesis and provides a rationale for why this topic has been chosen. It also outlines areas of concern within the research topic and sets out the research questions. Subsequently, it sets out the conceptual framework and the necessary analytical tools utilised to evaluate and analyse the concept of shared- use of rail and port infrastructure. Chapter 3 investigates mining infrastructure related projects in Australia, specifically those located in Western Australia, New South Wales and Queensland. Chapter 4 explores mining infrastructure related projects in SSA, specifically projects located in Guinea and provide recommendations to SSA countries in general and to the Government of Guinea in particular, on how best to develop shared-use mining infrastructure. Finally, Chapter 5 highlights the findings of the thesis based on the comparison between mining infrastructure development undertaken in Australia with that of the SSA region. The study finds that most countries on the continent suffer from governance gaps expressed in institutional dysfunction, as well as from structures that do not foster collaboration but, on the contrary, deficient environments for national strategies for infrastructure that works for development.

Shared-use of railway infrastructure in South Africa: the case of coal and citrus production in Mpumalanga

(Development Theory and Policy))--University of the Witwatersrand, Faculty of Commerce, Law and Management, School of Economic and Business Sciences, 2014. / Economic activities such as mining extraction and farming have in the past been supported by railway infrastructure, which continues to provide a cheap transportation option for the movement of freight. This research paper looks at the apparent bias that exists in the shared-use of railway infrastructure in South Africa between coal miners and citrus growers in Mpumalanga. The study is specifically concerned with the regulatory regime governing access and the extent to which it enables or hinders the shared-use of rail infrastructure, which is critical in the movement of freight for different sectors of the economy. The paper uses literature on regulatory practices and a case study of Mpumalanga’s coal miners and citrus growers, to investigate South Africa’s regulatory regime and its role in creating particular biases in the use of rail infrastructure.

City of Davis Greenbelt Master Plan

The City of Davis is currently updating its Parks and Recreation Facilities Master Plan. During the update, greenbelts were identified as a highly used and desired facility. This Greenbelt Master Plan serves as a plan focused on the opportunities greenbelts can provide as recreational and transportation facilities. This report has analyzed community feedback, greenbelt coverage, greenbelt capacity, and existing local, state, and federal design guidelines. The final plan is a set of goals, objectives, policies, and programs, along with a greenbelt map, which is aimed at improving the greenbelt infrastructure in Davis through the year 2020.

Samnyttjande av stadens urbana tomrum : En studie om urbana skolgårdars potential att användas i större utsträckning i en tät stadsmiljö

I den täta staden är det angeläget att använda marken på ett effektivt sätt för att möta framtidens behov och förutsättningar. I denna studie undersöks hur underutnyttjade ytor i form av urbana skolgårdar kan nyttjas i större utsträckning av fler än dem inom ramen för skolans verksamhet. Studien undersöker hur detta samnyttjande beskrivs, hur det kan utvecklas liksom kopplas till förtätningsidealet. Forskningsfrågan är relativt outforskad för svenska förhållanden. Av internationell forskning framkommer att samnyttjande kan generera positiva effekter för samhället. Forskningsfrågan utforskas i en kvalitativ induktiv intervjustudie med Linköpings stad som studieområde. Resultaten visar att urbana skolgårdar samnyttjas informellt och att samnyttjande kan kopplas till platsens offentlighet. Utvecklingsmöjligheter finns, men förutsätter flexibilitet, anpassning och nytänk. Slutsatser som dras är att samnyttjande kan generera positiva effekter, men att skolans verksamhet villkorar samnyttjandet vilket gör det utmanande att använda urbana skolgårdar som offentliga rum. / In the densely populated city, it’s crucial to use the space in an effective manner to meet future needs and conditions. This paper explores how underutilized urbans school yards could be leveraged beyond explicit school related activities for use by parties external to the school population. This paper explores how this sharing model is described, how it can be developed and connected to densification. This research topic is largely unexplored as it relates to Swedish circumstances. Existing published international studies have shown that a sharing model can result in positive societal outcomes. The thesis is researched by conducting a qualitative, inductive interview study focusing on the city of Linköping. The results of the study shows that urban school yards and grounds are informally utilized outside schools sanctioned use, and the use of said grounds can be linked to the property’s public perception. Opportunities to drive further public use of school grounds requires flexibility, facilitation of a shift in perception and mindset towards these resources. In summary, leveraging the concept of sharing resources can result in positive outcomes, but the terms of use by school administration can create a challenge in allowing it’s grounds for public use and access.

Un centro educativo es una de las instituciones más importes de la sociedad, ya que este es el lugar donde las nuevas generaciones adquieren todo tipo de conocimiento que les servirá para la vida adulta. Sin embargo, la arquitectura de las Instalaciones Educativas en el Perú es la menos desarrollada, encontrándose estancada en los modelos arquitectónicos del siglo XX. El propósito de este documento es presentar las bases necesarias para diseñar una Institución Educativa de inicial, primaria y secundaria en el distrito de San Juan de Lurigancho que responda a las metodologías educativas actuales y, al mismo tiempo, responda a la normatividad correspondiente que el Ministerio de Educación busca implementar. Asimismo, se trata de demostrar la importancia de incluir equipamiento complementario de uso compartido, ya sea con fines educativos, deportivos o culturales, que integren y refuercen el vínculo del colegio con el resto de la ciudad. / A school is one of the most important institutions in society, since this is the place where the new generations acquire all kinds of knowledge that will serve them for adult life. However, the architecture of the Educational Facilities in Peru is the least developed, finding itself stagnant in the architectural models of the 20th century. The purpose of this document is to present the necessary bases to design an initial, primary and secondary Educational Institution in the district of San Juan de Lurigancho that responds to current educational methodologies and, at the same time, responds to the corresponding regulations that the Ministry of Education seeks to implement. Space to Place : Effektivisera markutnyttjande både fysiskt och digitalt inom svensk stadsplanering / Space to Place : Improve land-use both physically and digitally in Swedish urban planning

Städer runt om i världen expanderar i allt snabbare takt för att möjliggöra morgondagens behov och efterfrågan, vilket sker inom ramen för hållbar utveckling i flera sammanhängande dimensioner. Samtidigt som digitaliseringen och nya postindustriella värdeskapande fortgår, vilket resulterar i en förskjutning av de fysiska resurserna. Många stadsmiljöer står därför inför paradoxen att ha för mycket utrymme men förlorat innehåll och bristande tillgänglighet. Stadens exponentiella dragningskraft måste därmed kunna förändras parallellt med samhället för att upprätthålla en kontinuerlig användning. En alternativ lösning är att effektivisera markutnyttjandet med hjälp av digitala verktyg för att möjliggöra multifunktionella byggnader och samutnyttjande av lokaler. Denna studie har därför som syfte att kartlägga effektivisering av markutnyttjande i form av samutnyttjande och multifunktionell svensk stadsplanering, därtill undersöka befintliga digitala verktyg för att främja detta. Genom en litteraturstudie samt en fallstudie erhålls information som blev utgångspunkterna för studiens analys och diskussion där slutsatser så småningom drogs. Litteraturstudien behandlar historia och definitioner kring multifunktionella byggnader och samutnyttjande av lokaler samt digitala verktyg inom stadsplanering i form av planeringsstöd system (PSS). Även deras förutsättningar och hållbara miljömål för att möjliggöra en mer yteffektiv markutnyttjande av svenska städer. Fallstudien inleds med en beskrivning och kartläggning av ett ledande PSS nämligen, Cityscope samt hur den fungerar. Därefter beskrivs förutsättningar och utmaningar gällande implementeringen av ett digitalt verktyg som Cityscope inom svensk stadsplanering, detta för att underlätta arbetet mot ett mer effektivt markutnyttjande. Med särskild inriktning på Boverkets arbete kring digitalisering av stadsplaneringen, vilket kompletterades med en intervju med planeringsarkitekten John Hellman på Boverket.  Studiens slutsats innefattar bland annat förståelsen för att uppnå positiv stadsutveckling genom att effektivisera markutnyttjande där flera faktorer måste samarbeta, däribland sambandet mellan offentligt och privat, analysering av klusterbildningar i städers flödessystem, medborgardeltagande och ett grundat förtroende mellan ingående parter. För en varaktig utveckling, governance och förtätning krävs det att fastighetsaktörer utvecklas mot att inkludera fler verksamheter i samma lokal och multifunktionellt byggande för att skapa goda förutsättningar för hållbara stadsdelar. Detta kan göras möjligt med hjälp av befintliga digitala verktyg som exempelvis Cityscope, men där fokus i framtiden ligger i att myndigheter inom stadsplanering måste sammanföra korrekt, konsekvent och opartisk stadsrelaterad data samt se över ingående lagstiftning för att möjliggöra mer yteffektiva städer. / Cities around the world are expanding at an ever faster pace to enable tomorrow's needs and demands, which takes place within the framework of sustainable development in several coherent dimensions. At the same time as digitalisation and new post-industrial values proceeds, this results in a shift in the physical resources. Many urban environments are therefore facing the paradox of having too much space but losing content and lack of accessibility. The city's exponential allurement thus needs to be able to change parallelly with society in order to maintain continuous use. An alternative planning solution is to streamline land-use with the help of digital tools to enable multifunctional buildings and shared use of premises. The purpose of this study is therefore to map the streamlining of land-use in the form of shared use and multifunctional Swedish urban planning, in addition, examine existing digital tools to promote this change. To achieve positive urban development by streamlining land-use, several different factors need to work together, including the connection between public and private, analysis of clusters in urban flow systems, citizen participation and a well-founded trust between parties. For lasting development, governance and densification, it is required that property actors develop towards including more businesses in the same premises and multifunctional construction in order to create good conditions for sustainable districts. This can be made possible with the help of existing digital tools such as Cityscope, but where the focus in the future is that authorities in urban planning must combine correct, consistent and impartial city data and review in-depth legislation to enable more space-efficient cities that could change in real time.
