Clinic based hearing screening protocols : the feasibility of implementing the Health Professions Council of South Africa Year 2007 Guidelines.

Purpose: This study aimed to assess the feasibility of implementation of the Health Professions Council of South Africa's (HPCSA) clinic-based hearing screening subsection of its 2007 Position Statement on Early Hearing Detection and Intervention (EHDI) programmes in South Africa. Specific sub-aims included (a) establishing the prevalence of hearing screening conducted at Maternal Child Woman’s Health (MCWH) immunisation clinics; (b) determining the hearing screening procedures and protocols in use at MCWH immunisation clinics; (c) determining and exploring the possible concomitant personnel-associated factors which may influence the implementation of newborn and infant hearing screening programmes; (d) determining and exploring other factors that may have influenced implementation of newborn and infant hearing screening; and lastly, (e) comparing any hearing screening procedures and protocols in use to the HPCSA (2007) EHDI position statement clinic guidelines and associated clinic benchmarks Participants: Thirty primary healthcare immunisation clinic managers/acting managers were interviewed in two South African sample groups, in the North West province (NW) and Gauteng (GP). Design: An exploratory, non-experimental, qualitative research design was employed incorporating both quantitative and qualitative information within the two sample groups. Methods and Materials: An interview using a questionnaire was administered with primary health care (PHC) clinic nursing manager/acting manager, placed within the identified sites. The questionnaire encompassed areas such as work contexts, hearing screening contexts and information management systems, as well as quality control measures in place at these clinics. Data Analysis: Content analysis was used to code emergent themes into specific categories. Frequency calculations of the emergent themes were calculated and results described qualitatively. Results: No PHC clinics placed within the identified sites offered or provided formalised newborn/infant hearing screening and none of these facilities had equipment to do so. Most sites attributed the lack of formalised hearing screening to budgetary and human resource issues, staff training in particular. Non-formalised hearing screening protocols in place demonstrated inconsistencies in application across districts and none complied with HPCSA (2007) clinic guidelines. Most respondents were willing to implement formalised hearing screening to coincide with their immunisation schedules. The immunisation context was considered favourable for implementation of formalised hearing screening. Other factors such as reduced parental awareness of the importance of hearing screening, and caregiver cultural issues were considered surmountable by respondents. Conclusions: HPCSA (2007) implementation of clinic hearing screening protocols at PHC immunization clinics (level one) does not appear to be feasible based on current evidence. Results from the current study have assisted in identifying procedural and logistical assets and barriers to implementation of HPCSA (2007) clinic guidelines for EHDI at immunisation clinics in South Africa. Future research implications include formal investigations of central directorate versus district differences in PHC Package Integrated Management of Childhood Illnesses (IMCI); Otitis Media, and Road to Health Chart (RtHC) protocols; provincial and district inequities in funding as they impinge on hearing health care service delivery; costing of rudimentary protocols in place versus formalised HPCSA (2007) EHDI service delivery; research into parental awareness, education and willingness in specific reference to certain procedures such as otoacoustic emissions; and replication of the current study throughout the country for quantitave data with increased ability to draw causal inferences and generalize findings.

Notre étude portera sur le revirement de jurisprudence du Conseil constitutionnel. Si la présente étude intervient dans le contexte particulier du contentieux constitutionnel, et que les données empiriques analysées dans la présente étude sont principalement constituées des décisions du Conseil constitutionnel, ainsi que des comptes rendus de séance du même Conseil, cette recherche dépasse le cadre du contentieux constitutionnel, et, se veut être, une véritable investigation conceptuelle menée sur le concept de revirement de jurisprudence. En effet, le concept de revirement de jurisprudence, originairement doctrinal, et qui est aujourd’hui en passe de devenir un concept courant de la pratique juridictionnelle, est un concept qui permet de désigner un phénomène jurisprudentiel pratiqué par l’ensemble des ordres de juridiction du système juridique français. La présente étude se propose, d’approfondir ce concept de revirement de jurisprudence, en recourant à des moyens théoriques (issus notamment de la linguistique, de la psychologie, de la théorie et de la philosophie du droit, de la philosophie, de l’histoire du droit, de l’épistémologie et de la logique formelle), jusqu’ici jamais introduits dans le champ d’inspection du revirement de jurisprudence. Cependant, bien que nourrie d’exotisme théorique, cette étude n’est pas en reste sur le plan de l’analyse juridique, et apportera au lecteur une solide analyse des décisions du Conseil constitutionnel qualifiées de revirements de jurisprudence, ainsi qu’une analyse des causes et des conséquences du revirement de jurisprudence, dans le contexte particulier du contentieux constitutionnel / Our study will focus on the Constitutional Council's overruling. While this study deals with the particular context of constitutional litigation, and the empirical data analysed herein mainly consist of the decisions of the Constitutional Council, as well as the minutes of the Council's meetings, this research goes beyond the scope of constitutional litigation, and is intended to be a true conceptual investigation into the concept of overruling.Indeed, the concept of overruling, which was originally doctrinal, and which today is becoming a common concept in jurisdictional practice, is a concept that designates a jurisprudential phenomenon practiced by all orders of jurisdiction in the French legal system.This study proposes to delve into this concept of overruling, using theoretical means (in particular drawing on linguistics, psychology, legal theory, philosophy, history of law, epistemology and formal logic), which have never before been used in the investigation of overruling.However, although nourished by theoretical exoticism, this study is not to be outdone in terms of legal analysis and will provide the reader with a solid analysis of the decisions of the Constitutional Council which count as overrulings, as well as an analysis of the causes and consequences of the overruling, in the specific context of constitutional litigation

L'égal accès des femmes et des hommes à la vie politique en France et au Sénégal / Equal access of women and men to political life in France and Senegal

À la suite de l’adoption par les institutions internationales des instruments juridiques invitant les États parties à prendre des mesures positives pour favoriser une meilleure participation des femmes à la gestion des affaires publiques, la France et le Sénégal adoptèrent des lois en faveur d’une meilleure participation des femmes à la vie politique. Les premières lois adoptées se heurtèrent à la censure des juges constitutionnels. C’est alors que des revendications naissent pour réviser la Constitution afin d’y introduire le principe de parité. Ils aboutirent à l’introduction dans la Constitution du principe d’égal accès des femmes et des hommes aux mandats électoraux et fonctions électives et à la mise en œuvre de ce principe. En plus, ce principe a été étendu et mis en œuvre dans les domaines des responsabilités sociales et professionnelles en France. Cette thèse porte sur les tenants et les aboutissants de cette solution principe. La première partie analyse les discours des partisans et des adversaires de la parité ainsi que les raisons pour lesquelles les constituants ont souscrit aux révisions constitutionnelles. La deuxième partie traite la mise en œuvre des dispositions constitutionnelles. Sont mis en lumières dans cette partie, les rythmes suivis, les difficultés rencontrées et les résultats atteints. La thèse aboutit à la conclusion que la pratique du droit est fonction des contingences internes de chaque pays. Il n’en demeure pas moins que nous avons pu dégager des lois générales qui pourront gouverner l’affirmation et la réalisation du droit. / Following the adoption by international institutions of the legal instruments inviting States parties to take positive steps to promote better participation of women in the management of public affairs, France and Senegal adopted laws participation of women in political life. The first laws passed against the censure of constitutional judges. It is then that demands are born to revise the Constitution in order to introduce the principle of parity. They led to the introduction in the Constitution of the principle of equal access of women and men to electoral mandates and elective functions and the implementation of this principle. In addition, this principle has been extended and implemented in the areas of social and professional responsibilities in France. This thesis deals with the ins and outs of this principle solution. The first part analyzes the speeches of supporters and opponents of parity as well as the reasons why the constituents have subscribed to the constitutional revisions. The second part deals with the implementation of constitutional provisions. In this section, the rhythms followed, the difficulties encountered and the results achieved are highlighted. The thesis leads to the conclusion that the practice of law depends on the internal contingencies of each country. Nevertheless, we have been able to draw up general laws which can govern the affirmation and the realization of the law.

A crescente complexidade e interdependência dos problemas associados à expansão imobiliária, saneamento e demanda por água promoveram o aumento de conflitos entre os diversos atores sociais. Nas últimas décadas foram criados mecanismos de descentralização político-administrativa, que permitiram a participação social na gestão das políticas públicas como os comitês, colegiados e conselhos. Partindo da apresentação e discussão do conceito de Governança, investiga-se a viabilidade do emprego deste conceito na análise dos processos de gestão desenvolvidos em Unidades de Conservação de Uso Sustentável, através dos respectivos Conselhos Gestores. Para a compreensão do tema é apresentado um levantamento do histórico, arcabouço legal e instrumentos de gestão, previstos na legislação ambiental brasileira para as áreas protegidas, dando ênfase para as Áreas de Proteção Ambiental (APA) categoria com maior extensão territorial no país. Em seguida é apresentado o estágio de desenvolvimento das APAs no Estado de São Paulo, com dados acerca dos Conselhos Gestores e Planos de Manejo. Com base no referencial teórico o texto Governance Principles for Protected Areas in the 21st Century, de Grahan, Amos e Pluptre (2003), aplicou-se uma estrutura metodológica, que emprega pesquisa documental e entrevistas semiestruturadas, aplicadas aos membros do Conselho Gestor da APA Itupararanga, para a avaliação dos processos de governança. Os resultados obtidos pretendem contribuir ao desenvolvimento e aprimoramento de ferramentas para gestão de Unidades de Conservação de Uso Sustentável e servir de subsídio para construção dos Programas de Ações instituídos no Plano de Manejo da APA Itupararanga. / The increasing complexity and interdependence of the problems associated with the real estate expansion, sanitation and waters demand, promoted a growth in the conflicts between different social actors. In the last decades, mechanisms of political and administrative decentralization were created, which allowed social participation in the management of public polices, such as committees, boards and councils. Starting from the presentation and discussion of the concept of Governance, this paper investigates the viability to use this concept in the analysis of management processes developed in the Protected Areas of Sustainable Use, through its respective Managing Councils. In order to comprehend the subject matter, a survey of the history, legal structure and management instruments as provided by the Brazilian environmental legislation for protected areas, with emphasis on Areas of Environmental Protection (APA) category with the largest territorial extension in the country is presented. Next is displayed the development stage of the APAs in the state of São Paulo, with data about Management Councils and Management Plans. With basis in the theoretical reference presented by Graham, Amos e Plumptre (2003), in the text \"Governance Principles for Protected Areas in the 21st Century\", a methodological framework that uses document researches and semi structured interviews applied to the Management Council members of the APA Itupararanga in order to evaluate the processes of Governance. The achieved results aim to contribute to the development and improvement of the management tools for Protected Areas for Sustainable Use and serve as a subsidy for construction of the Action Programs instituted in the APA Itupararangas Management Plan.

A tese estuda a participação do episcopado brasileiro no Concílio Vaticano II, convocado einaugurado pelo Papa João XXIII (1959-1963), continuado e concluído por Paulo VI (1963-1965): etapa antepreparatória (1959-1960), com as respostas (vota) dos bispos e prelados à consulta romana; etapa preparatória, com os trabalhos nas comissões preparatórias (1960-1962) e etapa conciliar, nos seus quatro períodos, com as intervenções na Aula Conciliar ou depositadas por escrito (1962-1965). Analisa outros aspectos da vida e atividades do episcopado brasileiro em Roma: local de moradia e trabalho; pontos de apoio; inserção nas redes de articulação formadas antes e durante o Concílio; promoção das assim chamadas Conferências da Domus Mariae, Mensagens ao povo brasileiro; elaboração do Plano de Emergência da Igreja do Brasil (PE –1962) e encaminhamento da recepção do Concilio, com o Plano de Pastoral de Conjunto (PPC - 1965). Conclui com a prosopografia de todos os bispos e prelados brasileiros que tiveram direito, nem sempre exercido, de participarem das diversas etapas do Concílio; a bibliografia e um caderno iconográfico. / The thesis studies the participation of the Brazilian episcopate in the Second Vatican Council, convoked and inaugurated by Pope John XXIII (1959-1963), continued and concluded by Paul VI (1963-1965): the pre-preparatory phase (1959-1960), with the replies (vota) of the bishops and prelates to the Roman consultation; the preparatory phase, with the work done in the preparatory commissions (1960-1962) and the conciliar phase, with its four periods, and with the interventions in the Plenary Sessions of the Council or submitted in writing (1962-1965). The thesis also analyses other aspects of the life and activities of the Brazilian episcopate in Rome: where the bishops stayed, where they found support; how they were linked into the various net-works that were formed before and during the Council; the promoting of the events that went under the title of the Domus Mariae Conferences, of the Messages to the Brazilian People; the elaboration of the Emergency Plan for the Church in Brazil (PE – 1962) and the steps taken to ensure the reception of the Council, with the Joint Pastoral Plan (PPC – 1965). It finishes with a prosopography of all the Brazilian bishops and prelates who had the right, not always exercised, of participating in the various stages of the Council; a bibliography and iconography.

O presente trabalho tem por escopo analisar, de forma crítica e problematizada, o fomento enquanto atividade administrativa, portanto desbordante dos estritos limites do Estado. A obra tem início com o seu exame, conceituação e delineamento, de forma a criar para o leitor suporte seguro para o que adiante virá: seu exercício por meio de uma arena de participação popular, no caso, o Conselho Municipal dos Direitos da Criança e Adolescente de São Paulo. Este, ente despersonalizado apenas burocrático-administrativamente ligado à estrutura estatal tradicional, desponta como um novo lócus de exercício da discricionariedade administrativa, sendo responsável pelo próprio exercício do poder político, pela definição e desenvolvimento de políticas públicas de forma vinculante neste particular, do próprio Executivo. Colocamos o leitor, então, diante de interessante sistemática em que interagem mecanismos de ponta do Direito Administrativo e da lógica constitucional: participação democrática, descentralização e subsidiariedade, horizontalização entre as relações Administração-cidadão, contratualização do agir administrativo, ação pública concertada e sistematizada, com ênfase no planejamento. The study begins with its exam, conceptualization and definition, in order to create for the reader a secure support for what is to come: its exercise by an arena of participation in case, the Municipal Children and Adolescents Rights Council. This one, depersonalized being only burocratic-administratively related to the State traditional structure, emerges as a new locus for administrative discretion so responsible for the exercise of the political power itself, for the definition and development of public policies in a mandatory way of the Executive. The reader is then placed before an interesting system in which interact cutting edge mechanisms of Administrative Law and constitutional logics: democratic participation, decentralization and subsidiarity, horizontalization of the relations Administration-citizens, contratualization of the administrative action, concerted and systematic public action with emphasis on the planning. Once delineated the interaction object of study, peculiarities, controversies and situations further unsettled in national Law are analyzed, such as parcerization with Third Sector organizations and their form of establishment; possible forms of incentive concession to those organizations; profile of activities to be offered directly to the population (children and adolescents); responsibility for any deviations during the imbricate process of construction, development and depletion of incentives awarded through the Council. The aim is thus to draw attention to the importance of popular mobilization and mechanisms to encourage private initiative of public interest as an alternative for social and the State sustainability, and for the satisfaction of interests and public demands inherent in state post-social.

A relação das características das empresas com a adoção do Comitê de Auditoria X Conselho Fiscal adaptado / The relationship between company characteristics and the option to form an Audit Committee x Adapted Fiscal Council

Diversos trabalhos estão sendo desenvolvidos sobre o Comitê de Auditoria nos Estados Unidos e outros países, porém esse assunto é ainda recente no Brasil. Esta pesquisa difere dos estudos anteriores, pois o foco está na análise da exceção dada pela Securities and Exchange Comission - SEC à Regra 10A-3 para as empresas estrangeiras com American Depositary Receipts - ADRs. A SEC permitiu que, no caso do Brasil, o Conselho Fiscal pudesse adaptar suas funções às do Comitê de Auditoria. Todavia, há controvérsias em relação à utilização do Conselho Fiscal adaptado. Este estudo fornece evidências empíricas sobre o Comitê de Auditoria e o Conselho Fiscal adaptado nas empresas que operam no Brasil. Além de analisar as características das empresas que optaram por formar o Comitê de Auditoria ou o Conselho Fiscal adaptado sob o ponto de vista da teoria da agência e o impacto da formação desses órgãos no retorno das ações das companhias, são apresentados também os resultados obtidos com aplicação de questionários a executivos das empresas e entrevistas com analistas de mercado. Os resultados significantes dos testes estatísticos indicam que empresas com vendas inferiores a R$ 15.000 milhões têm menor probabilidade de constituir Comitê de Auditoria e empresas com proporção de ativo imobilizado sobre vendas inferior a 60% têm maior probabilidade de constituir Comitê de Auditoria, conforme esperado. Além disso, empresas em que os gestores possuem algum percentual de participação têm maior chance de constituir o Comitê de Auditoria. Há indícios de uma relação positiva entre a formação do Comitê de Auditoria e o ativo total da empresa, a classificação da empresa no novo mercado ou nível 2 de governança corporativa, número de diretores e o retorno das ações, conforme esperado, ressalvando-se que o modelo é não significante. Não houve consenso dos analistas de mercado quanto à influência do nível de governança corporativa na formação do Comitê de Auditoria. Ao contrário do esperado, não há indícios da existência de uma relação positiva significante entre a empresa ter maior alavancagem e a presença do Comitê de Auditoria. Além disso, diferentemente do esperado, tanto a maioria das empresas que formaram o Comitê de Auditoria quanto as que optaram pelo Conselho Fiscal adaptado foram auditadas por uma das Big4 e foram classificadas como large accelerated filer. Já os analistas de mercado não souberam informar se a presença de uma Big4 poderia influenciar na escolha de um dos órgãos. De acordo com os executivos das empresas que formaram o Comitê de Auditoria, a maioria apontou que o nível de governança corporativa foi um dos fatores que influenciou na decisão do Comitê ou Conselho Fiscal adaptado, enquanto a maioria dos executivos das empresas que formou o Conselho Fiscal adaptado indicou o nível de governança corporativa, o fato de ser auditada por uma das Big4 e a classificação da empresa conforme o valor agregado de mercado como fatores que influenciaram nas suas decisões. Tanto a maioria dos executivos das empresas quanto a maioria dos analistas de mercado concordaram plenamente que o Comitê de Auditoria pode ser visto como um mecanismo de monitoramento da gestão da companhia, e discordaram que no Brasil faltem executivos com perfil que se enquadre no Comitê de Auditoria conforme definido pela SEC. Não houve consenso de opinião entre os executivos das empresas e os analistas de mercado quanto ao Conselho Fiscal ser mais adaptável que o Comitê de Auditoria ao ambiente de negócios brasileiros, quanto às funções dos dois órgãos serem distintas e quanto aos custos associados à formação do Comitê de Auditoria. Assim, percebe-se que, em alguns casos, o ponto de vista dos analistas é diferente da opinião obtida com os executivos das empresas e com os resultados baseados nas informações financeiras das companhias. Pode-se concluir que esse assunto precisará ser acompanhado de perto, afinal seu entendimento é ainda divergente. / Various works are being developed regarding Audit Committees in the United States and other countries, though the issue has only recently been introduced in Brazil. This research differs from previous studies given that its focus is on analysis of the exception made by the Securities and Exchange Commission (SEC) on Regulation 10A-3 regarding foreign companies possessing American Depositary Receipts (ADRs). In the case of Brazil, the SEC allowed the Fiscal Council to adapt its roles to those of the Audit Committee. However, there are controversies relative to the use of an adapted Fiscal Council. This study provides empirical evidence on Audit Committees and the adapted Fiscal Councils within companies operating in Brazil. Besides analyzing the characteristics of companies that opt to form an Audit Committee or an adapted Fiscal Council from the agency theory point of view, it also discusses the impact of building these agencies on the company\'s return on investment, along with the results obtained from questionnaires given to company executives and interviews with market analysts. The results of the statistical tests were significant, indicating that companies with sales under R$ 15,000 million have a lower probability of building an Audit Committee, while companies with a proportion of fixed assets over sales that is less than 60% are more likely to build an Audit Committee, as was expected. Also, companies where managers possess some stake in the company have a greater chance of building an Audit Committee. There are indications that a positive relationship exists between building an Audit Committee and a company\'s total assets, a company\'s classification within the new market or level 2 corporate governance, the number of directors and the return on investment, as expected and remembering that the model is not significant. No consensus was reached by market analysts regarding the influence of the level of corporate governance on building an Audit Committee. Contrary to expectations, there are no indications that a meaningful positive relationship exists between the company having greater leverage and the presence of an Audit Committee. Also contrary to expectations, was the fact that both the majority of companies that formed an Audit Committee or an adapted Fiscal Council were audited by one of the Big 4 and classified as large accelerated filers. On the other hand, market analysts could not explain if the presence of one of the Big 4 could influence the choice of one entity over the other. According to executives from companies that formed Audit Committees, the majority pointed out that the level of corporate governance was one of the factors that influenced the decision between a Committee or an Adapted Fiscal Council, while the majority of executives from companies that chose the adapted Fiscal Council indicated the level of corporate governance, the audit by one of the Big 4 and the company\'s classification according to the Aggregate Worldwide Market Value as the factors that influenced their decisions. Both the majority of company executives and the majority of market analysts agree that an Audit Committee can be viewed as a monitoring mechanism for the company, while disagreeing that Brazil lacks executives who match the Audit Committee profile defined by the SEC. There was no consensus of opinions among company executives and market analysts regarding a Fiscal Council being more adaptable to the Brazilian business environment than an Audit Committee, both in terms of the role of each entity being distinct and in terms of the costs associated with building an Audit Committee. Thus, in some cases, one notices that the point of view of analysts is different than that of company executives, with results based on the company\'s financial information. One can conclude that this issue needs to be closely monitored, given that no consensus has been reached in its regard.

Formação e participação políticas de conselheiros de escola: o caso do município de Suzano/SP (2005 - 2009) / Political formation participation of the school counselors: the case of the municipality of Suzano-SP (2005-2009).

Esta tese trata da formação política e da participação política dos conselheiros de escola que atuaram no município de Suzano São Paulo, no período de 2005 a 2009, particularmente no que diz respeito aos familiares das crianças. Procuramos analisar em que medida esse tipo de formação contribui para a luta pela democratização da gestão da escola e para a elaboração de propostas de formação política por parte do poder público. O estudo foi organizado de modo a abordar no primeiro capítulo a questão da formação e da participação política. A partir de um conceito amplo de educação, ressaltamos a educação não formal e popular desenvolvida no mundo da vida, em diferentes processos participativos como campo privilegiado para a formação política preocupada com a tomada de decisões e com a democratização das relações. No segundo capítulo, privilegiamos o tema da institucionalização dos espaços de participação, tecendo considerações sobre a escola e sobre o Conselho de Escola, entendendo que não basta a criação de espaços democráticos de participação para que se garantam direitos legalmente firmados. Na sequência, apresentamos o contexto desta pesquisa, expondo, além das características do município de Suzano, as diversas ações voltadas à democratização da gestão da escola ali desenvolvidas e os participantes desta investigação. No último capítulo, à luz da teoria apresentada, identificamos e analisamos as concepções elaboradas pelos conselheiros de escola, participantes desta pesquisa, sobre formação, participação, representação, direito, escola e Conselho de Escola. Os dados foram obtidos por intermédio de: 1. consulta e análise de vários documentos da SME referentes às ações democratizantes elaboradas pelo município de Suzano/SP, no período entre 2005 e 2009; 2. entrevistas com doze conselheiros de escola, familiares das crianças, que atuaram no mesmo período. Nas conclusões, apresentamos, a partir do mapeamento realizado, aspectos de natureza temática, estratégica e estrutural que consideramos importantes para a elaboração de políticas públicas voltadas à formação política do conselheiro de escola com vistas à transformação da escola e da sociedade. / This thesis deals with the political formation of the school counselor, specifically the parents segment, who worked in the city of Suzano - São Paulo (2005-2009). Our goal was to analyze to which extent this kind political formation helps in the struggle for democratizing the school management and in the creation of political formation proposals made by the government.The study was organized to address, in the first chapter, the issue of political education and participation. From a broad concept of education, we emphasize the non-formal and popular education developed in the world of life, in different participatory processes, as a privileged field for the political education concerned with participation in decision-making as well as the democratization of relations. On the second chapter, we focus the question of institutionalization of spaces involvement with considerations about the school and the School Council, understanding that just the creation of democratic spaces of participation such as the School Council is not enough to ensure that the relationships there stabilished will guarantee the existence of rights legally signed, being democratic practices and relationships necessary for this warranty to become a reality. Following, we present the research context of the city of Suzano bringing characteristics of the various actions aimed at the democratization of school management developed there. In the last chapter, in light of the theory presented, we plot the concepts developed by school counselors on formation, participation, representation, law, school and the school council. To conduct the study, the data was obtained by: 1) SME documents that were organized, consulted and analyzed, related to democratizing actions developed for that municipality in the period between 2005 and 2009. 2) Interviews with twelve school counselors, from the parents segment, who acted in the same period. In conclusion, we return to the conceptions developed by the counselors, from the mapping done, thematic, strategic and structural aspects that we consider important for the elaboration of public policies for formation of school counselors with emphasis on transforming the school and society.
