Le service public de l'eau potable en milieu rural au Sénégal : l’exemple de la Communauté rurale de Moudéry

Cette thèse a pour objet la construction du service de l’eau potable en milieu rural au Sénégal, à partir de l’exemple de quatre villages de la Communauté rurale de Moudéry. Cette recherche a été menée en même temps qu’un travail opérationnel dans un programme de développement menée par l’ONG française Gret. Elle resitue la délivrance de ce service au quotidien dans la longue durée historique. Les conditions de production et de fonctionnement du service sont ainsi mises en relation avec les processus de construction de l’État et les évolutions des sociétés villageoises, mais aussi avec la succession des programmes internationaux d’accès à l’eau potable. Le premier chapitre établit l’état des lieux des recherches en sciences sociales sur le service public de l’eau an Afrique de l’Ouest. Le second chapitre décrit l’histoire de la politique publique sénégalaise de l’eau en milieu rural depuis le début du XXe siècle. Le troisième chapitre analyse ensuite la diversité des services d’eau coexistant au niveau local. Puis dans le quatrième chapitre, la fragmentation des configurations de délivrances du service public de l’eau est décrite. Le cinquième chapitre décrit comment cette fragmentation se retrouve au niveau villageois, à partir de quatre études de cas villageoises, qui retracent les évolutions des réseaux d’eau potable depuis les années 1980 et l’enracinement de la gestion du service dans les structures sociales villageoises. Le dernier chapitre se concentre sur l’articulation des différents espaces sociaux et politiques de l’eau. Les différentes échelles de citoyennetés définissant les droits et les devoirs mis en jeu par le service de l’eau s’avèrent ainsi complémentaires, bien que la définition canonique du service public ne corresponde pas ce qui est observé sur le terrain. Le rôle des pouvoirs publics en particulier s’avèrent plus proche d’un courtage institutionnalisé au sein des mécanismes d’allocation des projets de développement que de la régulation du service ou la maîtrise d’ouvrage des infrastructures techniques. / This research aims to analyse the service of drinking water in rural Senegal, from the example of four villages in the rural community of Moudéry. This research was conducted alongside with an operational work in a development program conducted by the French NGO GRET.The issue of the daily service is situated in the long history. The conditions of production and operation of the service are made in relation to the process of state building and changes in village societies, but also to the succession of international programs of access to drinking water.The first section establishes the inventory of social science research on the public water in West Africa. The second chapter describes the history of the Senegalese public policy of water in rural areas since the beginning of the twentieth century. The third chapter then analyzes the diversity of coexisting water services at local level. Then in the fourth chapter, the fragmentation patterns of service delivery of public water is described. The fifth chapter describes this fragmentation at the village level, from four village case studies, which trace the evolution of drinking water systems since the 1980s and the enbodiement of management service in the village social structures . The final chapter focuses on the articulation of different social spaces and water policies. The different scales of citizenship defining rights and duties brought into play by the water service are proved complementary, although the canonical definition of public service does not match what is observed in the field. The role of government in particular are more similar to a brokerage in institutionalized mechanisms for allocation of development projects than the regulation of the service or project management of technical infrastructure.

This diploma thesis deals with the role of exusers (former habit-forming substances abusers) in the treatment of addicted clients and in the management processes utilised within the communities of the Betel organisation. Extensive attention is paid to the description of the methods of work in the Betel organisation, which uses in the majority, the self- help therapeutic potential of the exusers in its long-term residential programme. Throughout this thesis, the alternative approach in treatment used in Betel is compared to the more frequently used concept of professionally managed therapeutic communities. The theoretical part of this thesis is divided into five main chapters. The first chapter deals with the description of the workings of professionally managed therapeutic communities, their place in the system of help to the addicted in the Czech Republic, and their effectiveness in the treatment. The second chapter describes in detail the methods and specifics of the help that is used in Betel and especially points out the role of exusers in this concept. The third chapter focuses on the history of community lifestyle with an emphasis on the self-help therapeutic impact. Examining Conservation Narratives : An Environmental Discourse Analysis of WWF Madagascar / Granskning av miljövårdsnarrativ : En miljödiskursanalys av WWF Madagaskar

This thesis examines the conservation narratives of Madagascar the ambiguity of forest cover and deforestation estimates, and the difficulty in deconstructing the narratives linked to the idea of a once fully forested island. In particular, shifts in the conservation debate are related to the discursive power of a large-scale international NGO, the WWF. A diachronic perspective is provided both through a discussion of earlier research and discourse analyses of selected texts, published by WWF Madagascar between 1991–2020. The theory and method are developed from Dryzek’s environmental discourse analysis with some modifications. The categories used in the conservation discourse analysis relate to baselines and intertextuality; underlying narratives such as problem representations and metaphors; the different values given to biodiversity; and possible hegemonic discourses within the conservation debate surrounding Madagascar. The discussion on WWF Madagascar also connects with the progression of environmental movements and conservationism, as reflected through shifting conservation priorities in both international contexts and local community conservation efforts. The conclusion demonstrates that shifts in WWF Madagascar’s conservation work reflect global perceptions and assumptions of what has protection value, and vice versa. It is concluded that the role of NGOs in creating and disseminating environmental narratives affects the conservation discourse on all levels and inmultiple contexts – such as media, academia, communities, and politics. In this discussion, the diachronic perspective on intertextuality presented here, especially regarding baselines and estimates of forest cover, illustrates how environmental history is key to conservation, and how at the same time NGOs can play a role as intermediaries in reshaping environmental narratives. / Denna avhandling undersöker Madagaskars bevarandeberättelser, oklarheten i uppskattningar av skogstäcke och avskogning samt svårigheten i att dekonstruera berättelser kopplade till idén om en tidigare helt skogbevuxen ö. Framför allt är förändringar i bevarandedebatten relaterade till det diskursiva inflytandet hos en storskalig internationell icke-statlig organisation, WWF (Världsnaturfonden). Ett diakront perspektiv ges både genom en diskussion av tidigare forskning och diskursanalyser av utvalda texter, publicerade av WWF Madagaskar mellan 1991–2020. Teorin och metoden är utvecklad med några modifieringar av Dryzeks miljödiskursanalys. De kategorier som används i diskursanalysen relaterar till skogsmätning och intertextualitet; underliggande berättelser såsom problemrepresentationer och metaforer; de olika värden som ges till biologisk mångfald; och eventuella hegemoniska diskurser inom bevarandedebatten kring Madagaskar. Diskussionen om WWF Madagaskar hänger också ihop med miljörörelsens och naturvårdens utveckling, sett genom växlande bevarandeprioriteringar i både internationella sammanhang och lokalsamhällets bevarandeinsatser. Slutsatsen visar att förändringar i WWF Madagaskars bevarandearbete återspeglar globala uppfattningar och antaganden om vad som har skyddsvärde och vice versa. Slutsatsen som dras är att de icke-statliga organisationernas roll i att skapa och sprida miljöberättelser påverkar bevarandediskursen på alla nivåer och i flera sammanhang – såsom media, akademi, samhällen och politik. Särskilt gällande uppskattningar av skogstäcke belyser denna diskussion det diakrona perspektivet på intertextualitet som presenteras här, hur miljöhistoria är nyckeln till bevarande, och samtidigt hur icke-statliga organisationer kanagera som förmedlare i omformningen av miljöberättelser.

El Cuerpo de Bomberos del Perú es una de las instituciones que se encuentra en la primera línea de batalla, frente al COVID - 19. Tiene una estructura jerarquizada y dividida en Comandancias Departamentales, siendo un total de 27 a nivel nacional, las cuales agrupan a las 243 compañías de bomberos que existen actualmente en nuestro territorio nacional. Entre los meses de marzo - agosto, durante la pandemia COVID - 19, una de las Comandancias Departamentales que más contenido audiovisual desarrolló a través de sus redes sociales, fue la IV Comandancia Departamental - Lima Centro; empleando como principales canales de difusión sus cuentas oficiales en Facebook e Instagram. La estrategia de comunicación organizacional que emplea la Comandancia Departamental en mención está enfocada en su público interno y externo, es decir, en los propios bomberos y en personas ajenas a la institución. Esto, ya que, dada la coyuntura, las plataformas digitales de la Comandancia Departamental se han convertido en el principal medio para la comunicación y difusión de sus mensajes institucionales. La presente investigación tiene por finalidad analizar el contenido audiovisual generado en dichas plataformas digitales, empleando el enfoque de la comunicación organizacional. / This work seeks to investigate a new form of communication, using social networks as a medium. This modernization of organizational communication occurs as a result of the Covid-19 pandemic. This work investigates the social networks Facebook and Instagram and the behavior of users with respect to them. Likewise, the most important point is the new channel that arises to transmit organizational communication. Critical success factors for the community management of rural water supply in the Ohangwena Region: Namibia

This study aimed to investigate the critical success factors for the community management of rural water supplies in the Ohangwena Region, Namibia. Rural communities in Namibia receive water through the Community Based Management (CBM) strategy, which necessitates water governance decentralisation, thereby enabling local communities to participate fully in the management of their water resources. In pursuance of this policy and philosophy, a large number of water point committees have been created nationally to manage the water system in rural areas. However, it is reported that at least half of the existing water points in rural areas in Namibia are faulty and dysfunctional, and the majority of people are still struggling to access clean water. Rural communities in the Ohangwena region have over the years experienced water scarcity, compelling them to drink unsuitable and salty water for survival. The main objective of the study was to examine the critical success factors for the community management of rural water supplies in the Ohangwena Region of the country. More specifically, the study endeavoured to examine key considerations having a positive impact on the success of the management of the rural water supply in Namibia, using the Ohangwena Region as a local case study. Both qualitative and quantitative methods were used in the study. The research methods included a mini-survey, document analysis and interviews. Purposive sampling was used to select the participants. All these approaches were applied to investigate the critical success factors for the community management of rural water supply. The findings from the study affirmed that polycentric principles govern the provision of Namibian rural water supply. Governance issues, leadership attributes of the committee members, training and capacity building, level of community involvement, coordination and support were identified as critical success factors for effective management of rural water supplies. Among factors identified as hampering effective management of the rural water points were a lack of implementation of specific regulations and stipulations of the National Water Policy of 2008 and Water Resource Management Act 11 of 2013 (although the Act was formulated, it still remains to be implemented), lack of skills among the water point committees, lack of financial and human resources and a lack of an oversight role by the government. The study recommended the enforcement of water management policies, harmonisation of laws and regulations as well as the provision of economic incentives to the water committees to ensure sustainable and efficient supply of water to communities. Finally, a rural water management model was developed, which is anticipated to contribute towards improved management of rural water provision in the study area. / Public Administration and Management / D.P.A.

品牌,對現今的行銷及組織經營而言早已成為相當重要的課題,因為它不僅是一個圖像或名稱,而是讓組織與商品得以在眾多的競爭者間脫穎而出的策略;而品牌必須要不斷的擴大顧客對於品牌的終生貢獻價值,即顧客權益(customer equity)的擴張,因此當忠誠度能夠幫助顧客權益的擴張時,組織如何建立忠誠度即成為廣受關注的議題,而能幫助忠誠度發展的「品牌社群」便漸漸吸引許多學者的研究。 本研究以McAlexander、Schouten與Koenign(2002)三位學者提出的「品牌社群關係模型(brand community relationship model)」為基礎,希冀以品牌社群成員的觀點研究「品牌社群經營」、「品牌社群關係」與「品牌忠誠度」間關係,並進一步探討品牌的「理性傾向」對於上述「品牌社群經營」、「品牌社群關係」以及「品牌忠誠度」關係的影響。 本研究以多個不同品牌的品牌家族為研究對象,透過Swatch、Samsung以及Sony三個品牌家族的經營者進行深入訪談後,以Swatch、Seiko、Samsung三個不同品牌的品牌家族為問卷調查對象,經由一系列的量化分析後得出以下研究結論: 一、品牌社群關係與品牌忠誠度 品牌社群內的社群成員與品牌的關係好壞對品牌忠誠度是有正向驅動關係;而透過比較不同品牌社群的品牌社群關係構面對品牌忠誠度的作用,發現不同品牌會呈現不同的強弱影響關係。 二、品牌社群經營與品牌社群關係 社群成員在品牌社群中,對於「人際相關的社群活動(communal community program)」的參與較能幫助成員與品牌的關係,而「實質利益相關的社群活動(non-communal community program)」的經營與品牌社群關係的好壞並無顯著的關係,因此品牌社群若能提供社群成員良好的「人際互動經驗」較能明顯幫助品牌社群關係的建立。 三、社群成員對品牌的理性傾向與品牌社群經營 理性傾向將會降低品牌社群成員對於人際相關活動的參與情形,連帶的降低社群活動期望的正向差距,因此消費者對品牌的態度越理性,對於品牌社群的經營就有較不利的影響。 四、品牌理性傾向與品牌忠誠度 雖然「理性傾向」對於品牌社群的經營有不利的效果,不過在研究中發現到當品牌給社群成員越多理性的資訊時,社群成員會藉由增強對經營公司的好感以幫助品牌忠誠度的建立。 / Brand has become an important issue to marketing and organization management nowadays, for it is not only a logo or a name but a strategy that distinguishes an organization and its products from numerous competitors. A brand must continuously expand its customers’ lifetime contribution value, namely the increase of customer equity. Therefore, when loyalty helps increase customer equity, how an organization establish loyalty becomes a critical issue, while “brand community” that assists developing loyalty gradually arise many scholars interest in research. The research adopts “brand community relationship model” by McAlexander, Schouten and Koenign (2002), attempting to study relationship among “brand community management”, “brand community relationship” and “brand loyalty” via perspective of brand community members, and further discussing influence of brand “rational inclination” on the aforementioned “brand community management”, “brand community relationship” and “brand loyalty”. The research uses multiple-brand family as research subject, conducting in-depth interview with managers of three brand families of Swatch, Samsung and Sony, and choosing brand families of Swatch, Seiko and Samsung as questionnaire targets. The following conclusions are derived after a series of quantitative analysis: 1. Brand community relationship and brand loyalty Relationship between members of brand community and brand has positive correlation to brand loyalty. By comparing different brand community’s effect of brand community relationship dimension on brand loyalty, the research found different brands generate different level of influence relationship. 2. Brand community management and brand community relationship Participation in “communal community program” by members of brand community reinforces relationship between members and brand, yet no significant relationship is found between management of “non-communal community program” and brand community relationship. Thus, it is more obvious in establishing brand community relationship if brand community provide members with satisfactory “interrelationship experience” 3. Community members’ rational inclination toward brand and brand community management Rational inclination will reduce brand community members’ participation in interrelationship activities, which reduces positive gap in social activity anticipation. Hence, the more rational attitude consumers hold toward a brand, the less favorable effect it has on management of brand community. 4. Brand rational inclination and brand loyalty Although “rational inclination” has less favorable effects on management of brand community, the research found that when more rational information is provided to community members, they will enhance establishment of brand loyalty by increasing goodwill toward the company.

Issues regarding sustainability of rural water supply in Zambia

The purpose of this dissertation was to identify factors that contribute to the sustainability of rural water supply facilities (WSFs). Twenty-four interviews were conducted: 16 from rural communities and 8 from water supply agencies. Key findings are that in order to achieve sustainability of WSFs, there is need to ensure that (1) there is an effective community organisation; (2) communities have the ability to operate and maintain WSFs; (3) communities are able to raise adequate user fees for purchasing spare parts; and (4) that there is a strong backup support at the district level to carry out major repairs. Major threats to the sustainability of WSFs include high poverty levels in communities, weak institutional framework and inability of communities to handle major breakdowns. / Social Work / M.A. (Social Work)
