21st Century Community Learning Center Program: A Study to Evaluate the Success of a Program in a Rural County in East Tennessee.

The 21st Century Community Learning Center Program is a key component in the No Child Left Behind Act. It presents an opportunity for students and their families to continue to learn new skills after the regular school day has ended. The focus of the program is to provide expanded academic enrichment opportunities for children attending low performing schools. Tutorial services and academic activities are designed to help students meet local and state academic standards in subjects such as reading and math. In addition, programs provide youth development activities, drug and violence prevention programs, technology education programs, art, music, and recreational programs. The purpose of this study was to analyze the components of a rural 21st Century Community Learning Center program located in Tazewell, Tennessee, and to determine the impact of the center on the education and welfare of the students and their families who live in this rural town and attend the three Claiborne County schools involved in the grant program. The study focused on the extent to which Claiborne County’s 21st Century Community Learning Center Program was successful in implementing the criteria set forth by the U.S. Department of Education concerning the eight components necessary to be an effective after-school program. The findings from the study indicated that these eight components were being implemented; however, there were also areas of need that should be monitored closely to ensure that the program continues to progress towards becoming an exemplary after-school program.

Exploration and development of crash modification factors and functions for single and multiple treatments

Traffic safety is a major concern for the public, and it is an important component of the roadway management strategy. In order to improve highway safety, extensive efforts have been made by researchers, transportation engineers, Federal, State, and local government officials. With these consistent efforts, both fatality and injury rates from road traffic crashes in the United States have been steadily declining over the last six years (2006~2011). However, according to the National Highway Traffic Safety Administration (NHTSA, 2013), 33,561 people died in motor vehicle traffic crashes in the United States in 2012, compared to 32,479 in 2011, and it is the first increase in fatalities since 2005. Moreover, in 2012, an estimated 2.36 million people were injured in motor vehicle traffic crashes, compared to 2.22 million in 2011. Due to the demand of highway safety improvements through systematic analysis of specific roadway cross-section elements and treatments, the Highway Safety Manual (HSM) (AASHTO, 2010) was developed by the Transportation Research Board (TRB) to introduce a science-based technical approach for safety analysis. One of the main parts in the HSM, Part D, contains crash modification factors (CMFs) for various treatments on roadway segments and at intersections. A CMF is a factor that can estimate potential changes in crash frequency as a result of implementing a specific treatment (or countermeasure). CMFs in Part D have been developed using high-quality observational before-after studies that account for the regression to the mean threat. Observational before-after studies are the most common methods for evaluating safety effectiveness and calculating CMFs of specific roadway treatments. Moreover, cross-sectional method has commonly been used to derive CMFs since it is easier to collect the data compared to before-after methods. Although various CMFs have been calculated and introduced in the HSM, still there are critical limitations that are required to be investigated. First, the HSM provides various CMFs for single treatments, but not CMFs for multiple treatments to roadway segments. The HSM suggests that CMFs are multiplied to estimate the combined safety effects of single treatments. However, the HSM cautions that the multiplication of the CMFs may over- or under-estimate combined effects of multiple treatments. In this dissertation, several methodologies are proposed to estimate more reliable combined safety effects in both observational before-after studies and the cross-sectional method. Averaging two best combining methods is suggested to use to account for the effects of over- or under- estimation. Moreover, it is recommended to develop adjustment factor and function (i.e. weighting factor and function) to apply to estimate more accurate safety performance in assessing safety effects of multiple treatments. The multivariate adaptive regression splines (MARS) modeling is proposed to avoid the over-estimation problem through consideration of interaction impacts between variables in this dissertation. Second, the variation of CMFs with different roadway characteristics among treated sites over time is ignored because the CMF is a fixed value that represents the overall safety effect of the treatment for all treated sites for specific time periods. Recently, few studies developed crash modification functions (CMFunctions) to overcome this limitation. However, although previous studies assessed the effect of a specific single variable such as AADT on the CMFs, there is a lack of prior studies on the variation in the safety effects of treated sites with different multiple roadway characteristics over time. In this study, adopting various multivariate linear and nonlinear modeling techniques is suggested to develop CMFunctions. Multiple linear regression modeling can be utilized to consider different multiple roadway characteristics. To reflect nonlinearity of predictors, a regression model with nonlinearizing link function needs to be developed. The Bayesian approach can also be adopted due to its strength to avoid the problem of over fitting that occurs when the number of observations is limited and the number of variables is large. Moreover, two data mining techniques (i.e. gradient boosting and MARS) are suggested to use 1) to achieve better performance of CMFunctions with consideration of variable importance, and 2) to reflect both nonlinear trend of predictors and interaction impacts between variables at the same time. Third, the nonlinearity of variables in the cross-sectional method is not discussed in the HSM. Generally, the cross-sectional method is also known as safety performance functions (SPFs) and generalized linear model (GLM) is applied to estimate SPFs. However, the estimated CMFs from GLM cannot account for the nonlinear effect of the treatment since the coefficients in the GLM are assumed to be fixed. In this dissertation, applications of using generalized nonlinear model (GNM) and MARS in the cross-sectional method are proposed. In GNMs, the nonlinear effects of independent variables to crash analysis can be captured by the development of nonlinearizing link function. Moreover, the MARS accommodate nonlinearity of independent variables and interaction effects for complex data structures. In this dissertation, the CMFs and CMFunctions are estimated for various single and combination of treatments for different roadway types (e.g. rural two-lane, rural multi-lane roadways, urban arterials, freeways, etc.) as below: 1) Treatments for mainline of roadway: - adding a thru lane, conversion of 4-lane undivided roadways to 3-lane with two-way left turn lane (TWLTL) 2) Treatments for roadway shoulder: - installing shoulder rumble strips, widening shoulder width, adding bike lanes, changing bike lane width, installing roadside barriers 3) Treatments related to roadside features: - decrease density of driveways, decrease density of roadside poles, increase distance to roadside poles, increase distance to trees Expected contributions of this study are to 1) suggest approaches to estimate more reliable safety effects of multiple treatments, 2) propose methodologies to develop CMFunctions to assess the variation of CMFs with different characteristics among treated sites, and 3) recommend applications of using GNM and MARS to simultaneously consider the interaction impact of more than one variables and nonlinearity of predictors. Finally, potential relevant applications beyond the scope of this research but worth investigation in the future are discussed in this dissertation.

Evaluating The Impact Of Oocea's Dynamic Message Signs (dms) On Travelers' Experience Using A Pre And Post-deployment Survey

The purpose of this thesis was to evaluate the impact of dynamic message signs (DMS) on the Orlando-Orange County Expressway Authority (OOCEA) toll road network using a Pre and Post-Deployment DMS Survey (henceforth referred to as "pre and post-deployment survey") analysis. DMS are electronic traffic signs used on roadways to give travelers information about travel times, traffic congestion, accidents, disabled vehicles, AMBER alerts, and special events. The particular DMS referred to in this study are large rectangular signs installed over the travel lanes and these are not the portable trailer mount signs. The OOCEA have been working over the past two years to add several fixed DMS on their toll road network. At the time of the pre-deployment survey, only one DMS was installed on the OOCEA toll road network. At the time of the post-deployment survey, a total of 30 DMS were up and running on the OOCEA toll road network. Since most of the travelers on the OOCEA toll roads are from Orange, Osceola, and Seminole counties, this study was limited to these counties. This thesis documents the results and comparisons between the pre and post-deployment survey analysis. The instrument used to analyze the travelers' perception of DMS was a survey that utilized computer aided telephone interviews. The pre-deployment survey was conducted during early November of 2006, and the post-deployment survey was conducted during the month of May, 2008. Questions pertaining to the acknowledgement of DMS on the OOCEA toll roads, satisfaction with travel information provided on the network, formatting of the messages, satisfaction with different types of messages, diversion questions (Revealed and Stated preferences), and classification/socioeconomic questions (such as age, education, most traveled toll road, county of residence, and length of residency) were asked to the respondents. The results of both the pre and post-deployment surveys are discussed in this thesis, but it should be noted that the more telling results are those of the post-deployment survey. The results of the post-deployment survey show the complete picture of the impact of DMS on travelers' experience on the OOCEA toll road network. The pre-deployment results are included to show an increase or decrease in certain aspects of travel experience with relation to DMS. The results of the pre-deployment analysis showed that 54.4% of the OOCEA travelers recalled seeing DMS on the network, while a total of 63.93% of the OOCEA travelers recalled seeing DMS during the post-deployment analysis. This showed an increase of almost 10% between the two surveys demonstrating the people are becoming more aware of DMS on the OOCEA toll road network. The respondents commonly agreed that the DMS were helpful for providing information about hazardous conditions, and that the DMS are easy to read. Also, upon further research it was found that between the pre and post-deployment surveys the travelers' satisfaction with special event information provided on DMS and travel time accuracy on DMS increased significantly. With respect to formatting of the DMS, the following methods were preferred by the majority of respondents in both the pre and post-deployment surveys: ● Steady Message as a default DMS message format ● Flashing Message for abnormal traffic information (94% of respondents would like to be notified of abnormal traffic information) ● State road number to show which roadway (for Colonial - SR 50, Semoran - SR 436 and Alafaya - SR 434) ● "I-Drive" is a good abbreviation for International Drive ● If the distance to the international airport is shown on a DMS it thought to be the distance to the airport exit The results from the binary logit model for "satisfaction with travel information provided on OOCEA toll road network" displayed the significant variables that explained the likelihood of the traveler being satisfied. This satisfaction model was based on respondents who showed a prior knowledge of DMS on OOCEA toll roads. With the use of a pooled model (satisfaction model with a total of 1775 responses - 816 from pre-deployment and 959 from post-deployment), it was shown that there was no statistical change between the pre and post-deployment satisfaction based on variables thought to be theoretically relevant. The results from the comparison between the pre and post-deployment satisfaction models showed that many of the coefficients of the variables showed a significant change. Although some of the variables were statistically insignificant in one of the two survey model results: Either the pre or post-deployment model, it was still shown that every variable was significant in at least one of the two models. The coefficient for the variable corresponding to DMS accuracy showed a significantly lower value in the post-deployment model. The coefficient for the variable "DMS was helpful for providing special event information" showed a significantly higher value in the post-deployment model. The final post-deployment diversion model was based on a total of 732 responses who answered that they had experienced congestion in the past 6 months. Based on this final post-deployment diversion model, travelers who had stated that their most frequently traveled toll road was either SR 408 or SR 417 were more likely to divert. Also, travelers who stated that they would divert in the case of abnormal travel times displayed on DMS or stated that a DMS influenced their response to congestion showed a higher likelihood of diversion. These two variables were added between the pre and post-deployment surveys. It is also beneficial to note that travelers who stated they would divert in a fictitious congestion situation of at least 30 minutes of delay were more likely to divert. This shows that they do not contradict themselves in their responses to Revealed Preference and Stated Preference diversion situations. Based on a comparison between pre and post-deployment models containing similar variables, commuters were more likely to stay on the toll road everything else being equal to the base case. Also, it was shown that in the post-deployment model the respondents traveling on SR 408 and SR 417 were more likely to divert, but in the pre-deployment model only the respondents traveling on SR 408 were more likely to divert. This is an expected result since during the pre-deployment survey only one DMS was located on SR 408, and during the post-deployment survey there were DMS located on all toll roads. Also, an interesting result to be noted is that in the post-deployment survey, commuters who paid tolls with E-pass were more likely to stay on the toll road than commuters who paid tolls with cash. The implications for implementation of these results are discussed in this thesis. DMS should be formatted as a flashing message for abnormal traffic situations and the state road number should be used to identify a roadway. DMS messages should pertain to information on roadway hazards when necessary because it was found that travelers find it important to be informed on events that are related to their personal safety. The travel time accuracy on DMS was shown to be significant for traveler information satisfaction because if the travelers observe inaccurate travel times on DMS, they may not trust the validity of future messages. Finally, it is important to meet the travelers' preferences and concerns for DMS.

Introduktion: Antalet prehospitala förlossningar är få och därför kan det vara svårt för ambulanspersonal att upprätthålla tillräcklig kompetens inom området. Eftersom det händer sällan kan det väcka oro hos sjuksköterskor. Syfte: Syftet med studien var att beskriva sjuksköterskors erfarenheter av att vårda vid prehospital förlossning. Metod: En kvalitativ metod användes med semistrukturerade intervjuer som analyserades med hjälp av kvalitativ innehållsanalys med induktiv manifest ansats. Nio sjuksköterskor verksamma i norra Sverige inkluderades. Resultat: Resultatet presenteras i fem kategorier; Vikten av information och förberedelse, Stress och oro för komplikationer, En känsla av skräckblandad förtjusning, Stöd och samarbete minskar oron och Kunskap och erfarenhet ökar upplevelsen av trygghet. Resultatet visade att sjuksköterskor inom ambulanssjukvården känner en skräckblandad förtjusning när det kommer till att ta sig an uppgiften att bistå vid en förlossning prehospitalt. Det är en arbetsuppgift som skänker glädje i slutändan men vägen dit kan vara fylld av stress, oro och en upplevelse av brist på kunskap inom området. Slutsats: Förlossningar är ett uppdrag som sjuksköterskor inom ambulansen känner sig mindre förberedda på, det är en sällanhändelse och det gör att de inte kan tillägna sig den erfarenheten de önskar. Det finns ett behov av ökad kunskap och övning inom området.

Dans ce mémoire, les transformations historiques des Balkans après 1989 s'articulent selon l'axe principal de la transition démocratique dans un contexte post-communiste et s'observent à travers trois thèmes principaux que sont la transition inachevée des Balkans et la transition ratée de l'ex-Yougoslavie, la montée des nationalismes à caractère ethnique et finalement l'éclatement de la guerre, synonyme de l'échec de l'ex-Yougoslavie. À travers un discours très souvent poétique et imagé, trois cinéastes nous proposent leurs représentations de ces transformations. Avec la méthode de O'Connor, qui étudie le film comme représentation de l'histoire, Le regard d'Ulysse, Before the Rain et Underground sont analysés et démontrent leur pertinence à évoquer les thèmes de ce mémoire. Les cinéastes nous représentent les bouleversements des Balkans en mettant en scène les manifestations de la transition démocratique difficile plutôt que ses causes historiques. Tato práce rozšiřuje nástroj ANaConDA pro dynamickou analýzu vícevláknových programů o možnost analyzovat také programy víceprocesové. Část práce se soustředí na popis nástroje ANaConDA a mechanismů, které pro monitorování využívá, a na jejich nutné úpravy vzhledem k rozdílům procesů a vláken. Tyto zahrnují nutnost složitějších mechanismů pro meziprocesovou komunikaci, nutnost překládat logické adresy na jiný jednoznačný identifikátor a monitorování obecných semaforů. Rozšíření pro monitorování procesů tyto problémy řeší za vývojáře analyzátorů, čímž velmi zjednodušuje jejich vývoj. Užitečnost rozšíření je ukázána na implementaci dvou analyzátorů pro detekci souběhu (AtomRace a FastTrack), které bylo dosud možné využít pouze na vícevláknové programy. Implementace algoritmu FastTrack využívá happens-before relaci pro obecné semafory, která byla také definována jako součást této práce. Experimenty s analyzátory na studentských projektech ukázaly, že nástroj ANaConDA je nyní schopen detekovat paralelní chyby i ve víceprocesových programech a může tak pomoci při vývoji další skupiny paralelních programů.

Defensive driving as a preventative strategy for road traffic violations and collisions in Zimbabwe

The purpose of this study was to assess the effectiveness of defensive driving as a preventative strategy for road traffic violations and collisions in Zimbabwe. A sample of one hundred defensive driving graduates was used in the study. The descriptive survey method was used and data were collected using a questionnaire schedule. Literature review revealed that the majority of similar s udies by other researchers indicate that defensive driving is effective in preventing traffic violations and traffic collisions. The major findings of the present study showed that: (a) The defensive driving course is effective in preventing traffic violations and collisions; and (b) The defensive driving course should be compulsory in Zimbabwe. In view of these findings, this researcher urges the Traffic Safety Council of Zimbabwe to request the government to make legislation that compels every motorist to attend the defensive driving course. Substantive equality, affirmative action and the alleviation of poverty in South Africa : a socio-legal inquiry

Thesis (LLD)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: Substantive equality is a constitutional imperative, hence the need for strategies that attempt to realise it for the sake of genuine social reconstruction. The principle of equality runs through all other rights in the South African Constitution. Be that as it may, equality is an elusive concept, which makes its achievement an ambitious task. Nonetheless, there are strategies that attempt to bring to the fore the ‘substance’ of the concept in order to ensure the actual realisation of socio-economic benefits. Such strategies include, among others: social security, education, economic empowerment, skills development and affirmative action. This study will focus on the latter of these strategies, namely affirmative action. Although affirmative action is practised around the world, one of the (many) criticisms of the policy is that it fails to bring about substantive or structural change. In other words, it may change the racial and gender composition of the classroom or the workplace, but does not address the challenges that cause the disadvantages of marginalised groups in the first place. It is arguable that affirmative action has increased inequality in South Africa by benefiting the apex of the class structure and not the majority of the population living in abject poverty. This study develops a theoretical analysis of the link between status (race, sex and ethnicity) and socio-economic disadvantage, and the central question that the study addresses is the following: How can the policy of affirmative action be redesigned to ensure that it benefits the socio-economically disadvantaged? A secondary question that is investigated is whether affirmative action can contribute to the development of human capacities in the context of poverty alleviation. It is arguable that substantive equality facilitates the adoption of strategies (such as affirmative action) to address socio-economic inequality, poverty and social exclusion. The research suggests that a paradigm shift is necessary in order to reconceive of affirmative action as a policy that does not only focus on ensuring ‘equitable representation’ of disadvantaged groups in the workforce or the classroom, but also provides for the development of human capacities. This can be achieved if one adopts an expansive view of affirmative action and if one utilises class as one of the numerous criteria for determining the beneficiaries of the policy. / AFRIKAANSE OPSOMMING: Substantiewe gelykheid is ′n grondwetlike vereiste, vandaar die behoefte om strategieë te ontwikkel wat poog om dit te realiser in die belang van daadwerklike sosiale rekonstruksie. Die beginsel van gelykheid is vervleg met alle ander regte in die Suid-Afrikaanse Grondwet. Gelykheid is nietemin ′n ontwykende konsep, en dit maak die bereiking daarvan ′n ambisieuse taak. Daar is egter strategieë wat gemik is daarop om sosio-ekonomiese voordele te bereik. Voorbeelde van sodanige strategieë sluit in sosiale sekuriteit, opvoeding, ekonomiese bemagtiging, die ontwikkeling van vaardighede, en regstellende aksie. Hierdie studie fokus op laasgenoemde strategie, naamlik regstellende aksie. Ten spyte van die feit dat regstellende aksie regoor die wêreld toegepas word, word die beleid nietmin gekritiseer as sou dit nie werklik wesenlike of strukturele verandering teweeg bring nie. Met ander woorde, dit bring moontlik ‘n verandering teweeg in die rasse-en geslagsamestelling van die klaskamer of die werkplek, maar spreek nie die uitdagings aan wat in die eerste plek lei tot die posisie van relatiewe benadeling waarin gemarginaliseerde groepe hulself bevind nie. Sommige argumenteer dat regstellende aksie bydra tot ongelykheid in Suid-Afrika deur voordele te beperk tot diegene wat hulself aan die toppunt van die klasstruktuur bevind terwyl dit die meerderheid van die bevolking wat in armoede leef ignoreer. Hierdie studie ontwikkel ′n teoretiese ontleding van die verband tussen status (ras, geslag en etnisiteit) en sosio-ekonomiese benadeling. Die sentrale vraag van die studie is die volgende: Hoe kan die beleid van regstellende aksie herontwerp word om te verseker dat dit lei tot die bevoordeling van die sosio-ekonomiese benadeeldes? ’n Sekondêre vraag wat in die studie onder die loep kom is of regstellende aksie ’n bydrae kan maak tot die ontwikkeling van menslike vermoë in die konteks van armoedeverligting. Daar kan geragumenteer word dat die strewe na substantiewe gelykheid strategieë (soos regstellende aksie) na vore bring om sosio-ekonomiese ongelykheid, armoede en sosiale uitsluiting aan te spreek. Die navorsing dui daarop dat ′n paradigmaskuif nodig is om regstellende aksie te herkonseptualiseer as ′n beleid wat nie net fokus op die bereiking van ‘billike verteenwoordiging’ van benadeelde groepe in die werkplek of klaskamer nie, maar ook voorsiening maak vir die ontwikkeling van menslike vermoë. Shaken and Stirred: Tactile Imagery and Narrative Immediacy in J. D. Salinger's "Blue Melody," "A Girl I Knew," and "Just Before the War with the Eskimos"

J.D. Salinger’s ‘A Girl I Knew,’ ‘Just Before the War with the Eskimos,’ and ‘Blue Melody,’ contain key thematic and narratological elements that contribute to the development of character through repeated reference to tactile imagery and through each character’s reaction to the sensations associated with tactile images. Salinger’s descriptions of tactile interaction allow readers to see his characters connected in ways that were increasingly difficult in the 1950’s, where widespread cultural changes contributed to increasing physical and emotional distancing. Critics have argued that “vision” is at the heart of many of Salinger’s characters’ struggles, since they “seek” a level of human connectedness not found in other narratives. However, Salinger's stories do not provide a mere record of observed physical characteristics as some claim; instead, they present concrete physical details that take both the character and the reader beyond sight to touch, in an effort to create the intimate space necessary for redemption. Using theoretical work by critics who focus on tactile imagery pinpoints how Salinger’s characters situate themselves in relation to the world around them and how setting and other narrative mechanics influence character. Salinger’s attention to tactile imagery influences character in a profound way creating a “narrative of immediacy” where closeness is further reinforced through tactile physical descriptions, attention to gesture, and use of conversational popular vernacular.
