Get Flanagan: The Rise and Fall of the Federal Theatre Project

This thesis is an attempt to render theatrically the establishment and eventual dissolution of the Federal Theatre Project, from the point of view of its appointed director Hallie Flanagan. Drawn from a variety of historical sources, including subjective first-person accounts and objective transcripts of congressional investigation testimony, the play approximates the structure of the Living Newspaper, a style of presentation adopted by the Federal Theatre Project. This thesis also includes an appendix, which details my playwriting process for this particular play, from initial concept through to production.

A Venture into Internationalism: Roosevelt and the Refugee Crisis of 1938

Prompted by international ramifications of Jewish migration from Nazi Germany, President Franklin D. Roosevelt called a world conference on refugees in March 1938. The conference, held at Evian, France, in July, established the Intergovernmental Committee on Political Refugees. The committee, led by American diplomats, sought relaxation of Germany's discriminatory practices against Jews and tried, without success, to resettle German Jews abroad. World War II ended the committee's efforts to achieve systematic immigration from Germany. The American, British, and German diplomatic papers contain the most thorough chronicle of American involvement in the refugee crisis. Memoirs and presidential public papers provide insight into Roosevelt's motivations for calling the conference. Although efforts to rescue German Jews failed, the refugee crisis introduced Americans to intervention in Europe.

According to the Olympic Charter, “the aim of Olympic Solidarity is to organise assistance to National Olympic Committees, in particular those which have the greatest need”. For the last five decades funding from the sale of Broadcasting Rights for the Olympic Games, allocated to the National Olympic Committees, has been channelled through Olympic Solidarity as a means of promoting development. The aim of this research was therefore to evaluate the extent to which this redistributive claim is evidenced through an analysis of the distribution of the Olympic Solidarity funding, and an insight into the life histories of people involved in the process of allocating grant aid for Olympic Solidarity's World Programme funding.

A sociological critique of the legacy of the London 2012 Paralympic Games

This thesis presents a sociological critique of the concept of legacy as it surrounded the London 2012 Paralympic Games. A sociological approach was adopted to challenge much of the spontaneous sociology that surrounds the ascendancy of legacy within the Olympic and Paralympic space. Legacy, disability and the Paralympic Games are the predominant structures of the research problem. The literature review attempts to present a sociology of the sociological approaches in these fields. Underpinning the research design is Bourdieu et al. s (1991) epistemological hierarchy which consists of and proceeds from the break , the construction of a conceptual framework to the empirical design. This hierarchy contributed to the repositioning of legacy from the pursuit of cause and effect, or rather away from the pursuit of legitimacy and illegitimacy, of London 2012 to a study of the proposed and imposed causes and effects, legitimations and illegitimations of it. Aligned to this repositioning is the primary collection of data through interviews with five different institutional fields: government, media, corporate sponsors, disability sport and disability institutions. The research findings present a positional analysis of the inter- and intra-relations of these respective fields. In the discussion key symbolic struggles and issues are presented for each field with particular attention given to the development of the positive leaning and legitimising best ever Paralympic narrative and to the commercial and political legitimacy of the London 2012 Paralympic Games. It is concluded that legacy is ultimately a symbolic struggle of different visions of respective agents and institutions that are unable to achieve these absolute visions or ends.

Guided Interactive Machine Learning

This thesis describes a combination of two current areas of research: the Crayons image classifier system and active learning. Currently Crayons provides no guidance to the user in what pixels should be labeled or when the task is complete. This work focuses on two main areas: 1) active learning for user guidance, and 2) accuracy estimation as a measure of completion. First, I provide a study through simulation and user experiments of seven active learning techniques as they relate to Crayons. Three of these techniques were specifically designed for use in Crayons. These three perform comparably to the others and are much less computationally intensive. A new widget is proposed for use in the Crayons environment giving an overview of the system "confusion". Second, I give a comparison of four accuracy estimation techniques relating to true accuracy and for use as a completion estimate. I show how three traditional accuracy estimation techniques are ineffective when placed in the Crayons environment. The fourth technique uses the same computation as the three new active learning techniques proposed in this work and thus requires little extra computation and outstrips the other three as a completion estimate both in simulation and user experiments.

Given the armed conflict in Ukraine, the terrorist attacks in Paris and elsewhere in Europe and the pressing issue of climate change one could argue that there are no longer room for just one sector in security studies. Based on Barry Buzan, Ole Wæver and Jaap de Wilde’s theory of securitization the aim of this paper is to study whether the Swedish Defense Committee perceive threats in any sectors other than the traditional military sector in its two reports or not and therefore also if the Defense Committee has adapted the wider security concept; and if so answer the question of what other sectors the Committee put forward in the reports. The aim is also to compare the findings in the two reports with each other to point out similarities and differences the Defense Committee’s perception of threats. The method used in this paper was an intense qualitative content analysis where the author manually examined the two reports to find indications on what kind of threats was present in the reports and how they were presented. The result of the study shows that all sectors with the exception of the societal sector in the Copenhagen School were present in the reports. An additional result of the study was that there were many similarities and differences in the reports; one similarity being that Russia was perceived as a threat in both reports while one distinction was the only in the latest report were a global financial crisis perceived as a threat.

An investigation into the effectiveness of finance committees at schools / Ntombizodwa Moudrick Makiri

This study intended to explore the effectiveness of finance committees at schools. A qualitative design, using interviews with purposely selected participants made up of fifteen school principals and ten finance officers in the Sedibeng Districts of the Gauteng Department of Education was used for data collection. This was aimed at exploring how effective school finance committees are and to recommend ways of improving their effectiveness in executing their financial management function. The literature study exposed the conceptual framework and essence of the functional effectiveness of school finance committees, which laid the basis for the empirical study. The empirical study was based on the social constructivist paradigm with the phenomenological approach as the strategy of enquiry. Findings of the study indicate that school finance committees are generally structured in line with policy directives. It was also found that the performance and attitudes of office-bearers of finance committees affected the effectiveness of finance committees. Firstly and for various reasons, principals as ex-officio members generally played a dominant role in finance committees. Reasons include their perceived ‘high‘ level of knowledge regarding financial management and the lack of knowledge and skills of other finance committee members to execute their responsibilities. Secondly, finance committee effectiveness was found to be negatively affected by poor budgetary processes – from the planning process to the implementation and monitoring, which include weaknesses in financial administration and reporting as well as evaluation of the budget implementation process. As a result, the management of funds was often characterised by budget variances and the need for virement. Recommendations of the study address the need for intensive capacity-building for finance committee members in specific areas of their roles and functionality. This must be accompanied by constant monitoring by Departmental development and support officers responsible for school governance. In this regard, there must be a feedback and system that enables corrective action to be taken as soon as signs of poor performance emerge. Finally, it is recommended that the structure of the finance committee be reviewed, especially as it concerns office-bearers. Advanced Orbiting Systems Test-Bedding and Protocol Verification

International Telemetering Conference Proceedings / October 30-November 02, 1989 / Town & Country Hotel & Convention Center, San Diego, California / The Consultative Committee for Space Data Systems (CCSDS) is developing a set of communications protocols for Advanced Orbiting Systems (AOS). The National Aeronautics and Space Administration (NASA) and the European Space Agency (ESA) are cooperating in an effort to extensively validate these AOS protocols. This paper describes the techniques and facilities being used to perform this validation. Validation of the AOS protocols consists of (1) developing a formal specification of the protocols using a standard formal definition technique (FDT), (2) developing implementations of the protocols, and (3) remote testing of the implementations. From the FDT specifications, each agency is developing independent implementations which are consistent with the FDT specifications of the AOS protocols. Errors, omissions, or discrepancies detected during the development of the FDT specification and the implementation will be reported to the CCSDS and changes to the main specification will be suggested. The independent implementations will be extensively tested locally by the developing agency and then remotely tested through a cooperative test setup between the agencies. The implementations will interact to communicate between the agencies thus providing proof that the FDT specifications are sufficiently specific to be interpreted by everyone in the same way. Significant variations in the interpretations will result in feedback to the CCSDS and any needed changes to the main specification will be suggested. The AOS protocols are divided into four categories: Path, Space Link ARQ Protocol (SLAP), Space Link (SL), and Management. Each agency has agreed to be either the leader or support agency for each of the categories. NASA has agreed to be leader for the validation of the SLAP and SLS categories while ESA has agreed to lead in the validation of the Path and Management categories. Testbeds at the European Space Research and Technology Centre (ESTEC) in Noordwijk, Holland and at the MITRE Corporation in McLean, Virginia have been constructed for the development of FDT specifications and AOS protocol implementations. Communications facilities are being obtained which will connect these testbeds. This paper describes these testbeds, the AOS FDT specifications, the protocol implementations being developed, and the results expected from the tests performed.
