Management of the Faculty of Humanities, Charles University considers opening a pre-school child care facility in a new seat of the faculty. The intention of this diploma work is to map and analyze legal forms of pre-school child care, needs of parents - employees and students of the faculty, and financial sources from which such facility could be funded; and then on the base of the analysis to design a solution suitable for the faculty. The solution has a form of a project plan, which, when approved, could be worked up and realized. Data needed for the project plan were gathered via analysis of documents, i.e. legal rules and web pages, and a questionnaire among employees and students of the faculty. According to the survey and in the case of available sufficient financial coverage, it would be ideal to establish at the faculty a facility with two children groups, each consisting of 15 children and a special children area of a 12 children capacity.

Children's Perspectives on Their Everyday Lives in Child Care in Two Cultures: Denmark and the United States

The purpose of this study was to investigate young children's perspectives related to their experiences in child care. Researchers used individual interviews and drawings in an early childhood program in Denmark and one in the United States as the basis for examining children's perspectives on their everyday lives in child care. Observations documented the everyday cultural practices for the children in the two child care centers and provided a foundation for interpreting the interviews and the drawings. The information collected was analyzed to determine what aspects of child care young children like best and least, as well as their thoughts on the adults and peers in their center.

Reconceptualizing Quality in Family Child Care: Unpacking Provider Perceptions of Quality and Their Implications for Alignment and Engagement with Quality Rating and Improvement Systems

Home-based child care providers, including regulated family child care (FCC) providers, have long been the backbone of caregiving in the United States. Throughout the 21st century, federal and state governments have endeavored to enhance the quality of early childhood education and care (ECEC) programs to realize promising impacts on child development and learning, such as through investments in creating quality rating and improvement systems (QRIS). However, QRIS often have center-centric standards, are focused more on structural aspects of programs than caring and teaching processes, have demonstrated limited associations with child outcomes, and struggle to engage FCC providers. As federal and state governments move to incorporate FCC providers more deeply into ECEC systems in the wake of the COVID-19 pandemic, this study explores the components of quality that 169 FCC providers across four states value and how a (mis)alignment in these priorities may relate to their engagement in QRIS. This mixed method study mobilizes institutional and reconceptualist theories to explore how FCC providers adopt and resist institutionalized visions of ECEC quality that largely privilege white, Western, and center-centric perspectives. Findings indicate that FCC providers hold varied perspectives on what makes their programs great. Some providers’ perceptions of quality emphasized more structural and symbolic elements aligned with normative ideas of quality, while other providers’ perceptions balanced professional ideals about things like child-centered pedagogy and skill development alongside a focus on fostering loving, family-like, and culturally sustaining relationships with children and their families. While most providers shared at least one component of quality with their state’s QRIS standards (most often related to pedagogy), they also felt that QRIS and other policy systems placed too much emphasis on more structural and bureaucratic elements of their programs instead of on their relationships with children and families. While a few providers felt genuinely engaged in and satisfied with their QRIS, others faced challenges, intentionally stayed at lower rating levels, or dropped out of the QRIS entirely. Findings from this study have implications for creating more culturally and contextually responsive visions of quality, QRIS standards, and ECEC systems in the United States, all of which can be more attuned to the strengths and needs of children, families, and the FCC providers that care for them.

The purpose of the study was to examine how social workers view their role's responsibilities, opportunities and challenges in young people's school success, in child care investigations. This important aspect in society has not, according to the authors of this essay, been sufficiently addressed in the past, especially not in child care investigations. The study consists of qualitative semi-structured interviews with nine social workers within two municipalities' individual and family care. The result was analyzed against the background of the systems theory and street-level bureaucracy. The result was compared with previous research, based on the concepts of school success, social workers's responsibility, cooperation, efforts, time frame and reporting of concerns. The results showed that school success includes grades, attendance and well-being. The opposite; school failure, seems to be a structural societal problem and not at all the young person's responsibility. In child care investigations, social workers, social services, parents, schools and psychiatry are responsible, but the boundaries within the system are sometimes very diffuse. The informants believe that they themselves, in individual conversations with the young person, and in collaboration with parents, the school and, to some extent, psychiatry, have opportunities to influence school success in child care investigations. Cooperation works to some extent with the school, but is lacking with psychiatry. The challenges with school success are further that school affairs have low interest among social workers, also in the organization, it’s not prioritized as an educational area, lack interventions and involve legal limitations.

The aim of this study was to examine professional resilience among social workers. Professional resilience in this study included three dimensions; organizational, relational and emotional resilience. Resilience was described in this study as recuperation and resistance. The aim was to see which resilience factors contribute to social workers staying at their workplaces for more than two years. The study was based on six interviews with social workers at the social services in social child care in Sweden. The theory of emotional wage labor and the concept of SOC, Sense of Coherence, were used as theoretical frameworks. The study concluded that social workers stay longer than two years in their workplaces in social child care, primarily thanks to their colleagues. Other important factors for social workers to thrive were leadership and personal qualities, such as the emotional ability to leave the job at work and not engage too much emotionally.

Succeeding in life often depends on childhood conditions. The link between childcare arrangements and the development of competencies in early childhood on the one hand, as well as the impact of parental leave on children on the other hand, is yet to be fully understood. In this dissertation, I examine differences in childcare arrangements and changes in parental leave and if they matter for an individual’s development in several aspects. Differences between childcare centers and family daycare in Germany are explored and whether these differences matter for a child’s short-term development regarding cognitive and socio emotional skills and a child’s interaction with their parents. It also investigates whether an extension of parental leave in the former German Democratic Republic affected long-term well-being of children and long-term well-being and health of mothers. / Erfolg hängt oft von den Bedingungen in der Kindheit ab. Der Zusammenhang zwischen Kinderbetreuung und der Entwicklung von Kompetenzen in der frühen Kindheit einerseits und den Auswirkungen von Elternzeit auf Kinder andererseits ist noch nicht vollständig geklärt. In dieser Dissertation untersuche ich, ob Unterschiede in der Kinderbetreuung und Veränderungen in der Elternzeit eine Rolle für die Entwicklung eines Individuums in verschiedenen Aspekten spielen. Die Dissertation untersucht, ob es Unterschiede zwischen Kindertagesstätten und familiärer Tagesbetreuung in Deutschland gibt und ob diese Unterschiede für die kurzfristige Entwicklung eines Kindes in Bezug auf kognitive und sozio-emotionale Fähigkeiten und die Interaktion des Kindes mit seinen Eltern von Bedeutung sind. Außerdem untersuche ich, ob sich die Verlängerung der Elternzeit in der ehemaligen DDR auf das langfristige Wohlbefinden der Kinder und das langfristige Wohlbefinden und die Gesundheit der Mütter ausgewirkt hat.

The United States did not have a federal policy on child care until 1990 when portions of two bills (H.R.3 and S.7) were incorporated in the Omnibus Budget Reconciliation Act. The lack of a policy was not due to neglect; child care advocates made several attempts during the 1970s to pass legislation. In an effort to understand why child care succeeded in 1990, this thesis examines how child care got on the decision agenda, the "short list" of the government agenda. Using John Kingdon's framework (1984) I analyze the process by which child care legislation was able to make the successful transition from the committee forum to the floors of Congress for a vote, and thus becoming a part of the decision agenda. / Master of Arts
