Modeling Land Use Change and Associate Water Quality Impacts in the Ambos Nogales Watershed, US-Mexico Border

The twin city area of Nogales, Arizona and Nogales, Sonora, Mexico, known collectively as Ambos (both) Nogales, has experienced a common borderland history of urban growth presumably based on changes in policy and economic incentives. This research documents changes through time in an attempt to identify colonia (settlement) development and patterns along the U.S.-Mexico Border, combining a community participation approach with remote sensing analyses, to create an online mapping service. This study outlines a planning approach that is meant to promote sustainable development in the future, integrating both sides of the border.Urban area classifications for this watershed were created from images for early summer 1975, 1983, 1996 and 2002 as part of a research project to monitor colonias growth performed under a grant from the U.S. Department of Housing and Urban Development. This dataset was used as input to the Clarke urban growth model, called SLEUTH, to predict land use changes to the year 2030.Erosion-sedimentation models were applied to generate simulations of potential sources and sinks in the watershed. The Universal Soil Loss Equation (USLE), an empirical formula used to predict potential average annual soil loss in tons per acre per year (t/a/y), was applied to the study area. In order to calculate the location specific net sediment delivery in the watershed, the Spatially Explicit Delivery Model (SEDMOD) was employed, to quantify the amount of sediment that is deposited. In an effort to forecast the effects of urban development in 2030 on downstream water quality, changes predicted in urban growth by the SLEUTH model were retrofit to the erosion-sedimentation models.Using techniques designed to protect the previously identified erosion 'hot spots', alternate scenarios were generated, depicting better water quality possibilities if these guidelines could be adhered to. In this study, I provide (1) a new methodology for assessing future erosion impacts in urbanizing watersheds, (2) a quantification of urban sprawl and its implications for water quality, and (3) the generation of alternative future scenarios for management of downstream sedimentation.

Tuberculosis Treatment Completion in a United States/Mexico Binational Context

Background: Tuberculosis (TB) remains a salient public health issue along the U.S./Mexico border. This study seeks to identify the social and structural factors, which are associated with TB disease burden in the binational geographic region. Identification of barriers of treatment completion provides the necessary framework for developing evidence-based interventions that are culturally relevant and context specific for the U.S./Mexico border region. Methods: Retrospective study of data extracted from medical charts (n = 439) from Yuma County Health Department (YCHD) (n = 160) and Centro de Salud San Luis Rio Colorado (n = 279). Patients currently accessing TB treatment at either facility were excluded from the study. Chi-square, unadjusted odds ratios, and logistic regression were utilized to identify characteristics associated with successful TB treatment in this population. Findings: The study population was predominantly male (n = 327). Females were more likely to complete TB treatment (OR = 3.71). The absence of drug use and/or the absence of an HIV positive diagnosis were found to be predictors of TB treatment completion across both clinical sites. Forty-four percent (43.59%) (n = 85) TB patients treated at CDS San Luis did not complete treatment versus 40.35% (n = 49) of TB patients who did not complete treatment at YCHD. Moving from the area or being deported was the highest category (20.78%) for incomplete TB treatment in the population (n = 64) across both clinical sites.

Impacting Binational Health through Leadership Development: A Program Evaluation of the Leaders across Borders Program, 2010–2014

Background: Workforce and leadership development is imperative for the advancement of public health along the U.S./Mexico border. The Leaders across borders (LaB) program aims to train the public health and health-care workforce of the border region. The LaB is a 6-month intensive leadership development program, which offers training in various areas of public health. Program curriculum topics include: leadership, border health epidemiology, health diplomacy, border public policies, and conflict resolution. Methods: This article describes the LaB program evaluation outcomes across four LaB cohort graduates between 2010 and 2014. LaB graduates received an invitation to participate via email in an online questionnaire. Eighty-five percent (n = 34) of evaluation participants indicated an improvement in the level of binationality since participating in the LaB program. Identified themes in the evaluation results included increased binational collaborations and partnerships across multidisciplinary organizations that work towards improving the health status of border communities. Approximately 93% (n = 37) of the LaB samples were interested in participating in future binational projects while 80% (n = 32) indicated interest in the proposal of other binational initiatives. Participants expressed feelings of gratitude from employers who supported their participation and successful completion of LaB. Discussion: Programs such as LaB are important in providing professional development and education to a health-care workforce along the U.S./Mexico border that is dedicated to positively impacting the health outcomes of vulnerable populations residing in this region.

Shelf life extended: the longevity and continued relevance of the binational North American Aerospace Defense Command

This thesis asks why the North American Aerospace Defense Command (NORAD) continues to exist and remain relevant in the defence of North America following the disappearance of the threat of the Soviet Union at the end of the Cold War. This thesis argues that NORAD’s binational nature is key to understanding the command’s continued role in continental defence. By employing the international relation theories of functionalism and neoliberal institutionalism as a lens of analysis to understand binational defence cooperation, NORAD’s origins as a binational defence command tasked with the air defence of North America, and its acquisition of its responsibilities for drug interdiction, the continental interior, and for maritime warning are analyzed. NORAD’s longevity and continued relevance can be attributed to the command’s binational nature, which has allowed the command to focus on and institutionalize specific functional-technical solutions to select issues of mutual concern in continental defence and security for Canada and the U.S. / May 2016

While individuals of Mexican origin are the largest immigrant group living in the U.S., this population is also the highest uninsured. Health disparities related to access to health care, among other social determinants, continue to be a challenge for this population. The government of Mexico, in an effort to address these disparities and improve the quality of life of citizens living abroad, has partnered with governmental and non-governmental health-care organizations in the U.S. by developing and implementing an initiative known as Ventanillas de Salud-Health Windows-(VDS). The VDS is located throughout the Mexican Consular network and aim to increase access to health care and health literacy, provide health screenings, and promote healthy lifestyle choices among low-income and immigrant Mexican populations in the U.S.

This thesis deals with binacional marriage. The aim was to determine how migration and integration policies of the Czech Republic constructs binational marriages and how this policy can affects the everyday life of these marriages. Binacional marriage mean in this work ,defined as the marriage of two heterosexual people, who is the citizen of Czech Republic and citizen of countries outside the European Union. The thesis contains theoretical part, which are primarily institutional and legislative framework of binational marriages and fake marriages. Another part is methodological content, ethics research, my positionality and actual implementation research. For research, I have chosen the method of semistructure interview. The part of research, is based on collected data from interviews with spouses binacional describe how these couples questioned by the government, especially at the first year of marriage, then what resistance to use and how to achieve recognition.Conclusion of this work summarizes the knowledge learned.

Os projetos hidrelétricos binacionais existentes têm exibido grandes resultados no que se refere à integração energética, principalmente pela forma com que os países membros vêm lidando com os investimentos de geração. Nesse sentido, com base em pesquisas documentais realizadas para a compreensão da evolução da regulação especialmente da integração de energia e potência dos empreendimentos e dos mercados elétricos dos países contratantes , assim como da regulação elétrica dos países envolvidos, o presente trabalho tem por objetivo apresentar alinhamentos regulatórios para o desenvolvimento de futuros projetos hidrelétricos binacionais. Parte das ferramentas apresentadas e dos arranjos previstos nos modelos é preexistente e, inclusive, alguns deles têm sido aplicados na regulação existente de projetos em desenvolvimento. Contudo, será apresentada uma forma articulada de utilização, mediante a criação de modelos que possam servir como alinhamentos gerais para melhor orientar os esforços para a realização de futuros projetos binacionais. Tudo isso sob a ótica da teoria de desenhos de mercado e da teoria do interesse privado, com o intuito de, consequentemente, facilitar a inclusão de empreendedores privados nesse tipo de iniciativa. / The existing binational hydroelectric projects have shown very good results when it comes to energy market integration, especially considering the way that countries deal with generation investments. Therefore, based on documentary research conducted to understand the evolution of the energy markets regulation particularly the way that the involved countries deal with the integration of the energy and power coming of the enterprises to their national energy markets , as well as the electrical regulation of such countries, this document intends to introduce regulatory alignments to guide the development of future binational hydroelectric projects. Some of the regulatory tools and arrangements presented as part of the models are pre-existing to this paper, and even some of them have been used on existing regulation of projects currently under development. However, an articulate way to use them will be presented, by creating models that can serve as general alignments to improve the accuracy of the efforts for the development of new binational hydroelectric projects. All this from the standpoint of the energy market designs theory and private interest theory, in order to facilitate the inclusion of private entrepreneurs in this kind of initiative.

Entende-se que os estudos que contemplam a difusão cultural dos Estados Unidos no continente latino-americano apresentam uma lacuna no que tange as ações das agências e órgãos estadunidenses, bem como de seus representantes nas relações com as elites latino-americanas. Nesse sentido, pretende-se ampliar a percepção sobre a Política de Boa Vizinhança proposta pelo governo de Franklin Delano Roosevelt, ao considerar os centros binacionais como um dos vetores no processo de difusão cultural estadunidense na América Latina. Propõe-se incorporar uma nova perspectiva de análise acerca da influência dos Estados Unidos no continente latino-americano, a partir do estudo de caso do Instituto Cultural Brasileiro Norte-Americano (ICBNA), analisando os pormenores do processo de criação da instituição, além do mapeamento dos demais centros pela América Latina. Diante disso, discute-se a ausência do processo na historiografia, na qual não se encontram estudos extensivos sobre a difusão cultural estadunidense através de institutos ou centros binacionais. / This research aims to analyze the inferences of U.S. foreign policy in Latin America by establishing the American binational centers in the mid-1930s. It is understood that the studies that consider the cultural diffusion of the United States in the Latin American continent have a gap regarding the actions of U.S. agencies and organs as well as their representatives in relations with Latin American elites. In this sense, we intend to broaden the perception of the Good Neighbor Policy proposed by the government of Franklin Delano Roosevelt, to consider the binational centers as one of the vectors in the American cultural diffusion process in Latin America. Proposes to incorporate a new analytical perspective on the influence of the United States in the Latin American continent from the case study of the Brazilian North - American Cultural Institute (ICBNA), analyzing the details of the creation process of the institution, in addition to mapping the other centers in Latin America. Therefore, we discuss the process in the absence of historiography, in which there are extensive studies on American cultural diffusion through binational institutes or centers.
