La politique européenne de voisinage (PEV) est née de la volonté de développer un espace de prospérité et de stabilité aux frontières de l’Union élargie. Elle vise à renforcer la coopération politique, sécuritaire, économique et culturelle entre l’UE et ses nouveaux voisins immédiats ou proches, tout en atténuant le caractère séparatif des frontières européennes en engageant les pays voisins dans une coopération mutuellement avantageuse avec l’UE. La thèse étudie le volet oriental de la PEV qui couvre des Etats de l’Est (Ukraine, Biélorussie, Russie). Ces pays occupent aujourd’hui une place croissante dans la stratégie internationale de l’UE. L’adhésion des nouveaux pays membres de l’Europe centrale en 2004 a apporté une nouvelle fragilité, tout en créant un fort groupe de pression qui demandait un engagement direct de l’Union européenne dans les affaires concernant don voisinage immédiat. Disposant d’une parfaite connaissance de la situation économique de cette région et d’une grande expérience de coopération avec la Biélorussie, la Russie et l’Ukraine, ces pays cherchaient à orienter la politique étrangère de la Communauté vers de nouvelles voies d’actions. L’objectif de recherche concerne l’évaluation globale du rôle et de la contribution des nouveaux pays membres, et plus particulièrement de la Pologne, dans l’élaboration commune de la politique orientale de l’Union européenne dans les années 2004-2007. / The European Neighbourhood Policy (ENP) was developed in order to insure a zone of stability and prosperity on the borders of the European Union (EU). It aims at strengthening political, economic, cultural, and security cooperation between the EU and its neighbours. Its objective is to engage neighbouring States into a mutually beneficial cooperation with the EU. The present doctorate thesis focuses on the Eastern dimension of the ENP which includes Eastern States like Ukraine, Belarus and Russia. These countries have an important role to play in the EU international straetegy. New Eastern European countries adhering in 2004 brought in a new frailty yet creating a strong pressure group asking for a strong commitment of the EU in matters related to immediate neighbourhood. Those countries are thoroughly aware of the economic situation of the region and have a wide experience cooperating with Belarus, Russia and Ukraine; they sought to have an influence on the Community's foreign affairs policy by means of new paths of action. The aim of this research concerns the global evaluation of the new Members States' - and Poland's in particular - part in and the contribution to jointly elaborating the Eastern European Union's eastern policy for the years 2004-2007.

The essays in this dissertation examine how political institutions affect economic development. In the first essay, I examine how executive control of the legislature shapes the time horizon of governing politicians and its effect on economic growth. The second essay examines how border changes over the past two centuries have provided different areas within modern countries with different institutional histories and how this affects the geographic concentration of economic activity. For the final essay, I examine whether elections have an effect on macroeconomic volatility when controlling for the democratic nature of the regime.

Vad händer sedan? : En forskningsstudie om skolutvecklingssamarbetet FRAM

Sammanfattning I denna studie har FRAM-samarbetet stått i fokus. FRAM är ett interkommunalt skolutvecklingssamarbete som har pågått i några kommuner i en av storstadsregionerna . Syftet har varit att genom intervjuundersökningar belysa hur FRAM bidragit till kvalitetsförbättring och skolutveckling i de utvärderade skolorna. Utgångspunkten för denna studie har varit att undersöka i vilken grad två aktörer i ledningsnivå, nämligen förvaltningschefer och rektorer, har uppfattat FRAM’s bidrag och på vilket sätt de anser att den lett till kvalitetsförbättring. Studien är en kvalitativ forskningsstudie där förvaltningschefer och rektorer har blivit intervjuade med utgångspunkt från ett ramfaktorteoretiskt perspektiv. Där aktörerna och deras handlingsutrymme har beaktas i samband med de institutionella ramar och förutsättningar i vilka de befinner sig i. Ett dialektiskt samspel mellan individen och de institutionella normer och rutiner i vilken individernas handlingar formas av och i. Studien har en abduktiv ansats i betydelsen att den söker efter mönster och drag, i empirin, det vill säga de processer som pågått i samband med utvärderingarna, tillsyfte att med stöd av teorin för att öka förståelsen och kunskapen om FRAM-utvärderingens bidrag till kvalitetsförbättring i den enskilda skolan och den kommunala skolorganisationen. Studien lyfter upp blicken från de skolinterna aktörer (rektorer, lärare, elever) till de externa det vill säga den kommunala förvaltningens och de statlig institutionellas betydelse för hur det praktiska kvalitetsfrågorna formas och sker i skolan. För att förstå olika aktörers handlingar i det skolexterna, belystes två centrala begrepp, kvalitetsförbättring och utvärdering, vilket har präglat skolan i de senaste 20 åren. Vidare redovisades hur förändringar i styrningsmekanismer lett till dessa begrepps intrång i skolväsendet. Kvalitetsredovisningar och kvalitetskontroll av olika slag har så småningom omvandlats till härskande styrmekanism i skolan. Med kvalitetsstyrning följer andra kontroll mekanismer såsom uppföljning och utvärdering i skolans vokabulär. På så sätt har utvärdering omvandlas till en självklar melodi i skolan och övriga samhället för den delen. Men vad dessa utvärderingar leder till och vilken funktion de har pratas mindre om. Vidare redovisas hur åtstramning i den statliga ramfaktornivån gällande kvalitetsredovisningar ledde till åtskilliga aktiviteter och åtgärder runt om i landet i början och mitten av 2000-talet. FRAM är en av dem. Resultatet i den här forskningsstudien bekräftar tidigare forskning att externa och centralstyrda utvärderingars funktion ofta är av en administrativ karaktär och tjänar mest de centrala organisationerna än den lokala. Undersökningen bekräftar även att yttre aktörerna handlingar har betydelse för att leda och stödja utvecklingsarbetet i den enskilda skolan och hur den kan formas och drivas. Av studien framgår att skolutveckling och kvalitetsförbättring, i betydelsen högre måluppfyllelse, är en lokal angelägenhet och de växer utifrån analys av de lokala behov och långsiktig förändringsarbete. Forskning visar även att den lokala skolan inte mäktar ensamt att hålla en stadig förändringstakt om den inte får stöd från förvaltningen med analysverktyg, ledarskap och andra resurser. FRAM is an inter-municipal school development cooperation that has been going on in a few communities in the metropolitan regions. The aim has been to highlight how FRAM by using interview surveys contributed to quality improvement and school improvement in the evaluated schools. The starting point of this study was to examine the degree to which two actors in management, namely managing directors and principals, have perceived FRAM´s contributions and how they feel it has led to quality improvement. The study is a qualitative research study in which management directors and principals have been interviewed on the basis of one Frame factor theoretical perspective. There, participants and their flexibility have taken into account the institutional framework and the conditions in which they are involved. This is a dialectical interplay between the individual and the institutional norms and practices in which the actions of individuals are shaped. The study is abductive in the sense that it looks for patterns and traits, the empirically, that is, the processes going on in the evaluations, intended to with the support of the theory increase understanding and knowledge of FRAM evaluation contribution to quality improvement of the school and the local school organization. The study changes perspective from the impact of school's internal participants (principals, teachers, students) to that of the external ones i. e. the municipal administration and the state institution on how the practical quality issues are formed in school. In order to understand different actors ´actions in the school externally, two key concepts were quality highlighted, improvement and evaluation, which have characterized the school system in the past 20 years in Sweden. It is also reported how changes in governance mechanisms have lead to intrusion of these concepts into the school system. Quality reports and quality control of various kinds have been gradually converted into dominant control mechanism in school. With quality management follows the other control mechanisms such as monitoring and evaluation of the school's vocabulary. In this way, evaluation has become a natural feature in school and society too, for that matter. But what these evaluations lead to and what function they have, is less talked about. Furthermore it is shown how austerity at government framework level concerning quality reports led to numerous activities and actions around the country in the early and mid 2000's. FRAM is one of them. The results of this research study confirm previous research that external and centralized function evaluations often are of an administrative character and they mostly serve central organizations more than the local ones. The survey also confirms that external actors are relevant in order to lead and support the development of the school and how it can be formed and operated. The study shows that school development and quality improvement, in the sense of greater achievement, is a local matter and they develop by the analysis of local needs and long-term change. Research also shows that the local school alone is not capable of keeping a steady pace of change if it is not supported by management with tools of analysis, leadership, and other resources.

Humanizing the Other

In this piece of literature, storytelling is used as a method towards understanding, knowing, and validating the experience of the “other”, in this case Mexican immigrants of all shapes and colors, sexual preferences, and diverse socioeconomic standing. I would like to shift the discourse from their potential as socioeconomic assets towards a recognition of their essence as participating members of our community. Immigrants are artists, they are intellectuals, they are leaders. They are simply not given the space in American society to develop their potential without being chained down to the “immigrant” label. I would like to stress the recognition of fluidity and diversity within this marginalized group, in the sense that to assume a homogeneous experience for this population aggravates the gap of understanding, tolerance, acceptance, and celebration of this rich community. Hegemonic forces have kept immigrants in the shadows, blinded, and hidden from the rest of society. My ultimate goal is to promote an idea of fearless engagement in active, undisciplined, self-determined embracement of the hybrid culture that remains buried under layers of socially constructed self-disciplining forces of domination.

La négociation de l’identité organisationnelle : une étude narrative du travail des employés de Médecins Sans Frontières

Ce mémoire de maîtrise porte sur le concept d’identité organisationnelle, appliqué au milieu des organisations humanitaires. Le contexte mondial actuel dans lequel évoluent ces organisations leur impose de revoir certaines de leurs valeurs et façons de faire. En effet, les équipes des ONG sur le terrain sont confrontées à des conflits de plus en plus nombreux et complexes, qui remettent en question l’identité de leur organisation. Cette recherche vise à dresser un portrait du travail des employés de l’organisation Médecins Sans Frontières (MSF) lors de missions humanitaires, alors que ceux-ci doivent justifier et négocier la présence de l’organisation auprès de la population et des autorités locales. En nous basant sur le concept de sensemaking développé par Karl E. Weick, nous présentons une analyse narrative des récits de mission de cinq employés de MSF. Cette analyse permet d’étudier comment, au quotidien, les employés d’une ONG le terrain sont impliqués dans des négociations où l’identité organisationnelle est continuellement menacée et remise en question. / This thesis focuses on the concept of organizational identity, applied to humanitarian organizations. The actual international context is forcing these organizations to review some of their core values and procedures. Consequently, their teams on the field are confronted with more and more conflicts and complex situations where the organisation’s identity is at stake. The aim of this research is to produce a better understanding of the work that employees of Doctors Without Borders (MSF) do on the field during a mission, especially when they have to justify and negotiate the presence of their organisation with the local populations and authorities. Based on Karl E. Weick’s concept of sensemaking, we present a narrative analysis of fieldwork stories we collected by conducting interviews with five MSF employees. Not only does this analysis help us understand the roles employees have to play on the field, but it also provides insight into the different situations when organizational identity is being negotiated.

Ambivalent loyalties and Imperial citizenship on the Russo-Ottoman border between 1878 and 1914 : an analysis of the Ottoman perspective

Taking as its subject the Russo-Ottoman borderland during the period between the Treaty of Berlin (1878) and the start of the First World War (1914), and making extensive use of Ottoman archival documents covering this period, this thesis focuses on the ways in which the Ottoman state attempted to establish two types of boundary in order to ensure sovereignty over its territory. Firstly, there was a new geo-political border, the line dividing the Russian and Ottoman Empires at the juncture of north-eastern Anatolia and the southern Caucasus, created by the Treaty of Berlin. Secondly, there was what can be called a citizenship boundary, shaped by various laws and regulations defining the Ottoman citizenry. The main issues examined in respect of the first boundary are various types of human movement across this border and their control by the Ottoman state. Primary concerns regarding the second boundary revolve around the inclusion in and exclusion from the Ottoman citizenship of ethno-religious groups as a result of the Ottoman state's enforcement of the border. Our approach to studying how the citizenship boundary was established is two-fold, reflecting both local and state perspectives. The local perspective shows the actions of the inhabitants and travellers passing through this border region as shaped by their own day-to-day needs, livelihood patterns and pre-existing socio-economic relations; these resisted limitation by the logic of the sovereign state. The state perspective reflects the Ottoman view of Russia as the main threat to its border territories; this view led the Ottoman central authorities to perceive the entanglements and overlapping positions of its subjects in and with Russia as the cause of their ambiguous loyalties to the Ottoman state. In focusing on the specific policies and practices that the Ottoman state applied in order to deal with this ambiguity, two groups of people, Muslims and Armenians, are singled out. Notwithstanding the all-embracing state laws and discourse of legal equality, Ottoman border policy in respect of its Muslim subjects is shown to have differed greatly from that designed for its Armenian subjects. Therefore, the thesis offers a nuanced framework with which to understand Ottoman citizenship in the Russo-Ottoman border context, by revealing the normative and practical measures the Ottoman state employed to classify its Muslim and Armenian populations, thereby differentiating their status as subjects. This thesis - the first English-language work on the Russo-Ottoman border region during the late nineteenth century and pre-WWI period- offers a range of original insights into this borderland in particular and related issues more generally. It unfolds the details of everyday life and represents the local people as active agents - active, moreover, in relation both to the changing nature and effectiveness of the state's assertion of territorial authority and also to the differences between the two empires' policies and practices. Overall, the thesis focuses on the end-of-empire border politics and the issue of Ottoman citizenship not only from the perspective of macro-level political developments and central state power but also in terms of the peripheral specificities of administration and the movements and subjecthood choices of villagers. Thus, this thesis presents a new type of multi-faceted account of borderland development in which ethno-religious considerations came to inform a somewhat messy production of sovereignty in the context of the modernizing transition between empire and nation-state.

Fronteiras, províncias e unidade nacional na formação do Brasil : uma análise sobre a “questão de limites” entre Santa Catarina e Paraná (1853-1889)

A presente tese trata da chamada “Questão de Limites” entre as províncias de Santa Catarina e Paraná, de 1853 (momento de emancipação da comarca de Curitiba) a 1889 (ano que marca o fim do Império do Brasil). O tema insere-se no contexto de estruturação política/econômica provincial e de construção da unidade nacional no Brasil oitocentista. Unidade aqui pensada com base na complexa interface entre esta e a formação do Estado, do território e da nação. O foco de análise concentra-se no exame das iniciativas tomadas pelas elites provinciais e pelo governo central, nos espaços imperiais de poder, a respeito da delimitação de uma fronteira “aberta” e extremamente “complexa”. Defende-se que, a contenda entre catarinenses e paranaenses se constituiu num problema de significativa importância política e econômica na fronteira sul, pois contemplava assuntos considerados centrais – “consideração política”, administração pública, desenvolvimento fiscal e expansão da colonização – inerentes ao processo de constituição da unidade nacional a partir das relações estabelecidas entre o centro (Corte) e as partes (províncias). A partir daí, sustenta-se que a não resolução da pendência de limites pode ser explicada através da própria natureza da organização política brasileira daquele período. Cabia ao Legislativo a definição do impasse, havia, porém, muitos interesses regionais e nacionais conflitantes em jogo durante os debates, os projetos, as negociações, os encaminhamentos e as decisões efetuadas pelos parlamentares. Apesar do centro (governo estabelecido no Rio de Janeiro) não ter interferido efetivamente na resolução do impasse fronteiriço entre duas unidades administrativas consideradas “pequenas”, o mesmo demonstrava muitos interesses com a organização interna do território. Santa Catarina e Paraná não possuíam uma ampla representação política no cenário nacional, mas eram apontadas pelas narrativas como fundamentais por estarem localizadas num espaço estratégico para a delimitação espacial do Estado Nacional. Nesse sentido, a continuidade de problemas com pendências territoriais entre muitas das províncias era vista como prejudicial para o desenvolvimento econômico e para a manutenção da estabilidade política. Assim, ao contrário do que se possa imaginar, a Questão de Limites revelou-se como um tema importante para se compreender – guardadas as devidas proporções de um caso específico – a organização política e econômica provincial, bem como o próprio processo de formação do território do Brasil. / This thesis deals with the so-called "Matter of Boundaries" between the provinces of Santa Catarina and Paraná, from 1853 (time of the emancipation of the district of Curitiba) to 1889 (year that marks the end of the Brazilian Empire). The theme is inserted in the context of provincial political / economic structuring and the construction of the national unity in the nineteenth-century Brazil. Unit, here, is based on the complex interface between it and the formation of the State, the territory, and the nation. The analysis focus on examining the initiatives taken by the provincial elites and the central government in the imperial areas of power regarding the delimitation of an "open" and extremely "complex" frontier. We believe that the dispute between the people of Santa Catarina and the people of Paraná constituted a problem of significant political and economic importance on the south frontier, for it contemplated issues considered central, like "political consideration", public administration, fiscal development and the expansion of colonization. All of them inherent in the process of the constitution of the national unity based on the relations established between the center (Court) and the parties (provinces). Thenceforth, it is sustained that the non-resolution of the pendency regarding limits can be explained by the very nature of the Brazilian political organization of that period. The definition of the impasse was in the Parliament hands. However, there were many conflicting regional and national interests at stake during the debates, the projects, the negotiations, the referrals and the decisions made by the Members of Parliament. Although the center (government established in Rio de Janeiro) did not effectively interfere in the resolution of the border impasse between two small administrative units, the central government (established in Rio de Janeiro) showed a lot of interest in the internal organization of the territory. Santa Catarina and Paraná did not have a very broad political representation on the national scenario, but according to the narratives, they were fundamental because they were located in a strategic space for the spatial delimitation of the National State. In this regard, the continuity of the pending territorial problems among many of the provinces was seen as detrimental in terms of economic development and the maintenance of political stability. So, contrary to what one may think, the Boundaries Matter has proven to be a relevant theme in the understanding – preserved the due proportions of a specific case – of the provincial political and economic organization, as well as the very process of the Brazilian territory formation.

Política educacional : percepções dos estudantes da área de engenharia elétrica e dos coordenadores do Programa Ciências sem Fronteiras

Esta tese visa analisar a trajetória dos bolsistas egressos da graduação sanduíche e as avaliações feitas pelos coordenadores das instituições de ensino superior (IES) envolvidas no programa Ciência sem Fronteiras (CsF), no período de 2011 a 2014. Foi adotada a metodologia de natureza quantitativa, elaborada com base na estatística descritiva, e também qualitativa, exploratória e documental, por meio dos relatórios finais de atividades dos bolsistas e dos relatórios e questionários aplicados aos coordenadores das IES participantes. As respostas extraídas dos relatórios dos ex-bolsistas não somente proveram informações sobre a continuidade dos estudos, como também geraram dados sobre formação dos alunos, inserção profissional e desenvolvimento na carreira acadêmica para mestrado e doutorado. A pesquisa possibilita avaliar as expectativas dos bolsistas em relação à experiência de estudar no exterior, bem como sugere propostas para ajustar a política pública de internacionalização das IES brasileiras. O estudo investigativo, realizado por meio desta pesquisa, permitiu a análise das contribuições do programa Ciência sem Fronteiras para o processo de internacionalização das Instituições de Ensino Superior. A investigação facilitou a compreensão de importantes aspectos relacionados às mudanças e melhorias organizacionais ocorridas nas instituições participantes do programa. Quanto às transformações organizacionais advindas da participação no programa, verificou-se que as IES obtiveram melhorias bem sucedidas, alinhando-as e integrando-as aos objetivos e metas do programa, na busca de qualificar a educação superior e a ciência e tecnologia do Brasil. O trabalho também demonstrou que o programa elevou o crescimento da capacidade científica nacional, o que repercutiu positivamente na internacionalização das IES brasileiras, além de aumentar a formação de pessoal, impactando o poder competitivo do setor produtivo nacional. O estudo evidenciou que o País obteve sucesso ao implementar o programa e elevar a produção acadêmica, ações essenciais ao enriquecimento nas áreas do saber científico brasileiro. A inauguração do programa significou uma virada importante para a educação superior, tornando mais firme a aceleração do processo de internacionalização das universidades brasileiras. Desse modo, o programa Ciência sem Fronteiras teve seu resultado afirmado na ampliação da formação de alto nível no exterior. / This thesis aims at analyzing former fellowship students from sandwich under graduation and assessment carried out by Higher Education Institutions’ (HEI) coordinators involved in the Science without Borders Program (SWB) from 2011 to 2014. As methodology it is based on the quantitative method, designed on descriptive statistics, also qualitative, exploratory and documental done by final reports that focus on the fellowship students’ activities, reports and surveys carried out along with the coordinators of the participant institutions. Answers elicited from the former students’ reports not only allowed information on the studying contiguity as well as generated data on the students’ academic path, professional insertion and academic career development towards taking on Masters and Doctoral courses. The research enables assessing the fellowship students’ expectations in relation to the experience of studying abroad, as well as suggesting proposals to adjust the Brazilian Higher Education Institution internationalization system as a public policy. The investigative study, done through this research, allowed an analysis of the SWB Program’s contribution into the internationalization process. The investigation made it easy to understand important aspects related to changes and organizational improvements that happened in the institutions that are part of the program. As for organizational changes that arose from taking part in the program, it was verified that the HEI gained well succeed changes and improvements aligned and integrated to the program’s objectives and goals aiming at qualifying higher education and science and technology in Brazil. The paper also shows that the Program increased the national scientific ability growth, affecting positively the Brazilian HEI internationalization, in addition to raising the individual’s education path, developing significant impact on the competitive power of the national productive sector. The study indicated that the country obtained success by implementing the program and raising the academic production, essential items to enriching scientific knowledge in Brazil. The program’s kick off meant an important turn to higher education, solidifying the internationalization acceleration of Brazilian universities. Thus, SWB seemed to have had its results consolidated in broadening cutting edge academic path overseas.

Cooperação acadêmica internacional da Capes na perspectiva do Programa Ciência sem Fronteiras

Nesta pesquisa foi feita uma revisão dos Programas de Cooperação Acadêmica Internacional promovidos pela Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes) e ma exploração sobre o potencial desses programas para contribuir com a gestão do Programa Ciência Sem Fronteiras. A metodologia foi de natureza exploratória, qualitativa, e descritiva com base em uma consulta endereçada às agências que cooperam com a Capes. Foi realizada uma revisão do Estado da Arte sobre cooperação internacional da Capes e internacionalização da educação superior no Brasil, com base nos documentos disponíveis, bem como nas publicações, citações, e nos resultados de pesquisas recentes, usando o Aplicativo Publish or Perish. Também são apresentados os resultados da pesquisa documental e de outras pesquisas relacionadas aos programas de cooperação internacional e do Programa Ciência Sem Fronteiras. A partir dessa revisão foram realizadas entrevistas com representantes de algumas agências que cooperam com a Capes, e também com autoridades e servidores envolvidos com os Programas de Cooperação Internacional e com a gestão do Programa Ciência Sem Fronteiras. A conclusão da pesquisa é que, programas de cooperação acadêmica internacional estabelecem relações institucionais e pessoais que, repercutem positivamente nos programas de graduação e pós-graduação brasileiros e que contribuem na formação de pessoal qualificado e de núcleos de pesquisa de excelência. / In the present research it has been made a review of International Academic Cooperation Programs promoted by the Brazilian Federal Agency for Support and Evaluation for Graduate and Evolution of Graduate Education of the Ministry of Education of Brazil (Capes-MEC) and an exploration about the potential of these programs to contribute to the management of the Science without Borders Program. The methodology was qualitative and exploratory in nature, and descriptive based on a consultation addressed to the agencies which cooperate with the Capes. It was carried out a review on the State of the art about international cooperation and internationalization of higher education in Brazil, on the basis of the documents available, as well as in publications and citations, as well as on the results of recent research, by using the Publish or Perish Applicative (HPP). It is also presented the results of research on documents and other research related to international cooperation programs and Science without borders program. From that review were conducted interviews with representatives of some agencies that cooperate with Capes and also with the authorities and servers involved with the programs of international cooperation and Science without Borders Program. The conclusion of the research is that international academic cooperation programs provide personal and institutional relationships that resonate positively en undergraduate programs and graduate Brazilians and contribute in the training of qualified personal and research centers of excellence.

Carnavais além das fronteiras : circuitos carnavalescos e relações interculturais em escolas de samba do Rio de Janeiro, nos Pampas e em Londres

Esta etnografia multissituada analisa três polos carnavalescos distintos, a partir dos circuitos de trocas estabelecidos entre eles. O principal objetivo da tese é o de compreender como as diferentes configurações culturais nos carnavais de Escolas de Samba do Rio de Janeiro, da Região dos Pampas (em três cidades, Uruguaiana no extremo sul do Brasil, Paso de Los Libres na Argentina e Artigas no Uruguai) e de uma Escola de Samba no carnaval de Notting Hill (Londres/UK) se comunicam e se envolvem em relações de interculturalidade, globalismo e hibridismo entre carnavais. As relações entre os carnavais possibilitam a disseminação de suas produções de cunho competitivo, a circulação de pessoas e objetos que cruzam fronteiras, baseadas nas dimensões da translocalidade. Esses carnavais se entrelaçam e dialogam com o carnaval carioca em circuitos de trocas e negociações, promovendo encontros, conexões, intensa circulação de profissionais, fluxos de materiais, conhecimentos e saberes entre seus contextos locais. / This multi-sited ethnography analyzes three distinct carnival poles, through the exchanges circuits established among them. The main purpose of the thesis is to comprehend how the different cultural configurations in carnivals of Samba Schools of Rio de Janeiro, the Pampas region (in three cities, Uruguaiana in southern Brazil, Paso de Los Libres in Argentina and Artigas in Uruguay) and a Samba School in the Notting Hill Carnival (London/UK) communicate and involve themselves in intercultural relations, globalism and hybridism between carnivals. The relations among the carnivals allow the dissemination of their competitive productions, the circulation of persons and objects that cross borders, based on the dimension of translocality. These carnivals are intertwined and dialogue with the Rio carnival in exchanging and negotiating circuits, promoting encounters, connections, intense professionals circulation, material flows, knowledge and expertise between among its local contexts.
