Τα δημοτικά σχολεία με ενιαίο αναμορφωμένο εκπαιδευτικό πρόγραμμα (ΕΑΕΠ) : Η περίπτωση του νομού Ηλείας

Η παρούσα εργασία πραγματεύεται το νεοσύστατο θεσμό των 961 Δημοτικών Σχολείων με Ενιαίο Αναμορφωμένο Εκπαιδευτικό Πρόγραμμα (ΕΑΕΠ), ο οποίος υλοποιείται από το σχολικό έτος 2010-2011 και βασίζεται στη φιλοσοφία του Ολοήμερου Σχολείου. Με το νέο θεσμό επιχειρείται η αναβάθμιση του σημερινού σχολείου και η μετατροπή του σε ένα «Νέο Σχολείο» που θέτει στο επίκεντρο τον μαθητή. Στο θεωρητικό μέρος της εργασίας, γίνεται αρχικά ιστορική αναδρομή στο θεσμό του Ολοήμερου Σχολείου στην Ελλάδα. Στη συνέχεια παρουσιάζονται οι βασικές αρχές του «Νέου Σχολείου», οι στόχοι του, ο συνολικός σχεδιασμός για την υλοποίησή του και αναζητούνται επιρροές ευρωπαϊκών και διεθνών οργανισμών. Ακολουθεί η λεπτομερής παρουσίαση του θεσμού των Δημοτικών Σχολείων με ΕΑΕΠ, προσεγγίζονται κριτικά οι αλλαγές που εισάγονται και οι επιμέρους στόχοι του. Οι προβληματισμοί που αναδύονται αποτελούν το έναυσμα για την εμπειρική διερεύνηση του θεσμού. Στο ερευνητικό μέρος της εργασίας επιδιώκεται η ολόπλευρη και σε βάθος μελέτη του θεσμού, γι’ αυτό υιοθετήθηκε ποιοτική μεθοδολογία. Για τη συλλογή του ερευνητικού υλικού χρησιμοποιήθηκε η ημιδομημένη συνέντευξη και η ανάλυσή του έγινε με την τεχνική της ανάλυσης περιεχομένου. Η έρευνα εστιάζεται σε μία γεωγραφική περιοχή και συγκεκριμένα στα έντεκα Δημοτικά Σχολεία με ΕΑΕΠ του νομού Ηλείας. Μέσα από τις εμπειρίες και τις απόψεις των Διευθυντών των συγκεκριμένων σχολείων, επιχειρείται η διερεύνηση: α) του τρόπου πρόσληψης και ερμηνείας των αλλαγών, β) των δυσκολιών υλοποίησης του θεσμού και γ) της επίτευξης ή μη των διακηρυγμένων στόχων του. / The present study discusses the newly introduced institution of 961 Primary Schools with Unified Revised School Curriculum (EAEP), which has been implemented since the 2010-2011 school year and is based on the philosophy of the “All Day School”. This new institution aims at the upgrade of today’s school and its transformation to a “New School” where the pupil is the main focus. In the theoretical part of the study we attempt a historic retrospect of the institution of “All Day Schools” in Greece. Then we present the basic principles and aims of the “New School” as well as the overall planning for its realization and we investigate any influences by European and/or International Organizations. An exhaustive presentation of the institution of EAEP Primary Schools follows, and the changes introduced as well as the individual aims are critically examined. The speculations arising from the starting point for the empirical investigation of the institution. In the research part of the study we seek an all-encompassing, in-depth examination of the institution through qualitative methodology. The collection of the research material was done via semi-structured interviews and its analysis via content analysis. The research focuses on a particular geographic region and specifically on the 11 EAEP Primary Schools of the Prefecture of Ilia. Through the views and experiences of the Headmasters of these schools we attempt to investigate: a) The reception and interpretation of the changes, b) the problems in the implementation of the institution and c) the achievement or not of its intended aims.

O acesso ao tratamento da Doença de Fabry no Sistema Único de Saúde e os pressupostos da Bioética Principialista / The access to the treatment of Fabry Disease in the National Health Public System and presuppositions of Principialist Bioethics

O acesso ao tratamento da Doença de Fabry (DF) no sistema público de saúde nacional. Trata-se de uma pesquisa exploratória de corte transversal, centrada em elementos qualitativos, realizada com os profissionais e os pacientes portadores da DF, no Ambulatório de Genética Clínica do Hospital Universitário Gaffrée e Guinle - HUGG. Utilizou-se como coleta de dados a entrevista aberta e semiestruturada. Seu objetivo maior é identificar os aspectos bioéticos envolvidos no acesso ao tratamento da DF no SUS, e para tal buscamos tornar manifestos os argumentos morais dos profissionais do ambulatório, acerca da existência de uma política pública para o tratamento das doenças raras no SUS. A Bioética Principialista de Beauchamp e Childress, em seus princípios prima-facie: o respeito pela autonomia; a não maleficência; a beneficência e a justiça, é tomada como fundamentação teórica deste estudo. O tratamento dos dados se deu por meio do método de análise de conteúdo, de Bardin. A pesquisa contempla o percurso histórico das principais política públicas de saúde, e seus movimentos em direção à criação do SUS, e a integração dos hospitais universitários ao sistema público de saúde, em seus marcos legais. Ela também enfoca a mobilização da sociedade política e organizada em busca da materialização política pública de atenção às Doenças Raras. O estudo constatou que os princípios de Justiça e da Beneficência emergiram espontaneamente, e por vezes implicitamente, na fala do sujeitos da pesquisa, em suas justificativas morais para a criação de uma política pública para Doenças Raras. Ademais, é delineado o curso da doença na família, haja vista tratar-se de doença hereditária. Assinala-se de que modo a DF chegou do acaso a estas pessoas, e como estas chegaram ao diagnóstico e tratamento. / The access to the treatment of Fabry Disease (FD) in the national health public system. Explanatory cross sectional research, centered on qualitative elements, performed with the professionals and patients that carry the FD, at the Clinic Genetics Ambulatory of the Gaffrée and Guinle University Hospital HUGG. An open and semi-structured interview was used as data collection. Its greatest objective is to identify the bioethics aspects involved in the access to the treatment of FB at Unified Health System, in order to do so, we intend to become the moral arguments of the ambulatory professionals manifest, regarding the existence of a public policy to the treatment of rare diseases at SUS. The Beauchamp and Childress Principialist Bioethics, in its prima-facia principles: the respect for the autonomy; the non-maleficence; the beneficence and justice, is taken as theoretical fundament for this study. The data was treated by means of Bardins Content Analysis Method. The research contemplates the historical background of the main health public policy and its movements towards SUS formation, and the integration of the university hospitals in the health public system, in its legal frameworks. It also emphasizes the mobilization of the political and organized society seeking the materialization of the public policy concerning the Attention to Rare Diseases. The study found that the Justice and Beneficence principles emerged spontaneously, and occasionally implicitly, in the investigation subjects speech, in their moral justifications to the creation of a public policy to Rare Diseases. Moreover, it is outlined the course of the disease within the family, due to it being a hereditary disease. It is noted how the FD reached by chance these people, and how they accessed the diagnosis and treatment.

Hence, the object of this investigation is to survey learners views on the teaching of nursing based in the experiences they have lived through in the VER-SUS. Its purpose is to analyze the views and lived-through experiences of nursing students on how the VER-SUS contributed to their professional education. This is a study of the descriptiveexploratory type with a qualitative approach. Eighteen undergraduate students from the nursing program at the Federal University of Rio Grande do Norte (UFRN), former VER-SUS participants, took part in this study, from 2006 to 2009. Information was collected using focus group techniques guided by a set of questions and semistructured interview with open and closed questions. The information collected was analyzed using content analysis technique, of the thematic analysis type. The UFRN Research Ethics Committee approved of the survey pursuant to Report Opinion number 223/2010 and CAAE number 0105.0.051.000-10. Lived-through experiences and in-service training gathered from the VER-SUS have contributed meaningfully to health education, as they helped understand the role of the university and of a health and nursing education within the hegemonic model of education. According to the views and lived-through experiences of nursing students who took part in the SUS project it was extremely relevant to use active methodologies in the teaching-learning process and have the facilitators act as liaisons for the SUS. It follows from this study that the VER-SUS does contribute to a health-nursing education and brings the students close to the reality of the community / Uma das tentativas do minist?rio da sa?de de contribuir para tornar a sa?de coletiva mais atraente para o estudante da ?rea de sa?de/enfermagem se trata do projeto de Viv?ncias e Est?gios na Realidade do SUS (VER-SUS). It is a descriptive and analytical study, qualitative in nature, which starts with a consideration of a nurse s current practices and moves on to reflect on a perspective of transformation aiming at rethinking their work process pursuant to the principles of SUS. In order to attain these objectives, we decided on using the focal group as a data-collecting technique, which took place from November to December 2005, by using as instruments a questionnaire for the characterization of the persons being researched and a discussion outline. Theoretical support has approached transformations in the world of work, placing it in the context of healthcare and nursing and has tried, specifically, to understand the work process of a nurse engaged in the production of health services. Therefore, the discourse analysis of participants, in the light of theoretical support, has evinced an ambiguity inasmuch as though identified as such in their work process, nurses are also fulfilling multiple functions in health services. Through this study it has also been possible to identify several factors that interfere with the work of these professionals, including poor working conditions and excessive hiring of high school graduate interns as an attempt to make up for a meager nursing workforce, as well as reveal the possibilities brought about by the SUS in retargeting its professional practice to interdisciplinarity and integrality / Este estudo analisa a vis?o das enfermeiras de um hospital pedi?trico de ensino acerca do seu processo de trabalho no contexto do Sistema ?nico de Sa?de (SUS), com vistas a identificar os fatores que interferem na sua efetiva??o e a forma como v?m se estabelecendo as rela??es de trabalho entre estas, os demais profissionais da enfermagem e a equipe multidisciplinar. ? um estudo descritivo/anal?tico de natureza qualitativa, que parte da reflex?o da atual pr?tica das enfermeiras para a perspectiva de transforma??o, no sentido de repensar o seu processo de trabalho em conson?ncia com os princ?pios do SUS. Aplicação de algoritmos bio-inspirados na parametrização dos controladores suplementares de amortecimento e dispositivo FACTS UPFC /

Orientador: Percival Bueno de Araujo / Resumo: Neste trabalho são apresentados quatro métodos de otimização bio-inspirados, Colônia de Abelhas Artificiais, Otimização por Enxame de Partículas, Algoritmo dos Vagalumes e um híbrido aqui denominado por Bee – PSO, que combina particularidades dos outros três. Estes métodos são utilizados no ajuste coordenado dos parâmetros dos controladores Proporcional-Integral e Suplementares de Amortecimento (Estabilizadores de Sistemas de Potência e o conjunto Unified Power Flow Controller – Power Oscillation Damping). O objetivo é inserir amortecimento adicional aos modos oscilatórios de baixa frequência e, consequentemente, garantir a estabilidade do sistema elétrico frente a pequenas perturbações. São considerados três cenários que englobam duas configurações de instalação dos controladores suplementares e duas condições de carregamento, uma fixa e outra variável. Uma formulação por injeções de corrente do dispositivo Unified Power Flow Controller é sugerida e incorporada ao Modelo de Sensibilidade de Corrente, utilizado para representar o sistema elétrico de potência. Análises estática e dinâmica foram realizadas nos sistemas teste Simétrico de Duas Áreas e New England para validar o modelo de injeções de corrente proposto para o Unified Power Flow Controller e determinar qual dos algoritmos apresentados é o mais eficiente no ajuste coordenado dos parâmetros dos controladores. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: In this work four bio-inspired optimization methods, Artificial Bee Colony, Particle Swarm Optimization, Firefly Algorithm, and a hybrid called Bee – PSO, which combines the characteristics of the other three are presented. These methods are used in the coordinated adjustment of the parameters of Proportional-Integral and Supplementary Damping Controllers (Power System Stabilizers and the Unified Power Flow Controller - Power Oscillation Damping). The goal is to insert additional damping into the low-frequency oscillatory modes and thus ensure the stability of the electrical system against minor disturbances. Three scenarios are considered that include two installation configurations of the supplementary controllers and two charging conditions, one fixed and one variable. A current injection formulation of the Unified Power Flow Controller is suggested and incorporated into the Current Sensitivity Model used to represent the electric power system. Static and dynamic analyzes were performed in the Two-Zone Symmetric and New England test systems to validate the proposed current injection model for the Unified Power Flow Controller and to determine which of the presented algorithms is the most efficient in the coordinated adjustment of the parameters of the controllers. Usage of Enterprise Resource Planning Systems in Higher Education Institutions in Pakistan

The purpose of this empirical study is to examine the usage of Enterprise Resource Planning Systems (ERPS) in Higher Education Institutes (HEIs). Recently, rapid growth in information technology services compels developing countries to emerge as an information-based society. This emergence corresponds with the calls of researchers to address ERPS (Abbas, 2011). However, there is a scarcity of efforts by researchers to identify the factors contributing to the usage of ERPS at the organisational, departmental and end-user layer in HEIs. To fill this gap, this research develops a Multi-Layer Usage Model (MLUM) to determine the factors of ERPS usage across the organisational, departmental and individual levels of HEIs. The theoretical foundation of this study is adapted from unified theory of acceptance and use of technology developed by Venkatesh et al (2003). The study is unique in many respects. Firstly, it offers a newly developed multi-level conceptual model that is tested empirically using three distinct questionnaires; one for each layer. A large primary dataset, 1317 responses, is collected through three questionnaire from 18 higher education institutions in Pakistan; 86 responses from the organisational layer, 143 from the departmental layer and 1088 from the end-user layer. Structural equation modelling is used to analyse the effect of factors at three layers contributing to the usage of ERPS. Furthermore, the models are refined by applying extensions of structural equation modelling. Results suggest that at the organisational layer human resource availability, tolerance for risks and conflicts, collegial support and collaboration and decision making and control are significant and contributed towards ERPS usage while at the end-user layer behavioural intentions and motivation were insignificant and were therefore, removed from the model. This study contributes to theory development regarding usage of innovations in the under-researched context of HEIs. It also provides indigenous manifestations of ERPS usage that may be used by policy-makers.

O propósito da pesquisa é o de agregar evidências empíricas que elucidem as razões que levaram Organizações Sociais a decidirem por gerir hospitais públicos, consideradas unidades de saúde de grande complexidade do ponto de vista organizacional e administrativo. O referencial teórico utilizado na pesquisa foi o neo-institucionalismo, na vertente da Escolha Racional trabalhada por Ostrom (1999), usando elementos da sua proposta da Estrutura para Análise Institucional, os quais permitem a identificação de fatores que influenciam as decisões dos atores em espaços sociais de interação para agir em função do bem comum. Trata-se de uma pesquisa qualitativa que teve como fontes de coleta de dados entrevistas semi-estruturadas com os dirigentes das OS e com outros informantes-chave e análise documental. Os resultados do trabalho empírico sobre os fatores que levaram as entidades privadas e/ou filantrópicas sem fins lucrativos a pleitearem a qualificação como OS, analisados a partir das categorias analíticas da abordagem neo-institucionalista da escolha racional, confirmam que a adesão das entidades não surgiu por conta de variáveis isoladas, mas por uma série de fatores que resultam em incentivos, apesar de ter também “custos” nessa relação. Os achados apontaram que as entidades decidiram aderir a essa parceria e ainda permanecem no modelo porque têm experiência vocacional para a prestação de serviços de saúde hospitalares muito antes do surgimento do SUS, e entendeu que o modelo Organização Social na gestão de hospital público geram dividendos financeiros e não-financeiros, que, justificam a adesão. / Salvador

Conversas sobre a formação em psicologia e o trabalho para o Sistema Único De Saúde / Conversations about training in psychology and work for the National Health System

Training in Psychology in Brazil, produces a design different from that advocated by the ethical guidelines and policies of the Unified Health System (SUS). Guided by the guidelines of SUS in the training of psychologists have produced effects in the curriculum and in the Proposals Political-Pedagogical courses. In this orientation, some devices have been built problematizing new proposals from the Integration Service-Learning. Thus, we locate our research in the micropolitics of these processes in order to discuss the formation in Psychology from the introduction of policies and practices for the SUS. We take the guesswork of Social Research and Practice and Discursive Production of Meaning in Everyday Life as guiding frameworks, working from a cartographic composition in building a look from near and inside, moving this way, some of the regularities of science. Inspired by the movement of live Ethnomethodology, we present our presence in the field-theme exploring the various possibilities in everyday conversations. Conversations conducted two wheels, guided by triggering questions related to themes of research. These wheels were considered privileged methodological and informal spaces, ensuring the flow of conversation. The analysis was performed from the encounter with literature, the text of Italo Calvino "The six proposals for the next millennium," the dialogues with texts and discussions on training in Psychology and SUS during the search. Preserving the lessons of Calvin (lightness, quickness, exactitude, visibility and multiplicity and consistency) for training in Psychology is a guide that allowed us to discuss the core issues for research: a) How to think training in Psychology adopting the integration of teaching and community service-like enhancer element and converging with the Brazilian Public Health Policy? b) How does training in psychology has produced subject to job oriented / tuned for SUS? We conclude that the formation of labor for SUS happens in life, and the life of cities and people need to take concrete spaces in existing devices trainers for SUS. / Fundação de Amparo a Pesquisa do Estado de Alagoas / A formação em Psicologia, no Brasil, produz um projeto distinto daquele preconizado pelas diretrizes éticas e políticas do Sistema Único de Saúde (SUS). Orientar-se pelas diretrizes do SUS na formação do psicólogo tem produzido efeitos nos currículos e nas Propostas Político-Pedagógicas dos cursos. Nesta orientação, alguns dispositivos têm sido construídos problematizando novas proposições a partir da Integração Ensino-Serviço. Desta forma, localizamos nossa pesquisa na micropolítica destes processos com o objetivo de discutir a formação em Psicologia a partir da introdução de políticas e práticas orientadas para o SUS. Adotamos as conjecturas da Pesquisa Social e das Práticas Discursivas e Produção de Sentidos no Cotidiano como referenciais norteadores, trabalhando a partir de uma composição cartográfica na construção de um olhar de perto e de dentro, deslocando, desta forma, algumas das regularidades da ciência. Inspirada no movimento vivo da Etnometodologia, apresentamos nossa presença no campo-tema explorando as diversas possibilidades de conversas no cotidiano. Realizamos duas Rodas de Conversas, guiadas por questões disparadoras referentes aos eixos temáticos da pesquisa. Tais Rodas foram consideradas espaços metodológicos privilegiados e informais, garantindo o fluxo das conversas. A análise foi realizada a partir do encontro com a literatura, no texto de Ítalo Calvino “As seis propostas para o próximo milênio”, os diálogos com textos e as discussões sobre a formação em Psicologia e o SUS durante o pesquisar. Preservar as lições de Calvino (leveza, rapidez, exatidão, visibilidade e multiplicidade e consistência) para a formação em Psicologia é um guia que nos permitiu problematizar as questões centrais para a pesquisa: a) Como pensar a formação em Psicologia adotando a integração ensino-serviço-comunidade como elemento potencializador e convergente com a Política Pública de Saúde brasileira? b) De que maneira a formação em Psicologia tem produzido sujeitos ao trabalho orientado/sintonizado para o SUS? Conclui-se que a formação do trabalho para o SUS acontece na vida, e a vida das cidades e das pessoas precisa ocupar espaços concretos nos atuais dispositivos formadores para o SUS.
