Gestor de instalações esportivas do município de São Paulo: perfil, formação e desempenho da função / Sport facilities manager of the São Paulo city: profile, education and function performance

O crescimento da área de gestão do esporte no Brasil tem se mostrado de diversas formas. Visando o desenvolvimento esportivo do um país, é necessário que se ofereça à população condições para a prática esportiva em suas diversas manifestações. Acreditamos ser relevante a reflexão a respeito dos profissionais que estão encarregados das tarefas de planejamento e administração das instalações esportivas e diante de uma lacuna de conhecimentos acerca deste profissional, este estudo teve por objetivo compreender as diferenças e semelhanças do perfil do gestor de instalações esportivas que atua em instalações vinculadas a organizações de diferentes setores a nível municipal através do levantamento, identificação e análise de pontos relativos a características pessoais, de formação e funcionais. Esta pesquisa caracteriza-se, quanto aos fins, como uma pesquisa exploratória e descritiva e quantos aos meios, como bibliográfica e de campo. Para tanto foi aplicado um questionário a 73 gestores de instalações esportivas do município de São Paulo. Foi realizada análise descritiva dos dados referentes ao perfil e formação e análise de frequência e análise fatorial exploratória a respeito das características funcionais. Os resultados apontaram que este profissional é, majoritariamente, do sexo masculino, possui ensino superior em Educação Física, o cargo que ocupa denomina-se \"coordenador de equipamentos esportivos\", possui até 2 anos de experiência e chegou ao cargo por indicação. Suas funções estão ligadas às áreas de manutenção e oferta e exploração da instalação e pouco atua nas tarefas ligadas à área econômico-administrativa. Este profissional tem uma orientação proativa e reativa, dependendo da área que a função está inserida, indicando não haver um comportamento gerencial padrão entre estes gestores. Esperamos com este estudo contribuir na geração de conhecimento do exercício da função do gestor de instalações esportivas e que seja possível a aplicação deste conhecimento na formação e aperfeiçoamento destes gestores de forma a prepará-lo de uma maneira mais assertiva para a prática. Espera-se também que este trabalho contribua em estudos futuros acerca desta ocupação e demais tópicos relacionados / The growing area of sport management in Brazil has shown itself in several ways. Aiming at the development of a country sport, it is necessary to provide the conditions for people to practice sports in its various manifestations. We believe it is important to reflect about the professionals who are charged with the tasks of planning and management of sports facilities and facing a lack of knowledge relating to professional, this study aimed to understand the differences and similarities of the manager profile sports facilities operates in different sectors linked to the municipal level through the survey, identification and analysis of issues relating to personal, education and functional characteristics. This research is characterized, as to the purposes, as an exploratory and descriptive research and, as to the means, as a literature review and field research. A questionnaire with 73 managers of sports facilities in the city of São Paulo was applied. Descriptive analysis of data relating to the profile and education, frequency analysis and exploratory factor analysis regarding the functional characteristics was performed. The result indicated that this work is mostly from males has higher education in Physical Education, a position he holds called \"coordinator of sports equipment\", has up to 2 years of experience and came to office by appointment. His functions are linked to the areas of maintenance and operation of the facility and has low performance in tasks related to the economic-administrative area. This professional has a proactive and reactive orientation, depending on the area that the function is inserted, indicating a lack of a managerial behavior pattern among these managers. We hope this study contribute to the generation of knowledge of exercise of the function of the manager of athletic facilities and the application of this knowledge in education and development of these managers in order to prepare it for a more assertive way to practice is possible. Atskleisti teorinius sporto statinių valdymo ypatumus; 2. Išanalizuoti sporto statinių efektyvaus valdymo kriterijus; 3. Išanalizuoti A.Ratkevičiaus sporto mokyklos valdymo efektyvumą. Rezultatai ir išvados: 1. Darbo metu buvo atskleisti teoriniai sporto statinių efektyvaus valdymo aspektai. Išanalizavus mokslinę literatūrą paaiškėjo, kad sporto statinių valdymas – tai sudėtingas procesas. Sporto statinių valdymas apima tokias valdymo sritis, kaip: žmogiškųjų išteklių valdymas, infrastruktūros valdymas ir įrenginių panaudojimas, teikiamų paslaugų paketo formavimas, ir siūlymas rinkai. Sporto statinių vadovai taip pat turi mokėti spręsti finansines problemas. 2. Sporto objektų efektyvaus valdymo kriterijai išskiriami vadovaujantis ekonominio racionalumo ir organizacijos sistemos teorijomis. Pagal šias teorijas efektyvumas vertinamas tokiais kriterijais: sporto statinio rezultatų atitikimas keliamiems tikslams; efektyvus išteklių panaudojimas (veiklos vykdymas mažiausiomis finansinėmis sąnaudomis, sporto statinio užimtumas ir kt.); efektyvus išteklių valdymas (įrenginių priežiūra, statinio palaikymo politika ir kt.). 3. O ponto de partida para o nosso trabalho foram as assimetrias desportivas evidenciadas no espaço urbano da cidade de Maputo e na política desportiva moçambicana. O estudo teve por objetivo: (1) Entender a formação e a distribuição do espaço urbano da cidade de Maputo (2) Analisar em linhas gerais, a política desportiva moçambicana e, em específico as questões ligadas as instalações desportivas. (3) Diagnosticar a situação da rede de instalações desportivas da cidade de Maputo (quanto ao tipo de instalação, propriedade, principais proprietários e numero de instalação por habitante).(4) Diagnosticar a qualidade e o uso das instalações desportivas das escolas públicas. (5) Fornecer subsídios para a elaboração de uma política desportiva municipal. A realização do estudo foi possível mediante a combinação dos seguintes métodos: Pesquisa bibliográfica sobre o espaço urbano; planejamento e avaliação de instalações desportivas; análise documental de documentos e relatórios de instituições ligadas ao planejamento físico, aos serviços urbanos e à administração desportiva de Moçambique; trabalho de campo sobre a qualidade das instalações desportivas escolares, e por fim, procedemos a analise estatística descritiva, com utilização do programa estatístico SPSS. Observa-se que apesar da distribuição do espaço urbano da cidade ter estreita relação com o recente passado colonial, a manutenção das assimetrias distritais em relação às instalações desportivas, está em parte relacionada à uma política desportiva governamental distanciada da promoção de atividades desportivas de lazer. Observam-se desigualdades nas proporções de equipamento por proprietário, nota-se que as instalações desportivas municipais são precárias e que as instalações das escolas públicas são sub-utilizadas. Recomendam -se ações visando corrigir as assimetrias existentes, bem como a elaboração de uma política desportiva que privilegie o lazer do cidadão / Abstract: The urban space in general and specifically the questions related to sport facilities were the main reflections of this work. The point of departure of this work was the asymmetries ofthe urbanization of the city of Maputo and the Mozambican Sport policies. The purposes of this work were: (i) to understand the formation and distribution of the urban space of the city of Maputo, (ii) to analyze the Mozambican sport policy in general and particularly regarding to sport facilities, (iii) to diagnose the situation of the sport facilities network related to its kind, propriety, ownership and density in terms of the number of habitant per facility, (iv) to diagnose the quality and the utilization of the sport facilities of the public schools, (v) to aid to the elaboration ofa municipality sport politics. The methods used in this study were: (i) bibliographic review about urbanization, planning and evaluation of the sport equipment, (ii) analysis of papers and reports of the institutions related to the physical planning, urban services and Mozambican sport administration, (iii) field work using a questionnaire to research the quality of school sport facilities and, (iv) descriptive statistics analysis using the SPSS program. The results show that although the urban sport distribution of the city reflects an influence from the colonial recent past, the maintenance of the regional asymmetries related to the sport facilities, is partially related to the govemmental sport policies far from the promotion of sport activities as leisure. One observes inequality of the facilities with respect to ownership, the municipality has precarious sport facilities and the public school facilities are sub-used. From these results it is recommended to correct the existing asymmetries as well as the elaboration of a sport policy prioritizing the citizen leisure / Mestrado / Mestre em Educação Física

Sport has the potential to attract and engage people into active, social, and healthy lifestyles. A high grade of easy access to sports facilities increases the chances to increase the number of participants. In smaller municipalities the choices of sports are often limited in comparison to bigger cities. The aim of this study was to gain understanding of how adolescents experience the choices of sports in their municipalities with a narrow range of sports to choose from. In relation to their experiences of local sports, this study also enlightens factors of importance to gain interest and continue in sports among youth, both in the initial phase of being new to a sport but also what keeps them interested to continue. With Bourdieu's theory of capital, field and habitus as a theoretical framework, this study gives attention to adolescents and their opportunities as well as obstacles for participation in leisure activities that includes sport. The selection of individuals for the study originate from two small municipalities: Nordmaling and Bjurholm with Bjurholm having the lowest number inhabitants in Sweden. Data for this study was collected through seven interviews where three of them were group interviews. The results show that the participants overall experience a good range of sports and sufficient opportunities for being active within their municipalities, despite that sports clubs are losing members, closing, and are unable to maintain sports facilities. The results also show that less popular sports also face difficulties to recruit new members, because of the norms within the municipalities. The study shows that friends often is a crucial factor, friends that quit usually results in their friends also quitting, where migration is one of the most common reasons. The conclusion of this study is that sports in Västerbottens rural municipalities of Nordmaling and Bjurholm has a narrow selection of sports, however they do attract youth but have difficulties of keeping them in the club as they grow older.

The White Paper (Revised: 2007) mentions the establishment of the Strategic, Monitoring and Evaluation Directorate to ensure focus remains on track with the latest development in sporting fraternity and that this is aligned with government priorities. However better resources are still handed out to advantaged communities. South African society has achieved somewhat miraculously, a stable democracy since the elections of 1994, but this new democracy has to realize that liberation comes with an added burden of responsibility. Hence communities and especially previously disadvantaged communities, need to even work harder to ensure social and an acceptable degree of economic transformation. The culture of entitlement needs to be discouraged in black townships. The Constitution, Provincial and Local policies allow for efficient sport management as sport is critical for development to take place. Sport is the most important vehicle to deepen democracy and bring about genuine transformation in society, forging unity of purpose at grassroots level so as to achieve same purpose and direction. Khayelitsha (as most of the black townships) has been hit by a wave of crime, drug abuse, alcohol abuse and gangsterism caused by the inactivity of youth. Sport can act as a catalyst to minimise tensions and maximise peace and harmony. This research focused on the efficacy of sport management processes and structures in Khayelitsha.
