A importância do processo eletrônico, enquanto mecanismo célere de acesso à justiça, e diagnóstico de sua viabilidade em El Salvador

Com base no estudo da Lei 11, 419 de 19 de dezembro de 2006, conhecida como “Lei do processo eletrônico”, decretada pelo Congresso Nacional, pretende-se contextualizar o desenvolvimento da informatização do judiciário no Brasil, levando em conta as experiências que já vêm ocorrendo não apenas no Supremo Tribunal Federal, mas em diferentes instâncias judiciais do país, por exemplo, nos tribunais localizados na cidade de Porto Alegre, Estado do Rio Grande do Sul: o Tribunal Regional Federal da 4ª Região, Tribunal Regional do Trabalho da 4ª Região e o Tribunal de Justiça do Estado do Rio Grande do Sul que, em uso de sistemas informáticos, operacionalizam a prestação jurisdicional mediante a transmissão eletrônica de dados com base na Lei 11.419/06. Destaca-se também que a informatização do judiciário comporta celeridade na tramitação de peças processuais, sem desconhecer a adoção de cautelas que garantam suficientemente a segurança das informações relativas ao processo e às partes, o que se constata através da aplicação de assinaturas eletrônicas respaldadas por certificado digital que atende aos requisitos de autenticidade, validade jurídica e interoperabilidade da Medida Provisória 2.200-2/2001 relativa à criação da Infraestrutura de Chaves Pública Brasileira. Como resultado destas considerações, formula-se um diagnóstico situacional para a implantação de um processo eletrônico em El Salvador. / Based on the study of Law 11, 419 of 19 December 2006, known as the "Law of the electronic process," enacted by Congress, seeks to contextualize the development of computerization of the judiciary in Brazil, taking into account not also the experiences into the Supreme Federal Court, but in differents courts around the country, such as the courts located in Porto Alegre, Rio Grande do Sul: The Federal Court of the 4th Region, the Regional Labor Court of the 4th Region and the Court of the State of Rio Grande do Sul, in use of computer systems, effectuate the adjudication by the electronic transmission of data based on the Law 11.419/06. Also noteworthy is that the computerization of the judiciary behaves quickly, without ignoring the adoption of safeguards to ensure sufficient security of information relating to the proceedings and the parties, which is verified through the application of electronic signatures supported by digital certificate that meets requirements of authenticity, the legal validity and interoperability of Provisional 2.200-2/2001 on the creation of the Brazilian Public Key Infrastructure. As a result of these considerations, it makes up a situation analysis for the deployment of an electronic process in El Salvador.

Construction et évaluation pour la TA d'un corpus journalistique bilingue : application au français-somali / Building and evaluating for MT a bilingual corpus : Application ton French-Somali

Dans le cadre des travaux en cours pour informatiser un grand nombre de langues « peu dotées », en particulier celles de l’espace francophone, nous avons créé un système de traduction automatique français-somali dédié à un sous-langage journalistique, permettant d’obtenir des traductions de qualité, à partir d’un corpus bilingue construit par post-édition des résultats de Google Translate (GT), à destination des populations somalophones et non francophones de la Corne de l’Afrique. Pour cela, nous avons constitué le tout premier corpus parallèle français-somali de qualité, comprenant à ce jour 98 912 mots (environ 400 pages standard) et 10 669 segments. Ce dernier constitue’est un corpus aligné, et de très bonne qualité, car nous l’avons construit en post-éditant les pré-traductions de GT, qui combine pour cela avec une combinaison de lason système de TA français-anglais et système de TA anglais-somali. Il Ce corpus a également fait l’objet d’une évaluation de la part depar 9 annotateurs bilingues qui ont donné une note score de qualité à chaque segment du corpus, et corrigé éventuellement notre post-édition. À partir de ce corpus, en croissance, nous avons construit plusieurs versions successives d’un système de Traduction Automatique à base de fragments (PBMT), MosesLIG-fr-so, qui s’est révélé meilleur que GoogleTranslate GT sur ce couple de langues et ce sous-langage, en termes de mesure BLEU et du temps de post-édition. Nous avons fait également une première expérience de traduction automatique neuronale français-somali en utilisant OpenNMT, de façon à améliorer les résultats de la TA sans aboutir à des temps de calcul prohibitifs, tant durant l’entraînement que durant le décodage.D’autre part, nous avons mis en place une iMAG (passerelle interactive d’accès multilingue) qui permet à des internautes somaliens non francophones du continent d’accéder en somali à l’édition en ligne du journal « La Nation de Djibouti ». Les segments (phrases ou titres) prétraduits automatiquement par notre un système de TA fr-so en ligne disponible peuvent être post-édités et notés (sur sur une échelle de 1 à 20) par les lecteurs eux-mêmes, de façon à améliorer le système par apprentissage incrémental, de la même façon que ce qui a été fait pour le système français-chinois (PBMT) créé par [Wang, 2015]. / As part of ongoing work to computerize a large number of "poorly endowed" languages, especially those in the French-speaking world, we have created a French-Somali machine translation system dedicated to a journalistic sub-language, allowing to obtain quality translations from a bilingual body built by post-editing of GoogleTranslate results for the Somali and non-French speaking populations of the Horn of Africa. For this, we have created the very first quality French-Somali parallel corpus, comprising to date 98,912 words (about 400 standard pages) and 10,669 segments. The latter is an aligned corpus of very good quality, because we built in by post-editions editing pre-translations of produced by GT, which uses with a combination of the its French-English and English-Somali MT language pairs. It That corpus was also evaluated by 9 bilingual annotators who gave assigned a quality note score to each segment of the corpus and corrected our post-editing. From Using this growing body corpus as training corpusof work, we have built several successive versions of a MosesLIG-fr-so fragmented statistical Phrase-Based Automatic Machine Translation System (PBMT), which has proven to be better than GoogleTranslate on this language pair and this sub-language, in terms BLEU and of post-editing time. We also did used OpenNMT to build a first French-Somali neural automatic translationMT system and experiment it.in order to improve the results of TA without leading to prohibitive calculation times, both during training and during decoding.On the other hand, we have set up an iMAG (multilingual interactive access gateway) that allows non-French-speaking Somali surfers on the continent to access the online edition of the newspaper "La Nation de Djibouti" in Somali. The segments (sentences or titles), pre- automatically translated automatically by our any available fr-so MT system, can be post-edited and rated (out on a 1 to of 20scale) by the readers themselves, so as to improve the system by incremental learning, in the same way as the has been done before for the French-Chinese PBMT system. Supervision automatique de la ventilation artificielle en soins intensifs : investigation d'un système existant et propositions d'extensions / Automated control of mechanical ventilation in intensive care : investigation into an existing system and proposals of extension

Les objectifs de la thèse sont l'a nalyse approfondie d'un système de supervision automatique de la ventilation artificielle des patients hospitalisés en soins intensifs et l'élaboration de solutions pour améliorer et étendre son fonctionnement. Ce système adapte l'assistance en pression de la ventilation spontanée avec aide inspiratoire (AI) par un rétrocontrôle basé sur la fréquence respiratoire du patient et, comme variables de "sécurité", le volume courant et le CO2 de fin d'expiration (etCO2). Il établit ainsi une classification ventilatoire et règle un niveau de pression d'AI.Sur la base d'études publiées rapportant des limitations, d'analyses d'une base de données rétrospectives acquises sur patient, d'études sur banc-test et d'études observationnelles prospectives réalisées chez les patients, nous avons étudié précisément le fonctionnement du système. Pour la plupart des limitations, une solution a été proposée et évaluée sur banc. A partir d'une étude clinique, nous avons proposé une amélioration de la procédure de traitement du signal etCO2 par le système. En nous basant sur les observations de la base de données, nous avons décrit une procédure automatisée de sevrage de la PEP dont un niveau supérieur à 5 mbar entrave le sevrage par le système. Sur le même principe, nous avons souhaité, en amont de l'AI, tenter d'automatiser un changement de mode depuis la ventilation assistée contrôlée. Au travers d'une étude clinique, nous avons déterminé des critères ventilatoires qui pourraient permettre d'automatiser cette procédure. L'ensemble a permis la définition d'une méthodologie d'évaluation et d'amélioration d'un système automatisé de ventilation artificielle / The objectives of the thesis are the detailed analysis of an automated system of management of artificial ventilation for patients in intensive care unit and the elaboration of solutions to improve and upgrade its functioning. This system automatically adapts the level of pressure support ventilation (PSV) through a feedback based on the respiratory rate of the patient and, as “safety” variables, the tidal volume and the end tidal of expired CO2 (etCO2). The system, called “SmartCare”, establishes a ventilatory classification and sets a level of inspiratory pressure.We precisely studied the system functioning on the basis of published studies reporting limitations, on a database analysis compound with retrospective data acquired on patients, of bench-test studies and observational prospective studies performed in patients. For most of the limitations, a solution was proposed and evaluated on bench. Using the results of a clinical study, we proposed an improvement of etCO2 signal processing. From observations of the database, we described a procedure of automated weaning of positive end expiratory pressure level which hinders pressure support weaning if above 5 mbar. On the same principle, upstream to PSV, we wished to automate a change of ventilation mode from assist control ventilation. Through a clinical study, we determined ventilatory criteria which could allow automation of this procedure. Partindo da hipótese de que um importante obstáculo para a inserção do pequeno agricultor familiar nos mercados é a mão-de-obra especializada, o capital humano, desenvolveu-se um modelo de treinamento e rastreabilidade para atividades em propriedades familiares. A segunda hipótese prediz, que é possível criar um modelo, cientificamente sustentado por regras amplamente aceitas oriundas da norma de certificação GlobalGAP, que é referência mundial de boas práticas agrícolas. Com a utilização destas regras o modelo procura alcançar a rastreabilidade de produtos e operações agropecuárias, a partir da preservação da identidade da informação entre os elos da cadeia produtiva. O trabalho também faz uso intensivo da tecnologia de informação, ao apresentar sistema informatizado, que unifica módulos de certificação, gerenciamento de operações agrícolas e de comércio eletrônico, tendo em vista minimizar o elevado custo da troca de informações entre os diversos atores envolvidos ao longo da cadeia produtiva. Starting from the hypothesis that skilled workforce, the human capital, is an important obstacle for the integration of the small family farmer in markets, we developed a training and traceability model for activities in family properties. The second hypothesis states that it is possible to create a model scientifically corroborated by widely accepted rules stemming from the certification norm GlobalGAP, which is a world reference for good agricultural practices. By using these rules the model seeks to achieve the traceability of agricultural and livestock products and operations by preserving the identity of the information among the links of the production chain. The work also makes extensive use of information technology as it shows a computerized system that unifies certification modules, agricultural operations and electronic commerce management in order to minimize the high cost in the exchange of information among the various actors involved in the production chain. All systems have been developed with free tools (Linux, Apache, MySQL, PHP), which reduced the costs of development. In a parallel discussion, computerized psychological instruments, for a hand, reflects the development of information technology and your applicability to other areas, but also shows little advance for Psychological Assessment. In this perspective, this study aims to adapt the Exercise Dependence Scale (EDS-R) in two formats (paper-and-pencil and computerized) and evaluate evidence of factorial and convergent validity, and reliability of each version and compare them with each other. It is also proposed to observe the relationship of some bio-demographic (Sex, age, frequency, duration and intensity of practice exercise) and the exercise dependence (DEF). For this purpose, 709 regular physical activity practitioners, selected by procedures non-probabilistic sampling, responded a adapted version of EDS-R, Muscle Appearance Satisfaction Scale (MASS), Body Modification Scale (BMS) and a demographic questionnaire, analyzed through Exploratory Factor Analysis, Cronbach's Alpha and not parametric tests. Both the traditional version and the computer showed a seven factors structure, explaining 57 and 62% of the variance, respectively, and Cronbach's alphas of 0.83 and 0.89. Factors were: (1) intentionality, (2) continuity, (3) tolerance, (4) reduction of other activities, (5) lack of control, (6) abstinence and (7) time spent on exercise. Relationships were observed between the Exercise Dependence and the variables: age, diets, consumption of food supplements and medicines for weight change, desire to do plastic surgery and body satisfaction. We observed also a positive correlation between the DEF and the frequency, duration and intensity of exercise, and the factor "Dependence on exercising" from MASS, indicating convergent validity of the EDS-R. Finally, comparisons between the two formats were equivalent, with few changes: computerized version achieved higher DEF scores. Based on these results, it can be concluded that the EDS-R has factorial and convergent validity, reliability, to measure exerceise dependence on traditional e computerized formats. DEF is related to actions used to body modification and behaviors toward exercise. Finally, it was found equivalence between the formats, especially in psychometric parameters, thus suggesting feasibility of a computerized assessment. The thesis is focused on analysis of complicated situation in public tenders in ICT field. The content is divided into two main parts. The first part provides an overview of historical development in terms of legal definition of basic laws in public tenders. Historical excursion includes a chapter dealing with the proposed amendment to public tenders act. There are shown the main points that would have a significant impact and would change the process of future commissioning of public tenders. The second part is practically oriented, beginning with computerization of public tenders and dealing further with a practical side of public tenders. There are also defined administrative offenses of commissioners as well as those of suppliers in this part of the thesis. The main focus of the work is an analysis of the most serious cases of public tenders commissioning in ICT field and definition of the biggest faults that occur. There are also provided suggestions as to how to deal with the situation in this part of the thesis.

Forms of work and working conditions are constantly changing within organizations, due to inter alia the Fourth Industrial Revolution and the boom of digitization and computerization. Labour market in developed countries is characterized by a higher representation of Generation Y and Generation Z employees whose job preferences differ from the previous generations' ones. These factors then result in transformation of forms and ways of work, working conditions, employee expectations and HR activities. The aim of this Master's thesis is to analyse the development and transformation of Work from a historical perspective, based on analysis and comparison of political documents, current scientific research and theoretically oriented scientific sources; and more importantly, to determine the main future trends in the world of work in connection with the Fourth Industrial Revolution and its impacts on the field of work. Based on these trends, changes in selected HR activities and working conditions are outlined in this Master's thesis. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Considering that technologies used in productives routines contribute to final outcome of journalistic product, this study proposes to identify changes that happened in news visual of newspaper along twenty years, taking the case of Geral section of Zero Hora newspaper. In order to evaluate how the using of digital and printing technologies changed the presentation of the newspaper graphic elements, this dissertation presents a comparative study of elements that constitute the news published in 1989, 1999 and 2009. The study recovers historical data of newspaper and describes the three different phases that editorial room of Zero Hora undergoes, which are analog, computerized and integrated. In theoretical chapter, the impact of technologies in journalistic practices was discussed. The third part of this study is the empirical analysis. It tries to identify how these technologies change the news visual. Among the conclusions appears the fact that the presence of photography decreased in the newspaper, even after the using of digital cameras which made easier to produce and mail a journalistic image. Besides, the size of informative units is decreasing in the last decades in order to give more space to graphic elements, like box and illustrations, and to paratextual elements like cartola. Another conclusion shows that currently more sources were consulted by journalists to write the central news than twenty years ago. / Partindo da idéia de que as tecnologias empregadas nas rotinas produtivas contribuem para o resultado final da matéria jornalística, este trabalho propõe-se a identificar as mudanças que ocorreram na visualização da notícia no jornal impresso, ao longo de 20 anos, utilizando-se, para isso, do caso da editoria de Geral do jornal Zero Hora. Para avaliar como o uso de tecnologias digitais e de impressão alterou a apresentação dos elementos gráficos na página do jornal, a dissertação apresenta um estudo comparativo de elementos que compõem as notícias publicadas em 1989, 1999 e 2009. O trabalho recupera dados históricos do jornal e descreve as três diferentes fases pelas quais passou a redação de Zero Hora: analógica, informatizada e unificada. No capítulo teórico é problematizado o impacto da incorporação das tecnologias nas práticas jornalísticas. A terceira parte do trabalho identifica por meio da análise empírica das páginas impressas de que forma essas tecnologias modificam a visualização da notícia. Entre as conclusões aparece o fato de que a presença da fotografia diminuiu no jornal, mesmo após o uso da câmera fotográfica digital, que facilitou a produção e o envio da imagem jornalística; o tamanho das unidades informativas vem reduzindo nas últimas décadas para ceder espaço à entrada de elementos gráficos, como o box e as ilustrações, e de elementos paratextuais como a cartola; e atualmente ouve-se mais fontes para redigir as matérias principais do que há 20 anos.

Cette thèse s'inscrit dans le cadre de l'harmonisation des langues africaines transfrontalières à tradition écrite émergente au moyen des Technologies de l’information et de la communication. / La langue, objet principal de la linguistique, se trouve également au carrefour d’autres disciplines connexes, toute chose qui repose la problématique de l’interdisciplinarité. Dans la présente thèse, il a été question des langues africaines transfrontalières, notamment le Peul abordé sous l’angle de sa dotation pour un enseignement-apprentissage plus efficient dans un contexte africain où les TIC ne sont plus nouvelles. En effet, les sources écrites du savoir en Peul sont d’exploitation très localisées. Ainsi, un journal, un livre de lecture ou de mathématique produit au Sénégal est inutilisable par les apprenants du Burkina Faso. Il se pose alors un problème d’harmonisation du Peul, objet de la présente thèse qui porte plus exactement sur l’harmonisation du Peul par les TIC pour un enseignement-apprentissage plus efficient. L’harmonisation du Peul qui ne saurait exclure du processus aucun de ses parlers qui sont de véritables richesses (Daff, 2004) participe de son utilisation à des fins d’enseignement-apprentissage plus efficient, l’efficience étant le rapport entre le niveau d’efficacité et les ressources (Gérard, 2001). Pour que le Peul, médium linguistique, participe effectivement d’un enseignement-apprentissage plus efficient, les TIC constituent un outil précieux, elles qui donnent «l’occasion de repenser et de délocaliser, dans le temps et dans l’espace, les échanges entre les enseignants et les élèves et favorisent ainsi la création de nouvelles avenues pour des activités d’apprentissage» (Karsenti, 2004, p. 268). Aussi, les objectifs de la présente étude ont-ils été les suivants : mieux comprendre comment les TIC peuvent aider à lever les defis de l’harmonisation de la terminologie et de l’orthographe du Peul ; mieux comprendre dans quelle mesure la diffusion de ressources peules sur Internet a un impact sur « l’évolution positive » de cette langue ; mieux comprendre comment les TIC peuvent rendre plus efficient l’enseignement-apprentissage du Peul. Pour atteindre les objectifs de la recherche, nous avons eu recours à une méthodologie ayant accordé une place de choix aux TIC dans la collecte des données. La thèse étant rédigée par articles, chacun des objectifs a été mis en relation avec l’un des trois articles. Du reste, l’étude fait ressortir que les TIC contribuent efficacement à l’harmonisation du Peul pour un enseignement-apprentissage plus efficient. / Language, the principal object of linguistics, is also located at the crossroads of other disciplines, anything that lies the issue of interdisciplinarity. In this thesis, it was question of cross-border African languages, including Fulani discussed in terms of its allocation for a teaching / learning process more efficient in an African context where ICT is no longer new. Indeed, the written sources of knowledge in Fulani are very localized. Thus, a newspaper, a book reading or mathematics produced in Senegal is unusable by learners of Burkina Faso. This raises a problem of harmonization of the Fulani, subject of this thesis which focuses exactly on the harmonization of the Fulani of ICT for teaching / learning process more efficient. The harmonization of the Fulani who can not be excluded from the process any of its dialects which are true wealth, part of its use for teaching / learning process more efficient, the efficiency being the ratio between the level of efficiency and resources (Gerard, 2001). For the Fulani, linguistic medium, actually participates in a teaching / learning process more efficient, ICT is a valuable tool, giving them "an opportunity to rethink and relocate in time and space, the exchange between teachers and students and thus promote the creation of new avenues for learning activities "(Karsenti, 2004, p. 268). Therefore, the objectives of this study have they been: better understanding of how ICT can promote harmonization of terminology and spelling of the Fulani; better understand how the distribution of Fulani resources on the Internet has an impact on the "positive development" that language; better understand how ICT can make more efficient teaching / learning of the Fulani. To achieve the research objectives, we used a methodology which granted a place of ICT in data collection. The thesis being drafted by sections, each objective has been linked with one of three articles. Moreover, the study revealed that ICT effectively contribute to the harmonization of the Fulani to a teaching / learning process more efficient.
