Les ruelles de Hô Chi Minh Ville, Viêt Nam : trame viaire et recomposition des espaces publics / The alleyways of Hô Chi Minh City (Viêt Nam) : the street patterns and the evolution of ordinary public spaces

Au cœur d’une région urbaine de plus de dix millions d’habitants, Hô Chi Minh Ville s’affirme aujourd’hui comme moteur économique du Viet Nam. Les autorités de la ville-province entendent témoigner de ce statut métropolitain par une reprise en main de la planification, après des décennies de développement urbain spontané. La démarche de cette recherche doctorale en géographie urbaine consiste alors à décrypter les mutations contemporaines des dispositifs spatiaux hérités que sont les ruelles (hem) de Hô Chi Minh Ville, à la fois dans leur dimension de composantes de la trame viaire et d’espaces publics. La trajectoire historique contrariée de la ville permet d’éclairer la spécificité de sa morphologie, marquée par une très faible emprise de la trame viaire, dont la hiérarchie demeure incomplète. Près de 85% des rues sont inférieures à douze mètres de large. Les ruelles forment ainsi le cœur de l’armature urbaine, tout autant que le cadre de vie de la grande majorité de la population. A l’interface entre le public et le privé, entre le collectif et l’individuel, la ruelle, envisagée comme forme urbaine dynamique, permet de penser les mécanismes de recomposition urbaine et l’évolution des pratiques citadines qui s’y déploient. En cela, cette recherche souhaite appréhender la réception par les citadins des normes de la « modernité urbaine », telles qu’elles sont aujourd’hui redéfinies par les autorités de la ville-province et qu’elles affectent la conception et le fonctionnement des espaces publics au quotidien. / At the heart of an urban region of more than ten millions inhabitants, Hô Chi Minh City is considered today as the economic engine of Viêt Nam. The authorities of the city-province are seeking to assert its new metropolitan status by regaining control of urban planning after decades of spontaneous development. This thesis proposes to decipher the contemporary mutations of the inherited spatial frame of the Hô Chi Minh City alleyways, taken both as an element of the street network and as ordinary public spaces. The turbulent history of the city contributes to explaining the specificity of its morphology, with very few spaces dedicated to the street network, whose hierarchy remains incomplete. Nearly 85% of the streets are less than twelve meters wide. Thus, the alleyways constitute both the heart of the urban framework and the living environment of the large majority of the population. Poised between public and private spheres, between collective and individual dynamics, the alleyway is an urban form in constant flux. This understanding of streets as an interface makes it possible to rethink the mechanisms of the urban fabric and the evolution of urban practices in the metropolisation of Hô Chi Minh City. In doing so, this research seeks to grasp the way in which urban dwellers are adapting to the norms of “urban modernity” as redefined by the authorities of the city-province today, as well as the way these norms affect the daily functioning of ordinary public places.

O objeto de estudo deste trabalho são as avenidas perimetrais da Área Central da cidade de São Paulo descritas a partir do seu desempenho atual. A descrição das avenidas as aborda a partir do entendimento de como sistemas de mobilidade podem ser avaliados e descritos do ponto de vista urbanístico. A partir desta afirmação discuto alguns aspectos para sua caracterização, levando em conta a importância do transporte coletivo para os espaços da Área Central. Neste sentido, discuto a articulação entre perimetrais e radias, elementos que as vinculam ao sistema de transporte metropolitano; a existência de uma rede de espaços públicos na Área Central conflitantes com sua utilização como suporte das redes de transporte que atingem a Área Central; e, finalmente, a ideia de que as vias perimetrais não são um conjunto coerente de vias. Em outro eixo de análise, estudo o histórico de formação da área, visando o entendimento das condicionantes de projeto que foram responsáveis pela construção dos trechos que a compõem. Este histórico é pautado pela ideia de que é possível entender a formação da área através não só da construção de seus espaços mas também de como estes espaços foram utilizados como suporte das redes de transporte metropolitano. Finalmente, apresento alguns estudos de caso sobre a relação entre mobilidade e projeto urbano, agrupando projetos em duas linhas de discussão: a primeira, sobre projetos que tiveram o automóvel e sua relação com a cidade como referência; e a segunda sobre transporte coletivo sobre pneus e oportunidades urbanísticas advindas da reestruturação viária. A partir das análises sobre o desempenho atual e o histórico de formação das perimetrais faço considerações para o estabelecimento de parâmetros urbanísticos para intervenção na área. / The subject of this study are the perimetral routes of São Paulo\'s Central Area, which are described based on their current performance. The subject is addressed from the understanding that mobility systems can be described and evaluated from an urbanistic point of view. From this statement on, some aspects for it\'s characterization are discussed taking in consideration the importance of public transport to the Central Area. In that sense, the articulation between perimetral and radial routes is discussed, as well as the elements that bind them to the metropolitan transportation system; the existence of a network of public spaces in the Central Area that conflicts with it\'s use as a support to transportation networks; and finally, the idea that the perimetrical routes are not a coherent system of routes. Another analytical axis is the historical development of the area toward an understanding of the project\'s determining factors responsible for the construction of the sections that comprises it. This background is guided by the idea that it is possible to understand the formation of the Central Area, not only through the point of view of it\'s spatial construction but also trough the analysis of how these space were used as support to the metropolitan transport network. Customize the abuse of drugs reflecting on the childhood and the family s influence of the problem of the children that use drugs, is the main objective of this thesis. Choosing the qualitative method of research, the investigation starts with the reports of the children and mothers assisted at Centro de Refer?ncia e Apoio ? Crian?a e ao Adolescente Usu?rios de Drogas, program of specialized assistance of 1? Vara da Inf?ncia e da Juventude de Natal/RN. The research was done through semi-structured interviews, in a total of six subjects: three children and their respective mothers. Through the reports of the subjects, it is brought theorical reflexions that illustrates their perceptions and conceptions about topics like the usage of drugs, the circumstances the usage of drugs was started, the family s structure and dynamic, the situation on the streets, and other factors that affect the development of a child in her/his environment. It is proved that the usage of drugs in Brazil, problem that has been increasing the number of children affected by, is a multi faceted and complex phenomenon but some factors of social and family risks deserve to be pointed out like the manner of support future actions in the prevention area / O estudo faz uma reflex?o sobre o uso de drogas entre crian?as situando-o como um dos mais graves problemas sociais da atualidade. Launched in 1991 to standardize and give visibility to information about this segment of society, the official total of 170 publications in December 2008. It addresses issues relating to public policies and civil society actions directed to this segment of the population. It also records the history of life and brotherhood between people in the streets and some groups that are associated with this reality, as churches and welfare bodies. The objective of this research is to rescue the history of the newspaper and understand how it is constituted as alternative journalism. As for the procedures, this research uses the techniques of literature search, document and content analysis. It is concluded that the paper raises the debate about people who live on the street and serves as a tool to claim citizenship rights, encouraging the organization and expression of this segment of society.(AU) / Trata-se de uma pesquisa sobre O Trecheiro, jornal mensal produzido pela organização não governamental Associação Rede Rua, que noticia informações sobre a população em situação de rua. Lançado em 1991 com o objetivo de sistematizar e dar visibilidade às informações sobre este segmento da sociedade, o jornal totalizou 170 publicações em dezembro de 2008. Aborda questões relativas às políticas públicas e as ações da sociedade civil direcionadas para este segmento da população. Também registra a história de vida e a fraternidade entre as pessoas em situação de rua e de alguns grupos que estão ligados a esta realidade, como as igrejas e as entidades de assistência social. O objetivo principal desta pesquisa é resgatar a história do jornal e compreender de que forma ele se constitui como jornalismo alternativo. The research was conducted by one year of participant observation during which the activities developed by this Association (Drop in, Harm Reduction, Halfway House and some extra activities) were accompanied. The analysis showed several interfaces between the proposal of Harm Reduction and Popular Education on the activities developed by "Pode Crer". It could be also seen how the references used for a better understanding of this Association have a common point: the humanization. Thus, it is an important credibility work of this activity that happens in the invisibility, although with great potential to promote education for the subjects who experience many vulnerabilities from the common management, from shared responsibility, unconditional acceptance, radical listening, horizontal dialogue and aspects that promote meaningful learning at the everyday life of this people / O objetivo geral desse trabalho foi analisar a concepção de educação implícita nas atividades desenvolvidas pela Associação Pode Crer , buscando compreendê-las a partir do diálogo com a Educação Popular e com as Políticas de Humanização da Saúde. A pesquisa foi desenvolvida por meio da observação participante, a partir de um ano de acompanhamento das atividades desenvolvidas por essa Associação (Drop in, Redução de Danos, Casa de Passagem e algumas atividades extras). A análise mostrou diversas interfaces entre a proposta de Redução de Danos e Educação Popular nas atividades desenvolvidas pela Pode Crer . Também se pôde perceber como os referenciais utilizados para uma maior compreensão dessa Associação possuem um ponto comum: a humanização. Assim, trata-se de um relevante trabalho de credibilização dessa atividade que está acontecendo na invisibilidade, porém com grande potencial de promoção de educação para os sujeitos que vivenciam as mais diversas vulnerabilidades, a partir da gestão comum, da corresponsabilidade, do acolhimento incondicional, escuta radical, diálogo horizontal e diversos aspectos que favorecem aprendizagens significativas no dia a dia dessas pessoas.

Plusieurs grandes villes d'Iran sont riches de plusieurs millénaires de constructions desites historiques et de bâtiments anciens. Certaines de ces constructions, sont d'une partformées de matières vulnérables comme la brique cuite ou crue et le plâtre et d'autre partimpactées par la méthode de la distribution des usages urbains. Il en résulte d'importantschangements et des destructions. Le bazar comptait autrefois l’axe le plus important desespaces urbaines dans les villes iraniennes.D’après les documents existants dans les archives, on peut relever que l’anciennetéhistorique des bazars remonte au minimum à des milliers d’années avant J.-C.Jusqu’au début de 20e siècle, le bazar de chaque ville nourrissait un rapport organique etcohérent avec les autres espaces urbains, mais depuis le début de ce siècle et à la suite dudéveloppement des villes, de la construction des rues donnant accès aux voitures et de ladésignation des modèles d’habitation et d’urbanisme, le rapport entre le bazar et les autresétendues urbaines s'est amenuisé.De nos jours, le Bazar d’Hamadan est encore actif et utilisable mais il est actuellementvulnérable à cause de dégâts structuraux et de certains facteurs socio-économiques. The aim of the thesis is to explore the ways of depicting urbanism in contemporary fine arts, forms and topics in which it is presented. Furthermore, the essential part of the work is the history of urbanism, the principles and deviations of urbanism and especially the Eternal City (Rome). As far as Rome is concerned, the author discusses her foundations, the growth of the city from the very beginning of the foundation, the influences of urbanism, the demonstration of the characteristics of the ancient "urbe" and how today's contemporary artists solve new ways of urbanization, or how and in what way they are inspired by Roman cities? An important element of the cities is not only the city planning itself, but also its Genius loci, the spirit of the place, the author separates and explores the cities of the day and the night cities and explores what are their differences in character. A Mixed Methods Study of Local Policy, Systems, and Environmental Approaches Supportive of Healthy Eating and Physical Activity

Background: Policy, systems and environmental (PSE) approaches can sustainably improve opportunities for healthy eating (HE) and active transportation (AT). PSEs require cross-sector collaboration. Adopting and implementing PSEs is complex and not well understood. Methods: First, using a national probability survey dataset of US local health departments (LHD), inclusion of HE and AT PSE strategies in local community health improvement plans (CHIPs) was examined. Next, a content analysis of current CHIP documents provided data for multilevel latent class analyses to identify classes of CHIPs based on patterns of PSE-strategy alignment with six key activities that facilitate change. Lastly, semi-structured interviews informed a qualitative exploration of early stage Complete Streets policy implementation in Worcester, Massachusetts. Results: Less than half of US LHDs reported developing a CHIP containing any HE policy (32%) or AT (46%) strategies. Two classes of CHIPs were identified: CHIPs in Class A (HE: 71%; Physical Activity (PA): 79%) simply identified a PSE solution; Class B CHIPs (HE: 29%; PA 21%) mostly included PSE strategies that comprehensively addressed multiple key activities. Six themes emerged as factors for early Complete Streets implementation. Conclusions: This mixed methods study provides a novel understanding of the status, development and implementation of PSE strategies in relation to collaborative strategic health improvement planning efforts. CHIPs are underutilized to promote PSE strategies and few CHIPs in our study developed strategies that comprehensively address the process of PSE-change. Among other factors, CHIPs may provide a guiding structure for policy adoption and implementation.

Entering this thesis is to design a multifunctional urban / residential building in the complex topographical situation foot street bakery. The aim was to understand the functioning of the organism, its development potential and current problems. Solved plot is located in the heart of Old Brno at the intersection of Pekařská and Anenské. The concept of development should be based on a triangular plot, and its position in relation to the nearby center. The concept of functional layout must respect the basic operational and functional requirements, especially sunlight residential space and solving noise pollution. The aim of this proposal is viable urban area and a functional recovery, which evaluates and develops the character entered. Urban and architectural concept development triangular tip should reflect and complement the character of the site appropriately and its existing buildings.
