Syftet med studien är att belysa socialsekreterarnas perspektiv på det stöd de kan ge till familjehem samt om de ansåg att det finns stöd som kan motverka sammanbrott. Tidigare forskning vi belyser tar upp familjehemmens perspektiv på stöd. Forskningen visar att de ibland upplever socialsekreterarna som otillgängliga och att de saknar stöd för att klara sitt uppdrag. De centrala frågorna i denna studie är vilket stöd som socialsekreterare kan ge familjehem samt om det finns något specifikt stöd som kan minska risken för sammanbrott. I studien intervjuades tio stycken socialsekreterare från olika arbetsplatser i Stockholmsområdet. Detta är en kvalitativ studie som analyserats med hjälp utifrån Bronfenbrenners utvecklingsekologiska teori. Studiens resultat visar att respondenterna upplever att det stöd som finns är tillräckligt, att de har gott om handlingsutrymme och även att stöd till familjehem går att individanpassa. Enligt respondenterna är det flera saker som behövs för att minska risken för sammanbrott, exempelvis är det viktigt med väl genomförda utredningar av familjehemmen och att en god matchning mellan barnet och det tilltänkta familjehemmet sker. Studien uppmärksammar vikten av att se till helheten för att lyckas med hållbara placeringar. / The purpose of the study is to highlight social workers' perspectives on the support they can provide to foster families and whether they believed that there is support that can prevent breakdown. Previous research highlighted the foster family's perspective on support, showing that they sometimes experience social workers as inaccessible and lack of support to manage their responsibilities. The central questions in this study are what kind of support social workers can provide to foster families and whether there is specific support that can reduce the risk of breakdown. Ten social workers from various workplaces in the Stockholm area were interviewed in the study. This is a qualitative study that has been analyzed using Bronfenbrenner's ecological development theory. The study's results show that the respondents believe that the available support is sufficient, that they have plenty of room for action, and that support to foster families can be tailored to individual needs. According to the respondents, several things are needed to reduce the risk of breakdown, such as well-conducted investigations of the foster family and a good matching between the child and the intended foster family. The study highlights the importance of considering the overall situation to succeed with sustainable placements.

The thesis is a probe into the picture of alternative family care in the Czech Republic, oriented to the foster care. In the theoretical part a description of alternatice foster care for children removed from their biological family is given. It is concerned with vital needs of such children and their psychical deprivation. It tries to show why mothers waive their child and shows some aspects of social work in this field. The practical part of the thesis is concerned with the qualitative research that compares fostering in classical Czech foster families with fostering in special institutions {--} so called Big Foster Families. Research investigations are taken from the point of view of teenaged children being in foster care, and research is based on principles of modern (professional) fostering. The research investigations contain six interviews with children from classical families and four with children from special instituions for foster care. (The research is not concerned with SOS villages) Good quality of the foster care does not depend too much on the fact whether it is provided with a classical foster family or with a fostering institutions. It depends, first and foremost, on the character foster parent, i.e. if he/she is able to create positive relationships with the child and if he/she is able to adopt and accept the child unconditionally.

Misdade wat gemik is teen kinders veroorsaak tans ‘n nasionale krisis wat geïllustreer word deur die feit dat daar ‘n toename in die mishandeling en verwaarlosing van kinders is. Al hoe meer kinders word ook wees gelaat na die afsterwe van hul biologiese ouers weens MIV/VIGS-verwante siektes. Dit bring mee dat daar ‘n geweldige toename in pleegsorgplasings in Suid-Afrika is. Welsynsorganisasies beskik egter nie oor ‘n resente opleidingsprogram wat daarop gemik is om voornemende pleegouers op pleegsorg voor te berei nie. Die doel van die studie het behels om ‘n opleidingsprogram vir voornemende pleegouers te ontwikkel, te implementeer en empiries te toets. Die doelwitte wat gestel is om die doel te bereik was om ‘n opleidingsprogram vir voornemende pleegouers te ontwikkel, die program by voornemende pleegouers te toets en om die impak van die program waar te neem deur die resultate van ‘n voor- en natoets te vergelyk. Die inhoud van die opleidingsprogram wat vir die studie ontwikkel is, is beskryf. Gevolglik is van beskrywende navorsing gebruik gemaak. Hierdie studie het berus op die volgende hipotese: Indien voornemende pleegouers hierdie opleidingsprogram deurloop het, sal die voornemende pleegouers se kennis rakende die omvang, wetlike implikasies, verwagtinge, motiewe, verantwoordelikhede en pligte ten opsigte van pleegsorg, en die profiel van die pleegkind verbeter. Die empiriese resultate van die studie het die hipotese as waar bewys.‘n Kwantitatiewe enkelstelselontwerp, is die benadering wat gevolg is. Data is ingesamel met behulp van ‘n vraelys wat tydens ‘n voor- en natoets benut is. Altesaam 53 respondente (ouer as 20 jaar) bestaande uit getroude pare en enkellopendes wat gedurende die tydperk Februarie tot Junie 2006, by die Ondersteuningsraad van Pretoria as voornemende pleegouers aangemeld het, is by die studie betrek. Die 53 respondente is in drie groepe ingedeel. Drie opleidingsessies met elk van die drie groepe is onderneem. Rothman en Thomas se model vir intervensienavorsing is benut om die opleidingsprogram vir voornemende pleegouers te ontwikkel. Die model bestaan uit ses fases, waarvan die eerste vyf fases in die studie benut is. Tydens die eerste fase is die probleem ontleed; in die tweede fase is teoretiese inligting versamel en deelnemers by die studie betrek; by die derde en vierde fases, is die opleidingsprogram tentatief ontwerp en getoets om leemtes te identifiseer. Daarna is die program volledig geïmplementeer en die impak daarvan empiries getoets. Die kwantitatiewe data (voor- en natoets) is met behulp van ‘n selfontwerpte vraelys ingesamel. Die vraelys is benut om inligting aangaande die respondente se kennis van pleegsorg te verkry. Individuele telefoniese onderhoude is een maand na afloop van die implementering van die program met die respondente gevoer om addisionele inligting te kry. Die resultate van die voor- en natoets het getoon dat die opleidingsprogram suksesvol was. Die respondente wat by die studie betrek is, het ‘n verbetering getoon ten opsigte van hul kennis van pleegsorg. Na die evaluering van die opleidingsprogram, is ‘n samevatting van die vernaamste bevindings, en gevolgtrekkings vir die ondersoek in geheel, aangebied. The aim of this study was to receive a rapt understanding of how child-welfare officer’s reasons about the meaning of attachment theory, from the child´s best, in placements of a child. The aim was also to examine the possibilities child-welfare officer´s feel they have to work with the child´s best and attachment in focus. The study has a qualitative approach and the empirical material is collected thru semi-structured interviews. The theoretical framework used is attachment theory, the child´s best and street-level bureaucracy. The result of the study shows that child-welfare officers have equivalent knowledge, experiences and thoughts about the meaning of attachment theory for a favorable development in foster children. The study concludes is that more knowledge about attachment theory is necessary and child-welfare officers demands methods to better assess attachment patterns in children. The child-welfare officers express frustration when they talk about matters in the "grey area" and situations where different perspectives clashes and the child´s best end up in the background. / Studiens syfte var att erhålla en fördjupad förståelse för hur socialsekreterare i den sociala barnavården resonerar om anknytningens betydelse, utifrån barnets bästa, vid familjehemsplacering av ett barn. Syftet var också att ta reda på vilka möjligheter socialsekreterare upplever sig ha att arbeta med barnets bästa och anknytning i fokus. Studien har en kvalitativ ansats och materialet är insamlat genom semistrukturerade intervjuer. Den teoretiska tolkningsram som används är anknytningsteori, barnets bästa samt gräsrotsbyråkrati. Studiens resultat visar att socialsekreterare har likvärdiga kunskaper, erfarenheter och tankar om anknytningens betydelse för en gynnsam utveckling hos familjehemsplacerade barn. Studiens slutsats är att mer kunskap om anknytningsteori är nödvändig och socialsekreterare efterfrågar metoder för att bättre kunna bedöma anknytningsmönster hos barn. Socialsekreterarna ger uttryck för frustration när de berättar om så kallade gråzonsärenden och situationer där olika perspektiv är i konflikt och barnets bästa hamnar i skymundan.

Foster care of AIDS orphans : social workers' perspectives

Thesis (M Social Work (Social Work))--University of Stellenbosch, 2011. / ENGLISH ABSTRACT: The goal of this study is to shed some light on the needs of children orphaned by AIDS as well as on the training and support that their foster parents will need, in order to provide guidelines for equipping foster parents to care for AIDS orphans. The motivation for this study was the rapid spread of HIV/AIDS in the South Africa and the one million South African AIDS orphans left in its wake. Most of these children end up in substitute homes, and many of them in foster care. Researchers agree that AIDS orphans have special needs because of the circumstances surrounding their parents’ death. Foster parents will therefore need to be prepared to meet these needs. It is an internationally documented fact that foster parents have a need for training and support to meet the demands of foster care, and having an AIDS orphan as a foster child will increase, and focus this need. The study was also motivated by the current shortages and challenges in the foster care system in South Africa which makes it difficult for social workers to effectively train and support foster parents, and aims to contribute towards overcoming some of these problems so that foster parents can be properly prepared to see to the well-being of the AIDS orphans in their care. The research was done based on a literature study, which firstly made use of the Ecological Systems Perspective to explore the effects of parental death by AIDS on their children. Subsequently an overview of foster care within the South African context is given, with emphasis on foster care in general, foster care within the challenging South African context and foster care of AIDS orphans. The last part of the literature review discusses foster parent cell groups as a means of training and supporting the foster parents of AIDS orphans for the parenting process. The empirical investigation of the study investigated to what extent, and in what ways, social workers are training and supporting foster parents to care for AIDS orphans. This investigation confirmed some of the findings of the literature study, namely that AIDS orphans have needs that differ from those of other foster children and that social workers are too overburdened to be able to give the foster parents of these orphans the needed training and support. In light of the findings derived from the literature study and empirical research, conclusions and recommendations are made concerning the phenomena under investigation. The recommendations focus on guidelines that can be used by social workers to train and support the foster parents of AIDS orphans. The recommendations centre on the utilisation of resource-friendly methods to train and support foster parents; bringing structure into the foster care process and on social workers having to use research for guidance. / AFRIKAANSE OPSOMMING: Die doel van hierdie studie is om lig te werp op die behoeftes van kinders wat deur VIGS wees gelaat is, sowel as op die opleiding en ondersteuning wat hul pleegouers nodig het, ten einde riglyne te verskaf vir die toerus van pleegouers om na VIGS-weeskinders om te sien. Die studie is gemotiveer deur die vinnige verspreiding van MIV/VIGS in Suid- Afrika en die een miljoen VIGS-weeskinders wat agtergelaat is. Die meeste van hierdie kinders word in plaasvervangende huise ingeneem, waarvan baie pleegsorgplasings is. Navorsers stem saam dat VIGS-weeskinders spesiale behoeftes het as gevolg van die omstandighede wat met hul ouers se dood gepaard gaan. Pleegouers sal dus voorberei moet word om in hierdie behoeftes te voorsien. Internasionale studies bewys dat pleegouers self ‘n behoefte aan opleiding en ondersteuning het om aan die vereistes van pleegsorg te voldoen. Die studie het dus ten doel gehad om ‘n bydrae te lewer tot die oorkoming van sommige van hierdie probleme sodat pleegouers voorbereid kan wees om na die welsyn van hierdie weeskinders in hulle sorg om te sien. Die navorsing is gebaseer op ‘n verreikende literatuurstudie. Die literatuurstudie het eerstens gefokus op die gebruik van die Ekologiese Sisteemperspektief om die effek van ouers se afsterwe weens MIV/VIGS op kinders te ondersoek. Daarna is ‘n oorsig gegee van pleegsorg binne die Suid-Afrikaanse konteks. Klem is geplaas op pleegsorg in die algemeen, pleegsorg binne die uitdagende Suid-Afrikaanse konteks, en pleegsorg spesifiek met VIGS-weeskinders. Die laaste deel van die literatuuroorsig bespreek die moontlikheid om pleegouer-selgroepe te benut om pleegouers die nodige opleiding en ondersteuning te gee vir die proses van ouerskap. Die empiriese studie ondersoek ook in watter mate en op watter manier, maatskaplike werkers besig is om die pleegouers van VIGS-weeskinders op te lei en te ondersteun. Hierdie ondersoek bevestig sommige van die bevindinge van die literatuurstudie; spesifiek dat VIGS-weeskinders unieke behoeftes het en dat maatskaplike werkers te oorlaai is om die pleegouers van hierdie weeskinders die nodige opleiding en ondersteuning te bied. In die lig van die bevindinge van die literatuurstudie en empiriese navorsing is gevolgtrekkings en aanbevelings gemaak. Die aanbevelings het primêr gepoog om riglyne te verskaf wat deur maatskaplike werkers gebruik kan word om pleegouers op te lei en te ondersteun. Die aanbevelings het gesentreer rondom die gebruik van hulpbronvriendelike maniere om pleegouers op te lei en te ondersteun; die strukturering van die pleegsorgproses en die noodsaaklikheid vir maatskaplike werkers om daadwerklik van navorsing gebruik te maak vir leiding.

Familjehemsplacerade barns skolgång : En kvalitativ studie / Foster Children's schooling

The purpose of this study was to get a greater understanding for how the people surrounding children in foster care support these foster children in their education. In order to learn more about that, I had to understand these individuals own opinion on education for foster-children. Do the people that stand close to a child in foster care think that foster children have the same abilities to learn in school as other children? And is it fair to require the same investment as we ask from other children? And how does the way professionals and foster parents inform each other and work togeter influence this process? The study was conducted through six semi-structured interviews. The perspective of four different foster parents, a teacher and a social worker were examined in this qualitative study. To help understand why some people have better chances in life than others and how a foster family can make a difference in that for a child, I have used Pierre Bourdieu's Cultural Theory. The theory helps understand that a foster child is in a very low social position in society, especially at the beginning of the placement, and has to work itself up to get acces to more symbolical resources. The results of the study show that support from people around the foster child is a very important factor for a child to succeed in school. Every one of the individuals I have interviewed was aware of that fact. The main obstacle people experience is that information about the child is not always shared and they do not alwas know how other organizations function. The factor that is most favorable is a positive work relation between the professionals, foster parents and the child.
