[pt] A mediação internacional transformou-se nas últimas décadas devido a
dois fatores: as mudanças nas características do conflito armado; e a entrada de
novos atores. Os conflitos modificaram-se significativamente após o fim da
Guerra Fria, apesar de já ser possível encontrar sinais destas transformações desde
a década de 70. A entrada de novos atores, dos quais se destacam principalmente
organizações não-governamentais (ONGs), foi uma resposta a essas novas
necessitadas do conflito, a modificações na relação dos Estados com as ONGs e
destas no campo da resolução de conflitos. As ONGs proporcionaram novas
possibilidades à mediação internacional, abrindo o leque de possíveis soluções aos
conflitos, por conseguirem atingir todos os níveis sociais durante o processo de
resolução. As ONGs possibilitaram com que a mediação envolva toda a sociedade
e desenvolva-se um longo processo de reconciliação. No entanto, como todo o
mediador elas possuem vantagens e limitações que devem ser consideradas no
momento da mediação. Além disso, é necessário ressaltar que a mediação pode
envolver mais de um ator ou até mesmo mais de de um tipo de ator, desde que a
ação deles seja coordenada. Objetivando analisar isto esta dissertação utilizará de
três casos de estudo: Moçambique, Aceh e Burundi e as suas mediações. / [en] International mediation has been transformed over the last decades,
primarily through two factors: the changed characteristics of armed conflict and
the emergence of new actors. Conflicts were significantly modified after the Cold
War, but races of these transformations can be found as early as the 1970s. The
entry of new actors, principally Non-Governmental Organizations (NGOs), was a
response to the exigencies of new conflict situations, and was due to the
modification of the relationship between states and NGOs in the resolution of
conflicts. Given this situation, this thesis analyzes the advantages and limitations
of NGOs as international mediators, focusing on their role in three major
conflicts: Mozambique, Aceh and Burundi.

exemplo disso, foi o que o Brasil viveu em meados dos anos 1970 e 1980, o qual se tratou
de um período em que os sujeitos sociais buscavam seus direitos políticos e igualitários,
em virtude da resistência ao regime autoritário da época. Com o passar dos anos, ocorreu o surgimento de outras formas de organização popular institucionalizada que tinham como
propósito acessar uma democracia humanizada. Com base nessa conjuntura histórica e na luta oscilante do cooperativismo brasileiro, existe atualmente uma legislação específica. A Cooperativa de Assessoria e Serviços Múltiplos ao Desenvolvimento Rural –
COOPERVIDA - surgiu de um processo de debate forte e coletivo de uma nova proposta
de assessoria técnica voltada para a base agroecológica e camponesa. Pensou-se no nome e na logomarca, para os quais tivessem uma maior representação da proposta a ser trabalhada na agricultura familiar, como sendo Cooper = Cooperativa, Vida = novo, em que a junção desses dois termos surgiu a COOPERVIDA. Já para a logomarca, partiu-se da ideia de terra que brota, mãos que ajuda a semear, transplante. Portanto, em 21 de novembro de 1999 nasceu a organização da referida pesquisa. Este trabalho tem como objetivo realizar o estudo sobre a importância socioeconômica e cultural da COOPERVIDA na agricultura familiar do Rio Grande do Norte. A metodologia utilizada foi o estudo de caso através de duas fases, uma exploratória e outra de análises de dados. Na primeira, houve o resgate no acervo documental, atas, contratos de projetos, registros fotográficos e, para corroborar com essas informações, foram feitas entrevistas com auxílio de questionário norteador. O grupo de perguntas dependia da função exercida de cada sócio ou membro. A segunda fase trouxe os resultados dos projetos executados e foram avaliados os quantitativos numéricos dos mesmos. As ações desenvolvidas pela cooperativa têm importância no fortalecimento da agricultura familiar, na economia solidária e nos processos de empoderamento das famílias, o que vem a contribuir com a geração de oportunidades de trabalho e renda no campo e consequentemente a redução do êxodo rural. Através da análise dos dados, conclui-se que a Cooperativa de Assessoria e Serviços Múltiplos ao Desenvolvimento Rural – COOPERVIDA atendeu a 36.255 agricultores/as, 25 municípios do Rio Grande do Norte, em sete projetos com ações pautadas no campo da agroecologia, agricultura familiar, geração e gênero. Logo pode ser considerada como de suma importância para o setor. Na questão dos desafios, foi constatado que a escassez em capacitação técnicoprofissional e a situação financeira são as dificuldades que requerem maiores cuidados, visto que foi citado por 14 entrevistados. Já a via de acesso às comunidades não é um fator alarmante, que foi citado apenas por um dos entrevistados. / The reality of social movements is quite dynamic, diverse and complex, for instance what
Brazil experienced in the mid-1970s and 1980s, that was a period in which the social
subjects fought for their political and equal rights, due to the resistance to the authoritarian
regime of the time. Over the years, there was the arising of other forms of institutionalized
popular organization that were meant to access a humanized democracy. Based on this
historical conjuncture and oscillating struggle of Brazilian cooperatives, there is now an
specific legislation. The Cooperative Assistance and Multiple Services to Rural
Development - Coopervida came from a strong and collective process of debate of a new
proposal for technical assistance focused on agroecology and rural based. The name and
the logo were thought up to have a better representation of the proposal being worked on
the farms of the families, as Cooper=Cooperative = Life = new, where the combination of
these two terms became Coopervida. As for the logo, it started from the idea of the land
that springs, hands that help to sow, transplantating. So on November 21st, 1999 the
organization of the research was born. This paper aims to conduct a study on the socioeconomic and cultural importance of COOPERVIDA in family farming in Rio Grande do Norte. The methodology used was the case study through two phases, exploratory and data analysis. At first, there was the rescue of the document collection, minutes, project
contracts, and photographic records to corroborate this information, interviews were made
with questionnaire aid. The group of questions depended, according to the functions
performed by each partner or member. The second phase brought the results of the projects implemented, and evaluated its numerical quantity. The actions developed by the
cooperative are important for the strengthening of family agriculture, economic solidarity
and empowerment processes of families, which is to contribute to the generation of
employment and income opportunities in the countryside and consequently the reduction
of the rural exodus. By analyzing the data it was concluded that the Cooperative Advisory
and Multiple Services to Rural Development - COOPERVIDA attended 36.255 farmers, in
25 municipalities of Rio Grande do Norte, in seven projects with actions based on the field
of agroecology, family farming, generation and gender. The logo can be considered very
important for the sector. Regarding the challenges, it was seen that the shortage in
professional technical training and financial condition are the difficulties that encumber
greater care, since it was cited by 14 interviewees. On the other hand, the route of access to communities is not an alarming factor, since it was cited by only one of the interviewees.

Channel Modeling Applied to Robust Automatic Speech RecognitionSklar, Alexander Gabriel 01 January 2007 (has links)
In automatic speech recognition systems (ASRs), training is a critical phase to the system?s success. Communication media, either analog (such as analog landline phones) or digital (VoIP) distort the speaker?s speech signal often in very complex ways: linear distortion occurs in all channels, either in the magnitude or phase spectrum. Non-linear but time-invariant distortion will always appear in all real systems. In digital systems we also have network effects which will produce packet losses and delays and repeated packets. Finally, one cannot really assert what path a signal will take, and so having error or distortion in between is almost a certainty. The channel introduces an acoustical mismatch between the speaker's signal and the trained data in the ASR, which results in poor recognition performance. The approach so far, has been to try to undo the havoc produced by the channels, i.e. compensate for the channel's behavior. In this thesis, we try to characterize the effects of different transmission media and use that as an inexpensive and repeatable way to train ASR systems.

The famous Agricola board game will be implemented in the Model-View-Presenter pattern to show that complex user interfaces can be created with the Google Web Toolkit.

Previous issue date: 2010 / Sugar cane is one of the crops with the highest level of water consumption, with a high evapotranspiration demand throughout most of its cycle. Knowledge of the sugar cane water demand, the time that irrigation should be applied, and how to irrigate the crop are becoming increasingly important for the sustainable development of irrigated sugar cane cultivation, especially in areas of low water availability, as it is the case in northea stern Brazil. The experiment was carried out at the Curu Experimental Field (property of the Embrapa Tropical Agroindustry), located in the Curu-Paraipaba Irrig ation Project, city of Paraipaba-CE (3 ° 29 '20''S, 39 ° 9' 45''W and elevation 30m), in order to determine the evapotrans piration and crop coefficients (Kc) of sugarcane (Saccharum L. officinarium), subsurface drip-irrigated. It was used the SP 6949 sugar cane variety, planted in a spacing of 1.8 m between double rows and 0.4 m between rows within the double row. As to t he irrigation, we used one lateral water line for each double row, buried at a depth of 0.15 m, w ith self-compensating drip emitters, with a flow rate of 1 L h-1, spaced 0.5 m on the water line. The crop was irrigated daily and there were three fertigations per week. The irrigation de pth was periodically adjusted, keeping the soil water potential between -8 kPa to -20 kPa. The crop evapotranspiration (ETc) was determined using a wei ghing lysimeter with a surface area of 2.25 m 2. The reference evapotranspiration (ETo) was estimated by the FAO Penman-Monteith method. The durations of the phenological stages of cane sugar were estimated through analysis of soil cover, with the use of digital images. Durations of 31, 49, 237 and 118 days were observed, respectively for initial, crop development, mid-season and late season stages. The yields achieved within and outside the lysimeter were respectively 144.4 and 108.8 t ha -1 . The total ETc observed during the cycle of the sugar cane was 1074.1 m m, with maximum values of 6.6 mm d-1 during the mid-season stage. Observed Kc values for initial, mid-season and late season stages were respectively 0.23, 1 .03 and 0.50. In the crop development stage, the relationship between Kc and the (crop) soil cover was represented with good accuracy by a negative quadratic model. / A cana-de-açúcar é uma das culturas com maior consumo de água, apresentando uma alta demanda evapotranspirativa ao longo da maior parte do seu ciclo. O conhecimento das necessidades hídricas da cana-de-açúcar, do momento de aplicação da água requerida pela mesma e a forma de aplicação torna-se cada vez mais importante para o desenvolvimento sustentável da sua produção irrigada, principalmente em regiões de pouca disponibilidade hídrica, como é o caso da região Nordeste do Brasil. O experimento foi conduzido no Campo Experimental do Curu, pertencente à Embrapa Agroindústria Tropical localizado no Perímetro Irrigado Curu-Paraipaba, município de Paraipaba-CE (3° 29’ 20’’ S, 39° 9’ 45’’ W e altitude de 30 m), com o objetivo de determinar a evapotranspiração e os coeficientes de cultivo (Kc) da cana-de-açúcar (Saccharum officinarium L.), irrigada por gotejamento subsuperficial. Utilizou-se a variedade de cana SP 6949, plantada no espaçamento de 1,8 m entre fileiras duplas e 0,4 m entre linhas dentro da fileira dupla. Na irrigação utilizou-se uma linha lateral para cada fileira dupla, enterrada na profundidade de 0,15 m, com gotejadores autocompensantes, com vazão de 1 L h-1, espaçados de 0,5 m na linha. A cultura foi irrigada com freqüência diária e foram realizadas três fertirrigações por semana. A lâmina de irrigação foi ajustada periodicamente, mantendo-se o potencial de água no solo entre -8 kPa e -20 kPa. A evapotranspiração da cultura (ETc) foi determinada utilizando-se um lisímetro de pesagem com área superficial de 2,25 m2. A evapotranspiração de referência (ETo) foi estimada pelo método FAO Penman-Monteith. As durações das fases fenológicas da cana-de-açúcar foram estimadas por meio da análise da cobertura do solo pela cultura, determinada com o uso de imagens digitais. Foram observadas durações de 31, 49, 237 e 118 dias, para as fases inicial, de desenvolvimento, intermediária e final, respectivamente. A produtividade alcançada dentro e fora do lisímetro foi de 144,4 e 108,8 t ha-1, respectivamente. A ETc total observada durante o ciclo da cana-de-açúcar foi de 1.074,1 mm, com valores máximos da ordem de 6,6 mm d-1 durante a fase intermediária. Foram observados valores de Kc iguais a 0,23, 1,03 e 0,50, para as fases inicial, intermediária e final, respectivamente. Na fase de desenvolvimento vegetativo a relação entre o Kc e a cobertura do solo pela cultura foi representada com bastante exatidão por um modelo quadrático negativo.

Previous issue date: 2009 / The thematic of this thesis concerns to the importance of the teaching formation for the superior education face to the challenge disposed by the society of information and knowledge to the accomplished professionalization on this teaching level. The Federal University of Ceará – UFC was chosen for the achievement of this field research as it historically represents the main former institution of active professionals in the teaching of superior education in Ceará. It was the first university created in the State and continues being one of the greatest referential for the others Superior Teaching Institutions by the importance of its debates, partnerships established and the meaningful contribution in the professional formation for the world of the work. This study was developed through a qualitative research, that is a case study using semistructured interviews and documental analysis. The subjects of the research are represented by 43 active managers from the period 1997 to 2006 – rectors, pro-rectors, directors of centers or faculties, chiefs of departments, coordinators of courses, managers of human resources, syndicate representative, auditor among others. The categories of Entrance, Evaluation and Formation were defined to guide the priorities pertaining specially to field research. The information and reflections resultant just show the necessity to implement an institutional policy of teaching formation to the teachers of the University, conceived in the scope of references of professional development. So, to have this effectuated, it is urgent to establish ruptures in order to face the evident problems and assume innovated attitudes in the face of explicit possibilities / A temática desta tese refere-se à importância da formação docente para a educação superior diante dos desafios postos pela sociedade da informação e do conhecimento à profissionalização efetivada nesse nível de ensino, mais especificamente à ação do professor no cotidiano da sua profissão. A Universidade Federal do Ceará – UFC foi escolhida para a realização da pesquisa de campo pelo fato de representar, historicamente, a principal instituição formadora de profissionais atuantes na docência da educação superior do Ceará. Primeira universidade a ser criada no Estado, continua sendo um dos maiores referenciais para as demais Instituições de Educação Superior - IES pela importância dos debates que promove, das parcerias que estabelece e da significativa contribuição de formação profissional para o mundo do trabalho. O estudo desenvolveu-se mediante uma pesquisa qualitativa, do tipo estudo de caso, utilizando entrevistas semiestruturadas e análise documental. Os sujeitos da pesquisa estão representados por 43 gestores, atuantes no período de 1997 a 2006 – reitores, pró-reitores, diretores de centro ou faculdade, chefes de departamentos, coordenadores de cursos, gestores de recursos humanos, representante sindical, ouvidor, dentre outros. As categorias Ingresso, Avaliação e Formação foram definidas para orientar as prioridades pertinentes à pesquisa de campo, em especial. As informações e reflexões decorrentes sinalizam a necessidade de implementar uma política institucional de formação docente para os professores da Universidade, concebida no âmbito de referenciais de desenvolvimento profissional.
