Cidade, meio ambiente e lixo urbano: evolução da gestão dos resíduos sólidos em Belo Horizonte

This research will analyze the evolution of municipal Urban Cleaning management and its present status, trying to assert the viability and adequacy of the chosen paths and actions pursued by the present municipal administration. It approaches the serious urban problem that garbage represents, especially, when one considers the increasing consumption and disposal; the garbage in the public pathways, obstructing mouth-of-wolf and galleries; the garbage dumps, focus of attraction of vectors and, of animals and scavengers; the undignified situation of needed people, oblivious to scavenging risks; the contamination of soil, water and air; amongst others. The city of Belo Horizonte was adopted as the object of analysis. We have analyzed public documents from the city hall, the state and the federation besides politic, historical, social, economic, environmental and technical texts. Interviews were made with public employees of the Urban Cleaning Superintendence of Belo Horizonte SLU; the Municipal Secretary of Environment SMMA; the State Environmental Foundation FEAM; the Center for Treatment of Solid Residues at BR-040 CTRS BR-040 and the Agency for the Metropolitan Region of Belo Horizonte Agency RMBH. Two other interviews had been granted by the presidents of two Associations of Inhabitants of districts surrounding the landfill and a third, given by a Hoje em Dia newspaper editor. Public documents were consulted at Abílio Barreto Historical Museum MHAB, Mineiro Public Archive APM, and the Public Archive of the City of Belo Horizonte APCBH. The management of the solid residues in Belo Horizonte is in the right way, studying and adopting advanced actions and instruments, based on the 3 Rs, on social participation and on the solidary economy. Finally, the great jump was planted and is germinating: the inter-municipal shared public management / Esse trabalho é um debate sobre a gestão dos resíduos sólidos, modelada e normatizada pelo executivo de Belo Horizonte, cuja meta é atender a regulamentação ambiental, promovendo a sustentabilidade e a administração de conflitos sócio-ambientais no meio urbano, cumprindo assim sua função social. A pesquisa pretende analisar a evolução da gestão da Limpeza Urbana no município e sua situação atual, buscando constatar a viabilidade e a adequação dos caminhos e ações visados pela atual administração municipal. Ela aborda o grave problema urbano, que o lixo representa, especialmente, quando consideramos o consumo e o descarte crescente; o lixo nas vias públicas, entupindo bocas-de-lobo e galerias; os lixões, focos de atração de vetores e, de animais e catadores; a indigna situação de pessoas carentes, alheias aos riscos da catação; a contaminação dos solos, das águas e do ar; dentre outros. Foi adotado o município de Belo Horizonte como unidade de análise, a consulta e análise de documentos públicos municipal, estadual e federal, além de obras e textos políticos, históricos, sociais, econômicos, ambientais e técnicos. Entrevistas foram concedidas por funcionários dos órgãos públicos: Superintendência de Limpeza Urbana de Belo Horizonte SLU, Secretaria Municipal de Meio Ambiente SMMA, Fundação Estadual do Meio Ambiente FEAM, Central de Tratamento de Resíduos Sólidos da BR-040 CTRS BR-040 e Agência RMBH. Mais duas entrevistas foram concedidas pelos presidentes de duas Associações de Moradores de bairros no entorno do aterro e uma terceira, concedida por um editor do jornal Hoje em Dia . As consultas em documentos públicos foram efetuadas no Museu Histórico Abílio Barreto MHAB, no Arquivo Público Mineiro APM e no Arquivo Público da Cidade de Belo Horizonte APCBH. The long line of the Middle English alliterative revival : rhythmically coherent, metrically strict, phonologically English

This study contributes to the search for metrical order in the 90,000 extant long lines of the late fourteenth-century Middle English Alliterative Revival. Using the 'Gawain'-poet's 'Patience' and 'Cleanness', it refutes nineteenth- and twentieth-century scholars who mistook rhythmic liveliness for metrical disorganization and additionally corrects troubling missteps that scholars have taken over the last five years. 'Chapter One: Tame the "Gabble of Weaker Syllables"' rehearses the traditional, but mistaken view that long lines are barely patterned at all. It explains the widely-accepted methods for determining which syllables are metrically stressed and which are not: Give metrical stress to the syllables that in everyday Middle English were probably accented. 'Chapter Two: An Environment for Demotion in the B-Verse' introduces the relatively stringent metrical template of the b-verse as a foil for the different kind of meter at work in the a-verse. 'Chapter Three: Rhythmic Consistency in the Middle English Alliterative Long Line' examines the structure of the a-verse and considers the viability of verses with more than the normal two beats. An empirical investigation considers whether rhythmic consistency in the long line depends on three-beat a-verses. 'Chapter Four: Dynamic "Unmetre" and the Proscription against Three Sequential Iambs' posits an explanation for the unusual distributions of metrically unstressed syllables in the long line and finds that the 'Gawain'-poet's rhythms avoid the even alternation of beats and offbeats with uncanny precision. 'Chapter Five: Metrical Promotion, Linguistic Promotion, and False Extra-Long Dips' takes the rest of the dissertation as a foundation for explaining rhythmically puzzling a-verses. A-verses that seem to have excessively long sequences of offbeats and other a-verses that infringe on b-verse meter prove amenable to adjustment through metrical promotion. 'Conclusion: Metrical Regions in the Long Line' synthesizes the findings of the previous chapters in a survey of metrical tension in the long line. It additionally articulates the key theme of the dissertation: Contrary to traditional assumptions, Middle English alliterative long lines have variable, instead of consistent, numbers of beats and highly regulated, instead of liberally variable, arrangements of metrically unstressed syllables. / text

Esta dissertação tem como objetivo, a apresentação de uma proposta para os resíduos agroextrativistas a fim de encontrar um composto orgânico ideal para ser utilizado na agricultura do Município de Laranjal do Jari, no Estado do Amapá. A técnica em questão será a compostagem, gerando uma alternativa de utilização para os resíduos de natureza local, onde atualmente não vêm sendo aproveitados. Para se chegar ao composto ideal serão utilizados basicamente: caroços de açaí e cascas de castanha. Esses resíduos vêm sendo relegados através dos Serviços de Limpeza Pública, constituindo não só um problema estético ou ambiental, mas de desperdício de energia e materiais que poderiam ser utilizados na recuperação de áreas degradadas ou como composto orgânico, na fixação de nutrientes e água no solo a fim de melhorar as práticas agrícolas, reduzir custos e a importação de fertilizantes químicos. A metodologia envolve estudo bibliográfico sobre a técnica de compostagem, consistindo em desenvolver todas as etapas que se darão mais claras, no desenvolver dos trabalhos de campo, para uma futura implantação de uma Unidade de Compostagem, a ser aplicável para a agricultura do referido município. / This work has the objective, to present a proposal for the agriculture-extractive residues to find an organic compound ideal for use in agriculture of the Laranjal do Jari, in the state of Amapá. The technique in question will be composting, generating an alternative to use for the residues of local nature, where currently they do not come being used to advantage. To arrive itself at the ideal composition they be used basically: açaí seeds and chestnut rinds. These residues came being relegated through the Services Public Cleaning, constituting not only an aesthetic or environmental problem, but of wastefulness of energy and materials that could be used in the recovery of degraded areas or as organic compound, in the setting of nutrients and water in the ground in order to improve the practical agriculturists, to reduce costs and the "importation" of chemical fertilizers. The methodology involves bibliographical study on the composting technique, consisting of developing all the stages that will be given clearer in the developing of the field works, for a future deployment of a unit of Composting, to apply for agriculture of the related city.
