The Impact of Caseworkers' Educational Background and Placement Outcomes for Foster ChildrenHaynes, Katrina 01 January 2018 (has links)
Decades of data document that permanent placements of children in the welfare system has been a concern in Mississippi. As foster care rates increase, more children are awaiting placement. Researchers have linked child welfare workers' educational background to placement outcomes for foster care children; however, researchers have not addressed the relationship between child welfare workers' educational backgrounds and foster care placement outcomes in Mississippi. This quantitative study examined the educational backgrounds of social work and nonsocial work child welfare caseworkers and other factors such as children's gender and race as predictors in placement outcomes for children in welfare custody. Attachment theory was used to explain parent-child relationships and the importance of permanent, safe, and nurturing homes for children in the child welfare system. Secondary data were used from the 2017 archival records for 176 child welfare caseworkers' caseloads in the Mississippi Department of Child Protective Services (MDCPS). A simple linear and multiple regression analysis was used to examine child welfare caseworkers' educational background and children's gender and race as predictors for the length of stay in placement outcomes. The results revealed that caseworkers' educational backgrounds were not a significant predictor of placement outcomes but gender and race combined were significant in predicting the length of stay in placement outcomes for children in custody. Results from this study could promote positive social change within MDCPS by providing data to inform agency policy and procedures for child welfare practice, which could then result in more timely placements of reunification or adoption for children in the welfare system who are currently spending 36 months or more in traditional foster care.

Disparities in Arkansas Mandated Immunization Coverage Among Natural Home and Foster-Care AdolescentsNgundue, Jerome Essono 01 January 2016 (has links)
Anecdotal evidence indicated vaccine coverage disparities among foster-care (FCA) and natural-home adolescents (NHA). Arkansas laws require 5 vaccines for school entry (FVSE) to prevent 9 common childhood diseases. The study problem was that Pulaski County, Arkansas adolescent birth cohort (PCABC) immunization rates were low compared to U.S. adolescents for these FVSE. This study examined the extent to which (1) PCABC immunization rates were significantly different from those estimated for U.S. adolescents in 2006–2008, (2) NHA and FCA immunization rates were different in 2003– 2008; (3) sociodemographic variables mediate associations between home of residence (HOR), NHA or FCA, and up to date (UTD) status for FVSE; and (4) vaccination game theory (VGT) estimated deaths differ between individual-equilibrium and group-optimum behaviors. The methodologies applied were direct standardization, χ2, multiple logistic regressions, and VGT to analyze PCABC retrospective secondary data from the Arkansas immunization registry. The results revealed that U.S. adjusted UTD coverage rates for Hepatitis B, measles-mumps-rubella, and varicella were greater than those for PCABC. Race-adjusted FCA immunization rates were 120% higher than for NHA. Race mediated the association between HOR and UTD FVSE status, and African Americans had 80% greater odds of being UTD with FVSE compared to Caucasians. Group-optimum behavior was associated with fewer estimated deaths than individual equilibrium; thus, it is protective against disease outbreaks. Positive social change may occur among the PCABC when healthcare providers include these results in communications with parents at FCA and NHA community health clinics. Parental vaccine acceptance for their children may increase vaccinations and improve PCABC health and wellness.

<p>The purpose of this study was to examine how some young mothers, who previously have been in foster care or residential care, describe the way motherhood has affected their lives and identities. Narrative interviews were conducted with three teenage mothers and one mother aged 23. As tools for analyzing the narratives, theories about narrative psychology and how people present themselves through story-telling and language were used. The results of the study show that becoming a mother was life-changing in a positive way, according to the young mothers. They described how they, since becoming mothers, had become more mature and now lived less risk-full lives. Motherhood had brought a new focus to their lives and had given them motivation to study and to become self-supporting. The mothers expressed a wish to give their children a better childhood, than they themselves had. The results of the study were similar with the results reported in previous, qualitative studies of the experiences of young mothers.</p>

<p>In order to study internationally adopted delinquents, internationally adopted controls, delinquent controls and an additional group of healthy non-adopted, non-delinquent controls, the following tests were used: WISC/WAIS, TOL, WCST, a questionnaire, I think I am, ISSI, an attachment test, KSP, and SCL-90. In the register study, data were obtained from the registers of The National Board of Health and Welfare and Statistics Sweden and multivariate analyses were performed using logistic regression models. Odds ratios (OR) for different forms of out-of-home care placements were calculated.</p><p>It was found that the adopted delinquents had a significantly lower full scale IQ (WISC/WAIS) and significantly lower results on several measurements in the WISC /WAIS compared to the adopted controls. In addition, both groups of adoptees scored low in the WISC/WAIS subscale arithmetics when compared to the population mean. The adopted delinquents clearly had disruptive and infectious relations to their parents which was demonstrated in I think I am, ISSI, the attachment test and the questionnaire. The adopted controls demonstrated good relations to adoptive parents. When personality and self-perception were measured and analyzed in a two-way ANOVA, the results clearly pointed to ”delinquency” as the explaining factor to the variance of the results as opposed to ”adoption”. </p><p>Finally, the regression analyses of the register data demonstrated an OR of 3.0 (after adjustments for age and sex) for placements of intercountry adoptees in residental care from age 10 and an OR of 5.1 in model 2 (after adjustments for socio-demographic background variables). More over, higher child age at adoption, origin from Latin America, single parent adoption and maternal age above 35 at birth of the child were identified as significant predictors of out-of-home care from age 10.</p>

This study treats the problems that the social worker (the child welfare worker) is faced with, when deciding to take a child into compulsory care. Empirical data (with particulars of the children and parents involved) covering the public child care at a local authority, was collected from its records and by means of interviews. Data concerning the social workers was obtained through observation, interviews and questionnaires. Out of 166 new child care clients during one year, 77%were teenagers, and nine out of ten children taken into care were adolescents.Taking up a position in child care cases and making decisions about courses of action were mostly difficult or even painful for the social worker. The decision to take a child into care was considered the hardest task in social work.The social worker's dilemma is created by the requirements of the law that any decision to take a child into care should be based on satisfactory predictions of the consequences for the child.The social worker's agony arises out of her attempts to motivate such predictions when in fact she is convinced, through experience,that very few, if any, of the consequences can be safely established.Empirical data showed that motivations of the decisions given in the investigation for the court were often vague and implicit. This may be explained by referring to the emotionally experienced conflict between prediction and subsumption.In other empirical data social workers described their anxiety when handling cases where children are taken into care. This may be analysed as 'the agony of decision-making', caused by their choice between alternative courses of action, and 'the agony of separation' brought about by the social worker's identification either with the child or with its parents.The proposed model for decision-making aims to reduce the social worker's agony, by shifting some of her burden of responsibility over to the society. This is achieved by letting the grounds for a decision to take a child into care rest explicitly on the principia of subsumption. The social worker's task is thereby limited to assessments of the child's present situation. Three criteria of assessment, child abuse, sexual abuse and 'Good-Enough Parenting' are suggested. This study deals with the qualities of professionalization of public child welfare. Its relationto general social policy is emphasized. The potentials of welfarism are explored as a part ofthe study of crisis of legitimacy and rationality prevalent in welfare systems.The special situation of child welfare in Iceland with a large variation in local socialservices forms an important background of the work. This is related to sociologicaltheorizing and a position taken turns against viewing professionalization as an accumulatingprocess of power as well as the opposite, the blindness of belief in extensive professionalismas a means for creation of "the good life". The line of "family-state-individual" is traced inrelation to the emergence of social work. Child welfare is found to be imprisoned bytradition, since the idea behind children's placement is not thoroughly explored. The issueof a noted technifying and expansive tendency of professional action in cases of child abuseand custodial disputes is treated. A biased treatment of the family is here called "the childwelfare trap". The search for qualities in what traditionally is identified as "bad parenting" infoster care is suggested to be a potential to transcend central dilemmas of the field.A documentation study of poor relief and the support of mothers in the capital of Iceland,Reykjavik of th e 1930's showed an early coexistence of administrative and client-centeredapproaches. In a survey of records on children's placements in the capital of Icela nd,Reykjavik, it was confirmed that this work in an organization with professional employeeswas predominantly bureaucratic and not child-centered, also other results were similar asfound in Nordic studies. In an interview study of two small towns a passivity was shown toprevail in a laymen dominated child welfare practice at the cost of c hildren's needs, whileschool and day care provided support for families. Three significant achievements emergingin interplay with professionalization of social child care, found valid for the Icelandic çase,are seen as having lead to an increased societal sensitivity to deal with human problems.This has created a new acknowledgement of children's right to well-being despite seriouspractical limitations. Due to coexistent conflicting professional practices, a relative absenceof reg ulation and modernizing of services occurring simultaneously with the revision ofwelfarism, a space of action is presumed to exist for shaping of an outline of new practices.Theoretically opposing views on professionalization act as a kind of negative dialectic, onecentered on reproduction of existing practice, the other by presenting a gloominess of anempty-handed doctrine. The analyses of societal changes and child welfare are seen asfrequently ignoring the search for potentials to hand over power to children, not only bygender-blinaness, but by an age-neutrality which excludes children. The "deepening ofwelfare state crisis" is presumed to constitute a required possibility of a new kind of selfreflectionamong professionals. This essay is about what considerations foster home secretary may face in their profession and how they use themselves as a tool. We were interested in the family home secretaries as a profession and we found that this area is relatively unexplored. The essay is based on semi-structured interviews with ten family home secretaries from seven different municipalities. To interpret our results, we used Mead's theory of "Mind, Self and Society". Our paper shows that family secretaries are faced with a variety of considerations in the selection of foster homes. We have also presented several different criteria that foster secretaries put on families to enable them to become current foster home. All the family home secretary saw themselves as tools in the process to match children with foster homes, but it proved to be difficult for them to put this into words and describe how they used themselves. One of our research questions concern how experience affects their work. It turned out that the experience also gave answers to our other questions.

The purpose of this study has been to describe and analyze how former foster children experienced foster care which have been filled with maltreatment and neglect and how this has influenced their adult life when it comes to health, education and relationships. We also wanted to study how the former foster children coped with their placement. Furthermore we wanted to study whether there has been any turningpoints during their growth. Finally we wanted to describe how the former foster children experienced the authorities control. To make the purpose of this study complete we chose to use qualitative interviews with six former foster children as our research method. When we analyzed the results we used developmentalpsychopathology, sense of coherence and earlier research. Our results shows that former foster children who have been maltreated and neglected in foster care have health problems, both mental and physical, they enter adolescence with low education and they have problems with close relationships. Our results also shows that former foster children who have been in foster care for a longer timer tend to have lower Sense of coherence. Furthermore our study shows that our interviewees are satisfied with their lives today.
