nÃo hà / Com o advento do Sistema Nacional de AvaliaÃÃo da EducaÃÃo Superior (Sinaes), o Sistema de Bibliotecas da Universidade Federal do Cearà tenta ajustar-se Ãs novas exigÃncias dos ÃrgÃos reguladores no que concerne à polÃtica de desenvolvimento do acervo. Por estar inserida na dimensÃo infraestrutura, esse ajuste ocorre somente com a participaÃÃo, em conjunto, das coordenaÃÃes dos cursos de graduaÃÃo e PrÃ-Reitoria de GraduaÃÃo. Para compreender melhor esta correlaÃÃo, este trabalho tem como objetivo geral avaliar a polÃtica de desenvolvimento do acervo do Sistema de Bibliotecas da Universidade Federal do Cearà e sua interface com a avaliaÃÃo dos cursos de graduaÃÃo. Para sua operacionalizaÃÃo quatro objetivos especÃficos buscaram: identificar e analisar junto Ãs coordenaÃÃes dos cursos, as dificuldades estruturais e de adequaÃÃo das solicitaÃÃes de livros na atualizaÃÃo do acervo das bibliotecas; correlacionar os tÃtulos bÃsicos presentes no projeto polÃtico pedagÃgico dos cursos ou nos programas de disciplinas com a listagem solicitada pelas coordenaÃÃes; descobrir com que frequÃncia essas atualizaÃÃes de acervo sÃo realizadas pelas coordenaÃÃes; identificar junto a alguns alunos dos cursos escolhidos para a pesquisa, suas expectativas em relaÃÃo ao acervo das bibliotecas; pesquisar e analisar os resultados da avaliaÃÃo dos cursos de graduaÃÃo no aspecto atualizaÃÃo das bibliografias bÃsicas nos Ãltimos dois anos. Para o intento a investigaÃÃo adotou o mÃtodo descritivo como procedimentos metodolÃgicos, coletando os dados em cinco cursos escolhidos nos campi de Fortaleza, Geografia, Enfermagem, Engenharia MetalÃrgica, Economia DomÃstica e Direito. A coleta utilizou as bibliografias bÃsicas destes cursos, as suas listagens de compras enviadas para a Biblioteca UniversitÃria, bem como de entrevistas estruturadas com os coordenadores dos cursos, usuÃrios da biblioteca e servidores da PrÃ-Reitoria de GraduaÃÃo. Os dados levantados pela pesquisa apontam a falta dos tÃtulos que compÃem a bibliografia bÃsica dos cinco cursos de graduaÃÃo da Universidade Federal do CearÃ. Da anÃlise parcial resulta que a acomodaÃÃo, a resistÃncia, a autonomia e a falta de comunicaÃÃo sÃo fatores que atuam no desenvolvimento desordenado do acervo e que nÃo atende as novas exigÃncias do MEC tampouco aos alunos. / With the advent of the National System of Higher Education Evaluation (Sinaes), the library system of the Federal University of Ceara tries to meet the new requirements of the regulating bodies regarding to the archive developing policy. However, such adjustments only occur alongside with the participation and collaboration of both coordinating bodies, namely, the undergraduate courses and the Dean of graduate courses. To better understand this correlation, this study aims to evaluate the overall development policy of the archive of the Federal University of Cearà Library System and its interface with the evaluation process of undergraduate courses. For such a task four specific objectives were proposed; identify and analyze with the coordinating bodies of both courses, the structural difficulties and suitability upon requesting books from the library updated archive , correlate basic titles present in the political pedagogical project of courses and programs of academic subjects with the listing requested by different fields of study; to find out how often these updates are performed by the coordinating bodies, verify with some students their expectations regarding the archives of the libraries; research and analyze the results of the evaluation of undergraduate courses in basic aspect updating bibliographies over the past two years. For such research the descriptive method as methodological procedures were used and adopted. Collecting data in five courses chosen in Fortaleza campus, Geography, Nursing, Metallurgical Engineering, Home Economics and Law. The data collecting used the bibliographies of these basic courses, their lists sent to the University Library, as well as structured interviews with coordinators of the courses, library users and the personnel of Dean of Undergraduate. The data collected by the survey points out the lack of titles that make up the basic bibliography of the five undergraduate courses of the Federal University of CearÃ. Partial results of the analysis show that accommodation, resistance, autonomy and lack of communication are basic factors that cause a disorderly development of the archive and that does not meet the either new requirements demanded by MEC nor the students.

Estudo das condições de trabalho em bibliotecas acadêmicas de uma universidade pública federal

Nos últimos anos, as universidades públicas brasileiras vêm sofrendo as conseqüências da redução de recursos financeiros e humanos, com prejuízo para a manutenção da infraestrutura e desenvolvimento dos serviços. Esta pesquisa teve como objetivo estudar as condições de trabalho de bibliotecários e não-bibliotecários de 27 bibliotecas setoriais de uma universidade pública federal. Foram realizadas visitas e entrevistas exploratórias em bibliotecas dos diversos campi e distribuídos dois questionários auto-aplicados a toda a população-alvo, buscando identificar o perfil e estilo de vida, as tarefas de trabalho, o grau de satisfação com as condições e as exigências do trabalho e a percepção dos entrevistados quanto à sua capacidade para o trabalho. A capacidade para o trabalho foi medida através do Índice de Capacidade para o Trabalho (ICT). Os resultados mostraram os servidores satisfeitos com o trabalho em biblioteca e suas características, e com os aspectos psicossociais do trabalho, tais como, o relacionamento com usuários, colegas e chefia. Entre as principais questões geradoras de insatisfação para bibliotecários e não-bibliotecários estão as condições de área física e infra-estrutura das bibliotecas, a segurança nos campi, a falta de pessoal e as relacionadas à realidade de servidor público federal. A insatisfação dos servidores com a quantidade de pessoal disponível e sua sensação de sobrecarga de trabalho estão entre as variáveis de pesquisa significativamente relacionadas com a percepção da capacidade para o trabalho. Foram propostos estudos específicos para melhoria das condições ambientais e enriquecimento do trabalho, com a participação dos servidores no processo de análise e solução dos problemas. / In recent years, public universities in Brazil have been adversely affected by a reduction in financial and human resources, with resulting damage to infrastructure and provision of services. The objective of this research was to study the working conditions of librarians and other staff of the 27 sectorial libraries of a one federal public university. Visits to and exploratory interviews at various campuses were carried out, and questionnaires were distributed amongst the target population to identify the profile and life style, work tasks, level of satisfaction with work conditions and the perception of the interviewed as to their capacity for work. The work ability was measured in accordance with the Work Ability Index (WAI). The results showed that the staff were satisfied with library work and its characteristics, and with the psychosocial aspects of the work, such as the relationship with users, colleagues and the management. Amongst the principal sources of dissatisfaction for librarians and support staff are the fabric and infrastructure of the libraries, security at the campuses, lack of staff, and those issues related to the general conditions of federal public servants. The dissatisfaction of the staff with the available manpower and their sense of excess burden are amongst the research variables significantly related to perceived work ability. Specific studies were proposed to improve the environmental conditions and the enrichment of work by way of participation of staff in the process of analysis and problem solving.

MÃtodo de GestÃo para Biblioteca UniversitÃria baseado no Balanced Scorecard / Method of Management for University Library based on Balanced Scorecard

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / The Globalized society has become centered in the application of information and of knowledge so that the High Education Institutions (IES) are affected by such social changes once they already have information as raw material. The university library has become a strategic equipment for the implantation of new sorts of management in the IES. In such context, we aim, with this research, to develop the management strategic method, adapted for university libraries, particularly in the Health and Science Library of the Federal University of CearÃ-UFC, proposed by Kaplan and Norton (1997): the Balanced Scorecard â BSC. The methodology used for the elaboration of the method proposed the accomplishment of 9 (nine) stages: define the selected organizational unity;establish or define the organization vision and mission; proceed to the swot analysis; determine global strategies; define perspectives; select strategic objectives; define indicators and goals for each objective; suggest strategic actions and working out of the strategic map. The implantation process was described through the analysis of the four perspectives: social responsibility perspective, of the clients, of the internal processes and of learning and growing. The evaluation of results was positive concerning strengthening to subsidies to improve the strategic management of the UFC- Health and Sciences Library and to serve as a parameter for other High Education Institutions (IES) university libraries. Thus, it was concluded that the method used presented effective results for the library analyzed while it is used as inspiration for deepening the strategies determined as essential for the institution consolidation and growing. It also encourages the continuous search for learning and excellence for the social accomplishment of the university library mission / As InstituiÃÃes de Ensino Superior (IES), inseridas na sociedade do conhecimento, sÃo afetadas por mudanÃas que envolvem o gerenciamento da informaÃÃo como instrumento essencial para uma gestÃo eficiente. Diante dessa realidade, a biblioteca universitÃria torna-se um equipamento estratÃgico para a implantaÃÃo de novas formas de gerenciamento das IES. Nesse contexto, objetiva-se neste trabalho desenvolver o mÃtodo de gestÃo estratÃgica, adaptado para bibliotecas universitÃrias, particularmente na Biblioteca de CiÃncias da SaÃde da UFC, proposto por Kaplan e Norton (1997): o Balanced Scorecard â BSC. A metodologia usada na elaboraÃÃo do mÃtodo propÃs a realizaÃÃo de 9 (nove) etapas: definir a unidade organizacional selecionada; estabelecer ou definir a visÃo e a missÃo da organizaÃÃo; proceder à anÃlise swot; determinar estratÃgias globais; definir perspectivas; selecionar objetivos estratÃgicos; definir indicadores e metas para cada objetivo; sugerir aÃÃes estratÃgicas, e elaborar o mapa estratÃgico. O processo de implantaÃÃo foi descrito pela anÃlise das quatro perspectivas: perspectiva de responsabilidade social, dos clientes, dos processos internos e do aprendizado e crescimento. A avaliaÃÃo dos resultados foi positiva com referÃncia ao fornecimento de subsÃdios para melhorar a gestÃo estratÃgica da Biblioteca de CiÃncias da SaÃde da UFC e servir de parÃmetro para outras bibliotecas universitÃrias de instituiÃÃes de Ensino Superior â IES. Evaluation of University-Library Knowledge Management Practice: Comparative Case Studies from Developing and Developed Countries

Knowledge management (KM) has become a vital part of the successful development of private and governmental organizations. KM is processed tools and behaviors that participate in the formulation and performance of the beneficiaries of the organization, acquisition, storage and distribution of knowledge. This is to reflect on the business processes and to gain access to best practices with a view to long-term competition and adaptation. In this context, the personal understanding of KM is a key factor in successful employments of KM activities. In this thesis, the level of understanding of knowledge management and the extent of its usage in the university library by librarians was investigated. A comparison study was established between libraries in developed and developing countries. Interviews and observations were performed and the results were analyzed. The results indicate the concept of KM is hardly known, however it is employed to different extent between these counties, the developed countries were by far more successful in utilizing current technology to advance their service and personal expertise with few challenges. Lack of communication, knowledge sharing, and the shortage in the budget was essential in limiting the usage of KM in developing counties. The knowledge derived from this thesis advances an understanding of the importance of KM in library performance, thus presenting the basis for improving libraries in developing countries and advancing libraries in developed countries.

Evaluating the extent to which Nelson Mandela Metropolitan University (NMMU) libraries meet student expectations

The failure to evaluate the service quality by comparing service expectations and service perceptions of students requires that the management of NMMU libraries identify the service expectations and service perceptions of students and measure the gaps between these service expectations and service perceptions of students. A literature review was conducted to explore the service expectations and service perceptions of students. An effective method (using the LibQUAL model) to evaluate the service quality of NMMU libraries based on the service expectations of students was described. Thereafter, a LibQUAL survey was used to collect the required empirical data from a convenience sample of 2 047 students enrolled at NMMU. The empirical findings showed that gaps existed between the service expectations and service perceptions of students at different campuses of NMMU. At different campuses of NMMU, the service expectations of students were not met in term of the service perceptions of the four dimensions (affect of service, library as place, information access and personal control) of the LibQUAL model. ii The study identified the gaps between the service expectations and service perceptions of students at different NMMU campuses and conclusions and recommendations based on these gaps were formulated. The management of the NMMU libraries needs to choose appropriate strategies to improve the quality of NMMU library services based on the service expectations of students.

Staff assessment of the success of the integrated library system : the case of the University of Ghana Library System

Library automation in Ghana began barely 13 years ago with the University of Ghana Balme Library being the first to start automation in 2003. Library automation is attained by means of a specific type of information system, an integrated library system (ILS). Given that modern academic libraries rely heavily on their ILS to meet user needs, the success of the ILS is vital. In 1999 Farajpahlou published a set of 26 criteria to assess the success of ILS in university libraries that was subsequently validated in both developing and developed countries (Iran and Australia). In this case study of the University of Ghana Library System (UGLS) Farajpahlou‟s original set of criteria was assessed for applicability and used to assess the success of the UGLS by surveying 28 randomly selected library managers, IT specialists and selected paraprofessionals who work with the UGLS ILS. The study showed that, in the opinion of these respondents, the UGLS ILS conclusively satisfies 13 out of the 16 criteria accepted by the research respondents out of the 26 criteria that constitute the Farajpahlou (1999, 2002) success criteria. This outcome suggests that the UGLS ILS may not be conclusively deemed to be successful. Furthermore, the study also suggests that, although Farajpahlou‟s success criteria can serve as a basis for the assessment of ILS success in academic libraries, some criteria may need to be altered or removed and additional criteria added to make it a more robust set of criteria to assess ILS success globally. This research contributes to studies that seek to assess the success of library automation in academic libraries in Ghana and also contribute to the development of potentially suitable success assessment criteria, which may be of value to both researchers and practitioners. Orientador: Walter Moreira / Resumo: Realizou-se um estudo sobre acessibilidade de deficientes visuais em bibliotecas universitárias, visando discutir questões referentes à linguagem documentária e os serviços relacionados a ela. O problema abordado na pesquisa aponta os requisitos que uma linguagem documentária e os serviços relacionados a ela como o catálogo online, o acervo, o atendimento e o espaço físico da biblioteca precisam ter para serem acessíveis aos usuários com deficiência visual. Objetiva-se a partir desses parâmetros acesso a informação adequadas às reais necessidades dos usuários com deficiência visual. Esta pesquisa justifica-se, pelo fato de as pessoas com deficiência visual terem o direito de ocupar seu espaço na sociedade e usufruir dos serviços prestados pelas instituições como as universidades e suas bibliotecas de maneira mais independente, outro ponto relevante é a presença cada vez maior de alunos com deficiência visual dentro das universidades, e esses alunos necessitam do suporte da biblioteca, para concluírem seus cursos e, por fim o compromisso da Ciência da Informação que é garantir o acesso à informação para todos, sem distinção. A pesquisa é teórica aplicada com natureza exploratória e descritiva, utilizando procedimentos bibliográficos para coleta de dados e análise qualitativa da informação. The problem addressed in the research points out the requirements that a documentary language and the services related to it, such as the online catalog, the collection, the attendance and the physical space of the library must have to be accessible to visually impaired users. The objective of these parameters is to access information appropriate to the real needs of visually impaired users. This research is justified by the fact that people with visual impairments have the right to occupy their space in society and enjoy the services provided by institutions such as universities and their libraries in a more independent way, another relevant point is the increasing presence of visually impaired students within universities, and these students need the support of the library to complete their courses and, finally, the commitment of Information Science, which is to guarantee access to information for all, without distinction. The research is applied theoretical with exploratory and descriptive nature, using bibliographic procedures for data collection and qualitative analysis of information. Die Standorte der SLUB verfügen seit März 2005 an allen Arbeitsplätzen im Öffentlichkeitsbereich über WLAN (Wireless Local Area Network). Dieses Angebot wurde von den Benutzern mit großem Interesse aufgenommen, bereits wenige Monate nach der Einführung waren allein in der Zentralbibliothek bis zu 1.000 WLAN-Nutzer je Tag keine Seltenheit.
