dominante. / ABSTRACT
The object of this work, in addition to rescue the history of the present document we now
normalize the training in Physical Education in Brazil, is the curriculum of higher education
after the publication of Resolution CNE / CP 01 and 02 and 07, 2002 / 2004, with the central
question the political effects of these texts, particularly the training of teachers and
graduates, in the implementation or reform of their curricula. To this end, we trace to analyze
the pedagogical projects of Physical Education courses in order to identify the traits that
make up the hegemonic policy of training in the area, from the analysis: the object that
handles the Physical Education Profile of graduates; of the curricular and, the menus of the
curriculum components. When considering the extent of the empirical field, we decided to
examine, in Vitória-ES, the Pedagogic Projects of three institutions which have four courses.
Our analysis was based on the understanding that these documents are not turned off the
movement's own political and civil society and the interests of production of hegemony, and
therefore the centrality of human development. We used all the categories, historicity and
contradiction to the approach with the object of study. The fundamental concepts used to
understand the phenomenon were investigated: hegemony and historical bloc gramscian
referenced in the work and curriculum policy as text, in the writings of John Manuel
Paraskeva. By understanding that the definition of the curriculum policy is part of the
production strategy of the hegemony of dominant bloc, we conclude that the curricular is up
in legal texts, instrumentally, references to the production of curriculum proposals, and the
expression of hegemonic intentions in society. Between 1931 and 2004, both the Minimum
Curriculum as the curricular shape with roadmaps adaptation that ensured the hegemony in
the training of professional academic field, through a core of knowledge and that this has not
changed significantly, not except for emphasis on certain areas of knowledge or for updates
and the presence of a portion of the area, interest in the hegemony of the field forming the
dominant bloc.

Encerrada a discussão. / This study aims at analyzing the operation of the city council of Vítória, ES, Brazil in
the process of enacting public education policies, so as to understand how the
means of participation are configured in this process. We opt for the study of
institutions (formal and informal norms, rules and procedures that regulate
legislatures), based on the new institutionalism side (LIMONGI, 1994; HALL;
TAYLOR, 2003; PERES, 2008; MARCH; OLSEN, 2008) and of the parliamentary
deliberation process (FERRAZ, 2007) through which bills are considered by
legislative bodies. These options were motivated by the concern about the conditions
provided by the institutions that regulate legislative power and about the modus
operandi of the Municipal Legislature in the deliberation process of consideration of
municipal education policies. This study sees participation as a complement to
representative democracy (SANTOS; AVRITZER, 2009), allowing participatory
democracy practices to be built in the process of education policy consideration.
Based on a case-study, this investigation was carried out through the exam of the
organic law; the inside policy of the legislative power; and the 197 bills that went
through legislatures from 1/1/1989 to 12/31/2014 before they were enacted. For an
in-depth analysis, this study highlights 20 bills considered to represent education
policies and had structuring features to the Municipal Education System. Although
cases of “active participation” (LIMA, 2003) have been found, there was little practice
of democracy as representative characteristic of the Legislative Power operation in
the study period. This practice was characterized by poor connections between
representatives and those they represent; disinterest of representatives to discuss
most of the propositions about education; limitations and constraints imposed by
institutions regulating the decision-making process, which encourages “nonparticipation”
or “passive participation” (LIMA, 2003); willingness to keep legislature
as a hegemonic decision-making process that ensures the stability of results. This
reduced democratic practice is highlighted by the procedures that end the
consideration of most propositions: “Under discussion”. “Discussion ended”. “Call for
voting”, without any intervention by councilors.

A umidade relativa do ar mantevese
This research analyzes the thermal behavior and hygrometrical in different areas of the Regional Praia do Canto in Vitória (ES) in both the rainy season and in the dry by mobile transect technique. The analysis confirmed that changes in land cover and land use associated with the characteristics of the relief directly influence the meteorological variables, in this case the temperature and relative humidity. The analysis of average conditions of air temperature of relative humidity allowed us to observe two warm cores, in the north and in the south of the study area. At 3 p.m. both in summer and in winter, the air temperature reached its maximum and the relative humidity rate, its minimum value. In summer and winter, the most heated areas were well defined, corresponding to the warm core area. The major influences of the urban fabric in the meteorological variables were checked under performance of the South Atlantic Subtropical High (SASH). The sea have an important role in urban topoclimatical behavior, especially in the morning and afternoon. In east-central portion of the study, area was observed up to 3ºC minus for the points located on the northern and southern portions at the evening. These points suffer direct influence of the effects of sea and arrangements of buildings that form shading (Urban Canyons), a fact that hinder the formation of core warm during the day on this portion. Were observed in both periods in the rainy season (summer), as well as during the dry season (winter), high thermal gradient. These located where there is heavy flow of vehicles, and the most vertically integrated areas. The intensity of thermal gradient effect is stronger on the role of the South Atlantic Subtropical High (SASH). At 9 a.m. are recorded the highest thermal gradients for the two periods analyzed. The relative humidity remained high during the two experiments. The lower water contents were recorded at points that make up the core warm found in the northern part of the study area. Because of the behavior of the observed variables, Urban Topoclimatical 3 units were identified in the Regional Canto Beach.

The present labour approaches, on the renewed cultural geography perspective's, the tematic of symbolic forms on the urban space, having as problematization the case study from the most representatives spatials symbolic forms of the centrality in the Central Area of Vitória (ES)
The interest about the theme is associated to the relatively recent scenario in which the Central Area of Vitória, mainly in the two last decades from the XX century, starts suffering with an intense process of descentralization presenting as some effects of this dinamic not only the appearing of secundary nucleus of comercy and services far from the Central Area, but also exerts a elementary character in a phenomenon recognized as 'the central area crises'. However, if the scenario described above is too much recent, in opposite, durante the long period of urban space production of the capital capixaba in which the intern organization of the city was tributary, fundamentally, in the centralization process, the Vitória's downtown was the privileged locus of the materialization of the symbolic spatial forms tipically associated with inner urban centrality as buildings that are symbols from politic, legal and economic power, churches, the monuments, between another spatial symbolic forms. In this way, the dissertation pretends to investigate the advent of the descrentralization upon the spatial symbolic forms tipically associated to the Central Area of the capital capixaba, questioning in which measure these forms remained while signs of symbolic resistance to the meaning of the area, as also the nature of the casual requalifications of meanings to what they were eventually submitted.

Angola, jeje and ketu: memories and identities at homes and nations of candomblé in the metropolitan area of Grande Vitória (ES), which is the subject of this dissertation, requires entering in the analyses of the native categories of the people of saint (povo de santo), and then pass the theoretical questions on these subjects. In the city of Serra there are the four “saint’s houses” (casas de santo) where the field research was carried out with 3 iyalorixás and 1 babalorixá, who share their memories and religious experiences writing a theoretical exercise about the history and formation of candomblé in Espírito Santo. In this state, which is not reference of this religion, this is on the rise. The concern of yards’ (terreiros) member comumunities is to transform part of the oral traditions in writing production. In the view of the political processes of legal recognition of cultural diversity, the debate took place around hybridization and multiple forms of identity. The charming and magical universe of candomblé is made by sounds of conga drums, dances, rituals and faith in forces of nature. The "sons of African diaspora" brought to Brazil were from various regions of Africa, which allows us understand the cultural diversity that marks those groups. On the basis of the syncretism between their own religions of African origin and the syncretism with Catholicism and spiritual doctrines, these religions are found from North to South of the country. This meeting of beliefs and rituals is so obvious that it is no longer said "African religions" but "Afro-Brazilian religions." Candomblé, since its emergence, has been created and recreated by the transmission of their traditions and rites. The oral tradition in the yards’ communities is one of the elements of their identity-building paths, from an internal organization and learning hierarchically transmitted by the depositories of knowledge, following an order of seniority of initiation, the old ones are the keepers of knowledge and secrets. Being an initiatory religion, learning occurs permanently, in particular the ritual language, where the exercise and the contact lead to cultural transmission. The “people of the saint” reconstructs a connection with an imagined community that dates back to Africa and develop relations of kinship among the fictional members of yards’ communities and form a saint’s family and axé.

The work investigates the transition process from the Regular School to another physical space as Institute of Education and this change development concerning the Teachers’ formation in the State of Espírito Santo, according to the guidelines instituted by the Law nº. 5.692/71, during the Brazilian Dictatorial Regime (1964-1985). The time frame is initiated in 1971 with the transition and it ends during the movement in which the Institute becomes the State High School “Professor Fernando Duarte Rabelo”. The research privileges, as theoretical interlocutors, the Historians, Carlo Ginzburg (1986, 2006), Marc Bloch (2001) and Michel de Certeau (2004) and uses as documental corpus ordinances, newspaper articles, pictures of events held by the institution and interviews with individuals who have worked in that space as Teachers, principal and student. The sources were interrogated about the following questions: how was the transition from the Regular School “D. Pedro II” into the Education Institute of Vitória? What were the reasons that led to such transition? How was the Teachers’ formation configured in the Education Institute? What are the developments of the changes regarding the Teachers’ formation in the State of Espírito Santo? They seem to be intriguing silences and gaps observed in relation to the transition from Regular School to Education Institute and to the reasons that triggered to this change. From the Teachers’ speech, it is inferred that the transfer from physical space and the changes in the curriculum were ready, from top to bottom. The modernization discourse boasts the technique and technicality and announces the news. The Regular School and its traditions start to dwell the past as something forgettable on behalf of the technical advance. Even subtly, the smell of free coffee and porridge sprinkled the aroma of nostalgia from another time when the Teacher’s coffee break time was a “solemn” gathering. It is concluded that the abrupt discontinuity of Regular School, whose building started to shelter the current Sate School named Maria Ortiz, possibly is not depleted in the issues of technical-methodological order that the documents make explicit. However, owing to the schedule limited to this research and the gap of sources, it was not possible to explore other response possibilities.

mundializadas.
The discussion of the place in times of globalization is the subject of this work, which
focuses in the configuration of the Hip Hop movement in the metropolitan area of
Grande Vitória (RMGV) within the process inherent to the intensification of globalized
relations. The main objective is to indetify the specificities of the local Hip Hop - as a
popular contemporary expression - in its relation to the geographical dimension, seen
here through the inseparability of object and action systems. To this end, the discussion
references based on theoretical literature studies of globalization and its social, cultural
and political impacts, and other works, both in a geographical perspective and related
areas. Rescues the actions of the protagonists throughout the period extending from
1980 to 2005, through interviews and visits to specialized journals. The results allow to
identify three moments of the local Hip Hop, ranging from the prevalence of the
practice of street dance (break) in some places of the city, through politicization and
consolidation of the four elements (Dj, Mc, Graffiti and Break) until times characterized
by the appropriation of technical and informational possibilities.

The management councils, participatory mechanisms included in the legal framework of the Brazilian State by the Federal Constitution of 1988, became the main instrument alignment between direct interests of civil society and the government. It was created thus new relations of shared management between society and state, requiring the consolidation of social actors who are willing to work for the deliberative democracy. Based on these considerations is sought in this work, understand how to set up the political consciousness and participation of the substitute and holder counselors representative of civil society of the Municipal Council of Social Assistance Vitória (ES). The discussion is based on the political consciousness of the model for understanding of participation in collective actions of Sandoval (2001). It is a qualitative research, whose data were obtained through participant observation to the plenaries, analysis of documents and semi-structured interviews with 8 board members and alternate representatives of civil society of the Council, submitted to content analysis (BARDIN, 2004). The results revealed different configurations of political awareness among the three representative segments of civil society in the council: user representatives were more likely to feel about Collective Identity, Political Efficiency, and feelings of Justice and Injustice. Representatives of entities showed to be more linked to feelings of Collective Identity, Antagonistic Interests and Opposites and Political Efficacy. Representatives of the workers in the area have shown feelings related to Political Efficacy and Feelings of Justice and Injustice. It is concluded that different political consciences interfere in the participation of the representatives: workers' representatives participate in a limited way to the plenary sessions, thematic commissions and in ONGs. Representatives of users participate more comprehensively in social movements, neighborhood associations and with the public administration charging for actions of social interest. Representatives of entities participate in social movements, actions with the public power and in movements that involve those assisted by the entities.

January 2016 (has links)
Abstract: With the present research we aimed at reflecting upon the urban space production process by means of the analysis of the leisure social practices, since we understand that leisure is an important element that integrates the space dynamics of the contemporary city. Our analytical focus was the city of Vitoria da Conquista, located in the South Center of Bahia,in the Northeastern Region of Brazil, which expresses nuances of the space reproduction process, in which its urban form, erected under the logic of production and consumption, denotes a process of sociospatial differentiation that, down historical time, has expressed the deepening of the social and economical inequalities. A reality that on current days makes the city daily life a quarrelsome field because it fragments the leisure space-time and establishes hierarchical relations in the dimension of sociability. As a main methodological option in order to counter-weigh the subjects' space practices, semi-structured interviews and surveys were used. The understanding of this contradictory process characterized by the logic of homogenization-hierarchization-fragmentation marks and deepens the separation of leisure space-times, by disqualifying the sociability relations. The search follows the restitution of the use as a way of securing the right to participate in the urban life, in the effective appropriation of the space assured by the space practice. / Mestre
