[pt] O objetivo da dissertação é analisar o conceito de soberania e as questões que esse tema suscita para a filosofia política. Para isso, escolhemos investigar a evolução do conceito em momentos específicos do pensamento clássico para melhor clarificar as formulações e as questões contemporâneas levantadas acerca desse tema no presente trabalho. A soberania exerce extensa influência na vida na comunidade política; para estudar as questões levantadas pelo tema, a dissertação divide-se, então, em duas partes. A primeira fornecerá o embasamento teórico para uma análise consistente na segunda parte. Tendo em vista a complexidade do tema, na primeira parte, limitamos o estudo a quatro autores clássicos, representantes de períodos históricos distintos. Dessa forma, priorizamos a exposição das teorias acerca da soberania, enfatizando a compreensão conceitual própria de cada um e o papel da soberania na organização política do Estado. Os autores abordados são: Jean Bodin, Thomas Hobbes, Rousseau e Hegel. Na segunda parte do trabalho, percorremos alguns autores do século XX e XXI que apresentam críticas e análises da presença da soberania na atualidade. Nesse ponto da dissertação, limitamos o estudo a cinco autores com importantes contribuições à discussão, que são: Carl Schmitt, Hannah Arendt, Michael Hardt e Antonio Negri, John Rawls e Giorgio Agamben. / [en] The objective of the dissertation is to analyze the concept of sovereignty and the questions that this theme evokes to the political philosophy. Then we have chosen to investigate the evolution of the concept on specifics moments of the classic thought to enlighten raised contemporary formulations and questions on that theme in the present work. Sovereignty exerts wide influence in life in the political community, then to study the questions raised by the subject the dissertation is divided in two parts. The first will provide us with the theoretical base for a consistent analysis on the second part. Given the proportion of the discussion, on the first part, we have limited the study to four classic authors, which are representatives of distinct historic period. Thus we rendered priority to the exposition of the theories on sovereignty, emphasizing due conceptual comprehension of each author and the role of sovereignty in the political organization of the state. The selected authors are: Jean Bodin, Thomas Hobbes, Rousseau and Hegel. In the second part of the dissertation, we move to some authors of the XX and XXI century that produce critics and analysis of the presence of sovereignty in the present. In this point of the dissertation, we limit the study to five authors with important contributions to the discussion, they are: Carl Schmitt, Hannah Arendt, Michael Hardt and Antonio Negri, John Rawls and Giorgio Agamben.

Em linhas gerais o projeto consiste numa abordagem do pensamento do escritor francês Georges Bataille, no viés de sua crítica à razão ocidental, tendo por base a noção de experiência, através da qual o autor desenvolve uma teoria do excesso e do impossível, colocando-se num horizonte de indagação de fenômenos que escapam à normalidade do discurso racional construído sob a égide do logocentrismo. Assim, a tese em questão pretende confrontar-se com fenômenos como o do erotismo, do êxtase, da mística, da poesia e da violência que constituem, propriamente, uma dobra do real pela via do excesso. Interessa analisar o modo pelo qual estes fenômenos de exceção são interpretados pela linguagem e criticados no campo textual. O louvor do excesso a que alude o título da pesquisa diz respeito ao entendimento da noção de transgressão no pensamento e na obra batailleana. Nesse universo a transgressão é vista como um dispositivo acionado pela proibição, que lhe serve de complemento fundamental. A transgressão assim põe em funcionamento as forças heterogêneas da experiência que excedem o pensamento e o discurso. A obra de Bataille não deixa de ser um esforço geral no sentido de trazer à luz da inteligência os fenômenos da experiência, como o erotismo, a violência, a poesia, o riso, o êxtase, já que, via de regra, não são contemplados pela razão ocidental. / In general terms, the project consists in an overview of the work of the French writer Georges Bataille, in regards to his critique of the Western reasoning, having as a base the notion of experience, through which the author develops a theory of the excess and of the impossible, that is, a horizon of questioning phenomena which escape the normality of rational discourse constructed under the aegis of logocentrism. Thus, the thesis in question intends to confront phenomena like eroticism, ecstasy, mysticism, poetry and violence that are, properly, a fold of the real through the way of excess. It seeks to analyze the way in which these phenomena of exception are interpreted through the language and criticized in the textual field. The praise of excess referred to in the title of the research relates to the understanding of the notion of transgression in the batailleanas thought and work. In this universe transgression is seen as a device triggered by prohibition, which serves as its essential complement. Transgression thus sets in motion the heterogeneous forces of experience which exceed the thought and speech. Batailles work does not cease to be a general effort in the sense of bringing to the light of intelligence the phenomena of experience, like eroticism, violence, poetry, laughter, ecstasy, since, as a rule, these are not covered by Western reasoning.

Fronteiras terrestres e marítimas do Brasil: um contorno dinâmico / The borderland and the maritime boundaries of Brazil: a dynamic process

As fronteiras não acabaram como foi preconizado apressadamente na década de 1990. Elas se constituem de processos histórica e geograficamente dinâmicos. Os tipos, características e significados de fronteiras e limites se transformam ao longo dos tempos e se manifestam de diferentes formas em cada lugar e período onde ocorrem. Para além das características geográficas básicas, as fronteiras marítimas e terrestres do território brasileiro foram constituídas por diversos e distintos processos. As disputas territoriais seculares, que perpassaram períodos históricos desde os tempos coloniais, culminaram no processo de estabelecimento de fato das fronteiras terrestres brasileiras apenas no século XX. Hoje, já consolidadas, suas novas significações descartam sua função original ligada à expansão territorial, mas mantém uma outra, a de defesa, mesmo que sob novas formas de atuação. Atualmente, se verificam em diversos pontos dessas fronteiras, variados processos de ocupação, de interação internacional e de integração local, regional e nacional. Nas fronteiras marítimas do Brasil, percebe-se simultaneamente a dinâmica expansiva e a ocupação por exploração e por defesa. A origem desse processo se encontra no pós Segunda Guerra Mundial, quando os países costeiros dispararam, a partir de ação unilateral dos Estados Unidos, o processo de territorialização das águas marítimas que encerraram, ou ao menos limitaram a visão dos mares e oceanos inteiramente internacionalizados. Foram instituídas, no âmbito da ONU, faixas de soberania e de direitos de soberania aos países costeiros mar adentro. Seus processos de delimitação se tornaram foco geopolítico mediados por normatizações internacionais, cujas aplicações se encontram, ainda, em processo de estabelecimento. É o caso das fronteiras marítimas do Brasil que, em 2007, conseguiu referendar na ONU parte de suas requisições de expansão de suas águas jurisdicionais onde exerce direitos de soberania. / The borderlands haven\'t disappeared as it was headlessly proclaimed last decade. They are constituted by historic and geographical dynamic processes. Types, characteristics and meanings of borderlands and boundaries are transformed along the time and manifest themselves in different ways every place and moment they occur. Besides the basic geographic characteristics, sea and terrestrial boundaries of Brazilian territory have been constituted by several different processes. The territorial disputes that have been happening over the last centuries, passed by historical periods since colonial times, and culminated in the process of establishment of Brazilian territorial borderlands only during 20th century. Today, already consolidated, its new significations reject its original function linked to territorial expansion, but keep another one, which is the defense, even though under new ways of acting. Nowadays, in several places of these borderlands, different occupation processes of international interaction and local, regional and national integration are verified. In the maritime boundaries of Brazil, it is noticed simultaneously, the expansive dynamics and the occupation by exploration and defense. The origin of this process is found in post-World War II, when coastal countries trigged, from a unilateral act of the United States, the sea waters territorialization process that ended, or at least limited the idea of seas and oceans totally internationalized. It has been instituted, within the ambit of United Nations, ocean belts of sovereignty and rights of coastal countries. Their processes of delimitation have become geopolitical focus mediated by international normative acts, whose applications are still in process of establishment. That is the case of maritime boundaries of Brazil which, in 2007, managed to obtain part of its requests related to expansion of waters under its jurisdiction where the country has rights of sovereignty.

Este último tem sido configurado há décadas, por meio da expropriação do camponês do meio rural e da atração exercida pelos grandes centros urbanos, dessa forma, tal cenário vem contribuindo para ruptura das tradições da população local. Contudo, por meio dos Intercâmbios Agroecológicos, provenientes da metodologia Campesino a Campesino e com a experiência da Cartografia Social, foi possível desenvolver um trabalho para aproximação, reconhecimento e levantamento do potencial produtivo dos quintais oriundos das famílias. Assim como, compreender por quais meios a cultura global tem adentrado a comunidade, com a finalidade, de promover ações de resistência à desconstrução da identidade alimentar local. / The present study was carried out in the district of Bias Fortes in Minas Gerais, in the community de Colônia do Paiol, being recognized by the Palmares Foundation as Quilombola Remnant Community. The same will seek to reflecton how the process of estrangement from man to land has been go ingonand how this has contributed to the loss of the food sovereignty of the residents. With the process of globalization, among other historical events, we have the configuration of a new pattern of food. The latter has been configured for decades, through the expropriation of rural peasants and the attraction of large urban centers, thus, this scenario has contributed to the run true of the traditions of the local population. However, through the Intercâmbio Agroecológico, from the Campesino to the Campesino methodology and with the experience of Social Cartography, it was possible to develop a work to approximate, recognize and survey the productive potential of the families' quintals. As well, to under standby what means the global culture has penetrated the community, with the purpose, to promote actions of resistance to the deconstruction of the local food identity.

Le féminin dans les paysages pré-chrétiens irlandais / The feminine in Irish pre-Christian landscapes

La présente étude s’intéresse aux popula-tions installées en Irlande avant l’arrivée du christianisme (aux environs du Ve siècle de notre ère), et plus précisément aux bâtisseurs des tombes à couloirs du Néolithique ainsi qu’aux Celtes. L’omniprésence d’une com-posante féminine symbolique dans les pay-sages pré-chrétiens (qu’ils soient naturels, mégalithiques ou littéraires) est au centre de cette analyse, qui prend en considération le caractère matrifocal des sociétés archaïques et en évalue l’impact sociétal et rituel chez les Celtes. La thèse examine la spécificité de la perception des reliefs et l’expression sym-bolique de la représentation. Cette dernière se traduit chez les populations du Néolithique par une féminisation du paysage au travers des modifications délibérées de lieux naturels ou la création de sites clefs (tels que Brú na Bóinne ou Loughcrew). Nous montrons aussi que cette perception de l’espace comme fé-minin fut relayée chez les Celtes par la créa-tion de mythes mettant en scène des figures féminines divines ou évhémérisées transfonc-tionnelles. Le rapprochement proposé entre les créa-tions de ces deux groupes humains distants de plusieurs millénaires (de - 3500 à 700) vise à montrer qu’il existe dans les deux cas conception similaire de la terre d’Irlande comme féminine. Pour ce faire, la thèse met en relation plusieurs disciplines. La confron-tation des documents archéo-mythologiques révèle une continuité chronologique dans les représentations qui est liée à l’assimilation de l’héritage culturel indigène par les Celtes venus du continent. Nous avançons l’idée que l’osmose entre ces deux cultures a donné naissance à une identité celte insulaire unique, fortement ancrée dans la terre d’Irlande. / This study deals with the peoples who settled in Ireland before the coming of Chris-tianity (around the 5th century C.E.), and more precisely with both the builders of pas-sage tombs dating from the Neolithic period and the Celts. The analysis revolves around the omnipresence of a symbolical feminine element in pre-Christian landscapes (be they natural, megalithic or literary) and takes into account the matrifocal nature of these ancient communities, assessing its impact on Celtic societies and rituals. A specific apprehension of the natural features and its symbolic repre-sentation will be examined here. The latter is expressed by the Neolithic peoples through feminine sexual attributes they deliberately added to natural places or through the promi-nent sites they built (such as Brú na Bóinne or Loughcrew). It will also be shown that such a feminine perception of the Irish land-scape was taken up by the Celts, who created myths involving transfunctional or euhemer-ised goddess figures. Bringing together the creations of these two peoples separated by several millennia (from 3,500 B.C.E. to 700 C.E.) aims at showing that they shared a similar feminine vision of Ireland. To do so, several fields will be considered. Confronting archaeo-mythological documents will highlight actual chronological consistency in representation. This is linked to the continental Celts’ assim-ilation of the indigenous cultural heritage. We believe that the blending of these two cultures led to a unique insular Celtic identity which is deeply rooted in the land of Éire.

The State Response to the Discovery of a Peacetime Covert Operation

This paper provides a theoretical model of the state response to the discovery of a peacetime covert operation. Building upon Stephen Krasner's theory of Westphalian sovereignty, the argument is presented that the direct and covert application of force constitutes a violation of national sovereignty. Taking the state's monopoly on control and authority to be the basis of national sovereignty, this paper shows that states will respond most substantively to the discovery of a covert operation when authority is challenged.

Data about Indigenous populations in the United States are inconsistent and irrelevant. Federal and state governments and researchers direct most collection, analysis, and use of data about U.S. Indigenous populations. Indigenous Peoples' justified mistrust further complicates the collection and use of these data. Nonetheless, tribal leaders and communities depend on these data to inform decision making. Reliance on data that do not reflect tribal needs, priorities, and self-conceptions threatens tribal self-determination. Tribal data sovereignty through governance of data on Indigenous populations is long overdue. This article provides two case studies of the Ysleta del Sur Pueblo and Cheyenne River Sioux Tribe and their demographic and socioeconomic data initiatives to create locally and culturally relevant data for decision making.
