Hypertrophie de la stratégie des moyens et Révolution dans les Affaires Militaires. La technologisation, dérive de l'innovation dans le discours politico-stratégique américain ?

Evaluation des mutations de la stratégie politico-militaire américaine depuis l'occurrence de la Revolution in Military Affairs jusqu'au processus actuel de "Transformation". L'analyse des évolutions vues - y compris à l'aune des opérations menées en Afghanistan et en Irak - montre, au delà du phénomène de technicisation (i.e. le processus d'intégration de nouvelles technologies aux armées) un phénomène de "technologisation". Dans ce cadre, le discours stratégique américain, examiné au travers des débats stratégiques et des contributions doctrinales, tendrait à être sur-déterminé par la technologie, du niveau tactique au niveau politique, de sorte que ledit discours tendrait à devenir en soi une technologie.

Protective Action Decision-Making during the 2019 Dallas Tornado

The 2019 Dallas Tornado struck a densely populated area, was the costliest tornado in Texas history, and had minimal warning lead time, yet there were no serious injuries or fatalities. To understand why, this study examines individuals' decision-making processes during this tornado using the protective action decision model (PADM). Specifically, it investigates the factors affecting threat belief and evaluation, the facilitators and impediments to protective action, and the effects on future risk perception and hazard adjustment measures. Semi-structured telephone interviews were conducted with 23 survivors to explore their experiences and decision-making processes during this tornado. Interviews were analyzed through inductive coding and a constant comparative approach. Key findings of this study suggest that clear and direct warning messages, coupled with rapid, heuristic-driven reactions, can overcome the impediment of a short-fuse warning time and motivate those at risk to take protective action. Additionally, this study identifies condominium owners as a housing population with unique needs and impediments in the tornado recovery process. Furthermore, results illustrate how the hazard scenario and contemporary technological culture nuance protective action decision-making and future hazard adjustment measures.

En ny teknikkultur : äkthet i sociala medier / A New Technological Culture : Genuineness in social media

Denna studie ger ökad kunskap om hur en digital artefakt inom sociala medier skulle kunna uppmuntra till äkthet, som en motpol till profilering för att skapa en balans mellan profilering och äkthet. Studien barhandlar området “hur och varför användare presenterar sig och för sig på ett visst vis i sociala medier”. Detta förstås och diskuteras med hjälp av de två ändpunkterna äkthet och profilering. Studien berör även designerns roll i detta sammanhang. Studien undersöker området genom en litteraturstudie, samt en egen kvalitativ studie i form av semistrukturerade gruppintervjuer. Studien visar att intressenterna upplever de att sociala medier utgör en viss press till profilering. Offentliga miljöer visar sig gynna profilering, medans mindre sammanhang gynnar äkthet. Vad gäller kommunikationsformer så gynnas profilering i de kommunikationsformer som kommer så långt ifrån det fysiskt verkliga mötet som möjligt, medans äkthet gynnas i de kommunikationsformer som upplevs komma så nära det fysiskt verkliga mötet som möjligt. Studien föreslår att en digital artefakt inom sociala medier som syftar till att uppmuntra till äkthet bör skapa en trygg miljö, där allt inte alltid är till för alla och där kommunikationsformer som främjar äkthet uppmuntras. / This thesis gives increased knowledge of how a digital artifact in social media might encourage genuineness, as an antithesis to profiling in order to create a balance between profiling and genuineness. The thesis treats the area of “ how and why we present ourselves in a certain way in social media”. This is understood and discussed with the help of two endpoints; profiling and genuinness in social media. The study also discusses the role of the designer in this context. The thesis explores the area through a literature, but also conduct its own study in the form of semi-structured group interviews. The study shows that stakeholders feels pressure to profiling from social media. Public areas seems to benefit profiling, while smaller context favors genuinness. When it comes to the form of communication it seems that profiling is favored from the forms of communication that come as far from the physically real meeting as possible, while the communicatonforms that provide the experiences similar to a physically real meeting is perceived to be the most genuine. The thesis suggests that an digital artefact in social media that aim to encourage genuinness should create a safe environment, where everything is not always for everyone and where the forms of communication that promotes genuinness is encouraged.

Análisis comparativo de contenido en eventos masivos de divulgación del conocimiento científico: las semanas de la ciencia en Cataluña y Pernambuco

Este estudio es el resultado de un análisis de la Setmana de la Ciència (SC) – el primer evento masivo de divulgación científica en el Estado Español, en 1996 – y de la Semana Nacional de Ciência e Tecnologia (SNCT), centrada en la participación de Pernambuco (Estado de la Región Noreste de la República Federativa de Brasil). Este evento tiene lugar en el país sudamericano desde 2004. A partir de estudios cuantitativos y cualitativos buscamos verificar la validez del modelo de las semanas de la ciencia en ambos territorios así como apuntar sus virtudes y potencialidades. El presente trabajo académico pretende servir como una herramienta para la elaboración de políticas públicas de divulgación científica en diferentes contextos y priorizar la participación activa de la población en el proceso de construcción del conocimiento científico. En Catalunya y en Pernambuco fueron evaluadas más de 5.000 actividades bajo ocho parámetros útiles para la observación de las diferencias entre la realización de eventos similares en contextos socioeconómicos dispares. Además, puede dar soporte a políticas públicas en cualquier nivel sea local, regional o nacional. Este estudio puede ser aplicado a otros trabajos sobre la funcionalidad de las semanas de la ciencia en todo el mundo / This study is the result of an analysis of the Catalonian Science Week (SC from its abbreviation in Spanish) - first massive event of popular Science in the Spanish State, held since 1996 – as well as the participation of Pernambuco (Northeastern Brazilian state) in the National Science and Technology Week (SNCT). Based on quantitative and qualitative studies, the aim herein is to verify the application of Science Weeks in both territories and identify their strengths and potentials. This academic study aspires to be a public policy tool for the popularization of Science in different contexts and to prioritize active public participation in the construction of scientific knowledge. Both in Catalonia and Pernambuco over 5.000 activities were evaluated under eight parameters, useful in the observation of differences within the promotion of similar events in distinct socioeconomic contexts. Also, can support public policies at any level - local, regional or national. This study can be applied to other studies on the functionality of the science weeks around the world.

A relevância dessa pesquisa que tangencia as questões atinentes à ampliação da jornada escolar ou tempo escolar e, portanto, às políticas de educação integral e em tempo integral é justificada diante do caráter emergente que tem o uso das tecnologias eletrônicas e digitais na escola, considerando que o PME contempla, dentre os macrocampos de conhecimento das escolas urbanas, o de Comunicação e Uso de Mídias, Cultura Digital e Tecnológica. Embora exista uma expressiva produção sobre o PME em termos mais amplos, justifica-se também a escolha dessa temática específica por não existirem publicações a respeito no estado de Pernambuco. Tomou-se como campo de pesquisa a SEE/PE, a GRE Metropolitana Norte e uma escola estadual de jurisdição do município de Paulista - denominada neste estudo de Escola Estadual Y - que fez a adesão ao macrocampo Comunicação e Uso de Mídias, Cultura Digital e Tecnológica do PME em todos os anos, desde a implantação do PME no estado, em 2008. Para a coleta de dados e análise dos elementos interferentes na implementação do macrocampo Comunicação e Uso de Mídias, Cultura Digital e Tecnológica do PME, a metodologia utilizada foi qualitativa, tendo como instrumento de pesquisa entrevistas de roteiros semi-estruturados em duas etapas distintas: uma etapa preliminar com as equipes do PME da SEE/PE e GRE e uma segunda etapa com as mesmas equipes e a equipe pedagógica e de gestão da Escola Estadual Y. Como fundamentação teórica utilizaram-se os estudos de Cavaliere (2007, 2009) sobre a concepção de educação integral, Condé (2012) e Mainardes (2006) a respeito da implementação de políticas públicas e Bonilla (2009) sobre a incorporação das tecnologias no contexto escolar. A partir de análise dos resultados da pesquisa observou-se que problemas de insuficiência e despreparo de recursos humanos e precariedade no monitoramento no âmbito da SEE/PE e da GRE interferiram diretamente na implementação do macrocampo nas escolas. Diante disso, o Plano de Ação Educacional proposto apresenta ações que poderão ser executadas na rede estadual de ensino de Pernambuco com vistas a equacionar as dificuldades na implementação do macrocampo Comunicação e Uso de Mídias, Cultura Digital e Tecnológica do PME, quer seja no âmbito da SEE/PE, das Gerências Regionais de Educação ou das próprias escolas. / The aims of the present case of management were to describe and analyse the problems and challenges in the implementation of macrocampo Communication and Use of Media, Digital and Technological Culture of Mais Educação Program (PME) on the network education of Pernambuco from State School case Y, in Paulista, municipality of Regional Management of Education from North Metropolitan, and to propose an action plan as contribution to improvement of this implementation. The importance of this research that touches the issues concerning the extension of the school journey or school time and therefore the integral education policies and full time is justified faced with the emergency of the use of electronic and digital technologies in school, whereas PME includes, among the macrocampos of knowledge of urban schools, the Communication and Use of Media, Digital and Technological Culture. Although there is a significant production about the PME in broader terms, this specific theme is chosen because there is not this kind of publications in the State of Pernambuco. The State Department of Education of Pernambuco (SEE/PE), The Regional Management of Education/North Metropolitan (GRE) and the State School Y became search field. The State School Y has made membership of the macrocampo Communication and Use of Media, Digital and Technological Culture of PME every year, from the implementation of PME, in the state in 2008. It was used a qualitative methodology to collect information and analyse the facts that involve the implementation of macrocampo Communication and Use of Media, Digital and Technological Culture of Mais Educação Program having as research‟s tools, interviews of semi-structured itineraries in two different stages: a preliminary stage with the same teams of Mais Educação Program of SEE/PE and GRE, and a second stage with the same teams, the educational team and the management team of the State School Y. The studies from Cavaliere (2007, 2009) about the conception of full educational were used as theoretical support, Condé (2012) and Mainardes (2006) about the implementation of public policies and Bonilla (2009) about the incorporation of technologies in the school context. From the analysis results of the research it was pointed out problems of inadequacy and lack of preparation of human resources and insecurity in monitoring under the SEE/PE and GRE interfered directly in the implementation of macrocampo in schools. In the face of this, the proposed Educational Action Plan presents actions that can be executed in the State schools of Pernambuco with a view to addressing the difficulties in implementing the macrocampo Communication and Use of Media, Digital and Technological Culture of the PME, either within the SEE/PE, Regional Managements of Education or the schools themselves.

Развитие технологического мышления учащихся средней школы на занятиях факультатива : магистерская диссертация / The development of technological thinking of pupils of electives

The work is devoted to the effective design of electives for pupils. The paper considers the problems of the development of technological thinking in secondary school students; inconsistencies in the material and technical base of educational institutions that do not allow pupils to fully solve actual production, technological, and design and research tasks in the classroom. In the course of the work, a detailed analysis of various literature on the stated problems was carried out, as well as a draft of the optional course “Post-industrial society” was developed, a content plan, a thesaurus and constructs of training courses of the optional course were drawn up. In the future, it is going to continue work on the project and introduce it into the school system. The implementation of the project in extracurricular activities of a technological orientation will allow students to form such important competencies as: initiative, the ability to think technologically and find innovative solutions to problem situations, and the ability to self-educate. / Работа посвящена разработке проекта факультативного курса способствующего развитию технологического мышления учащихся старшей школы. В работе рассматриваются проблемы развития технологического мышления учащихся общеобразовательной школы; несоответствия материально-технической базы образовательных учреждении, не позволяющих учащимся на уроках в полной мере решать актуальные производственно-технологические и проектно-исследовательские задачи. В ходе работы был проведён подробный анализ различной литературы по заявленным проблемам, а также был разработан проект факультативного курса «Постиндустриальное общество», составлен тематический план, тезаурус и конструкты учебных занятий факультативного курса. В дальнейшем планируется продолжить работу над проектом и внедрить его в систему школьного образования. Реализация проекта во внеурочной деятельности технологической направленности позволит сформировать у учащихся такие важные компетенции как: инициативность, способность технологически мыслить и находить нестандартные решения проблемных ситуации, способность к самообразованию.
