Transnational science and technology co-operation in Africa : an evaluation of selected institutions and programmes

Thesis (PhD)--Stellenbosch University, 2002. / ENGLISH ABSTRACT: In the aftermath of the Second World War, the development challenges facing Third World countries - those that were independent, those emerging from colonialism and those still under colonialism - led to the proliferation of bilateral and multilateral development institutions. These institutions were intended to assist the developing countries in terms of the provision of both human (technical) skills and material resources as well as to formulate programmes that would promote co-operation for socio-economic development and transformation. If the enormous development problems facing Africa including poverty, hunger, disease can be alleviated, then multilateral institutions have a major role to play in its scientific and technological development as well as in helping to create the appropriate institutional mechanisms for regional and sub-regional co-operation in science and technology (S&T) in Africa. The United Nations system, including UN-affiliated institutions, has therefore come to represent the best hope of realising the dream of most developing countries in their quest for development, due to its institutional capacity to provide development assistance as well as influence the international development agenda which affects Africa. For example, among the institutions in this study, the World Bank Group remains the biggest donor organisation in terms of the funding of development projects and programmes. UNESCO has a leading role as the UN agency whose mandate relates directly to S&T development and peace. The ECA is the representative body of the UN in Africa and therefore able to influence the direction of development policy and programmes. Similarly, the need to develop also led African countries to establish their own regional and sub-regional institutions for co-operation to draw together both human and material resources. However, the development issues discussed and promoted in the developing world over the years have focused more on national income, terms of trade, market access and in recent times on structural adjustment and poverty reduction strategy programmes. But the most important aspect of the development process - the knowledge capability gap (in terms of S&T) - has been much neglected especially at the regional and sub-regional levels. Therefore, in using regional and sub-regional levels of analyses, the research project looks at the programmes supported by the following institutions: the United Nations Education, Scientific and Cultural Organisation (UNESCO), the World Bank, United Nations Economic Commission for Africa (ECA), Organisation of African Unity (OAU), the African Development Bank (AIDB), the Southern African Development Community (SADC) and the Economic Community of West African States (ECOWAS). Thus the study uses a theorydriven evaluation based on INEXSK (INfrastructure, EXperience and Skills, and Knowledge) approach broadly, to investigate the extent to which these multilateral institutions live up to their stated goals of improving the knowledge base for development in the African continent. An important aspect of the study also entails a historical review of science, technology and institutional co-operation in Africa. Furthermore, an important outcome of the study reveals the lack of functional regional and sub-regional organisational frameworks to promote rigorous scientific and technological research and development in the African continent, except for a few centres and programmes supported by some multilateral and bilateral institutions including NGOs. In spite of many years of structural adjustment the World Bank's lending for S&T has marginalised African countries; while the AIDB support for S&T and regional programmes is woefully inadequate. This is a momentous task it has to address if the NEP AD Initiative is to be successful in the years ahead. To guide future initiatives the study draws on the lessons and experiences of the European Union's and the Association of South East Asian Nations' (ASEAN) regional scientific and technology co-operation programmes. The study advocates a knowledge-based development paradigm, which is transnational in approach, and it makes specific recommendations for regional and sub-regional programmes and strategies to promote the socio-economic development and transformation of Africa. / AFRIKAANSE OPSOMMING: OPSOMMING Ná afloop van die Tweede Wêreldoorlog het Derde Wêreldlande - dié reeds onafhanklik, óf besig om kolonialisme af te skud, óf nog steeds onder 'n koloniale moondheid se bewind - sekere ontwikkelingstruikelblokke en -uitdagings in die gesig gestaar. Dit het gelei tot die totstandkoming van verskeie bilaterale en multilaterale ontwikkelingsinstellings. Die doel met sulke instellings se hulpverlening aan ontwikkelende lande was drieledig: om tegniese vaardighede aan te bied; om materiële hulpmiddele te verskaf; en om programme, wat samewerking vir sosio-ekonomiese ontwikkeling en transformasie sou bevorder, te formuleer. Indien die las van die geweldige ontwikkelingsprobleme in Afrika (insluitend armoede, hongersnood en siektes) verlig sou kon word, het multilaterale instellings 'n belangrike rol om te vervul: om te help met, enersyds, die wetenskaplike en tegnologiese ontwikkeling van die kontinent, en andersyds die ontwikkeling van toepaslike institusionele meganismes vir streek- en sub-streeksamewerking in wetenskap en tegnologie (W&T). Security concerns: Nigeria's peacekeeping efforts in Liberia and Sierra Leone, 1990-1999

The essence of this thesis is to explore the role of Nigeria, West Africa's hegemon, in the intervention efforts by the Economic Community of West African states (ECOWAS) through its Cease-fire Monitoring Group (ECOMOG) in both Liberia (1990-1997) and Sierra Leone (1993-2000). While the thesis has sought to understand the leading role played by Nigeria in first establishing the ECOWAS and being the primus motor for its functions, I have also attempted to analyse the rationalities for the transformation of ECOWAS from a purely economic integrative scheme to a security organisation. While the economic agendas for ECOWAS have not changed, the argument in this thesis is that security related issues and realities have taken precedence over the original economistic agendas. One of the thesis' major arguments is that the nature of results attained in both Liberia and Sierra Leone are different because of (a) the leadership role of Nigeria and (b) the nature of international responses and contributions to the resolution of these conflicts. In the thesis, I argue that in the Liberian case, Nigeria took a more domineering leadership role albeit tinged with the characteristics of the actions of a benevolent hegemon. Here, Nigeria through different processes either through leadership, consensus-seeking processes and dialogue managed to get other ECOWAS states to coalesce around its leadership. However, in Sierra Leone, Nigeria's leadership role was not permitted to unfold. The resultant effect was the shift from NIFAG to ECOMOG and eventually "rekindling hatred" of these troops as UN troops. This thesis has pointed to the utility of sub-regional organisations in resolving conflicts and demonstrates the need for further study. / Political Science / DLITT ET PHIL (INT POL)

Finacial liberalisation and sustainable economic growth in ECOWAS countries

The thesis examines the comprehensive relationship between all aspects of financial liberalisation and economic growth in three countries from the Economic Community of West African States (ECOWAS). Employing ARDL bounds test approach and real GDP per capita as growth indicator; the thesis finds support in favour of the McKinnon-Shaw hypothesis but also finds that the increases in the subsequent savings and investments have not been transmitted into economic growth in two of the studied countries. Moreover, the thesis also finds that stock market developments have negligible or negative impact on economic growth in two of the selected countries. The thesis concludes that in most cases, it is not financial liberalisation polices that affect economic growth in the selected ECOWAS countries, but rather increase in the productivity of labour, increase in the credit to the private sector, increase in foreign direct investments, increase in the capital stock and increase in government expenditure contrary to expectations. Interestingly, the thesis also finds that export has only negative effect on economic growth in all the selected ECOWAS countries. The thesis therefore, recommends that long-term export diversification programmes be implemented in the ECOWAS regions whilst further investigation is carried on the issue. / Economic Sciences / D. Economic community of West African states (ECOWAS) : combining sub-regional economic integration with conflict resolution

The study utilizes regional integration theories like neo-functionalism, intergovernmentalism and new regionalism to analyse the formation, structure and transformation of the Economic Community of West African States (ECOWAS). It examines the role of ECOWAS as a sub-regional economic body and its transformation to a political and security body dealing with sub-regional conflict resolution. Though neo-functionalism is generally analysed in reference to European regional integration, the study attempts to draw some lessons from this theory. Also, new regionalism theory is utilized to examine the transformation of ECOWAS from a mere economic body to a security and political entity. Regionalism in West Africa was initially geared towards mere economic cooperation; however, the emergence of ECOWAS on the scene and its subsequent transformation witnessed several changes towards the path of security cooperation. Despite its involvement with the gigantic political and security related activities, a general evaluation of economic integration in West Africa depicts a low level of progress. The poor state of sub-regional economic integration shows that ECOWAS did not complete its regional economic integration agenda before diverting to other sectors of integration. ECOWAS peacekeeping operations have been the dominant topic in sub-regional conflict resolution in West Africa. However, other forms of conflict resolution, including mediation, negotiation, conciliation and arbitration have been severally utilized. Also, in some of the cases, peacekeeping operations have been deployed only after other peaceful efforts have failed. ECOWAS peacekeeping operations are divergent operations with different forms and mandates. Therefore, they are better analysed under the framework of peacekeeping, peace-enforcement and peace-making theories. ECOWAS peacekeeping operations have been a subject of debate by proponents of the principle of non-interference and those of the responsibility to protect. The expediency of military intervention for humanitarian reasons as well as the prevention of genocide, war crimes and catastrophic loss of lives has questioned the principle of non-interference and validated the principle of responsibility to protect. / Political Sciences / D. Les États ouest-africains ont fait de l’intégration économique la voie privilégiée pour relever le défi du développement économique dans un contexte international de plus en plus concurrentiel. Ainsi, par le biais d’organisations régionale et sous régionale, la protection du libre jeu de la concurrence est devenue un enjeu communautaire. L’intégration économique régionale ouest-africaine a donc été saisie par le droit de la concurrence. De ce fait, on assiste à l’émergence de droits régionaux de la concurrence au sein de l’Union économique et monétaire ouest africaine (UEMOA) et de la Communauté économique des États de l’Afrique de l’Ouest (CEDEAO). Chacune de ces organisations a donc mis en place un droit de la concurrence dans son espace économique. Il en résulte, vu la composition de l’UEMOA et de la CEDEAO, que ces droits communautaires ont vocation à s’appliquer aux États membres de l’Union qui font également partie de la Communauté. Cette particularité de la coexistence de ces règles communautaires de la concurrence en Afrique de l’Ouest méritait qu’on s’y attarde afin d’évaluer leur application, d’analyser l’effectivité et l’efficacité de ces droits. Cette étude comparative s’est attachée à mettre en exergue ce que renferment ces droits, à relever leurs spécificités, tout en mettant en lumière leurs insuffisances. Il apparaît nécessaire de repenser, voire de réformer certains aspects de ces droits afin d’améliorer leurs applications, gage d’une meilleure protection de la libre concurrence en Afrique de l’Ouest. / West African states have made economic integration the preferred way to deal with the challenge of economic development in an increasingly competitive international context. Thus, through regional and subregional organizations, the protection of the free movement of competition has become a community issue.West African regional economic integration has therefore been seized by competition law. From this, we note emerging competition rights in the West African Economic and Monetary Union (WAEMU) and the Economic Community of West African States (ECOWAS). Each of these organizations has therefore put in place a competition law in its economic area. As a result, given the composition of UEMOA and ECOWAS, these Community rights are intended to be applied to the Member States of the Union which are also part of the Community. The features of the coexistence of these Community competition law in West Africa deserved to be examined in order to evaluate their application, to analyze the effectiveness and efficiency of these rights. This comparative study intends to highlight the contain of these rights, reveal their specificities, while showing their lacks. It’s necessary to rethink or even reform some aspects of these rights to improve their applications, basis for a better protection of free competition in West Africa.
