Specialistofficersutbildningen - en analys / The of Swedish Specialistofficers – an analysis

<p>Den svenska Försvarsmakten har de senaste åren omorganiserats från ett invasionsförsvar till ett insatsförsvar. Genom detta har bilden och kraven på officeren förändrats, därtill också officersutbildningen.</p><p>År 2007 introducerades Specialistofficersutbildningen och fr.o.m. januari 2009 använder sig Sverige av ett tvåbefälssystem baserat på internationell praxis. De två befälskategorierna benämns specialistofficer och officer med taktisk- operativ inriktning.</p><p>Med uppsatsen avsåg författaren analysera framtagandet av specialistofficersutbildningen samt analysera hur tvåbefälssystemet kan komma att påverka Försvarsmakten som organisation. Detta genomfördes genom intervjuer med avgränsning till ett kompani där två av sergeanterna som genomfört Specialistofficersutbildningen 2007-2008 tjänstgjort och berörda befäl i kompaniorganisationen. Studier genomfördes också av officiella dokument och utvärderingar rörande Specialistofficersutbildningen 2007-2008 vid Markstridsskolan.</p><p>Resultatet kan sammanfattas genom att tvåbefälssystemet mycket möjligt kommer att vara till fördel för Försvarsmakten på lång sikt. Innan organisationen har tagit till sig systemet kommer det troligtvis att förekomma svårigheter i mindre och större skala. De berörda sergeanterna som genomförde Specialistofficersutbildningen 2007-2008 har inte haft några problem att lösa de uppgifter de blivit ställda inför, således har utbildningen varit tillräcklig. </p> / <p>Swedish Armed Forces has been through major reorganisations over the last years. It has gone from a Force with the alignment to protect it’s Nation from an invation, to a Force that concentrates on international efforts. Through this, the image of the officer has changed, and also the training of Officers.</p><p>Training of Specialistofficers was introduced in the year 2007, and as from January 2009 Sweden is using a system that includes two categories of officers. The two categories are Specialistofficers, and Officers with a tactical- operational alignment.</p><p>With the essay, the writer intended to analyse the origin of the Specialistofficers training, and also analyse how the two-category system can affect the Swedish Armed Forces as an organisation. This was conducted through interviews with individuals at one company where two of the Sergeants that hade been through the first batch of the Specialistofficers training had served, and also with involved officers in the company organisation.</p><p>Studies was also carried out on official Documents and evaluations concerning the Specialistofficers training the year 2007-2008 at Swedish Army Combat School.</p><p>The result can summarize the fact that the two category System, very well can be an advantage for the Swedish Armed Forces in the long run. But before the Organisation can profit the System there will probably be difficulties. </p><p>The concerned Sergeants have had no problems in solving the tasks that have been given to them, thus have the Training been adequate.</p>

Rekrytering till Försvarsmakten genom Sjövärnskåren : En negligerad rekryteringsbas? / Recruitment to the Swedish Armed Forces by the Swedish Sea Cadet Corps : A neglected basis for recruitment?

År 2010 verkställdes det politiska beslutet om att låta värnplikten vila och satsa på ett anställt försvar och istället infördes frivillig militär utbildning i form av Grundläggande militär utbildning. Regeringen anser att ungdomsverksamheterna, vilka bedrivs av frivilligorganisationer som exempelvis Sjövärnskåren, är en viktig del i rekryteringen till Försvarsmakten. Syftet med uppsatsen är att ta reda på om Sjövärnskåren skapar attraktionskraft för Försvarsmakten och i vilken utsträckning det motiverar ungdomar till att söka vidare till GMU och den nu vilande värnplikten. Denna uppsats baseras på en kvantitativ metod i form av ett frågeformulär, baserat på Herzbergs tvåfaktorsteori samt Hackman och Oldhams modell. Enkäten gick ut till 47 personer med bakgrund i Sjövärnskåren och som påbörjat Grundläggande militär utbildning, Specialistofficersutbildningen eller Officersprogrammet mellan åren 2010 och 2013. Enligt denna undersökning har Sjövärnskåren gjort Försvarsmakten attraktiv för ungdomarna som gått på sommarskolorna. Framförallt har detta skett genom att befälen på sommarskolorna föregått med bra exempel som ledare och representanter för Försvarsmakten. En slutsats som har dragits är att Sjövärnskåren nog kan anses som en bra rekryteringsgrund där det militära livet får testas på och utvärderas, samt leder till motiverade och engagerade rekryter. / In 2010, the political decision was implemented to abolish conscription and build the Swedish Armed Forces on employed soldiers and sailors. Instead of conscription, voluntary military training was introduced in the way of basic military training. The government believes that youth activities, conducted by NGOs such as the Swedish Sea Cadet Corps, are a vital part of recruitment to the Swedish Armed Forces. The purpose of this paper is to find out if the Swedish Sea Cadet Corps can make the Swedish Armed Forces attractive and to what extent it motivates young people to apply for basic military training and the now resting conscription. This paper is founded on a quantitative method in the form of a questionnaire, based on Herzberg’s Motivation-Hygiene theory and Hackman and Oldham’s model. The survey was sent to 47 people with a background in the Swedish Sea Cadet Corps and who began the basic military training, NCO training or Officer training, between 2010 and 2013. According to this survey, the Swedish Sea Cadet Corps made the Swedish ​​Armed Forces attractive to young people who attended the Swedish Sea Cadet Corps’ summer camps. This was, in particular, thanks to the officers at the summer camps, who acted by being good examples of leaders and representatives of the Swedish Armed Forces. One conclusion made is that the Swedish Sea Cadet Corps could be considered as a good recruitment base, where youngsters can try and evaluate military life, which thereafter can lead to motivated and committed recruits.

DEN TUNNA FRÄMSTA LINJEN : Ger arméns markstridsförband sina minst erfarna yrkesofficerare förutsättningar för att lyckas och utvecklas?

Utvecklingen av yrkesofficersutbildningen, och de militära skolorna, är ständigt pågående för att möta Försvarsmaktens föränderliga behov. De senaste åren har förändringen skett i snabb takt och i stor omfattning. Utvecklingen av ett flerbefälssystem, en insatsorganisation med anställda soldater och akademiseringen av officersutbildningen har inte minst bidragit till denna utveckling och förändring. När många förändringar sker samtidigt kan det vara svårt att hålla ihop helheten och få alla delar att samspela för att uppnå en högre effekt. Vi har i denna studie studerat de nya yrkesofficerarnas arbetssituation, samt markstridsförbandens förutsättningar för att ge de nya kollegorna en gynnsam start på sin karriär. Vi har valt ett arbetsgivarperspektiv för vår studie, då vi uppfattar att det perspektivet saknas, i ett annars ganska välstuderat område. Vår förhoppning är att studien kan bidra i det fortsatta utvecklingsarbetet med Försvarsmaktens organisation, arbetsmetoder och styrdokument. Vår övergripande slutsats är att rådande omständigheter, huvudsakligen personalbristen, gör det mycket svårt för förband och chefer att följa Försvarsmaktens inriktande styrdokument och tillgodose de nya yrkesofficerarnas fortsatta behov av handledning och kompetensutveckling. / The development of the military educational system, and the military schools, is constantly ongoing to meet the changing needs of the Swedish Armed Forces. In recent years, the change has taken place at a rapid pace and to a large extent. A new rank system with officers and NCO’s has been launched, a new organization with employed soldiers have been implemented and the introduction of officers with a bachelor’s degree in military science have all contributed in a really big way to this development and change. When many changes occur at the same time, it can be difficult to keep the whole together and have all parts interact to achieve a higher effect. In this study we have studied the work situation of the new officers and NCOs, and the conditions, for the ground combat units, to give the new colleagues a favorable start to their career. We chose an employer perspective for our study, since that was the perspective we saw was missing, in this otherwise well studied area.  Our intention with the study is to be able to contribute in the continued development work within the Swedish Armed Forces organization and guiding documents. Our overall conclusion is that the prevailing circumstances, such as staff shortages, make it very difficult for the units and managers to follow the Swedish Armed Forces guiding documents and meet the new officers' and NCO’s continuing need for guidance and skills acquisition.
