Šiame darbe analizuojama valstybės tarnautojų karjeros valdymo problemas. Svarbiausias organizacijos elementas yra darbuotojai. Kad organizacija apsirūpintų reikiamu reikiamos kokybės personalo skaičiumi, ji turi užtikrinti rezervo formavimą ir karjeros planavimą. Lietuvos įmonėse karjeros planavimas nėra vykdomas. Apsvarsčius realius karjeros realizavimo variantus padariau išvadą, kad karjeros planavimas turi apimti visus darbuotojus ir pirmiausia to turi siekti pats žmogus. Kiekviena įmonė, norėdama organizuoti sistemingą karjeros planavimą, turi sukurti atitinkamą individualios karjeros planavimo ir realizavimo sistemą. / The development of state service office worker’s position as well as working places at the enterprise is analyzed in this essay. The employee is the most significant element at the enterprise. In order the enterprise employs necessary adequate number of quality staff it should guarantee the formation of reserve as well as career planning. Yet career planning is not implemented in Lithuania. Having analyzed real versions of career realization I came to the conclusion, that career planning should enclose all the employees as well as it should be aimed at by a person himself. Every enterprise aiming at organization of methodical career planning has to form adequate system of planning and implementing of individual career.

„Protų nutekėjimo“ samprata apima ne tik fizinį aukštos kvalifikacijos asmenų išvykimą iš vienos šalies į kitą, bet ir perėjimą iš vienos organizacijos ar padalinio į kitą, bet kokį kitą vieno ekonominio subjekto įgūdžių ir žinių, reikalingų ekonominiam augimui ir vystimuisi, netekimą kito ekonominio subjekto naudai. „Protų nutekėjimas“ atsiranda veikiant aukštos kvalifikacijos specialistų, mokslininkų, studentų migracijos traukos ir stūmos faktoriams. Išskiriami trys protų nutekėjimo priežasčių lygiai: individo, organizacijos ir valstybės. “Protų nutekėjimą” patiria visos pasaulio šalys, tik skiriasi šio reiškinio mastai ir charakteristikos. Ekonomiškai išsivysčiusiose šalyse „protų nutekėjimo“ problematikai skiriama daugiau dėmesio, ja domėtis ir tyrinėti pradėta anksčiau nei pereinamosios ekonomikos šalyse. Tai patvirtina išsamesnė ir tikslesnė statistika, pateikiama įvairiuose šaltiniuose, bei atskirų tyrimų gausa. Lietuvoje šis reiškinys yra mažai nagrinėtas. „Protų nutekėjimo“ iš Lietuvos apimtį sunku įvertinti dėl statistinių duomenų ir išsamių sociologinių tyrimų stokos. Darbe akcentuojama, kad aukščiausios kvalifikacijos Lietuvos specialistų emigracija gali turėti neigiamas ekonomines, socialines, kultūrines ir net politines pasekmes šalies raidai. [toliau žr. visą tekstą] / The concept of brain drain includes not only a physical emigration of highly qualified persons from one country to another but also a transfer from one department of an organization to another, as well as any other loss of skills and knowledge of one economic unit necessary for economic growth and development in favour of another economic unit. Brain drain occurs as a result of the factors of attraction and repulsion of migration of qualified specialists, scientists and students. Three levels of the reasons for brain drain can be distinguished: individual, organization, and state. Brain drain occurs in all countries of the world with a varying extent and character. In the economically developed countries more attention is given to the problem of brain drain. It has become an object of interest and research in these countries much earlier than in the economies of transition. This can be proven by a more extensive and accurate statistics provided in different sources, as well as the abundance of different research. In Lithuania little analysis has been made on this phenomenon. It is difficult to determine the extent of brain drain from Lithuania due to the lack of statistical data and sociological research. The thesis underlines that the emigration of highly educated specialists from Lithuania may have negative economic, social, cultural and even political effects on the development of the country. Pastarųjų metų pokyčiai Lietuvoje kelia vis didesnius reikalavimus viešojo administravimo institucijoms. Viešasis administravimas turi sugebėti greitai ir efektyviai reaguoti į visuomenės poreikius, keisti ir pritaikyti savo struktūras, procedūras bei veiklos tikslus prie besikeičiančių aplinkybių. Kartu su tuo keičiasi reikalavimai ir valstybės tarnautojams: jie turi būti kūrybingi, kvalifikuoti ir motyvuoti, sugebantys ginti ir tenkinti visų gyventojų interesus. Šiame darbe ir nagrinėjama kokios sąlygos sudaromos valstybės tarnautojams, kad jie galėtų prisitaikyti prie naujų reikalavimų, o tuo pačiu daryti sėkmingą šiuolaikinę karjerą valstybės tarnyboje. Darbe iškeliama problema, kad nors teisinė bazė Lietuvos valstybės tarnautojams sudaro gana palankias karjeros galimybes, tačiau nėra užtikrinamas jos įgyvendinimo mechanizmas. Viena didžiausių problemų šiuo metu yra kompetencijos stoka administravimo ir valdymo sričių klausimais, menki valstybės tarnautojų administraciniai gebėjimai. Netobulas valstybės tarnautojų veiklos vertinimo principas, kuris yra tiesiogiai susijęs su paaukštinimu pareigose ir sisteminio mokymosi bei kvalifikacinio tobulinimosi galimybių neužtikrinimas, komplikuoja valstybės tarnautojų karjeros galimybes. / Changes of late years raise growing claims to the public administration institutions in Lithuania. Public administration has to manage fast and effectively react to the society needs. It has to change and apply its structures, procedures and activity objectives according to volatile circumstances. Together with it requirements for civil servants change: they have to be creative, qualified and motivated, also they have to manage to protect and satisfy interests of all people. The aim of this Master Paper is to analyze what conditions are established for the civil servants under which they could adjust to the new requirements and at the same time to climb up the ladder in the civil service.

Šiandieninė susidariusi situacija Lietuvos valstybės tarnyboje kelia rimtą nerimą ir susirūpinimą, kadangi valstybinėse institucijose yra jaučiamas didelis darbuotojų trūkumas. Dažniausiai valstybės tarnautojus patraukia privataus sektoriaus įmonės ar net Es institucijos pasiūlydamos didesnį darbo užmokestį ir socialines garantijas. Darbe nagrinėjame karjeros valstybės tarnautojų socialines garantijas kaip vieną iš darbuotojus skatinančių veiksnių. Pirmiausia analizuojamos svarbiausios darbe naudojamos sąvokos ir atskleidžiama socialinių garantijų samprata bei valstybės tarnybos modelio įtaka socialinių garantijų užtikrinimui. Pabrėžiamas profesinių sąjungų vaidmuo dėl socialinių garantijų plėtojimo. Antroje darbo dalyje išskiriami socialinių garantijų reglamentavimo panašumai ir skirtumai karjeros valstybės tarnautojams ir darbuotojams pagal darbo sutartis. Nagrinėjamos socialines garantijas ES institucijose ir užsienio šalyse, išskiriami pranašumai, kuriuos galėtume pritaikyti Lietuvos valstybės tarnyboje. Trečioje darbo dalyje pateikiama ES šalių patirtis, vykdant reformas valstybės tarnyboje bei atskleidžiame kokiomis socialinėmis garantijomis privatus sektorius motyvuoja darbuotojus, Didelis dėmesys skiriamas ekspertų vertinimams ir pasiūlymams analizuoti. Remiantis užsienio šalių patirtimi bei ekspertų vertinimais pateikiami pasiūlymai plėtojant socialines garantijas karjeros valstybės tarnautojams. / The question of social guarantees used to attract workers into the civil services are considered in this research project. The author has attempted to assess the importance of social guarantees when a choice has to be made between working the civil service or in the other institutions. Within the EU institution at the present time there appears to be little competition for employment between the public service and the private sector. The author attempts to consider what further attractions could be proposed to attract potential qualified civil servants. Analysis has been made of the most important requirements of work in the civil service and also an analysis of the social guarantee and its dependence on the civil service model lineament has been carried out. The importance of the role played by trade unions in the extension of social guarantees is also discussed. In the second part of the work a comparison of the differences and advantages of social guarantees for civil servants and workers has been made. An analysis of the social guarantees in EU institutions and other countries has been carried out, and attempts have been made to highlight which further superior guarantees could be used for career civil servants in Lithuania. Nurturing servant leaders in religious education

The purpose of this thesis is to explore conditions under which the human spirit flowers in modern organisations. The topic of the thesis was sparked by prolonged study at the Master’s level of the writings of Robert K. Greenleaf, modern servant leadership theorist. Greenleaf was concerned with the ways and the conditions in which the human spirit flowers. He wrote a number of essays on the topic (Greenleaf, 1996b). He often questioned what organisations as they currently stood were doing to help people grow as whole people. As workers spend increasing amounts of time in the workplace, organisations continue to seek ways in which to increase employee satisfaction and decrease the compartmentalising of human experience. The geographical context of study is that of Aotearoa/New Zealand with participants selected from the Church Educational System of the Church of Jesus Christ of Latter-day Saints in the Tāmaki-makau-rau/Auckland region. The Church Educational System, or CES, is a worldwide religious education provider headquartered in the Western United States. The context for study was chosen based on my perceived personal growth as a student for nine years in the CES programmes and my desire to understand how the programme was administered in Aotearoa/New Zealand. The project employs a qualitative methodology using as primary data gathering methods in-depth interviews with three CES directors, three focus groups made up of sixteen volunteer teachers, classroom observations, and document analysis. Using Greenleaf’s descriptions of the servant leader as a central focus, I attempt through this qualitative study to address the central research question: How does the Church Educational System (CES) nurture servant leaders? The central metaphor of the garden was used in processing and analysing data. The garden metaphor was intended to assist in the conceptualisation of relationships of service as they are at work in the lives of participants. Identified relationships of service from the findings were between participants co-workers (plants), love (life-force), Jesus Christ (sun), The Church of Jesus Christ of Latter-Day Saints (plot), purpose (strength), Aotearoa/New Zealand (soil), exemplars (canopy), experience (seasons), Church Educational System (gardener), positions, training, programmes (gardener tools), growth (colour/aroma/fruit), knowledge (water), and organisational care (pruning/transplanting). Findings indicated that nurturing in the Church Educational System is influenced by the ability of the organisation to bring people together in meaningful ways. Findings also show that understanding relationships of service that make up whole people may be an important step for organisations in the nurturing of servant leaders. Nurturing in the CES appears to be taking place in three primary areas: balancing, renewal, and regeneration. The findings of this study have significance for those inside and outside of the CES. A chapter is dedicated to exploring possible application of findings in variant organisational contexts. Providing consistent formal and informal opportunities for sharing in spirit and intellect at the organisational level appears to be a key in the nurturing of servant leaders in organisations.

The employment relationship and integrated theory

This research falls within the field of normative business ethics. Its aim is to examine the moral nature of the employment relationship in western democracies by examining the liberal, democratic justifications that are normally advanced for its probity. Its concern is to challenge the notion that the employment relationship is in conformity with these liberal democratic values. Thus, the research is an exercise in the examination of the application of the liberal, democratic tradition to the social institution of employment. Thus research examines areas of dissonance between the political relationship of employee � employer and the dominant values of the liberal tradition found elsewhere in western democracies. The research firstly identifies the key moral characteristics of the employment relationship in private, capitalist organisations. This is derived from a consideration of the development historically, of the employment relationship, with acknowledgement of the combined influences of statute, common law, contract law and custom in forming the current employee relationship. Secondly, the research identifies the justificatory arguments from the liberal tradition that are normally advanced in support of the employment relationship�s moral probity. These include notions of rights deriving from private property, the separation of social life into public and private spheres and the application of contract law to employment. Thirdly, the research examines these arguments for their moral probity. Specifically, this involves an examination of the arguments regarding the private property status of employing organisations, the application of contract law to employment, the moral characteristics of the master and servant relationship as a basis for employment and the relevance of democratic values within employment. As an additional perspective, the literature on human needs is reviewed as a source, outside of the liberal tradition, for a basis upon which to outline the moral requirements of human relationships to work.
