As this analysis of the social control of Social Policy, in São Luís, we start from a theoretical-conceptual on Social Policy, social control, participation, Social Assistance Policy in Brazil and Maranhao as well as the configuration of ITS in Brazil and Maranhao. The study aimed to analyze the performance of the City Council of Social Welfare in São Luís (MA), with emphasis on the dynamics of formation, structure, possibilities and limits, as a forum for social control within the Social Care in St. Louis (MA). Besides this analysis, our study has proposed some challenges for the strengthening of social control within the City Council Social Services of St. Louis (MA), understanding the difficulties that occur within this Council and that the relations between state and civil society in this process are built collectively with bumps, discussions, a balance of forces, which aims to fight for rights and democratization of public policy. / Esta Dissertação constitui-se num estudo sobre o controle social na perspectiva do Sistema Único de Assistência Social (SUAS), no intuito de realizar uma análise da atuação do Conselho Municipal de Assistência Social de São Luís (MA), considerando-se que o espaço dos Conselhos enquanto instâncias de exercício do controle social das políticas públicas vêm contribuindo, ao longo dos anos, com processos participativos que envolvem diferentes sujeitos sociais, inseridos nos mais variados espaços de luta por garantia de direitos. Como se trata da análise do controle social da Política de Assistência Social, no município de São Luís, partimos de uma fundamentação teórico-conceitual acerca da Política Social, do controle social, da participação, da Política de Assistência Social no Brasil e no Maranhão, bem como da configuração do SUAS no Brasil e no Maranhão. O estudo teve como objetivo geral analisar a atuação do Conselho Municipal de Assistência Social em São Luís (MA), com destaque à sua dinâmica de constituição, estrutura, possibilidades e limites, enquanto instância de controle social no âmbito da Assistência Social em São Luís (MA). Em decorrência de uma série de lutas políticas e transformações institucionais um novo modelo de assistência emerge com a constituição de 1988 e ganha regulamentação com a Lei Orgânica de Assistência Social de 1993. Dessas transformações inicia-se a partir de 2003 a criação e implantação do Sistema Único de Assistência Social no Brasil. O segundo objetivo deste trabalho é analisar o processo de implantação deste sistema no município de Juiz de Fora – MG. Para isso foram analisados estudos pré-existentes acerca da rede social do município e foi realizado um estudo de caso, através da analise de atas das reuniões do Conselho Municipal de Assistência Social e de um conjunto de entrevistas em profundidade com atores envolvidos neste processo a fim de analisar os desafios colocados para realização desta tarefa. / This dissertation wants to analyze the historic transformations of social works policy in Brasil since 1930, when is structured a unique system of welfare state. Due to a series of political struggles and institutional changes after 1988 Constitution and Social Work Organic Law regulation, in 1993, a new model of Social Assistance born. These changes will effectively start in 2003 with the creation and implementation of Social Assistance Unic System, called SUAS, in Brazil. Besides that, this dissertation analyzes the implementation of this system in a city, Juiz de Fora. Were analyzed the pre-existing knowledge of the social network in the city and performed a case study through the analysis of minutes of meetings of the Municipal Social Welfare and a set of deep interviews with actors involved in this process in order examine the challenges to this task.

The aim of this dissertation is to shed light on how life can turn out for individuals with long term social assistance and afterwards when it has ceased. The primary objective of the dissertation is to study the changes that have occurred during the life course and the impact of those changes on the life course at large. A key question of this dissertation is the development of selfsufficiency and work-life patterns in a longitudinal perspective. The dissertation consists of a longitudinal study based on qualitative interviews with an interval of 20 years. The empirical data is composed of interviews with 11 recipients of social assistance – seven of which have been interviewed again in 2008/2009. A life course perspective is employed in the data analysis as a comprehensive approach and analytical tool. Other analytical approaches are related to the impact of the welfare state on the life course and to the term marginality. The situation of the interviewed group regarding self-sufficiency, employment and social conditions is viewed from a one-year perspective, a 20- year perspective and a life course perspective. The different time perspectives generated widely diverse pictures and nowledge. Not everyone worked at the point of the last interview but all were in a better social and economical position. No one remained on social assistance. One conclusion is that the notion of social problems being reinforced and exacerbated over time is simplistic. Another conclusion is that it appears that social assistance and social services have little importance from a life course perspective. A concluding result is that cross-sectional studies of individuals in a vulnerable situation are of limited value. A brief look at a person’s life does not say much of what the rest of his or her life will look like. The impact of social grants as anti-poverty policy instruments in South Africa : an analysis using household theory to determine intra-household allocation of unearned income

Thesis (MComm)--University of Stellenbosch, 2011. / ENGLISH ABSTRACT: Social assistance is a large and fiscally costly component of anti-poverty policy in South Africa and therefore lends to the questions: Are the grants effective tools for reducing poverty in South Africa and, moreover, how significant is their impact on poverty? As a measure of reducing poverty and improving the non-social indicators of the poor, the government has expanded the social grants since the advent of the new democracy. The country‟s social grant system is advanced and covers a broad range of individuals, as it is intended to cover vulnerable individuals over their life course from childhood to adulthood and into old age. Policy discourse surrounding the grants centres on the sustainability of the system and their implications for development. It is therefore important that their significance is shown and that their impact is illustrated by highlighting their reach into severely poor households. As a measure of poverty alleviation on their own, the grants are not enough and South Africa‟s poverty alleviation strategy has to rest primarily on economic growth and job creation. In addition, there are significant challenges in the system, such as the fact that there is no poverty grant targeted specifically at the unemployed; consequently, too much strain is placed on the resources of grant-receiving households that the whole household is plunged into poverty. Accordingly, the question this raises is: How can government solve the problem of the poor clustering around these grants? This dissertation will systematically show that the use of social security as a poverty-alleviating tool is effective given the extent of poverty in South Africa and the limitations on resources. It will also show that the decision-making structures in households influence the way grants affect the resource allocation needed for achieving lower levels of poverty. The extent to which the cash transferred to poor households via the grant programmes reduces poverty is likely to be influenced significantly by the decision-making structures in the grant-receiving households. There is evidence that grant money is shared in extended households, which suggests that decision making is broadly unitary or cooperative. However, we can only observe the outcomes and not the decision-making process in this regard and therefore can only draw tentative conclusions. Although there is cause for concern regarding the propensity of social grants to affect people‟s behaviour negatively, there is a case to be made for retaining grants as an important, though not the only, form of anti-poverty strategy. This highlights the need for continued research on the labour market and the social grants causal relationship. It also shows that research into the fertility effects of the grants is wanting, especially if there are speculative concerns that might inform policy on the impact of CSG on fertility. / AFRIKAANSE OPSOMMING: Sosiale bystand is „n groot en duur fiskale komponent van anti-armoede verligtingsbeleid in Suid Afrika en lei daarom tot die vrae: Is die toelaes effektiewe instrumente om armoede te verlig in Suid Afrika, en nog meer, hoe noemenswaardig is hulle impak op armoede? As „n maatstaf om armoede te verlig en die nie-sosiale armoede- aanwysers te verbeter van die armes, het die regering die sosiale toelaes vermeerder sedert die aanvang van demokrasie. Die land se sosiale toelae stelsel is gevorderd en dek „n wye verskeidenheid groepe van individue, aangesien dit bedoel is om weerlose individue te dek vanaf kind tot volwassene deurlopend tot die bejaarde. Beleidsdiskoers om die toelaes fokus op die volhoubaarheid van die stelsel en die implikasies daarvan vir ontwikkeling. Dit is daarom van belang dat die belangrikheid hiervan uitgewys word en die impak daarvan geillustreer word, deur op hul trefkrag te fokus in die armste van huishoudings. As „n middel to armoedeverligting op sigself is toelaes nie voldoende nie, en Suid-Afrika se armoede verligtingstrategie moet hoofsaaklik lê in werkskepping en ekonomiese groei. Verder is daar belangrike uitdagings in die stelsel, soos byvoorbeeld die feit dat daar geen armoede toelaes spesifiek gemik op die werkloses is nie; „n gevolg hiervan is dat daar te veel druk geplaas word op die bronne van die huishoudings wat toelaes ontvang en dat die hele huishouding in armoede gedompel word. Gevolglik ontstaan die vraag: Hoe kan die regering die probleem oplos van konsentrering van die armes rondom die toelaes? Hierdie dissertasie sal sistematies wys dat die gebruik van sosiale sekuriteit as „n armoede- verligtingsbeleid is effektiek gegewe die omvangreikheid van armoede in Suid Afrika en die beperkings op bronne. Dit sal ook wys dat die besluitnemingstrukture in huishoudings beinvloed die manier waarop toelaes die bron-allokasie beinvloed om laer vlakke van armoede te bereik. Die vlak waartoe die kontant oordraging na die arm huishoudings via die toelaes die vlak van armoede verlig word in alle waarskynlikheid tot „n groot mate beinvloed deur die besluitnemingstrukture in sodanige huishoudings wat toelaes ontvang. Alhoewel daar wel rede to kommer is vir die geneigdheid van toelaes om mense se gedrag negatief te beinvloed, is waar wel „n saak om toelaes te behou, hoewel nie as die enigste, maar wel as „n belangrike vorm van armoedeverligting. Dit lê die klem op die nodigheid van deurlopende navorsing op die arbeidsmark en die toelae- oorsaaklikheidsverhouding. Dit wys ook dat navorsing op die vrugbaarheidseffek van die toelaes is nodig, veral as daar spekulatiewe besorgdheid is wat die beleid op die impak van kindertoelaes op fertiliteit mag beinvloed.

This master’s thesis focuses on educational discourse as it appears in texts about reading promotion interventions directed towards children in public care and children in families with long-term financial assistance. Three case studies of interventions are presented: Skolfam, Paired Reading and Letterbox Club Sweden. The aim of the thesis is to investigate how the interventions are related to the Foucauldian concepts of governmentality, pastoral power, normalization and technologies of the self. The method used is based on the ideas and concepts of Michel Foucault, who deals with the different modes by which we as human beings perform our subjectivity in relation to discourses and institutions. The case studies analyse how reading and math activities are directed towards socially vulnerable children for the prevention of adverse outcomes and social exclusion in adulthood. The relationship between social problems and literacy are of central importance to the analysis. The results of the analysis reveal that the interventions are linked to liberal governmentality. The reading promotion activities are expected to change the children’s reading behavior and attitudes toward education. It is hoped that the interventions will achieve a self-regulating capacity among the children, in order to make them improve their school achievements. The underlying ambition is to form and shape subjects to become independent, democratic citizens who are capable of maintaining a life without long-termed social assistance.  The interventions are especially focused on supporting the foster parents to best meet the needs of the children in accordance with liberal governmentality. This is a two years master’s thesis in Archive, Library and Museum studies.

Objetivo: Compreender a inserção dos idosos no Centro Dia para Idosos (CDI) sob a óptica de seus familiares. Método: Pesquisa qualitativa realizada em dois Centros Dia para Idosos particulares, um localizado na cidade de São Paulo e o outro no município de Suzano, e ambos possuem idosos com o perfil independentes até semidependentes. A coleta de dados foi realizada entre setembro e novembro de 2018, por meio de entrevistas com onze participantes, todas mulheres e cuidadoras familiares. A análise dos significados foi norteada pelo referencial teórico filosófico de Alfred Schütz. Resultados: A análise dos dados possibilitou-nos desvelar doze categorias motivacionais que traduzem a percepção do familiar sobre a inserção do idoso no CDI. As categorias concretas do vivido das motivações foram: a promoção de atividades que preservam a cognição e memória; a promoção do alívio da sobrecarga do cuidador e ao mesmo tempo o estímulo da socialização e a melhora na saúde; o sentimento de acolhimento do familiar e do idoso; a percepção da melhora no comportamento do idoso. Considerações finais: Os resultados deste estudo permitem ajudar outros cuidadores familiares que estão vivenciando a mesma situação com o seu idoso. O CDI auxilia no compartilhamento dos cuidados do idoso e consequentemente alivia os conflitos e a sobrecarga do cuidador familiar, além de melhorar as relações intra-familiares. É importante a atuação de profissionais preparados, como o Gerontólogo, com uma visão humanizada nos atendimentos e acompanhamentos aos cuidadores familiares no CDI. Ao longo da realização da pesquisa ficou evidente importância do CDI como um serviço de acolhimento ao idoso e a família, evitando a institucionalização / Objective: To understand the insertion of the elderly in the Senior Day Care Center (SDCC) from the perspective of their relatives. Method: Qualitative research carried out in two particular Senior Day Care Centers, one located in São Paulo and the other in Suzano, and both have elders with profiles from independent to semi-dependent. Data collection was performed between September and November of 2018, through interviews with eleven participants, all women and family caregivers. The analysis of the results was guided by Alfred Schütz philosophical theoretical framework. Results: Data analysis allowed us to unveil twelve motivational categories that reflect the perception of the relatives about the insertion of the elderly in the SDCC. The motivations concrete categories of what was experienced were: the promotion of activities that preserve cognition and memory; the reduction of the caregiver\'s amount of work and at the same time the stimulation of socialization and improvement in health; the family and the elders feeling of welcome; the perception of the improvement in the behavior of the elders. Final considerations: The results of this study may support other family caregivers who are experiencing the same situation. The SDCC helps to share the care of the elderly and consequently relieves the conflicts and the workload of family caregiving and also improves inner family relations. The performance of prepared professionals, such as the Gerontologist, is important, with a humanized view of care and follow-ups to the family caregivers in the SDCC. Throughout the research, the importance of SDCC as a welcoming service for the elderly was evident, avoiding institutionalization

The aim of this essay was to study how social workers work with clients who suffer from addiction problems. The study enlightens how the legal framework concerning the legislation of social services can be seen as either a possibility or restriction in terms of processing social welfare. Furthermore the purpose with the study was to examine what demands that are set at clients with addiction problems. To work with the clients motivation is a reacurring theme that contains both social workers latitude and the demands that are made on the clients. The empirical data is based on interviews with four social workers within the administration of social welfare in commune X. The data in the study was transcribed and organized to be able to analyze. The outcome of the study shows that the legislation fills a fundamental importance in the daily work of the social workers. This is set into seeing that the assignments in the daily work of the social workers appear to be relatively complex. It is shown to be clear that the legislation entails problems regarding differences in the social workers decision making which can raise dissatisfaction among the clients. Additionally, the result in the studie shows the importance of good relations between social workers and clients to promote the work and use the good prerequisites. Consequently, the study does also illuminate some positive aspects in relation to the social workers ability, within their authority, making individual assessment.

A atuação do psicólogo no CRAS e o enfrentamento da situação de vulnerabilidade social / The role of the psychologist in the CRAS and facing the situation of social vulnerability

A regulamentação da presença do psicólogo na equipe mínima dos Centros de Referência de Assistência Social - CRAS, efetivada em 2005, ampliou o campo de trabalho dessa categoria profissional e suscitou uma série de questões sobre o seu fazer relacionadas: ao lugar a ser ocupado pelo psicólogo nesta política, aos desafios que se apresentaram diante da conexão com outros campos de saber e aos entraves frente ao trabalho com a população, conforme apontado em pesquisas sobre o tema. Considerando o caráter relativamente novo dessa inserção, os debates e pesquisas em torno do tema são essenciais para a facilitação desse processo. Desse modo, a partir dos pressupostos teórico-metodológicos da Psicologia Social Crítica, o presente estudo propõe-se a analisar a atuação de seis psicólogos que compõem as equipes dos CRAS de um município da Grande São Paulo, para discutir a possibilidade de esses profissionais empreenderem uma práxis efetiva nesse contexto. A abordagem adotada para a pesquisa foi a qualitativa, realizada por meio da observação participante e de conversas orientadas por um roteiro semiestruturado. Foi possível compreender que a estrutura de trabalho, na qual os profissionais estão inseridos, constitui-se na precarização dos recursos, na objetificação das relações, no caráter contraditório e inconsistente dos métodos instituídos como meios para atingir os objetivos dessa política, bem como, na preeminência do assistencialismo, da tutela e da responsabilização das pessoas por sua marginalização. Aspectos que, historicamente, marcaram o campo da assistência social. Essas situações geraram sofrimento para os profissionais, diante da descontinuidade do trabalho com as pessoas atendidas e a dúvida sobre a significância do seu trabalho. Este estudo também mostrou que a prática da Psicologia no CRAS volta-se mais para o trabalho com as individualidades do que com as coletividades. Situação atribuída tanto a uma formação profissional que prioriza o ensino da Psicologia clínica tradicional, cuja concepção de homem está desvinculada de seu contexto social, quanto à matricialidade familiar focalizada pela atual política de assistência social. No sentido oposto, foi possível perceber a existência de alguns espaços conquistados como formas de resistência a esse desfuncionamento, como a criação de métodos alternativos e coletivos para o acompanhamento das famílias e de outros que se voltam para a humanização do trabalho, ao lutar por espaços de trocas, horizontalidades, diálogos, e respeito ético e político aos sujeitos. Esses resultados podem contribuir com a reflexão sobre as possibilidades de atuação do psicólogo em um horizonte emancipatório / The regulation of the psychologists presence in the minimal staff of Social Assistance Reference Centers - CRAS, which took place in 2005, extended the work field of this professional category and raised a series of questions about their actions, taking into account the uncertainty about which place to occupy in this framework of public policies; the challenges that emerged in connection with other fields of knowledge, and the barriers facing the work with the population. These aspects were highlighted in researches conducted on the topic and by myself, when I was a Basic Social Protection member until 2012. Given the relatively new nature of this subject, which is still being consolidated, as well as SUAS, discussions and researches around the topic are essential for facilitating this process. Thus, from the theoretical and methodological assumptions of Critical Social Psychology, this study proposes to analyze the performance of six psychologists who belong to CRAS teams located in São Paulo in order to discuss the possibility of these professionals to undertake a effective práxis in that context. The adopted research approach was qualitative, conducted through participant observation and conversations guided by a semi-structured script. With this study, it was possible to understand that the structure of work, in which professionals are inserted, constitutes the precariousness of resources and the objectification of relations, the contradictory and inconsistent nature of the methods instituted as means to achieve this policys objectives as well as the welfarism, guardianship and individuals accountability for their marginalization preeminence; aspects that have historically impacted the field of social assistance. These situations led to suffering for professionals, who are unable to establish a long term service to each person or family and tend to doubt the significance of their work. This study also showed that the practice of psychology in CRAS is more focused on individualities, rather than collectivities. This is due to the fact that training emphasizes traditional clinical psychology and a mans conception that is disconnected from its social context, as well as the familiar matriciality focused by the current policy of the social assistance. These conditions leave the professional susceptible to the incorporation of dominant ideologies during their treatments. In the opposite direction, it is possible to realize the creation of gaps, managed as forms of resistance to this malfunctions, such as alternative and collectives methods for monitoring the families and other methods focused on the humanization of work, allowing room for exchanges, horizontality, dialogues, and ethical and political respect for people subjects. These results can contribute to the discussion about the possibilities of the psychologists role in an emancipatory horizon

Estudo qualitativo, realizado no Amparo Maternal, maternidade social do Município de São Paulo que oferece alojamento e atendimento à saúde para gestantes em situação de risco social. O objetivo foi compreender como as mulheres vivenciam o processo gravídico e o cuidado de saúde morando nessa instituição. O depoimento de dez mulheres foi obtido por meio de entrevista fenomenológica, com as seguintes questões: qual era sua expectativa ao vir para cá? Como é viver aqui neste período, estando grávida? Como está sendo o cuidado à saúde que você recebe? Foi como você esperava? O que você pretende fazer quando for embora? O referencial teórico da fenomenologia social de Alfred Schütz foi usado. A análise dos depoimentos resultou nas subcategorias que convergiram para quatro categorias concretas do vivido: buscando soluções, o dia-a-dia no Alojamento Social do Amparo, o cuidado à saúde no Amparo Maternal e retornando ao cotidiano com novos projetos. A análise das categorias concretas permitiu a compreensão do tipo vivido mulheres que vivenciaram o processo gravídico, morando em uma instituição social e de saúde, como aquele grupo social que, buscando soluções, procurou acolhimento e mudança na condição de vida, vivenciou o dia-a-dia no Alojamento Social do Amparo, conviveu positiva e negativamente com a experiência do outro, julgou-se em casa, mas também sentiu solidão, privação da liberdade e percebeu possibilidades de aprendizado. No que diz respeito à experiência do cuidado de saúde, vivenciou-a positivamente, considerou que a atenção recebida no parto foi de qualidade, superou as expectativas e pôde criticar o cuidado oferecido. Após vivenciarem o dia-a-dia na instituição, pretendem retornar ao cotidiano com novos projetos. Os resultados obtidos revelaram a importância do Amparo Maternal que atende mulheres grávidas em situação de risco social atenuando angústia, incerteza e medo que podem influenciar os indicadores biológicos de saúde e proporcionar condições reintegração social / Qualitative study, carried through at the Amparo Maternal, a social maternity of the City of São Paulo that offers lodging and health assistance for pregnant women in social risk situation. The purpose was to understand how the women deeply live the pregnancy process and the health care when they live in this institution. The deposition of ten women was gotten using a phenomenological interview, with the following questions: what were your expectations when you came to this institution? How is to live in this institution, being pregnant? How is the health care that you are receiving? Was it what you expected? What do you intend to do when you leave the institution? The theoretical framework was Alfred Schütz social phenomenology. The depositions analysis resulted in the subcategories converged to four concrete categories of experienced: searching solutions, daily life in the Amparo Social in Amparo Maternal, health care in Amparo Maternal overcamed the espectations and coming back to the daily activities with new projects. The concrete categories analysis allowed to understand the experienced type women who lived the pregnancy process, living in a social and health institution, as the social group which, searching for solutions, looked for shelter and change in the life condition, lived the daily life at the Amparo Social in Amparo Maternal, coexisted negative and positively with the experience of other, judged itself at home, but also felt solitude, freedom privation and perceived learning possibilities. Concern to the experience of health care, the social group lived it positively, and they considered that the attention received during the childbirth was of quality and could criticize the offered care. The results disclosed the importance of Amparo Maternal institution for taking care of pregnant women in social risk situation, for attenuating affliction, and uncertain and fear that can influence the biological health indicators and to provide conditions for social reintegration
