Mapping Overlapping Constellations: Nature and Technology in Research in Philosophy and Technology/Techné and Environmental Ethics

The overlap between the separate fields of philosophy of technology and environmental philosophy can be investigated using the two longest running flagship journals for each field, Environmental Ethics (EE) and Research in Philosophy and Technology, which is now published as Techné: Research in Philosophy and Technology (RPT/Techné). By looking at the theoretical and conceptual ideas on nature and the environment expressed in RPT/Techné, at those on technology and artifacts expressed in EE, and at the individuals who contributed them using the principles of social epistemology as developed by Steve Fuller, a stereoscopic view incorporating the insights from both specializations can be constructed. The ideas developed in the articles can be charted like stars within constellations, loosely connected in groupings that are neither clear nor evident. Five constellations can be discerned from the relevant articles in each journal, and while there is some overlap, there is considerable difference. The stereoscopic view is developed in three ways: first, by reviewing the contributions of authors who have published in both journals; second, by utilizing resources in both specializations to add subtlety and depth to the ideas expressed, starting in this case from Jacques Ellul’s “Nature, Technique and Artificiality”; and third, by using W. D. Ross’s ethical theory, which fuses prima facie duties with virtues, to integrate traditional ethical concerns with those raised by philosophers focused on technology and those concerned with the environment.

Fanon, o reconhecimento do negro e o novo humanismo: horizontes descoloniais da tecnologia

O presente trabalho toma como referência a problemática e obra que constituem o pensamento de Frantz Fanon sobre colonialismo e descolonização. A reflexão atenta para as dimensões epistêmicas que perpassam a obra daquele autor e suas possibilidades para a análise da tecnologia e da educação tecnológica. Este estudopretende, no todo, avaliar, nos discursos que tecem a narrativa dos arquivos-Fanon, condicionantes que assujeitam o negro numa ordem inferior de subjetivação, restringindo-lhe a apropriação da ciência e da tecnologia, rumo à configuração de novos discursos e práticas sociais alternativas. São relatadas observações de Fanon sobre a relação do povo argelino com os saberes, produtos e profissionais de ciência e tecnologia, durante a guerra de libertação. Tais observações permitem sugerir que Fanon teria sido um dos precursores dos Estudos CTS - estudos da ciência e da tecnologia do ponto de vista dos interesses sociais. A análise das categorias do reconhecimento e a noção do novo humanismo pretendido por Fanon são alinhadas a seis categorias sustentadoras da filosofia da libertação e da poiesis – filosofia da produção – tendo em vista um design tecnológico descolonizado. As evidências recolhidas são confrontadas com códigos que marcam racialmente a educação tecnológica no Brasil, em detrimento do negro. Finaliza com breves considerações, sugerindo novos estudos sobre os temas aqui levantados. / This thesis take as its reference the problematic and work that constitute the thought of Frantz Fanon about colonialism and decolonization. The reflexion is attentive to the epistemic dimensions that pervade the work of this author and its possibilities to an analyses of technology and technological education. This work intends, as a whole, to evaluate, in the discourses that weave the narrative of Fanon’s archives, the conditioners that subject black people in a subaltern order of subjectivation, which restrict their appropriation of science and technology, toward the configuration of new discourses and alternative social practices. Fanon’s observations are reported about the relationship of the Algerian people with knowledges, products and professionals of science and technology, during the war of liberation, which allow us to suggest that Fanon would have being one of the precursors of STS Studies - Science, Technology and Society Studies. The analyses of the categories of acknowledgment and the notion of new humanism proposed by Fanon are aligned to sustain six categories of the liberation philosophy and of the poiesis – production philosophy – in the view of a decolonized technological design. The evidences collected are confronted with codes that racially mark the technological education in Brazil, in detriment of black people. Finalize with brief considerations, suggesting new studies about the themes raised along the thesis.

A partir daí, são discutidos os conceitos de trabalho e trabalhador, considerando a relação destes com o desenvolvimento tecnológico. Com a intenção de perscrutar em Marx uma análise sobre a técnica e reflexões sobre o trabalho, o trabalhador e o humano, é feita uma leitura desse autor privilegiando textos como os Manuscritos de 1844, A ideologia Alemã, os Grundrisse e os Manuscritos de 1861-1863, em que há cadernos de estudos de Marx sobre a ciência e as máquinas. A preocupação geral é problematizar o trabalho e o trabalhador como limitadores das potências do humano, além das linhas de fuga possíveis a partir de uma relação positiva com as tecnologias / Abstract: Through signals from the media, contemporary art and personal experience working in companies, we discusses the labour society, its uneasiness and the political and economic contradictions, passing by authors such as Foucault and Robert Kurz. Thereafter, concepts of work and worker are discussed considering their relationships with technological development. Intending to make a careful investigation in Marx regarding techniques and the labour, the worker and the human, we perform a reading of this author privileging texts such as the 1844 Manuscripts, The German Ideology, the Grundrisse and 1861-1863 Manuscripts, wherein we can find Marx¿s study books on science and machines. Searching for a new kind of thinking the relationship of human with the technique and the work, we resort to Gilbert Simondon, specifically his thesis on the mode of existence of technical objects and the concept of individuation. An international study of curricular organizers for the study of technology

The purpose of the study was to identify the key descriptors of a definition of technology and curricular organizers for use in the study of technology. Seven panels were used for the three round Delphi to identify the key descriptors and curricular organizers. The panels included: (1) technology educators, (2) philosophers of education, (3) philosophers of technology, (4) historians of technology, (5) anthropologists of technology, (6) futurists, (7) industrialists/business leaders. A Thurstone and Chave Method of Equal Appearing Intervals was used to assign scale and Q values to each item ranked in the Q sort. An 80th centile was used for an item to achieve a consensus. The results of both research questions were rank ordered based on scale value from highest to lowest. Fourteen key descriptors of a definition of technology obtained a consensus. These are innovation; invention; creative; extends human capabilities (physical, social ,and intellectual); a process (change, individual, corporate, design, creative, and systematic); extension of human potential; problem solving; purposeful human manipulation of the material world; closely linked to science but not simply applied science, body of knowledge; used to solve problems and create opportunities; played an important role in the emergence of Homo sapiens; a system of tools, knowledge, and behaviors associated with the exploitation of environments; and has social, economic, political, and environmental impacts. Seven curricular organizers achieved a consensus. These are problem solving; process organizers (creativity, enterprise, systems, inventions, and problem solving); the process of technology; design and innovation; research and development; and awareness of implications and potential of technology (health, food, communication, production, and control). / Ed. As narrativas e análises permitiram desvelar a complexidade da realidade técnica, os níveis de imbricação entre Ser/Técnica/Saber incorporados à natureza na unidade harmônica do território (o mangue) que se fratura e fragmenta por um exterior que despreza os saberes e singularidades das técnicas artesanais, a virtualidade de diálogos entre estas técnicas e as “modernas”, os nexos entre Corpo/Tecnologia/Objeto técnico, a dificuldade de habitar o mundo mediado tecnologicamente mantendo a separação entre Humanidade/Técnica/Natureza, a necessidade de viver o tempo em conexão com a natureza como linhas de fuga da alienação tecnológica produzida pela ausência de pensar sobre a mesma. / ABSTRACT This doctoral thesis addresses the discussion of the ways in which technologies are embedded in societies and cultures, highlighting the tensions that emerge as they interact with the technical universes that are not homogeneous, but are part of the same reality; challenges the forms in which the technical and technological knowledge circulates, becomes legitimate and associates with power; reveals alternatives to the hegemonic forms of the technical rationality and explores closer ties to the sociocultural diversity, in order to propose less vertical dialogues, more rhizomatic. It undertakes the theoretical/epistemological option from the de-colonial perspective of (Quijano, Dussel, Mignolo, Torres, Castro-Gómez) which allows us to question the contemporary matrix power/knowledge assumed by technologies, as well as the contributions of Rodolfo Kusch in a dialogue with Gilbert Simondon to convene other approaches to technologies from the philosophical, sociological, anthropological and political dimensions. It proposes a draft of the (Deleuze e Guattari) cartography of knowledge/expertise of the technique of shellfish fishing with the shellfish fisheries in Passé de Candeias, which aims to analyze and define the relations of power revealed around knowledge/expertise, the expressions of the craftsmanship and its relationship with the technical objects, to identify the link between culture/technology/knowledge; for the cartographical production a collective book was drafted with the community of knowledge. The narratives and analysis revealed the complexity of the technical reality, the intertwining levels between Being/Expertise/Knowledge integrated into nature in harmonious unity with its territory (mangrove) that is fractured and fragmented by an exterior that despises the knowledge and singularities of the craftsmanship, the virtual nature of the dialogues between these techniques and the “modern ones”, the connections between body / technology/technical object, the difficulty of living in a world technologically mediated maintaining the separation between humanity/technic/nature, the need of living time in connection with nature as escape lines of technological alienation resulting from not thinking about it. / RESUMEN Esta tesis de doctorado aborda la discusión sobre las formas como las tecnologías se instalan en las sociedades y las culturas, evidenciando las tensiones que emergen de las distintas relaciones que se establecen con los universos técnicos que no son homogéneos pero constituyen parte de una misma realidad, cuestiona los modos de legitimación y circulación de los conocimientos técnicos y tecnológicos y sus conexiones con el poder, revela alternativas a las formas hegemónicas de racionalidad técnica y explora vínculos mas cercanos a la diversidad sociocultural, con el propósito de proponer diálogos menos verticales, mas rizomáticos. Asume la opción teórica/epistemológica de la perspectiva decolonial (Quijano, Dussel, Mignolo, Torres, Castro-Gómez) que permite interpelar la matriz contemporánea saber/poder agenciada por las tecnologías, así como los aportes del pensamiento de Rodolfo Kusch en diálogo con Gilbert Simondon para obtener otras aproximaciones a las tecnologías desde dimensiones filosófica, sociológica, antropológica y política. Realiza una cartografía (Deleuze e Guattari) del saber/hacer sobre la técnica de mariscar con las marisqueras de Passé de Candeias, para analizar y trazar las relaciones de poder que se revelan en torno a sus saberes/conocimientos técnicos, las expresiones de su técnica artesanal y sus conexiones con los objetos técnicos, para identificar vínculos entre Cultura/Tecnología/Conocimiento; como agenciamiento para la producción cartográfica se elaboró un libro colectivo con la comunidad de saber. Las narrativas y los análisis permitieron desvelar: la complejidad de la realidad técnica, los niveles de imbricación entres Ser/Técnica/Saber incorporados a la naturaleza en unidad armónica con su territorio (mangue) que se fractura y fragmenta por un exterior que desprecia los saberes y singularidades de las técnicas artesanales, la virtualidad de diálogos entre estas técnicas y las “modernas”, los nexos entre Cuerpo/Tecnología/Objeto Técnico, la dificultad de habitar el mundo mediado tecnológicamente manteniendo la separación entre humanidad/técnica/naturaleza, y la necesidad de vivir el tiempo en conexión con la naturaleza como líneas de fuga de la alienación tecnológica producida por la ausencia de pensar sobre ella.

Control room agents : an information-theoretic approach

In this thesis, a particular class of agent is singled out for examination. In order to provide a guiding metaphor, we speak of control room agents. Our focus is on rational decision- making by such agents, where the circumstances obtaining are such that rationality is bounded. Control room agents, whether human or non-human, need to reason and act in a changing environment with only limited information available to them. Determining the current state of the environment is a central concern for control room agents if they are to reason and act sensibly. A control room agent cannot plan its actions without having an internal representation (epistemic state) of its environment, and cannot make rational decisions unless this representation, to some level of accuracy, reflects the state of its environment. The focus of this thesis is on three aspects regarding the epistemic functioning of a control room agent: 1. How should the epistemic state of a control room agent be represented in order to facilitate logical analysis? 2. How should a control room agent change its epistemic state upon receiving new information? 3. How should a control room agent combine available information from different sources? In describing the class of control room agents as first-order intentional systems hav- ing both informational and motivational attitudes, an agent-oriented view is adopted. The central construct used in the information-theoretic approach, which is qualitative in nature, is the concept of a templated ordering. Representing the epistemic state of a control room agent by a (special form of) tem- plated ordering signals a departure from the many approaches in which only the beliefs of an agent are represented. Templated orderings allow for the representation of both knowledge and belief. A control room agent changes its epistemic state according to a proposed epistemic change algorithm, which allows the agent to select between two well-established forms of belief change operations, namely, belief revision and belief update. The combination of (possibly conflicting) information from different sources has re- ceived a lot of attention in recent years.
